L’objectif de cette recherche consiste à étudier les processus économiques, politiques et sociaux ayant favorisé la diffusion de pratiques criminelles et mafieuses chez certains migrants d’origine italienne en Belgique. Nous émettons l’hypothèse que l’apparition de pratiques mafieuses ne se fait pas via l’exportation des activités criminelles sur une « base ethnique » d’un lieu à un autre, mais que ces pratiques se développent à la suite d'une adaptation aux contextes d’immigration où se vérifient toutes les conditions de transformation du parcours d’intégration de certains migrants en un parcours criminel ou mafieux. C’est pour cela que nous proposons un nouveau cadre théorique qui dépasse les interprétations habituelles sur les phénomènes mafieux dans les parcours d’immigration et qui se propose d’étudier le vaste et complexe système de relations dans lequel les forces criminelles s’enracinent. Pour ce faire, nous proposons de nous concentrer sur l’étude du secteur agroalimentaire et de la restauration dans lesquels la criminalité d’origine italienne a beaucoup investi durant les dernières décennies. Par ailleurs, nous proposons une analyse comparée à la société d’origine des migrants, le Sud de l’Italie, afin de comprendre les continuités et les ruptures dans les pratiques mafieuses entre les contextes d’origine des migrants et ceux présents dans les espaces d'immigration. Pour tester les hypothèses, cette recherche se base sur l’étude de la littérature scientifique, les données statistiques de la criminalité, les sources médiatiques, sur quelques dossiers figurant dans les archives judiciaires des tribunaux belges. Mais, la recherche est surtout basée sur une approche ethnographique qui repose sur des recueils biographiques, de récits familiaux et de l'observation participant en travaillant comme agent pour une entreprise d'import/export de produits italiens. At any point in time, human performance results from the interaction of two main factors: a circadian signal varying with the time of the day and the sleep need accrued throughout the preceding waking period. But what’s happen at the cortical cerebral level? We used a novel technique coupling transcranial magnetic stimulation with electroencephalography (TMS/EEG) to assess the influence of time spent awake and circadian phasis on human cortical excitability. Twenty-two healthy young men underwent 8 TMS/EEG sessions during a 28 hour sleep deprivation protocole. We found that cortical excitability depends on both time spent awake and circadian phasis. But conclusions of research papers are not unanimous about the positive effect of wildflower strips to control pests in fields. The cause may be the type of flower mixes sown in fields. Despite all the criticisms levelled against New Public Management (NPM) and the arguments raised in favor of a post-NPM model, the three e’s – effectiveness, efficiency and economy - still feature high on the political agenda of European countries in the field of public sector organizations. Bearing in mind that for an administrative system to move significantly towards NPM it is important to have politicians willing to shift in that direction, this paper undertakes a long-term cross-country analysis of NPM reforms in Europe based on the content of political parties’ manifestos released since 1950s. Given that no comprehensive empirical analysis is available about European parties’ positioning concerning NPM reforms, our study shows how the parties’ promise of promoting more effectiveness, efficiency and economy in government and public administration has varied across European countries during the last half-century. The study allows understanding not only the differences among national contexts in both Eastern and Western Europe, but also the variations through time across political forces that have engaged the most in calling for NPM reforms. In 2001, an interdisciplinary team, composed of 22 scientists, developed a methodology aiming at analyzing problems of water resources in Vallée du Draa (Morocco). The issue was studied through 4 points of view: (i) disponibility of water, according to a hydrogeological evaluation of the region, (ii) mechanic, technic and physic access to water, taking into account political, cultural and financial sovereign, allowing to guarantee access to water at the levels of nation, region, locality, family and individual, (iii) quality of water and its evolution – rainy, superficial, underground, residual water, water for agriculture and breeding, (IV) efficiency and profitability of water. Water needs appeared to be higher that available resources. Rainy and superficial water supplies appeared to be weak and poorly distributed in time. Strong seasonal change in the level of phreatic layer suggested an overexploitation of aquifers. Valleys were characterized by sedimentation of irrigation canals, exploitation of underground water, remoteness and dispersion of agricultural areas. Social and gender equitability in water distribution and access were poor, leading to desertion and emigration. Water quality was considered as poor. It can be concluded that palm groves allows populations to maintain in an area. Sustainability of the system depend on water access, water quality and profitability. Survival of the system depends on irrigation, rights to water access, and presence of water of quality. [less ▲]

Afin de mesurer au mieux un paramètre, il faut préalablement connaître son identité. Concernant la métrologie de la pollution olfactive, toute la difficulté réside dans la particularité de cette pollution. En effet, bien qu’associée à la pollution de l’air par les molécules volatiles qui la génèrent, elle en diffère par son effet sensoriel. Il va de soi que la pollution olfactive n’a de sens que par son odeur. Chaque individu a son propre odorat et dès lors sa propre interprétation de l’odeur. C’est cette subjectivité qui rend cette pollution si délicate à qualifier et à quantifier et qui la distingue de la pollution de l’air. De plus, contrairement à d’autres pollutions sensorielles de type sonore ou visuel, l’élément porteur ’est pas dans ce cas une grandeur physique telle que la longueur d’onde électromagnétique ou la variation de pression mais une grandeur physico-chimique particulière dont la mesure est beaucoup plus complexe. Un dictionnaire de langue française définit l’odeur comme « une émanation volatile, caractéristique de certains corps et susceptible de provoquer chez l’homme ou chez un animal des sensations dues à l’excitation d’organes spécialisés ». Cette définition de l’odeur met notamment en jeu deux disciplines : la chimie et la physiologie. En effet un chimiste pourrait présenter l’odeur comme un ensemble de molécules aux propriétés spécifiques qui inhalées par un individu génère une réaction, il s’intéresserait dès lors aux odorants alors qu’un physiologiste parlerait plutôt du stimulus induit par ces odorants et des mécanismes qui le provoquent au niveau des organes. Le traitement de l’information olfactive par le cerveau, la perception olfactive, conduit à plusieurs types de sensation. En effet, l’odeur perçue a trois grandes particularités : l’intensité, la qualité (ou la nature de l’odeur) et la tonalité hédonique ou affective (agrément/désagrément). A ces trois dimensions, il faut ajouter le caractère temporel du stimulus, dimension très utilisée dans le cadre de la pollution olfactive. [less ▲]

Sludges collected from Oupeye WWTP (MS=80%), Grosses Battes WWTP (MS=85.5%), and Embourg WWTP (MS=88%) in Belgium and presenting different properties were used. The influence of the sawdust/sludge ratio on convective drying was investigated in a fixed bed. X-ray tomography was used to assess changes in volume, exchange surface and void fraction. Results showed that the average drying rates were 0.062 (Oupeye), 0.079 g/s (Grosses Battes) and 0.042 g/s (Embourg) respectively, using raw sludges. For sawdust/sludge mixtures with the mass ratio of 4/6, the average drying rates of sludges were improved (Oupeye: 0.092 g/s, Grosses Battes: 0.106 g/s, Embourg: 0.049 g/s). [less ▲]

The aurora at Saturn represents a direct manifestation of the interaction between the planet’s surrounding space environment and its upper atmosphere. Our understanding of this interaction has greatly improved over the past decade, as a result of both in-situ and remote sensing of the aurora by Cassini, as well as through Earth-based observations. On Earth, the interaction is dominated by the connection between the magnetosphere and the Solar Wind, with opening and closing of magnetic field lines leading to sporadic aurora that are strongly controlled by changes in the solar wind. On Jupiter, internal plasma sources combine with a rotationally-dominated magnetosphere to produce intense currents associated with the breakdown in co-rotation in the magnetosphere, producing powerful and continuous aurora. Investigations into Saturn’s aurora have shown that the overall morphology changes dramatically with the arrival of compressions in the solar wind, suggesting a strong interaction with the solar wind at Earth. However, the varying rotation rate of Saturn’s magnetosphere, first identified by measurements of Saturn’s radio emission, can also be measured in many aspects of the auroral emission. This in turn suggests a degree of rotational control within the aurora. As such, the better we understanding the relative strength of these influences on the aurora of Saturn, the more we can understand how the magnetosphere interacts the planet and how, in turn, the planet drives changes in the magnetosphere. Here, we will present observations of the auroral emission directly produced by particles precipitating into Saturn’s atmosphere (radio emission), the resultant atmospheric auroral excitation this produces within of atomic hydrogen (UV and visible emission) and molecular hydrogen (UV emission), as well as thermal emission from both ions produced through auroral ionization and neutral species heated within the auroral region (IR emission). These observations show a wide variety of different auroral features ranging from the rotational pole, though the main auroral emission and down to latitudes where Saturn’s atmosphere interacts with Enceladus. Observations at these different wavelength, when compared and contrasted, reveal details about the particle precipitation process that drive them, as well as the affect these currents have on the surrounding neutral atmosphere. In-situ measurements by Cassini of the particles and magnetic field above the polar region allow us to measure and understand the field-aligned currents that produce the aurora. In comparing these currents with the auroral emission at the foot of these field lines, it is possible to understand the magnetospheric origin for Saturn’s auroral emission, as well as understanding the two-way interaction between the atmosphere and magnetosphere that is driven though the currents that produce this aurora. Recent advances in the process of diagnosis of neurodegenerative diseases, such as Alzheimer’s Disease, rely on the use of molecular imaging that allow the interpretation of different metabolic biomarkers in the brain. However these procedures are considered of invasive nature, as they involve the injection of radioactive markers. On the other hand, Magnetic Resonance Imaging (MRI) is perhaps the most widely used and less invasive medical imaging technique, although its ability to detect Alzheimer’s Disease has revealed limited. In this paper, a new method that simplifies the process of analysing 3D MRI brain images using a two dimensional projection is proposed. Our system outperforms other methods that use MRI, achieving up to a 86% of accuracy and significantly reducing the computational load. Additionally, it allows the visual analysis and interpretation of the images, which can be of great help in the diagnosis of this and other types of dementia. [less ▲]

Istanbul and its 12 million inhabitants borders the Marmara Sea, a submarine pull-apart basin related to the North Anatolian Fault (NAF), a major strike slip fault that ruptures in M>7 earthquakes. Constraining the recurrence rate of M>7 earthquakes that threaten the megacity is problematic because the active faults are submarine. For assessing past submarine earthquake ruptures of the Cinarcik Fault Segment located just south of Istanbul, we studied two sedimentary cores and identified seismoturbidites related to historical ruptures. Earthquake related turbidites are identified in both cores, based on their distinctive sedimentological and geochemical signatures. The seismoturbidites recorded in one of the core named Klg04 are inferred to record only mass wasting events related to the rupture on the Cinarcik Segment because of its specific geomorphological location. To constrain the seismoturbidites chronology, we combine short-lived radionuclide, radiocarbon and paleoinclination data. The first four seismoturbidites recorded match the 1894, 1509, 14th century and 989 historical earthquakes. The obtained age model allows us to discuss past historical rupture scenario across the Marmara Sea. The fact that the 1766 earthquakes are not recorded is further discussed based on new macroseismic intensity data and sedimentary records East of the Cinarcik Basin. [less ▲]

Depuis plusieurs années, des recherches sont effectuées afin de substituer une partie du clinker, composant principal du ciment Portland, dont la production libère des quantités importantes de CO2, par les laitiers de haut-fourneau, les cendres volantes et/ou les fillers calcaires. Dans le projet CEMCALC I, la possibilité de remplacer une partie de ce clinker par du laitier de haut fourneau et du filler calcaire a été étudiée. Plusieurs compositions de ciment ternaire (clinker, laitier, filler) ont été étudiées, notamment vis-à-vis des attaques sulfatiques à 5°C. Des mesures de module d’élasticité dynamique, de vitesse sonore, ainsi que des analyses DRX et des observations au MEB ont été réalisées. Les ciments montrant la meilleure résistance aux attaques sulfatiques à 5°C sont ceux qui contiennent le plus de laitier. Les phases responsables de la dégradation des éprouvettes sont les croûtes secondaires de gypse, ainsi qu’une solution solide composée d’ettringite et de thaumasite. [less ▲]

In this paper the problem of modal identification of time-varying system is investigated. To do so, a technique based on the sifting process of the Hilbert Vibration Decomposition (HVD) method is presented. The key idea is to estimate the instantaneous frequency of the dominant mode, to extract its corresponding component by demodulation of the recorded signals and then to iterate with the subsequent dominant mode. In the case of multiple recorded signals, a source separation method is used as a preprocessing step to facilitate the identification of the instantaneous frequency for the following demodulation step. To illustrate the method, an experimental set-up consisting in a beam travelled by a non negligible mass is considered. The whole structure is randomly excited during the travel of the mass and some responses on the beam are recorded. [less ▲]

Addition of 1 g/L of acetate to media gave the highest growth rate and provided stable high biomass culture during prolonged cultivation time. Glucose at 1 – 5 g/L also improved biomass growth rate, although stability of high biomass culture could not be achieved. Overall, the presence of organic carbon can considerably enhance Chlorella growth when low light intensity is applied. [less ▲]

Selon les plumes des commentateurs, les cinéastes maniéristes sont débusqués au cœur même du cinéma classique (William Wyler, William Dieterle, Robert Siodmak ou Alfred Hitchcock), à ses points de ruptures ou d’incandescence (Busby Berkeley, Vincente Minnelli, Douglas Sirk), dans les gestes de relectures des nouveaux Hollywoodiens des années 70 et 80 (Francis Ford Coppola, Brian de Palma, Sam Peckinpah, Martin Scorsese…), dans les œuvres formalistes des cinéastes contemporains (Les frères Coen, Quentin Tarantino, Michael Mann, Wong-kar Wai…), dans la filmographie de genres spécifiques (le film noir, le western-spaghetti, le giallo, le film de kung-fu…). Besides their real-life applications, elementary shortest path problems with resource constraints are faced as the pricing sub-problem when more complex problems are solved through column generation and branch-and-price. We consider an elementary shortest path problem with resource constraints, where there is a capacitated single vehicle at the depot for serving a set of customers by respecting their associated time windows. The vehicle can start serving the customers at any desired time and can be used for a fixed amount of time. The total transportation cost is defined as a function of the total distance traveled and the total amount of time that the vehicle spends by performing the assigned trip. Every time the vehicle visits a customer, it delivers the required load and collects a revenue in return for the delivery. The objective is to determine the trip to be performed and the service start time from the depot so as to minimize the total loss, which is calculated as the total transportation cost minus the collected revenues. In this study, we develop two exact dynamic programming algorithms which can deal with an infinite number of Pareto-optimal states arising from the fact that the vehicle can depart from the depot at any point in time and charges depending on the amount of time it spends for serving customers. Apart from reporting computational results for our elementary shortest path problem, we also embed it into a column generation framework for the corresponding capacitated vehicle routing problem with time windows. Recent results for the developed branch-and-price algorithm are also reported. [less ▲]

This study examines the share and allocation of household expenditure in health financing, as presented by the National Health Account figures. These figures are based on a national survey carried out in 2010 among 11,000 households, 2,200 people living with HIV/AIDS, 183 institutions, 42 mutual funds, 18 companies and using the balance sheets of 1,300 companies. Total household health expenditure per capita per year amounted to U.S. $ 4.50. Routine health expenditure is covered by the households (40%) and international cooperation (45%) through direct payment without cost sharing (93.7%). A hospital stay is warranted in case of nutritional deficiencies (34%), malaria (12%) and mental disorders (10%). 82% of outpatient care is related to malaria (71%) and mental disorders (12.5 %). In conclusion, the observation that 71.58% of hospitals expenditure, 96.49% of ambulatory care centres expenditure, 98.48% of medical and diagnosis laboratories expenditure, 72.42% of pharmacies expenditures come from households’ out of pocket expenses calls for the establishment of solidarity mechanisms in the health sector. Outpatient malaria care consumes as much as 71% of household expenditure, and we therefore need to strengthen prevention, treatment and focus on monitoring progress. The fact that nutritional deficiencies are the leading cause of people seeking hospital care suggests that efforts are needed to improve their living conditions of households. Mental disorders are the third leading cause of hospital recourse and this pathology should therefore be included in the minimum and supplementary package of activities. [less ▲]
