L’usage des chiffres dans l’action publique (ou la « quantification du politique ») mobilise deux registres en tension (Ogien 2010 35-38): dans le premier terme, celui de la performance, le chiffre encadre l’action publique, alors que le second, celui de la démocratie, se révèle un facteur de débordement quand les citoyens exercent leur droit d’intervention dans la sphère publique. Ogien (Ibid.) relève le renforcement de cette tension, mettant en cause l’absence de démocratisation de la mesure elle-même. Afin de remédier à cet écueil, l’auteur propose que les citoyens, rarement pris en considération dans l’élaboration et la définition des termes de la mesure soient parties prenantes « du système du chiffre qui sert à rendre compte de leur existence et de leur destinée » (p.38). Nous tenterons de confronter cette hypothèse à l’évaluation participative qui a été menée dans le cadre de l’évaluation des plans de cohésion sociale (PCS) en Wallonie (Belgique). Cette contribution sera basée sur les données recueillies lors de l’évaluation des PCS terminée en Mars 2013. Un enjeu important de l’évaluation des PCS en 2012 était sa dimension dite « participative » Monnier (2003). La participation citoyenne étant une notion centrale de la philosophie PCS, un des objectifs de la Direction interdépartementale de la cohésion sociale (DiCS) était de la promouvoir à travers toutes les étapes de mise en œuvre du dispositif, y compris l’évaluation – inspirée par les propositions du Conseil de l’Europe (méthode Spiral ). Dans un premier temps, le bureau régional de statistique a développé un indicateur composite « d’accès aux droits sociaux fondamentaux » afin d’objectiver la clé de répartition des ressources entre les territoires locaux. En fin de programme, la DiCS était sommée de produire une « évaluation participative » mesurant l’impact des actions réalisées à travers les PCS sur la cohésion sociale et le bien-être. L’article propose de confronter ces deux démarches de quantification : celle qui aboutit à un indicateur quantitatif fondé sur une logique technique et l’approche participative favorisant l’expression des parties prenantes. Alors que la DiCS fait référence à une « évaluation participative », qu’en est-il effectivement ? Qu’en est-il lorsque le citoyen devient auteur de l’évaluation ? Quelle information peut-être collectée – peut-on quantifier à partir d’une démarche participative ? Et comment est utilisée l’information ? La participation offre-t-elle plus de « démocratie », si oui en quels termes ? Quel enjeu politique se dessine au niveau régional ? [less ▲]

Si nous catégorisons aisément une performance en « juste » ou « fausse », il n’est pas évident d’expliciter les critères qui guident notre évaluation. Nous rapportons ici les travaux récents menés sur la perception de la justesse de performances chantées par des chanteurs occasionnels et lyriques. La première étape de nos recherches consistait à mettre au point une méthode objective, pertinente et fonctionnelle qui tienne compte des différentes erreurs mélodiques dictées par le système tonal occidental (respect des contours, de la taille des intervalles et de la tonalité). Dans un deuxième temps, nous avons comparé cette méthode avec l’évaluation effectuée par des experts en musique. Ces comparaisons nous permettent d’observer l’évaluation effectuée par ces juges, et ainsi de mieux comprendre la notion de justesse et sa perception. [less ▲]

Le bilan de masse de surface (BMS) Antarctique est encore mal connu, bien qu’on sache qu’il contribue de façon significative à l’évolution actuelle du niveau des mers et que sa contribution soit supposée s’intensifier au cours des prochains siècles. Outre son effet direct sur le niveau des mers, le BMS est également un champs de forçage primordial pour les modèles de calotte. Enfin, alors qu’il existe des mesures directes de l’écoulement de la glace vers l’océan et des variations de masse totales (surface+écoulement) de la calotte, il n’existe pas de mesure directe du bilan de masse de surface à l’échelle du continent. La climatologie actuelle du BMS Antarctique est donc estimée principalement à partir de résultats de modélisation. Par ailleurs, le BMS est le résultat de processus complexes. Afin de le modéliser correctement, il est nécessaire de bien représenter la circulation atmosphérique et les processus physiques spécifiques aux régions polaires. Or les modèles de circulation générale présentent une résolution trop grossière et une physique peu adaptée pour modéliser correctement ces processus. Nous présentons ici des résultats de simulations réalisées le modèle atmosphérique régional MAR, qui fait référence pour la modélisation de l’atmosphère et des processus de surface en région polaire, à une résolution de 50 km pour la fin du 20ème et du 21ème siècle. Nous connaissons la qualité du modèle MAR, cependant, comme tout modèle atmosphérique régional, ses performances sont fortement liées à la qualité des forçages aux limites provenant des Modèles de Circulation Générale (MCG). Nous avons donc sélectionné le MCG le plus apte à simuler le climat présent parmi la nouvelle génération des MCGs provenant de la base de données CMIP5 (http://cmip- pcmdi.llnl.gov/cmip5/), qui seront utilisés dans le prochain rapport du GIEC. Cela est une étape cruciale car les MCGs ne représentant pas correctement le climat présent ne pourront pas donner de résultats probants pour les simulations futures. Nous nous penchons enfin sur l’épineux problème de l’évaluation du BMS modélisé à partir de données de terrain. En effet, un effort important a été réalisé pour répertorier les données de BMS de qualité en Antarctique, cependant nous montrons que ces données ne permettent pas d’évaluer les performances des modèles de façon suffisamment contraignante. L’utilisation d’autres types de données, satellites ou aéroportées par exemple, semble nécessaire, ce qui constitue un volet important de mes recherches en cours. [less ▲]

Este documento propone que las relaciones entre la Unión Europea (UE) y América latina (AL) han dado lugar al posicionamiento de una institución interregional originada en un intercambio discursivo. Esta se ha venido concretizando hasta construir una estrategia interregional europea de apoyo a la integración regional de América latina - SIEPIR-AL (por sus iniciales en francés). Es así como las regiones concernidas se han convertido en agentes de un subsistema encastrado dentro de un sistema multilateral neo-westfaliano en modo 2.0. Y como es el caso de todos los sistemas, éste se autorregula mediante una evaluación que puede compararse a la cibernética. La Facilidad de Inversión para América latina – LAIF, cuyo objetivo es el de facilitar el acceso a fondos para inversión en infraestructura para áreas relativas al medioambiente y al cambio climático, es uno de sus programas y surge como resultado de ese proceso cibernético. Su aplicación tiene por vocación el convertirse en una oportunidad para la profundización de la integración en AL especialmente en las zonas de frontera. [less ▲]

L’intervento sarà centrato sul materiale etnografico raccolto nel corso di una ricerca dottorale attorno alle pratiche culinarie di donne marocchine residenti nella città di Sesto San Giovanni (in provincia di Milano). In particolare, verranno messi in evidenza quegli aspetti della cultura materiale studiata che richiamano l’appartenenza delle donne considerate alla religione islamica. La ricerca ha infatti evidenziato come l’alimentazione (quotidiana o relativa a particolari eventi) e la stessa preparazione dei pasti siano influenzate non solo dalle prescrizioni che riguardano la distinzione tra il cibo lecito e quello illecito, ma anche da indicazioni relative a quali alimenti sia più opportuno consumare e in quali situazioni. Religione e tradizioni locali si intrecciano dando forma ad un sapere e un saper fare specifici, a loro volta negoziati dalle donne in questione al fine di far fronte alle costrizioni che il nuovo contesto in cui esse vivono impone. Tali aspetti costituiscono parte della materialità sulla e con la quale le donne considerate definiscono la propria soggettività, nel contesto domestico così come in quello pubblico. Verranno infatti illustrate anche le modalità in cui, seppur in spazi sovradeterminati, una partecipazione attiva delle donne alla vita sociale locale sia resa possibile grazie alla preparazione e presentazione di cibo, dando loro la possibilità di affermare anche pubblicamente la propria appartenenza religiosa ed eventuali rivendicazioni. Une nouvelle série d'algèbres réelles généralisant l'algèbre des octonions, tout comme les algèbres de Clifford prolongent l'algèbre des quaternions, a été introduite par Morier-Genoud et Ovsienko en 2011. Ces algèbres, qui ne sont ni commutative, ni associative, peuvent être vues comme des algèbres twistées sur le groupe (ℤ2)n avec une fonction de twist cubique. La classification de ces algèbres est similaire à celle déjà bien connue sur les algèbres de Clifford. En effet, il existe beaucoup de symétries concernant les algèbres de Clifford et on peut les retrouver en partie pour les algèbres généralisant les octonions. In this article, I start by looking at the historical origin of external voting in an attempt to define the practice as a set of administrative procedures. However, looking at its speedy global development, I argue that external voting is taking a different meaning for both sending and receiving societies in the era of globalization. Drawing on different examples from Europe, Latin America and Africa, and comparing the early development of external voting legislations with contemporary processes that lead to the enfranchisement of citizens abroad, I argue that the enfranchisement of citizens abroad is now part of a larger state strategy of developing external citizenship in order to capture what some scholars call the “diaspora resource”. For receiving states, I show through two case studies that the development of foreign electoral campaigns on their territory still triggers classic Westphalian fears of dual loyalties of immigrants. Nonetheless, I show that under specific circumstances, external voting can also be perceived by receiving states an opportunity to capture the votes of citizens enfranchised in both the sending and receiving societies. Nowadays, conventional stamping is a well developed process. It is used for large production manufacturing which amortizes the cost of the tools. However, the possibility to use stamping processes for small volume production or prototypes can be still very expensive. As a result, the Single Point Incremental Forming (SPIF) emerges as a new possibility to solve the cost problem in small volume production. It is performed in a rapid and economic way without the need of expensive tooling. Its dieless nature makes the process appropriate for rapid prototypes and highly personalized pieces. Despite the progresses achieved during the last years, simulating SPIF through the Finite Element Method (FEM) continues nevertheless to be a demanding task. The constantly changing contact conditions between the tool and the sheet surface, as well as the nonlinear material model combined with non-monotonic strain paths during the forming process. In consequence, simulation time increases, even using shell hypothesis and simple geometries. Furthermore, the simulation with 3D “brick” elements in general increases the CPU time even more. To overcome this difficulty, an adaptive remeshing technique that was previously developed for the LAGAMINE code for shell elements [1] and afterwards extended to RESS (Reduced Enhanced Solid-Shell) finite element [2]. This allows that a portion of the sheet mesh is dynamically refined only in the tool vicinity, following its motion. Accordingly, this avoids the requirement of initially refined mesh and, consequently, the global CPU time is reduced. The current study will be focused in a benchmark simulation example applied to a component made by SPIF process using adaptive remeshing combined with RESS finite element. [less ▲]

Whether the University provides technological tools and services to students or/and whether they choose themselves which one to use, it is now really difficult for a student to pursue higher education without using a digital environment. This situation leads to the emergence of two concepts: Personal Learning Environment and Customized Institutional Learning Environment. The authors define them and consider their competition or complementarity. Afterwards, through question-naires addressed to university students, they observe in which way they are famil-iar with technologies and have a «digital native» profile. Then, they interview a sample of students presenting different technological profiles to bring out their representations and uses regarding customization of their digital learning envi-ronment. With the aim of simulating the cooling behavior after a re-austenitizing stage of bimetallic rolling mills, both materials corresponding to spheroidal graphite iron (core material) and high chrome steel (shell material) must be characterized through thermo physical and mechanical tests as well as microscopic observations. Dilatometer tests were carried out for both materials in order to determinate thermo physical properties such as thermal expansion coefficient and density. Compression tests were also performed in order to estimate the effect of mechanical stress on martensite phase transformation, especially the nature and the type of martensite and start of transformation temperature. However there are some parameters that are still unknown and that are highly difficult to determinate. Inverse simulations are performed through Lagamine code with the aim of finding an estimated value for these parameters or improved parameters, more accurate than the ones already estimated. Dans le cadre de la gestion des déchets ménagers dont la responsabilité incombe aux autorités régionales, la Région wallonne a délégué ( Arrêté du GW du 30 avril 1998) à des intercommunales le développement pour leurs communes affiliées (elles le sont toutes) d'une série de services en matière de gestion ou de prévention des déchets. Les intercommunales représentent des structures autonomes sous le contrôle relativement distant des responsables locaux des communes qui nomment leurs représentants au conseil d'administration. Ce niveau intermédiaire d'intercommunalité - qui est présent aussi dans d'autres secteurs tels que le redéploiement économique ou la production d'énergie verte - crée un espace spécifique en terme de territorialité, qui ne suit pas les lignes des territoires institutionnalisés (Région - Commune) mais organise des modalités de coopération à la fois proche et distante, à partir des flux financiers, d'information et de déchets. Poly-cultures are cropping systems using multiple crops in the same space and time, avoiding large stands of sole crops, hence contributing to reconciliation ecology. These land uses have several advantages over monocultures, e.g. increased biodiversity and diversification of agricultural production. Coupled with soil conservation measures, they also contribute to erosion control and resource protection in fragile areas. The viability of such systems often depends on their efficiency under limited resource conditions, which in turn makes them acceptable among the farming community. Most farmers, however, are reluctant to adopt such systems because they may compete for water and nutrients. This study was conducted during 2011 on the Queen Sirikit research farm, Ban Bo Wi village, Ratchaburi province, in North-West Thailand to investigate the competition in maize based soil conservation systems. The soil at the field site ranged from an endoleptic Alisol to ahyper skelletic Leptosol. The treatments were maize under farmer's practice (control) and maize-chili intercropping combined with alley cropping of Leucaena under minimum tillage and Jack bean relay cropping with and without fertiliser application. Plot size was 4 m by 13 m and slope of 18-20%. We used both carbon isotopic discrimination and electrical resistivity tomography (ERT) imaging, a novel non-invasive method, to understand and distinguish the competition for water and nutrients in tropical field conditions. A negative relationship was observed between 13C isotopic discrimination and total nitrogen in grain with R2 ranging from 0.63 (p ≤ 0.01) to 0.70 (p ≤ 0.001) while a positive correlation was found between total nitrogen in grains and total dry matter production with R2 ranging from 0.51 (p ≤ 0.04) to 0.84 (p ≤ 0.001). Nutrient competition induced an increase in δ13C values in maize rows close to Leucaena hedgerows and decreased their total dry matter production. ERT imaging showed different water depletion patterns during the growing season, directly linked with the growth and development of maize such as leaf area index, plant height and canopy cover. This helped explaining the impact of hedgerows on crop growth and yields in maize rows adjacent to the hedges, leading to various spatial patterns along the slope. [less ▲]

An approach is investigated for the modelling of the hydro-mechanical coupled behaviour of Callovo-Oxfordian claystone, a potential host rock for radioactive waste repositories in France. This approach is a double-scale finite element method, distinguishing a micro and a macro scale. At the micro level a representative elementary volume (REV) is used to model the material behaviour. The global response of this REV serves as an implicit constitutive law for the macro scale. On the macro scale, a poro-mechanical continuum is defined with fully coupled hydro-mechanical behaviour, the micro scale contains a model that takes into account the material micro structure to provide the material response to deformation and the associated stiffness matrices. Computational homogenization is used to retrieve the macro tangent stiffness from the micro level. This double scale approach is applied in the simulation of biaxial deformation tests, demonstrating the possibility of using the double scale modelling approach with the presented model at the micro level. The response at the macro level is compared with the micro-mechanical behaviour. [less ▲]

A detailed study on the building stock of Liege urban area (Belgium) has been conducted during 2011-2012. The study is focused on historic buildings, which were constructed before 1945 and represents a very significant share (68.33%) of Liege building stock. In the Walloon region, the average heating energy consumption per year of the building stock is 408 kWh/m2 and the average heating energy consumption per year stands at 340 kWh/m2 for Liege. Hence, it is important to study existing buildings to improve the energy efficiency as well as thermal comfort standards. It is also important to understand the behaviour of these buildings and the preferred indoor thermal environment of the occupants. Keeping this in mind, the indoor thermal environment has been monitored for ten residential buildings followed by detailed interaction with the occupants to record their preference and expectations about indoor thermal comfort. It was found from the analysis that the fluctuations in the temperature of living room and bedroom with respect to outdoor conditions are a function of occupant’s age, type of heating system and fuel used. It is also found that the average energy expenditure was very high in these buildings. The study further identifies specific areas that need to be taken into consideration in order to improve the thermal comfort and energy efficiency. It put forth the argument that to improve the energy efficiency of occupied houses, occupant’s preference and expectations on thermal comfort needs to be considered for designing sustainable solutions towards improving energy efficiency. One of the defining features of Chinese new documentaries is the relationship which the filmmakers build with the subjects they are filming thanks to their bottom-up perspectives. In this paper, I will discuss Lü Xinyu’s argument that new documentary filmmakers have allowed “the power of reality to inter into their films” and that this reality “thereby exceeds their subjective will as filmmakers” (Lü 2010: 28). More specifically, by looking at how rural migrant workers are represented in these films, I will argue that new documentaries provide a very valuable vantage point in order to engage with the rich and at once highly contradictory dimension of rural migrant workers’ identity and agency made of aspirations, hopes, but also frustration, and hardship.
