In 1964-1974, the German artist Max Ernst created, with the help of two friends, a series of works (books, movie, paintings) related to the astronomer Wilhelm Tempel. Mixing actual texts by Tempel and artistic features, this series pays homage to the astronomer by recalling his life and discoveries. Moreover, the core of the project, the book Maximiliana or the Illegal Practice of Astronomy, actually depicts the way science works, making this artwork a most original tribute to a scientist. Scientists in many fields of research have developed models, theories and concepts attempting to grasp and manage dangers that are often difficult to imagine. Among the different perspectives, the Science and Technology Studies (STS) Vulnerability Approach seems very promising. Relying on a constructivist paradigm, it is based on an inductive collection and analysis of a wide range of factors, with a particular focus on cultural factors and actual day-to-day practices. In this paper, we present the roots of this approach and we display findings based on three case studies exploring emergency planning in three different contexts (a city near a SEVESO plant, a school near a nuclear plant, and a city confronted to multiple catastrophic scenarios). The cases studies were realized by conducting three Focus Groups with different types of stakeholders (citizens, teachers, firemen, decision makers, etc.). After presenting the results of the case studies, we discuss how stakeholders’ participation can inform such type of vulnerability analysis in the context of emergency planning. We argue that participation fosters a deep understanding of actual safety governance practices which allows innovative results to emerge as well as it initiates a learning process among the participants. It contributes to questioning the relations between decision-makers, experts and citizens. It has the potential of bypassing the positivist and quantitative rationale of safety, and thus, of redefining the vulnerability governance. As a conclusion, we question the role of such STS vulnerability approach within the actual vulnerability governance. [less ▲]

Since the 2000s, the rising power of emerging countries – China, East Asian countries and the BRICS in particular – changed the balance of power within the system of global economic governance. In an increasingly multipolar world, external policies of the main emerging countries are aimed more at legitimizing their status of regional powers rather than at promoting a truly democratic multilateralism. By doing so, the global shift in wealth puts the multilateralism to the test. Although emerging countries have claimed more room in the international economic organizations, many of their demands have not been heard by the Western traditional powers, which prompted them to launch their own initiatives. This creates an increasing fragmentation of international financial and trade rules, which makes more complex the political conditions for effectively regulate the international system. Although emerging countries have contributed to challenge the legitimacy of the global economic governance architecture, they have so far failed to change its nature or to make it more consistent. With the emergence of what we call « new families », the place and the role of the child are increasingly questioned. If a child helps a parent or takes care of them, the terms “parentified child”, “parental child” or “adult child” are used equally. However, these concepts hide different processes that have different impacts on the child’s development. In the present article, based on our doctoral research and clinical practice experience, we will try to make the distinction between these concepts and to illustrate them. We are convinced that by a better identification of each process, we can help therapists and social workers in their interventions with children and their families. [less ▲]
