In light of the principle of equality, German, Belgian and British election law contain some legal rules that tend to distribute the faculty to influence the composition of the elected assemblies equally among the governed people, and others that tend to distribute it unequally. The inequality caused by the latter group may be to some extent legally justified by concerns for the general interest, but also provides rulers with means that help them to remain in power, which is hardly justifiable from a legal perspective. In these legal systems, parties are expected to gain a significant portion of the people’s support: not only should the parliament (as a whole) and its members (as individuals) represent the governed people, but the parties themselves are expected to be sufficiently representative of the people in order to access the legislative assemblies. Notably, this thesis draws examples from the case law of the European Court of Human Rights, from which relevant decisions are mentioned here. [less ▲]

Le projet EpistolART explore le matériau épistolaire dans le but de mieux préciser le statut socio-professionnel des artistes de la Renaissance italienne. Dans ce cadre, le "Carteggio inedito d’artisti dei secoli XIV, XV, XVI" de Johann Wilhelm Gaye (1839-1840) constitue l’un de nos corpus privilégiés. Méritoire le travail de Gaye n’en demeure pas moins dépassé : les transcriptions, souvent partielles et contestables, requièrent une actualisation, suivant les critères de la philologie, de la codicologie et de la paléographie moderne. Cette contribution s'organise autour de trois lettres évoquant Léonard de Vinci, lettres publiées dans les volumes de Gaye et dont les membres du projet EpistolART proposent une nouvelle édition. Elles constituent des documents extrêmement précieux pour écrire l’histoire des relations entre le maître florentin et la France. Si les historiens qui se sont penchés sur la vie et l’œuvre de Léonard de Vinci connaissent ces correspondances, rares sont ceux qui ont recouru aux documents épistolaires originaux. Or, ce n’est qu’au départ d’un texte sûr, appréhendé tant dans sa matérialité que dans ses contenus, que peuvent se déployer des analyses scientifiquement fondées. [less ▲]

Figure emblématique de la Renaissance rouennaise et normande, Georges Ier d’Amboise rassemble une bibliothèque exceptionnelle, notamment constituée de manuscrits ayant appartenu aux rois aragonais de Naples. Le cardinal s’intéresse également à l’architecture, comme peu de ses contemporains, privilégiant les formes et les fonctions nouvelles, spécialement celles en vigueur en Italie. Il participe aussi à la fortune française d’artistes italiens de renom, comme Andrea Mantegna, Léonard de Vinci, Pérugin ou Andrea Solario, dont il commande ou acquiert des œuvres afin de décorer ses demeures, le château de Gaillon en tête. Mais, alors que son rôle dans la diffusion, au nord des Alpes, des idées et des motifs venus d’Italie est indéniable, le portrait de Georges Ier d’Amboise amateur d’art comprend bien d’autres facettes. Prolongeant une recherche entamée à l’occasion de la parution de l’ouvrage Georges Ier d’Amboise 1460-1510. Une figure plurielle de la Renaissance (2013), cette contribution entend s'arrêter sur les objets et les œuvres d’art que l’on peut associer au mécénat et/ou aux possessions de l’archevêque de Rouen. Nous nous pencherons sur les productions italiennes qui sont liées à Georges Ier d’Amboise mais aussi sur les étoffes, les pièces d’orfèvrerie et les tableaux de chevalet, qui sont mentionnés en nombre dans les comptes de dépenses de la construction du château de Gaillon et dans les inventaires qui décrivent les biens meubles conservés dans les demeures du cardinal. L’analyse de ces sources – que jusqu’ici les historiens ont surtout utilisées pour restituer la chronologie du château de Gaillon, rétablir la distribution intérieure de la demeure ou décrire la célèbre bibliothèque du légat alors qu’elles se révèlent extrêmement précieuses pour présenter les collections du conseiller de Louis XII – montre que le goût de Georges Ier d’Amboise, bien que novateur, s’inscrit aussi dans la continuité de celui des amateurs français de la fin du Moyen Âge. Science and technology require an intervention by the law, and law is called upon to intervene in front of their evolution, and to look for proper solutions of governance and rational responses to their risks. One of the main issues to be investigated from the legal viewpoint is represented by the ‘dual-use dilemma’ that arises both in ‘traditional’ and new areas of techno-sciences. Indeed, any kind of research has the potential to be used both for bad as well as for good purposes. Therefore, it is important to reflect upon the ways to control possibly dangerous research without preventing the progress from going further. Such ‘dual-use dilemma’, then, entails the study of one of the fundamental freedoms in the biolaw area: the freedom of scientific research, its limits, and relationship with other rights/needs/freedoms (such the need of security). This work focuses on two areas of the techno-scientific world. One is more ‘traditional’, i.e. nuclear science, in whose context the reflections on ‘dual-use’ were born and developed, and the other one is a new emerging technology, which is synthetic biology. The aim is to understand how the freedom of scientific research could be shaped in relationship with other rights/needs/interests for dealing with ‘dual-use’ issues in the aforementioned areas of science and technology. The famous Doignon-Bell-Scarf theorem is a Helly-type result about the existence of integer solutions to systems of linear inequalities. The purpose of this paper is to present the following quantitative generalization: Given an integer k, we prove that there exists a constant c(n,k), depending only on the dimension n and on the number k, such that if a bounded polyhedron {x in R^n : Ax <= b} contains exactly k integer points, then there exists a subset of the rows, of cardinality no more than c(n,k), defining a polyhedron that contains exactly the same k integer points. In this case c(n,0)=2^n as in the original case of Doignon-Bell-Scarf for infeasible systems of inequalities. We work on both upper and lower bounds for the constant c(n,k) and discuss some consequences, including a Clarkson-style algorithm to find the l-th best solution of an integer program with respect to the ordering induced by the objective function. The well-studied semigroup Sg(A) = {b : b = Ax; x in Z^n; x >= 0} can be stratified by the sizes of the polyhedral fibers IPA(b) = {x : Ax = b; x >= 0; x in Z^n}. The key theme of this paper is a structure theory that characterizes precisely the set Sg_k(A) of all vectors b in Sg(A) such that their fiber IPA(b) has at least k-solutions. We demonstrate that this set is finitely generated, a union of translated copies of a semigroup which can be computed explicitly via Hilbert bases computations. Related results can be derived for those right-hand-side vectors b for which IPA(b) has exactly k solutions or fewer than k solutions. We also show that, when n, k are fixed natural numbers, one can compute in polynomial time an encoding of Sg_k(A) as a generating function, using a short sum of rational functions. As a consequence, one can identify all right-hand-side vectors that have at least k solutions. Using this tool we prove that for fixed n; k the k-Frobenius number can be computed in polynomial time, generalizing a well-known result of R. Kannan. [less ▲]

We propose a new method for automatic 3D multimodal registration based on anatomical landmark detection. Landmark detectors are learned independantly in the two imaging modalities using Extremely Randomized Trees and multi-resolution voxel windows. A least-squares fitting algorithm is then used for rigid registration based on the landmark positions as predicted by these detectors in the two imaging modalities. Experiments are carried out with this method on a dataset of pelvis CT and CBCT scans related to 45 patients. On this dataset, our fully automatic approach yields results very competitive with respect to a manually assisted state-of-the-art rigid registration algorithm. [less ▲]

This paper introduces an open implementation of DICOM for whole-slide microscopic imaging, following Supplement 145 of the DICOM standard. The software is divided into two parts: (a) a command-line tool to convert an whole-slide image to the DICOM format, and (b) a zero-footprint Web interface to display such DICOM images. The software architecture leverages the DICOM server Orthanc. The entire framework is available as free and open-source software. The existence of this software supports the development of digital pathology and telepathology in clinical environments, featuring a smooth integration with existing EHR and PACS solutions. [less ▲]

Scientists in many fields of research have developed models, theories and concepts attempting to grasp and manage dangers that are often difficult to imagine. Among the different perspectives, the Science and Technology Studies (STS) Vulnerability Approach seems very promising. Relying on a constructivist paradigm, it is based on an inductive collection and analysis of a wide range of factors, with a particular focus on cultural factors and actual day-to-day practices. In this paper, we present the roots of this approach and we display findings based on three case studies exploring emergency planning in three different contexts (a city near a SEVESO plant, a school near a nuclear plant, and a city confronted to multiple catastrophic scenarios). The cases studies were realized by conducting three Focus Groups with different types of stakeholders (citizens, teachers, firemen, decision makers, etc.). After presenting the results of the case studies, we discuss how stakeholders’ participation can inform such type of vulnerability analysis in the context of emergency planning. We argue that participation fosters a deep understanding of actual safety governance practices which allows innovative results to emerge as well as it initiates a learning process among the participants. It contributes to questioning the relations between decision-makers, experts and citizens. It has the potential of bypassing the positivist and quantitative rationale of safety, and thus, of redefining the vulnerability governance. As a conclusion, we question the role of such STS vulnerability approach within the actual vulnerability governance. [less ▲]

The aim of this study was to investigate the influence of the slaughter technique (Halal vs. Classical slaughter) on the superficial contamination of cattle carcasses, by using traditional microbiological procedures and 16S rDNA metagenetics. The purpose was also to investigate the neck area to identify bacteria originating from the digestive or the respiratory tract. Twenty bovine carcasses (10 from each group) were swabbed at the slaughterhouse, where both slaughtering methods are practiced. Two swabbing areas were chosen: one “legal” zone of 1,600 cm2 (composed of zones from rump, flank, brisket and forelimb) and locally on the neck area (200 cm2). Samples were submitted to classical microbiology for aerobic Total Viable Counts (TVC) at 30°C and Enterobacteriaceae counts, while metagenetic analysis was performed on the same samples. The classical microbiological results revealed no significant differences between both slaughtering practices; with values between 3.95 and 4.87 log CFU/100 cm2 and 0.49 and 1.94 log CFU/100 cm2, for TVC and Enterobacteriaceae respectively. Analysis of pyrosequencing data showed that differences in the bacterial population abundance between slaughtering methods were mainly observed in the “legal” swabbing zone compared to the neck area. Bacterial genera belonging to the Actinobacteria phylum were more abundant in the “legal” swabbing zone in “Halal” samples, while Brevibacterium and Corynebacterium were encountered more in “Halal” samples, in all swabbing areas. This was also the case for Firmicutes bacterial populations (families of Aerococcaceae, Planococcaceae). Except for Planococcoceae, the analysis of Operational Taxonomic Unit (OTU) abundances of bacteria from the digestive or respiratory tract revealed no differences between groups. In conclusion, the slaughtering method does not influence the superficial microbiological pattern in terms of specific microbiological markers of the digestive or respiratory tract. However, precise analysis of taxonomy at the genus level taxonomy highlights differences between swabbing areas. Although not clearly proven in this study, differences in hygiene practices used during both slaughtering protocols could explain the differences in contamination between carcasses from both slaughtering groups. Despite the fact that Kees Van Dongen was one of the most famous painter of the 20th century, only little information about his palette and his technique is available. To contribute to the characterization of Van Dongen's painting materials, La Violoniste, painted by the artist around 1923, has been analyzed by using three complementary techniques: macro X-ray fluorescence (MA-XRF), Raman spectroscopy and hyperspectral imaging. The elemental repartition given by MA-XRF and the results obtained thanks to Raman spectroscopy help us to complete the identification of pigments contained in La Violoniste (lead white, iron oxides, cadmium yellow, vermilion, Prussian blue, titanium white, ultramarine, a chromium pigment and carbon black) while the results obtained via hyperspectral imaging reveal a hidden woman portrait. Besides the fact that Kees Van Dongen was particularly renowned for his female portraits, this hidden composition presents obvious stylistic similarities with the well-known portraits produced by the artist during his Parisian stay (starting from 1899). Thanks to Raman spectroscopy, visual examination and MA-XRF, we show that the original background contains ultramarine, the hidden portrait's clothes are probably made of the same colour as the present violinist's dress and her carnation contains zinc, contrary to the violinist's flesh which is mainly made of lead white.
