Abstract :
[en] A group of Transmission System Operators (TSO’s), expert companies and leading research centers in power system analysis and applied mathematics, under the coordination of Tractebel Engineering, has joined to develop methodologies and software tools able to monitor, simulate and analyze the European Transmission Network (ETN). This project called PEGASE is part of the 7th Framework Programme of the European Commission. Its budget is about 13 MEUR. It started in September 2008 and will last for 4 years. It will define the architecture, data flows and algorithms of an ETN state estimator making use of emerging technologies like the GPS-synchronized Phasor Measurement Units (PMUs). Giving access to the state of the ETN to each TSO would improve dramatically their coordination provided that new ideas to display huge amounts of ETN data are proposed. This is also part of the research. The static simulation of the ETN requires to take into account the various operating rules and control practices of each national grid. New algorithms will be developed, based on optimization techniques and sound engineering judgment. The dynamic simulation of the ETN is of paramount importance for better control and security assessment of this large-scale system. PEGASE will build a prototype of a simulation engine capable of reproducing all kinds of behavior of the ETN. Such an engine will be designed to play extreme scenarios up to the complete black-out of Europe and its subsequent restoration. It will require algorithmic breakthroughs and advanced computer architecture. It will be embedded in a mock-up of a real time dispatcher training simulator. Simplified dynamic simulation tools, able to run much faster than real time, will be developed for on-line security assessment. If the main challenge of the project remains the size and the heterogeneity of the ETN, special attention will be paid to modeling methodology. Component models have to face the complexity introduced by IT and power electronic technologies presently used in power systems. Standard model libraries reach some limits and a greater modeling flexibility is needed to introduce new devices in software tools or exchange models between operators.
[fr] Un groupe de Gestionnaires de Réseau de Transport (GRT), de sociétés expertes et de centres de recherche de premier plan en analyse des systèmes électriques et en mathématiques appliquées, a décidé de s’associer, sous la coordination de Tractebel Engineering, pour développer des méthodologies et des outils logiciels capables de contrôler, simuler et analyser l’ensemble du Réseau électrique Européen Interconnecté (REI). Ce projet, appelé PEGASE, fait partie du 7ème Programme Cadre de la Commission Européenne (CE). Son budget est d’environ 13 MEUR. Il a démarré en septembre 2008 et durera 4 ans. PEGASE prévoit de définir l’architecture, les flux de données et les algorithmes d’estimation d’état pour le REI. Il considérera l’usage de technologies émergeantes comme les mesures de phaseurs synchronisées par GPS. Donner accès en temps réel à la connaissance de l’état du REI à chaque GRT améliorerait de façon spectaculaire leur coordination, pour autant que de nouvelles idées soient proposées pour présenter efficacement les énormes quantités de données du REI. Ce point fait aussi partie de la recherche. La simulation statique du REI exige de prendre en compte les règles d’exploitation et les pratiques de réglages des différents réseaux nationaux. De nouveaux algorithmes seront développés, basés sur des techniques d’optimisation et le «bon sens» de l’ingénieur. La simulation dynamique du REI est d’une importance capitale pour mieux contrôler et évaluer la sécurité de ce vaste système. PEGASE prévoit de construire un prototype de moteur de simulation capable de reproduire tout type de comportement du REI. Ce moteur sera conçu dans le but de jouer les scénarios les plus extrêmes, jusqu’au «black-out» du REI et la reprise du service qui s’en suit. Il sera intégré dans une maquette de simulateur temps réel pour l’entrainement des dispatchers. Des outils simplifiés de simulation dynamique, capables de calculer beaucoup plus rapidement que le temps réel, seront développés pour l’évaluation en ligne de la sécurité du système. Si les principales difficultés du projet sont la taille et l’hétérogénéité du REI, la méthodologie de modélisation retiendra également l’attention. La modélisation de composants du système doit faire face à la complexité introduite par les technologies de l’information et l’électronique de puissance en usage actuellement dans le système électrique. Les bibliothèques de modèles standard rencontrent certaines limites et une plus grande flexibilité de modélisation est nécessaire pour représenter des processus nouveaux ou pour échanger des modèles entre GRTs. the complete black-out of Europe and its subsequent restoration.
