Abstract :
[en] During the last decades, we have experienced a general rise of real estate prices as well as the reinforcement of sustainable development issues. This resulted in a "renewal" of land policy in France, with the development of “Etablissements publics fonciers” (EPF). At the same time, there is a withdrawal from the public sphere against a dominant financial logic. In this context, our thesis questions the need to develop land policy at the regional scale. To do so, we have examined the situation of Brittany on the basis of several partnerships (Regional Council, DREAL and EPF of Brittany, ADEF, COST and joint supervision with the University of Liege), with research materials gathered from three distinct research terrains (in Brittany, in France and in Europe). This leaded to a PhD structured in two main parts: on the one hand, a regional diagnostic on land issues for Brittany with a list of mobilized land data and, on the second hand, an original analysis of the EPF tool. Our results show that Brittany is facing fundamental land issues (fast land artificialization due to specific modes of living and demographic dynamics) that impact in different ways the regional territory (rural-urban and Armor-Argoat disparities). Our results also show that the choice of a regional land policy embodied in the creation of an EPF is at the same time very common from a French perspective and very original from a European perspective. In conclusion, we note that the effectiveness of EPF is not yet actually demonstrated and we propose recommendations to Brittany’s decision-makers.
[fr] Les dernières décennies se sont caractérisées par une forte hausse du coût du logement ainsi que par le renforcement des enjeux du développement durable. Il en a résulté un « renouveau » de la politique foncière en France lors des années 2000 avec en particulier la multiplication des établissements publics fonciers (EPF). On constate dans le même temps un certain retrait de la sphère publique face à une logique financière dominante. Dans ce contexte, notre thèse questionne l’opportunité de développer des politiques foncières à l’échelon régional. Pour ce faire, nous avons examiné la situation de la Bretagne en nous appuyant sur plusieurs partenariats (Conseil régional, DREAL et EPF de Bretagne, ADEF, COST et cotutelle avec l’Université de Liège) et en alimentant notre réflexion par trois terrains distincts (Bretagne, France et Europe).
Cela conduit à une thèse structurée en deux parties : d’une part, un diagnostic foncier de la Bretagne détaillant les sources de données foncières mobilisables et, d’autre part, une mise en perspective originale de l’outil EPF. Nous montrons que la Bretagne est confrontée à des enjeux fonciers prégnants (artificialisation rapide des sols encouragée par des modes d’habiter et des dynamiques démographiques spécifiques), s’exprimant de manière différenciée (coupure ville-campagne et Armor-Argoat) et que le choix d’une politique foncière d’échelle régionale incarnée par la création d’un EPF se révèle à la fois commun du point de vue français et original du point de vue européen. En conclusion, nous rappelons que l’efficacité des EPF n’est pas encore démontrée et nous formulons des préconisations d’actions à destination des décideurs bretons.
