[en] The course’s ambition is to familiarize the student with the various processes of decision-making, as well as of elaboration and follow-up of urban planning and territorial development projects considered at the different scales.
We’ll therefore:
- Define the organization of the actors participating in the process of the territorial development and describe main management tools used in such urban and territorial development (the strategic tools, the normative tools and the other operational instruments) ;
- Propose an all-embracing vision of the planning and the territorial development system (hierarchy of the documents since the European scale until the local level) as well as study the particular forms under various administrative conditions (Wallonia and bordering region / states);
- Propose an approach complementary to the legal one, focusing on the elaboration, the presentation and the implementation of plans, sketches, regulation and other relevant documents.
Due to a various audience, the course combines two complementary approaches:
1. An informative approach for the students in architecture and engineering focusing on the processes;
2. A professional oriented approach for the Master's degree in town and country planning, focusing on the manipulation of the tools specifically used in Belgium.
[fr] Le cours ambitionne de familiariser l’étudiant avec les différents processus de prise de décision, d’élaboration et de suivi des projets d’urbanisme et de développement territorial considérés aux différents échelons de l’organisation spatiale.
Il s’agit dès lors de :
- définir la façon dont s’organisent les acteurs qui participent au processus d’aménagement de l’espace et décrire les principaux outils de gestion du développement urbain et territorial (les documents d’orientation, les outils normatifs et les autres instruments opérationnels) ;
- proposer une vision globalisante du système de la planification et de l’aménagement (hiérarchie des documents depuis le niveau européen jusqu’au niveau local) ainsi que des formes particulières que ce système peut prendre sous différents régimes administratifs (Wallonie et régions/états limitrophes) ;
- proposer une approche complémentaire à la démarche juridique, centrée sur l’élaboration, la présentation et la mise en oeuvre des plans, schémas, règlements et autres documents de l’aménagement
Le cours destiné à un public varié tente de concilier deux approches complémentaires :
1. Une approche informative pour les étudiants architectes et ingénieurs centrée sur les processus ;
2. Une approche professionnalisante pour les étudiants du master complémentaire en urbanisme et aménagement du territoire détaillant la manipulation des outils de l’aménagement et leur mode d’élaboration à partir du cas spécifique de la Belgique.
