We discuss the constraints derived on the mixing of photons with light pseudoscalars using the distributions of good-quality linear and circular polarisation measurements of light from the least polarised classes of quasars. We also provide the dependence of our limit on the average electron density in the local supercluster for nearly massless particles. [less ▲]

Background. Numerous students are having school difficulties linked to the way they learn. Some people speak of a “metacognitive deficit”. We refer to a “sleeping potential” instead. Be it psychologists, teachers or parents, all wish to develop their skills in order to help these students. This is the case in primary and secondary school. The EDUCA + project is intended to provide possible solutions. Purpose. The aim of this paper is to present a metacognitive and cognitive theory of learning to learn, which will (a) explain why numerous students are having school difficulties, and (b) predict the success of the EDUCA + project.

BACKGROUND: Given the limited availability of healthcare resources and the recent introduction of new anti-osteoporosis drugs, the interest in the cost effectiveness of drugs in postmenopausal osteoporosis remains and even increases. OBJECTIVE: This study aims to identify all recent economic evaluations on drugs for postmenopausal osteoporosis, to critically appraise the reporting quality, and to summarize the results. METHODS: A literature search using Medline, the National Health Service Economic Evaluation database and the Cost-Effectiveness Analysis Registry was undertaken to identify original articles published between January 1, 2008 and December 31, 2013. Studies that assessed cost effectiveness of drugs in postmenopausal osteoporosis were included. The Consolidated Health Economic Evaluation Reporting Standards (CHEERS) statement was used to assess the quality of reporting of these articles. RESULTS: Of 1,794 articles identified, 39 studies fulfilled the inclusion criteria. They were conducted in 14 different countries and nine active interventions were assessed. When compared with no treatment, active osteoporotic drugs were generally cost effective in postmenopausal women aged over 60-65 years with low bone mass, especially those with prior vertebral fractures. Key drivers of cost effectiveness included individual fracture risk, medication adherence, selected comparators and country-specific analyses. Quality of reporting varied between studies with an average score of 17.9 out of 24 (range 7-21.5). CONCLUSION: This review found a substantial number of published cost-effectiveness analyses of drugs in osteoporosis in the last 6 years. Results and critical appraisal of these articles can help decision makers when prioritizing health interventions and can inform the development of future economic evaluations. [less ▲]

The stay cables on cable-stayed bridges have been the subject of considerable research in order to understand the origins of the dry galloping phenomenon. Surface irregularity is one of the last parameters that have not been thoroughly examined. This paper focuses on static wind tunnel tests on original High Density Polyethylene cable covers in a range of Reynolds numbers from the sub-critical regime to the critical, corresponding to values ranging from Re = 9.6x104 to Re = 3.3x105. The experiment consists in testing cable covers of various diameters in order to investigate the effect of surface irregularity (roughness and circularity defect) on the mechanism of dry galloping excitation. Previous studies reported that dry galloping is caused by the appearance of a negative pressure bubble on one side of the circular cylinder at the critical Reynolds number range, leading to a rapid drop in the drag coefficient and the appearance of a non-negligible lift force. The results of the present investigation demonstrate that there is a clear correlation between the single bubble pressure pattern and the circularity defect along the tube. They further show that surface roughness has little effect on the location of the bubble. The paper also treats the spatial and temporal correlation of the instantaneous pressure pattern along the tube with respect to the circularity defect. [less ▲]

This document compares the contents of the Free Trade Agreements (FTA) that have been signed by the European Union and by the United States with Colombia. It analyses them from a perspective that characterizes FTAs into “WTO-extra” and “WTO-plus” agreements. By this analysis, an “Americanization” of the European interregional strategy is partially verified. Nevertheless, this “Americanization” appears to be partial, due to the inclusion of “regional integration” as a transversal theme in European FTA. [less ▲]

In this chapter, it is argued that Weber's particular combination of Von Kries' naturalistic paradigm and Rickert's antinaturalistic paradigm might become less puzzling if we return to the interpretation that emerged in the middle of the nineteen-twenties within the South-Western School of neo-Kantianism. The basic intuition which underlies this interpretation is that the social sciences are best understood as generalizing cultural sciences. On this understanding, they differ both from the natural sciences and the historical sciences. [less ▲]
