As opposed to fundamental analysis, financial chartism (or technical analysis) is based on the assumption that future movements of a traded asset can be inferred from past regularities. In spite, or maybe by virtue of its lack of scientific grounds, it enjoys an ever-growing popularity among amateur traders, as countless websites provide free, simple and powerful tools for making professional-looking charts and even automate the detection of trends. Though technical analysts account for the validity of chart patterns in terms of market psychology, constructivist explanations also abound among trading communities: it is all as if economic agents reflexively used technical analysis as a means of coordination on the market. Markers like moving averages and trend lines serve as self-referent indicators whose efficacy only gets reinforced as more agents use it as pivotal points. Performativity is the technical analyst’s most natural language: explicit mentions to mechanisms such as the self-fulfilling prophecy or the Keynesian beauty contest are the only justifications s/he needs. Some chartists even claim their discipline does not contradict the efficient-market hypothesis: if prices already reflect all past publicly available information, one may skip the hassle of dissecting balance sheets or mastering pricing models, focusing instead on candlestick or diagram patterns which, by conjecture, contain all the necessary information to explain price movements. Drawing on the comparative analysis of nonprofessional trading blogs, our paper examines how these major epistemic modes of justification of technical analysis have come to support each other, in a context of proliferation of charting tools. Abstract We present the development of a speckle interferometer based on CO2 laser and using a thermal infrared camera based on uncooled microbolometer array. It is intended to be used for monitoring deformations as well as flaw detection in aeronautical composites, with a smaller sensitivity to displacement compared to equivalent system using visible lasers. Moreover the long wavelength allows working with such interferometer under out-of-laboratory conditions. A mobile system has been developed on the basis of previous laboratory developments. Then it is validated in a variety of industrial nondestructive testing applications under field working conditions. [less ▲]

In 2011 the Belgian authorities have asked the Supe rior Health Council (SHC) to advise on the health e ffects of wind farms. A working group of experts with diff erent backgrounds was put together to assess all th e available literature. This group considered the req uest in the context of sustainable development and drafted an advice that was reviewed by two international ex perts. It is expected that the advice will be publi shed in the spring of 2013. The advice mentions direct effects of operational w ind turbines that may have negative consequences fo r the health and well-being of neighbouring people. It st resses the importance of factors such as the change in landscape, the possible intrusion on people’s attac hment to their environment and the effect of local economic benefits and costs associated with a wind energy project. Also, the perception of the future quality of life will determine the social acceptance of a w ind project by a local community. The advice gives a number of recommendations to better deal with all t hese aspects. The paper will give an overview and explanation of these recommendations. [less ▲]

A detailed scroll compressor simulation has been developed as described in a companion paper. In this work, the compressor simulation code is used to investigate vapor injection in scroll compressors for cold climate heat pumps. The required analysis is developed for vapor injection in scroll compressors with one or two injection lines. The improvement in heat pump efficiency at a -20 C evaporation temperature with one injection line is as much as 10% while with two injection lines the increase in efficiency can be as much as 16% [less ▲]

Though the themes of ‘counter-jihad’ and ‘islamofascism’ contributed to somehow renew the far right discourse, it is arguable that the core structure of the underlying political narrative remained unchanged – ‘Muslims’ merely taking the place of Jews in the role of ‘enemies from within’, while Islam superseded communism as the major totalitarian threat to the Western world. Taken as a globalised narrative, counter-jihad discourse displays striking differences between its North American and European versions, the former emphasizing Islam as a rather external, terrorist threat, whereas the latter denounces it as a cultural peril, resulting from an alleged failure of multiculturalism both as a policy and as an ideology. The ‘Eurabia’ conspiracy theory often serves as the bedrock of these narratives: a deliberate, albeit covert policy framework set by European and Arab leaders in order to gradually establish a Muslim majority in Europe. Still, the question remains whether these new discursive entities function as pure ‘identity markers’ or reveal original, unprecedented forms of ‘imagined communities’ (B. Anderson). In this respect, the Eurabian scenario contrasts sharply with the traditional far right rhetoric of decline: as it sets a seemingly inescapable, dystopian horizon, it paradoxically presupposes the existence of an organized political community actually able to do something to prevent that dark future from happening. Through ‘heuristics of fear’ (H. Jonas), Eurabia aims at creating a community of politically aware individuals and empowering them for current and future struggles. In our paper, we propose to analyse such ‘imaginary institution’ of a counter-jihad society. Using controversy mapping tools to show the relation between actors of the movement, we will particularly focus on the blogging community and its notably prominent role in the spreading and structuring of the Eurabian dystopia. This paper reformulates the governing equations of an extensible elastic rod by reference to a given spatial curve. This Eulerian formulation is motivated by the need to solve efficiently the constrained elastica problem encountered in many medical and engineering applications, in which a thin rod is inserted in a tortuous conduit. The Eulerian reformulation of the equations hinges on the restatement of the rod local equilibrium in terms of derivatives with respect to the curvilinear coordinate associated with the reference curve and the description of the rod deflection as a perturbation of this curve. The originality of the proposed formulation lays in the axially unconstrained character of the resulting system such that the determination of the rod configuration between two fixed points reduces to the resolution of a classical boundary value problem. This paper puts forward the vision that a natural future stage of the electricity network could be a grid spanning the whole planet and connecting most of the large power plants in the world: this is the “Global Grid”. The main driving force behind the Global Grid will be the harvesting of remote renewable sources, and its key infrastructure element will be the high capacity long transmission lines. Wind farms and solar power plants will supply load centers with green power over long distances. This paper focuses on the introduction of the concept, showing that a globally interconnected network can be technologically feasible and economically competitive. We further highlight the multiple opportunities emerging from a global electricity network such as smoothing the renewable energy supply and electricity demand, reducing the need for bulk storage, and reducing the volatility of the energy prices. We also discuss possible investment mechanisms and operating schemes. Among others, we envision in such a system a global power market and the establishment of two new coordinating bodies, the “Global Regulator” and the “Global System Operator”. [less ▲]

This paper offers a complete overview of the oligopoly problem in competition law and economics, with a specific focus on European Union (EU) law. A related purpose of the paper is to challenge the dominant view that merger control is the ultimate preventive remedy against tacit collusion. On close analysis, the merger-only enforcement paradigm against tacit collusion generates a systemic risk of type II errors. Part of this enforcement gap may, however, be alleviated through a more muscular enforcement of the rules on coordinated conduct (i.e. Article 101 TFEU) and on unilateral conduct (i.e. Article 102 TFEU). In this later respect, the paper formulates a possible theory of harm that would entitle agencies and courts to apply Article 102 TFEU to specific types of conduct by oligopolists. The concept of abuse of collective dominance may in particular be applied to the artificial tactics which oligopolists adopt to protect an observed collusive equilibrium from the natural, disruptive effect caused by an external shock (entry, natural disaster, change in tax rate, etc.). In this sense, the paper is different from other scholarly proposals that recommend applying rules on unilateral conduct to excessive oligopoly prices and/or facilitating practices. [less ▲]
