The fundamental right to housing is written in article 23 of our Constitution along with others social and economical rights since 1994. It is said to be a necessary component for the right to respect for human dignity. For the last decades, the right to housing has been quoted in many international declarations and conventions. However we still wonder: what is the real impact of this right to housing? How effective can it be? What interpretation can we give to case-law in this regard? We would like to bring some ideas and answer to the debate. Our article analyses the right to housing nowadays, as emerging out of treaties, laws and the international and national case-law. Hydrogen fluoride is mainly produced by the photolysis of anthropogenic source gases such as the chlorofluorocarbons (CFC), the hydrochlorofluorocarbons (HCFC) and the hydrofluorocarbons (HFC). These families of species are known for contributing to ozone depletion and/or to the greenhouse effect. It is thus essential to regulate and monitor their emissions. Despite the fact that the Montreal protocol (1987) has succeeded to reduce and then suppress the CFC emissions, HF is still increasing in the stratosphere because of ongoing emissions of the HCFC and HFC substitution products. In the framework of the recent studies demonstrating the influence of stratospheric circulation changes on the trend of long-lived tracers (e.g. hydrogen chlorine), we decided to investigate the impact of these circulation changes on HF. To achieve this objective, the rates of changes over time of HF total/partial columns at various latitudes of the globe will be determined and critically discussed. Fourier Transform Infrared data produced at five NDACC sites (Kiruna – 68°N, Jungfraujoch – 46°N, Izana – 28°N, Lauder 45°S and Arrival-heights – 78°S) and satellite data (HALOE and ACE) will be used for this study. This preliminary selection of ground-based stations allows to cover both hemispheres and our period of investigation (last two decades). Finally, in order to support our data interpretation, two SLIMCAT simulations (standard and fixed dynamics) will also be included. [less ▲]

Transportation of goods contributes to the economic development of societies but it generates negative impacts on its environment called negative externalities. In its White Paper on Transport, the European Commission encourages the flow transfer from road to more environmentally friendly modes like rail or inland waterways (IWW). This objective can be reached by the development of intermodal transport. A literature review on transport externalities and their valorization methods highlights the small number of studies related to the general modeling of transport externalities through dedicated mathematical formulas. However, the latter are important for identifying the key parameters that influence transport competitiveness in terms of externalities. This is demonstrated by analyzing two external cost functions for road and rail. The location of intermodal terminals stands out from the environmental perspective as one of the most important competitiveness factors of intermodal transport regarding road. An innovative mathematical model for the location of terminals and allocation of flows between road and intermodal rail and IWW transport is developed. The model is based on a bi-objective formulation which evaluates the trade-offs between transport operational costs and CO2 emissions. Economies of scale of intermodal transport are integrated. The model is applied to the Belgian network. Results indicate that terminal locations are relatively stable, whatever the optimized economic or environmental objective. The type of terminal located changes according to the followed strategy. Minimizing CO2 emissions leads to an increased use of intermodal transport. The impact of transport on air pollution is also evaluated. On the Belgian case, an economic optimization of transport operational costs is compared to an environmental optimization of transport air pollution external costs. The intervention of public authorities through a taxation policy for trucks is also studied. Results show that the introduction of road taxes leads to a more intensive use of intermodal transport than in the absence of taxes. The maximum intermodal market share is observed when air pollution external costs are minimized. Finally, a new model which considers other intermodal chains than the traditional “road-rail/IWW-road” modeling is applied on experimental data at the European level. The model allows to choose between any direct transport by one mode (road, rail or IWW), and any intermodal transport of up to three modes. Results indicate that several connections may benefit from the use of other combinations of modes than the “road-rail/IWW-road” combination. [less ▲]

La compréhension de la physiopathologie de ces lésions a permis l’émergence de nombreux traitements dans le but d’obtenir une récupération optimale et une limitation des récidives. Arbitrariness is commonly seen as a major concept in Saussure’s thought, and it even receives the status of a “principle” in his theory. It is not only the characteristic feature of the relation between the signifier and the signified (the semiological relation is arbitrary), but moreover it is constitutive of this very relation (the relation is semiological because it is arbitrary; there is a so-called “semiological relation” established between a signifier and a signified because of the principle of arbitrariness). And when linguists and other Saussurean interpreters comment on the concept of arbitrariness, they usually imply a binary relation: the semiological relation is arbitrary due to the fact that the signifier is arbitrarily chosen vis-à-vis the signified, and vice versa. I will be questioning the latter assertion in this paper. In my opinion, the symmetry of the semiological relation has not been properly demonstrated. The signifier can be seen as arbitrary with regard to the signified, but no reason has been provided to recognize the converse. Instead a number of arguments can be put forth to see arbitrariness as a concept that implies a non-symmetrical relation. [less ▲]

On 27 August 2016, the NASA Juno spacecraft performed its first close-up observations of Jupiter during its perijove. Here we present the UV images and color ratio maps from the Juno-ultraviolet spectrometer UV imaging spectrograph acquired at that time. Data were acquired during four sequences (three in the north, one in the south) from 5:00 UT to 13:00 UT. From these observations, we produced complete maps of the Jovian aurorae, including the nightside. The sequence shows the development of intense outer emission outside the main oval, first in a localized region (255 ∘ –295 ∘ System III longitude) and then all around the pole, followed by a large nightside protrusion of auroral emissions from the main emission into the polar region. Some localized features show signs of differential drift with energy, typical of plasma injections in the middle magnetosphere. Finally, the color-ratio map in the north shows a well-defined area in the polar region possibly linked to the polar cap. [less ▲]

Food Security and Food Sovereignty are two of the most important issues facing Food Policy. Maintaining productive farmland and sustainable farms as well as providing adequate volumes of foodstuffs have led to measures to protect farmland and farm activities in many countries. These include land use planning with agricultural zones and in some jurisdictions legislation to ‘protect’ agriculture in agricultural reserves. Are these tools adequate to maintain sustainable agricultures particularly around major urban and metropolitan centers. Agricultural zones and agricultural reserves in many jurisdictions have continued to experience removal of farmland in order to permit different types of urban development (e.g. residential development and industrial parks). An emerging response to this has been the integration of strategic development planning for agriculture in certain jurisdictions (e.g. the province of Quebec (Canada)), because this approach can integrate the necessary parameters to enable the development of sustainable agricultures, including how to respond to opportunities as well as adapting to emerging stressors. This approach also ideally requires the integration of farmers and their families as actors and participants in the strategic development planning process. [less ▲]
