This paper develops a probabilistic decision making framework for reliability management in the short-term operational planning context. We build upon our recent work, which proposed a probabilistic reliability management approach and criterion (RMAC) for the latest decision making opportunity of real-time system operation. Here, we transpose the RMAC to the preceding problem instance of short-term operational planning, wherein i) risk is aggravated by the uncertainty on power injections and weather conditions, and, ii) the problem scope concerns choosing `strategic' actions (e.g., starting additional generating units, granting outage requests for maintenance, etc.) to facilitate decision making during the forthcoming real-time system operation. To anticipate on the latter, we formalize the notion of a real-time `proxy' as a simplified model of the real-time decision making context, adequately accurate for the purpose of operational planning decision making. Stating a first proposal for such a proxy, we mathematically formulate the RMAC for short-term operational planning as a multi-stage stochastic decision making problem and demonstrate its main features by case studies on a modified version of the single area IEEE RTS-96 system. Distinct gap features in the nearest protoplanetary disk, TW Hya (distance of 59.5$\pm$0.9 pc), may be signposts of ongoing planet formation. We performed long-exposure thermal infrared coronagraphic imaging observations to search for accreting planets especially within dust gaps previously detected in scattered light and submm-wave thermal emission. Three nights of observations with the Keck/NIRC2 vortex coronagraph in $L^\prime$ (3.4-4.1$\mu$m) did not reveal any statistically significant point sources. We thereby set strict upper limits on the masses of non-accreting planets. In the four most prominent disk gaps at 24, 41, 47, and 88 au, we obtain upper mass limits of 1.6-2.3, 1.1-1.6, 1.1-1.5, and 1.0-1.2 Jupiter masses ($M_J$) assuming an age range of 7-10 Myr for TW Hya. These limits correspond to the contrast at 95\% completeness (true positive fraction of 0.95) with a 1\% chance of a false positive within $1^{\prime\prime}$ of the star. We also approximate an upper limit on the product of planet mass and planetary accretion rate of $M_p\dot{M}\lesssim10^{-8} M_J^2/yr$ implying that any putative $\sim0.1 M_J$ planet, which could be responsible for opening the 24 au gap, is presently accreting at rates insufficient to build up a Jupiter mass within TW Hya's pre-main sequence lifetime. In this paper I want to create a presumption in favor of a non-reductive analysis of emotional phenomenology. The presumption relies on the claim that none of the non-emotional elements which are usually regarded as constitutive of emotional phenomenology may reasonably be considered responsible for the evaluative character of the latter. In section 1 I suggest this is true of cognitive elements, arguing that so-called ‘evaluative’ judgments usually result from emotional, evaluative attitudes, and should not be conflated with them. In section 2 I suggest the same holds true for conative attitudes (desires and acts of the will). And in section 3 I briefly mention some salient aspects of the version of non-reductive analysis I lean towards. [less ▲]

[less ▲]

Shallow reservoirs are often used as sediment traps or storage basins, in which sedimentation depends on the flow pattern: Short rectangular reservoirs reveal a straight jet from inlet to outlet with on both sides identical recirculation zones. In longer reservoirs, the main jet reattaches to the side of the reservoir leading to a small and a large recirculation zone. Previous studies found an empirical geometric relation describing the switch between these two flow patterns. In this study, we demonstrate, with a simple analytical model, that this switch coincides with a maximization of energy dissipation in the shear layer between the main jet and recirculation zones: Short reservoirs dissipate more energy when the flow pattern is symmetric, while longer reservoirs dissipate more energy with an asymmetric pattern. This approach enables to predict the flow patterns without detailed knowledge of small scale processes, potentially useful in the early phase of reservoir design. [less ▲]
