The literature on incident reporting generally describes Incident Reporting Systems (IRS) as technological tools aiming at improving safety in organizations by initiating a learning process from previous events, in order to prevent future incidents and accidents to occur. In this respect, many studies tend to focus on “barriers to reporting” in order to understand why people report (or not) incidents in the dedicated system. Alternatively, we proposed to study IRS as socio-technical artifacts which are embedded in a specific organizational culture and which are interpreted in different ways, illustrating what has been called “interpretive flexibility”. This communication is divided in two parts. First, relying on the Social Construction Of Technology (SCOT) framework, we present the different practices and meanings attributed to the reporting of incidents within the Belgian Nuclear Research Center (SCK•CEN). We link these to the various modes of learning that they enable. By doing so we participate to the opening-up of the research on Incident Reporting to alternative discourses, practices and meanings, unforeseen situations and uncertainties. Second, we present the preliminary results of creative workshops during which we initiated the participatory re-construction of the IRS within the Center, drawing on and extending the results of the “opening-up” phase. By doing so, we aim at contributing to a transparent realization of the reduction of complexity leading to an informed and collective decision on what could/should be the IRS of the Center. In conclusion, we propose a reflexive analysis of this process, and we formulate tentative future research directions. [less ▲]

Nous montrons ainsi qu’une définition d’un objet mathématique n’est ni définitive, ni une simple description de l’objet. Le choix d’une définition au détriment d’une autre doit se faire à la lumière d’un projet plus global relatif à l’institution à laquelle elle appartient. [less ▲]

Module performance analysis is a well-established framework to assess changes in the health condition of the components of the engine gas-path. The primary material of the technique is the so-called vector of residuals, which are built as the difference between actual measurement taken in the gas-path and values predicted by means of an engine model. Obviously, the quality of the assessment of the engine condition depends strongly on the accuracy of the engine model. The present paper proposes a new approach for data-driven modelling of a fleet of engines of a given type. Such black-box models can be designed by operators such as airlines and thirdparty companies. The fleet-wide modelling process is formulated as a regression problem that provides a dedicated model for each engine in the fleet, while recognising that all engines are of the same type. The methodology is applied to a virtual fleet of engines generated within the ProDiMES environment. The set of models is assessed quantitatively through the coefficient of determination and is further used to perform anomaly detection. [less ▲]

We consider a mixed integer set which generalizes two well-known sets: the single node fixed- charge network set and the single arc design set. Such set arises as a relaxation of feasible sets of general mixed integer problems such as lot-sizing and network design problems. We derive several families of valid inequalities that, in particular, generalize the arc resid- ual capacity inequalities and the flow cover inequalities. For the constant capacitated case we provide an extended compact formulation and give a partial description of the convex hull in the original space which is exact under a certain condition. By lifting some basic inequalities we provide some insight on the difficulty of obtaining such a full polyhedral description for the constant capacitated case. The dynamics of the SmallSat, a real-life spacecraft possessing a complex isolation device with multiple nonsmooth nonlinearities is investigated. Experiments show that nonlinearities induce modal interactions between modes with non-commensurate linear frequencies. A model of the structure with a simplified description of the nonlinear connections is first built using techniques available in industry. Numerical continuation is then exploited to compute nonlinear normal modes and uncover interaction phenomena that can jeopardize the structural integrity. [less ▲]

Performance-based aid (PBA) is increasingly advocated as a way to improve development aid effectiveness through resolving incentive issues inherent in aid relationships. Some donors use PBA together with performance-based financing arrangements within partner countries. Expectations from PBA are high – yet, while its rationale may look appealing, it is grounded on a restrictive model and flawed when taking account of real-world context. A number of problems associated to PBA have already been advanced as jeopardising its success. More fundamentally, one may question the mere appropriateness of PBA to provide incentives all along the chain from recipient governments to those who are supposed to produce results. Thus believing that PBA can have a mechanistic trickle-down incentive effect seems an illusion. [less ▲]
