This paper proposes a novel tracking state estimator to process both fast-rate synchronized phasor and slow rate SCADA measurements. The former are assumed to be in limited number. The latter are exploited as and when they arrive to the control center. In order to restore observability, after each execution of the tracking state estimator, forecasted SCADA measurements are used as pseudo-measurements in the next estimation. An event detection analysis allows assessing if the system is in quasi steady-state. If so, an innovation analysis is performed to identify and eliminate erroneous SCADA measurements. The system state is computed by Hachtel’s augmented matrix method. The option of exploiting time-tagged SCADA measurements is also considered. The method is illustrated through detailed dynamic simulations of a test system evolving towards voltage collapse, with and without emergency control. [less ▲]

In order to understand the dynamic of the (sub)urbanisation and so, to quantify the anthropogenic effects of the rapid growth of tropical cities, it is crucial to find and apply valuable methods. In this contribution, the transferability of the Rüdisser et al. (2012) «Distance to Nature» hemeroby assessment method to the landscape surrounding the city of Lubumbashi (DRC) is evaluated. That methodology has the advantage of taking structural connectivity into account by computing the distance to natural habitats. As it had never been applied to an African city before, some adjustments (fitting of the local land uses types into the hemeroby levels designed to Austria) and amendments (suppression of the final classification into hemeroby level simplification) are proposed. Moreover, an analysis of the decanal (2002-2013) hemeroby dynamics is presented. Results suggest that the Distance to Nature methodology is transferable but requires good field knowledge to define reference habitats and identify them in the Landsat classified images. There was a dramatic decrease of the «natural» and «near-natural» levels in the study extent during the studied period. In addition, 32% of the land underwent anthropisation increase, mostly around cities and following a ribbon development. [less ▲]

In liberalized network industries, competitors can either compete for service using the existing infrastructure (access) or deploy their own capacity (bypass). We revisit this make-or-buy problem making two contributions to the literature. First we analyze both the profit maximizing behavior of an incumbent and the welfare maximizing behavior when the entrant chooses between access and bypass. Second, we extend the baseline model studied in the literature by allowing for fixed costs of network installation. By analogy to the literature on strategic entry deterrence, we distinguish three regimes of blockaded bypass, deterred bypass and accommodated bypass depending on the entrant's unit cost. We show that the make-or-buy decision of the entrant is not necessarily technologically efficient: when bypass is chosen, it is always the cheapest option but access may be chosen when it is not cost effective. Let G be a simple graph of n vertices. We consider the problem ISil of deciding whether there exists an induced subtree with exactly i ≤ n vertices and l leaves in G. We also study the associated optimization problem, that consists in computing the maximal number of leaves, denoted by L_G(i), realized by an induced subtree with i vertices, for 2 ≤ i ≤ n. We compute the values of the map L_G for some classical families of graphs and in particular for the d-dimensional hypercubic graphs Q_d , d ≤ 6. Then we prove that the ISil problem is in general NP-complete. We also describe a nontrivial branch and bound algorithm that computes the function L_G for any simple graph G. In the special case where G is a tree, we provide a O(δn^3) time and O(n^2) space algorithm, where δ is the maximum degree of G. Finally, we exhibit a bijection between the set of discrete derivative of the sequences L_G (i) where G is caterpillar, and the set of prefix normal words. [less ▲]

[less ▲]
