We revisit the limit on very light axion-like particles (ALPs) from the absence of gamma rays coincidental with the neutrino burst from SN1987A. We use updated supernova simulations, modern models for the magnetic field inside the Galaxy, and a Primakoff cross section which takes into account proton-degeneracy and mass-reduction effects. We finally give an updated exclusion plot for the electromagnetic coupling of sub-eV ALPs, comparing our new bound with other limits as well as with future ALP searches. [less ▲]

From both a scientific and a practical point of view, two major trends seem to presently rule the adult training field: the psychosociological trend and the ergonomic trend. Though each one has widely contributed in developing training in organizational human resources development, we fail to see any significant level of understanding between the two trends or any dialogue based on scientific objectivity. The aim of this present paper is to hopefully initiate a dialogue with an eye towards development in training practices. A better understanding of these main approaches would bring help to those who seek to train personnel and to better orientate their choice of training. [less ▲]

[less ▲]

Let k >= 2 be an integer. A set X of integers is k-recognizable if the language of k-ary representations of the elements in X is accepted by a finite automaton. The celebrated theorem of Cobham from 1969 states that if a set of integers is both k-recognizable and ℓ-recognizable, then it is a finite union of arithmetic progressions. We present several extensions of this result to nonstandard numeration systems, we describe the relationships with substitutive and automatic words and list Cobham-type results in various contexts. Franciscana dolphins are the most impacted small cetacean in the Southwestern Atlantic Ocean, classified as Vulnerable A3d by IUCN. Essential (Fe, Mo, Mn, Cr, Ni, Co) and non-essential (Ag, Pb, Sn) trace elements (TEs) were measured in liver, kidney, and brain samples of by-catch Franciscana dolphins that were living in estuarine (n = 21) and marine (n = 21) habitats (1) to assess whether TEs posed a threat and (2) to evaluate the suitability of TEs for discriminating ecological populations of this species in Argentinean waters. Essential TEs showed little variation in tissues from both groups in agreement with levels reported for other cetaceans and suggesting that these concentrations correspond to normal physiological levels. Non-essential TEs were higher in estuarine juveniles and adults dolphins than in marine specimens. These results suggest anthropogenic sources associated with estuarine area and that Franciscana dolphins are good sentinels of the impact of the environment. The difference in the concentrations of TEs beetwen ecological populations appeared to be related to distinct exposures in both geographical areas, and it is suggested that Ag and Sn concentrations in adults are good chemical tracers of anthropogenic input of TEs. These results provide additional information for improved management and regulatory policy. [less ▲]

Science and technology require an intervention by the law, and law is called upon to intervene in front of their evolution, and to look for proper solutions of governance and rational responses to their risks. One of the main issues to be investigated from the legal viewpoint is represented by the ‘dual-use dilemma’ that arises both in ‘traditional’ and new areas of techno-sciences. Indeed, any kind of research has the potential to be used both for bad as well as for good purposes. Therefore, it is important to reflect upon the ways to control possibly dangerous research without preventing the progress from going further. Such ‘dual-use dilemma’, then, entails the study of one of the fundamental freedoms in the biolaw area: the freedom of scientific research, its limits, and relationship with other rights/needs/freedoms (such the need of security). This work focuses on two areas of the techno-scientific world. One is more ‘traditional’, i.e. nuclear science, in whose context the reflections on ‘dual-use’ were born and developed, and the other one is a new emerging technology, which is synthetic biology. The aim is to understand how the freedom of scientific research could be shaped in relationship with other rights/needs/interests for dealing with ‘dual-use’ issues in the aforementioned areas of science and technology. This paper introduces an open implementation of DICOM for whole-slide microscopic imaging, following Supplement 145 of the DICOM standard. The software is divided into two parts: (a) a command-line tool to convert an whole-slide image to the DICOM format, and (b) a zero-footprint Web interface to display such DICOM images. The software architecture leverages the DICOM server Orthanc. The entire framework is available as free and open-source software. The existence of this software supports the development of digital pathology and telepathology in clinical environments, featuring a smooth integration with existing EHR and PACS solutions. [less ▲]
