Si les mécanismes de démocratie participative sont de plus en plus souvent convoqués au cœur de nos systèmes de démocratie représentative (Sintomer, Blondiaux, 2002), devons-nous considérer de facto que le citoyen a une influence dans le processus décisionnel? La participation est-elle le moyen de rendre légitime le rôle et le poids du citoyen dans le processus décisionnel ou a contrario est-elle un moyen supplémentaire pour l’autorité publique de renforcer la légitimité de son action, indépendamment des attentes du citoyen ? Si ce dernier n’était pas légitime, pourrait-il être crédible ? Sur base d’une analyse comparative de cinq conflits d’implantation, nous établirons que, d’une part, l’impératif délibératif (Sintomer, Blondiaux, 2002) est traversé par une logique d’action symbolique envers le citoyen (autrement dit, légitimer le processus par sa présence) et une logique d’intérêts des acteurs, en particulier, l’autorité publique. Confronter à cette double logique, nous proposerons de mettre en exergue les différentes formes d’appropriation de la participation par le citoyen [less ▲]

In this paper, we provide a novel way to estimate the out-of-sample predictive ability of a trading rule. Usually, this ability is estimated using a sample splitting scheme, true out-of-sample data being rarely available. We argue that this method makes a poor use of the available data and creates data mining possibilities. Instead, we introduce an alternative .632 bootstrap approach. This method enables to build in- sample and out-of-sample bootstrap datasets that do not overlap but exhibit the same time dependencies. We show in a simulation study that this technique drastically reduces the mean squared error of the estimated predictive ability. We illustrate our methodology on IBM, MSFT and DJIA stock prices, where we compare 11 trading rules speci cations. For the considered datasets, two different filter rule specifications have the highest out-of-sample mean excess returns. However, all tested rules cannot beat a simple buy-and-hold strategy when trading at a daily frequency. [less ▲]

n this paper, wee propose a model for regulatory capture that is based on information transmission and asymmetric information. In a three-tier model, a regulator is charged by a political principal to provide a signal for the type of a regulated firm. Only the firm can observe his type and the production of a correlated signal with a given accuracy is costly for the regulator. The firm can costlessly provide an alternative signal of lower accuracy that is presented to the regulator. In a self-enforcing equilibrium, the regulator transmits the firm-produced signal, internalizes its own savings in information cost and the firm enjoys higher information rents. The main feature of soft capture is that it is not based on a reciprocity of favors but on a congruence of interests between the firm and the regulator. [less ▲]

In this paper, we develop a fully-fledged postal market model to assess the extent of competition in the mail market in a context of declining mail volumes due to e-substitution. Our focus will be on the Belgian market situation that is interesting for at least two reasons. First, the homogenous nature of the country implies that the extent of the entrant's market coverage will be either limited to the few very densely populated areas or large covering the whole country at the exception of the few very sparely populated areas. Second, because strong licensing requirements -including coverage constraints- are imposed on competing postal operators and they may constitute barrier to entry. Our model allows us to estimate the extent of entry, the cost of meeting the licensing requirements for potential entrants and the impact of entry on the cost of the universal service. [less ▲]

Co-simulation opens new opportunities to combine mature ElectroMagnetic Transients (EMT) and Phasor-Mode (PM) solvers, and take advantage of their respective high accuracy and execution speed. In this paper, a relaxation approach is presented, iterating between an EMT and a PM solver. This entails interpolating over time the phasors of the PM simulation, extracting phasors from the time evolutions of the EMT simulation, and representing each sub-system by a proper multiport equivalent when simulating the other sub-system. Various equivalents are reviewed and compared in terms of convergence of the PM-EMT iterations. The paper also considers the update with frequency of the Thévenin impedances involved in the EMT simulation, the possibility to compute the EMT solution only once per time step, and the acceleration of convergence through a prediction over time of the boundary variables. Results are presented on a 74-bus, 23-machine test system, split into one EMT and one PM sub-system with several interface buses. [less ▲]

Probabilistic methods are emerging for operating electrical networks, driven by the integration of renewable generation. We present an algorithm that models a stochastic process as a Markov process using a multivariate Gaussian Mixture Model, as well as a model selection technique to search for the adequate Markov order and number of components. The main motivation is to sample future trajectories of these processes from their last available observations (i.e. measurements). An accurate model that can generate these synthetic trajectories is critical for applications such as security analysis or decision making based on lookahead models. The proposed approach is evaluated in a lookahead security analysis framework, i.e. by estimating the probability of future system states to respect operational constraints. The evaluation is performed using a 33-bus distribution test system, for power consumption and wind speed processes. Empirical results show that the GMM approach slightly outperforms an ARMA approach. [less ▲]

This paper gives the results of the first census of trees in the 32.15 ha plot in order to provide tree species richness in Kibira rainforest (Burundi). All trees ≥ 10 cm dbh were permanently tagged and their girth measured. The forest structure pattern analysed were diameter at breast height (dbh), basal area, relative dominance, and relative density, Importance Value Index (IVI) and Family Importance Value (FIV). In total, 6504 trees representing 70 species, 67 genera and 37 families were recorded. Tree density was 202 stems/ha, with a basal area of 21.05m²/ha. Seventeen families were represented by a single species each, eleven families were represented by two species each, five families were represented by three species each, and four families were represented by four species each. The most important families in relation to FIV were Euphorbiaceae, Myrtaceae and Araliaceae. Macaranga kilimandscharica, Syzygium guineense and Polyscias fulva were the most important species in relation to IVI. Two tree species were found to be endemic to the Albertine Rift and one species probably endemic to the Albertine Rift. The Shannon-Weiner index (H') and eveness index (J') were respectively 3.18 and 0.75. This study provides a baseline for the management of Kibira National Park. As local communities still depend on forest resources, conservation awareness-raising and education actions have to focus in nearby villages, and growing some fast-growing native trees in the vicinity of the settlement, would be helpful for local communities, this would reduce their dependence on forest resources. Au cœur de l'espace de la cour, le confesseur du Prince présente un profil singulier. La relation qu'il entretient avec son pénitent est unique : tenu à l'obéissance envers le souverain ou son représentant pour les aspects temporels, ce religieux a la faculté unique d'examiner, de conseiller et de juger la spiritualité du premier personnage de l'État. Attaché à la personne du Prince, les relations de cet ecclésiastique avec les autres courtisans ne peuvent être appréhendées au moyen d'une grille de lecture hiérarchisant les rapports sociaux : échappant à l'organisation laïque – mais pas protocolaire – de la cour et ne dépendant pas directement de la Chapelle royale, le confesseur bénéficie d'une autonomie relative. En outre, son pouvoir politique, en partie officiel grâce aux dignités et charges dont ce religieux est pourvu, est avant tout perçu comme une magistrature d'influence à la portée difficilement mesurable. Enfin, les obligations matérielles liées à l'appartenance de ce prélat à un ordre religieux achèvent de distinguer cet ecclésiastique des autres serviteurs princiers. Cette communication visera à distinguer les particularités de la charge de confesseur princier au sein de la société de cour. The right dorsal premotor cortex (PMd) of humans has been reported to be involved in a broad range of motor and cognitive functions. We explored the basis of this behavioral heterogeneity by performing a connectivity-based parcellation using meta-analytic approach applied to PMd coactivations. We compared our CBP results to parcellations obtained through resting-state functional connectivity and probabilistic diffusion tractography,. Functional connectivity profiles and behavioral decoding of the resulting PMd subregions allowed characterizing their respective behavior profile. These procedures divided the right PMd into five distinct subregions that formed a cognitive-motor gradient along a rostro-caudal axis. In particular, we found (i) a rostral subregion functionally connected with prefrontal cortex, which likely supports high-level cognitive processes, such as working memory (ii) a central subregion showing a mixed behavioral profile and functional connectivity to parietal regions of the dorsal attention network, and (iii) a caudal subregion closely integrated with the motor system. Additionally, we found (iv) a dorsal subregion, preferentially related to hand movements and connected to both cognitive and motor regions, and (v) a ventral subregion, whose functional profile fits the concept of an eye-movement related field. In conclusion, right PMd may be considered as a functional mosaic formed by five subregions. [less ▲]

This paper focuses on simplified models of the Modular Multilevel Converter suitable for large-scale dynamic studies, in particular simulations under the phasor approximation. Compared to the existing literature, this paper does not a priori adopt the modeling approach followed for the original twolevel or three-level Voltage Source Converter. On the contrary, a model is derived following a physical analysis that preserves its average internal dynamic behavior. An equivalent control structure is proposed and various alternatives are highlighted. The proposed model with its controllers has been implemented in a phasor simulation software and its response has been validated against a detailed Electromagnetic Transient model. Finally, an illustrative example is presented with the application of the proposed model on a large grid consisting of AC areas interconnected with a multi-terminal DC grid. [less ▲]

Introduction: The Attitudes to Aging Questionnaire (AAQ) was developed to measure attitudes toward the aging process as a personal experience from the perspective of older people. The present study aimed to validate the French version of the AAQ. Participants and methods: This study examined factor structure, acceptability, reliability and validity of the AAQ’s French version in 238 Belgian adults aged 60 years or older. In addition, participants provided information on demographics, self-perception of their mental and physical health (single items), quality of life (WHOQOL-OLD) and social desirability (DS-36). Results: Exploratory Factor Analysis produced a three-factor solution accounting for 36.9% of the variance. No floor or ceiling effects were found. The internal consistency, measured by Cronbach’s alpha coefficients for the AAQ subscales were 0.62 (Physical Change), 0.74 (Psychological Growth), and 0.75 (Psychosocial Loss). A priori expected associations were found between AAQ subscales, self-reported health and quality of life, indicating good convergent validity. The scale also showed a good ability to discriminate between people with lower and higher education levels, supporting adequate known-groups validity. Finally, we confirmed the need to control for social desirability biases when assessing self-reported attitudes toward one’s own aging. Conclusion: The data support the usefulness of the French version of the AAQ for the assessment of attitudes toward their own aging in older people. [less ▲]

This paper presents a real-time, centralized control system acting on the active and reactive powers of distributed generators when the network experiences voltage and/or thermal limits violation. The control resorts on multi-step receding-horizon optimization. The objective is to minimize the deviations of Dispersed Generation Units (DGU) active and reactive powers from reference values. The reactive power corrections have priority over the active ones. Furthermore, the formulation is such that DGU powers are restored to their desired schedule as soon as operating conditions allow doing so. Three modes of operation of the proposed controller are presented, involving dispatchable units as well as DGUs operated to track maximum power output. The effectiveness of the proposed control is illustrated through detailed simulations of a 75-bus, 11-kV system hosting 22 DGUs. [less ▲]

This paper develops a probabilistic approach for power system reliability management in real-time operation where risk is a product of i) the potential occurrence of contingencies, ii) the possible failure of corrective (i.e., post-contingency) control and, iii) the socio-economic impact of service interruptions to end-users. Stressing the spatiotemporal variability of these factors, we argue for reliability criteria assuring a high enough probability of avoiding service interruptions of severe socio-economic impact by dynamically identifying events of nonnegligible implied risk. We formalise the corresponding decision making problem as a chance-constrained two-stage stochastic programming problem, and study its main features on the single area IEEE RTS-96 system. We also discuss how to leverage this proposal for the construction of a globally coherent reliability management framework for long-term system development, midterm asset management, and short-term operation planning.
