The essay is part of a book project realized by the Centre for European Constitutional Law (CECL) in Athens, Greece, which aim is to presents the processes of constitutional amendment in various countries of Europe, and of the US and Canada. Prior to its writing, a seminar of all authors of the book took place in Greece in September 2011.
