Using the FLUOR beam-combiner installed at the CHARA Array (Mt Wilson, CA), we have obtained high-precision visibility measurements of Vega, one of the prototypic debris-disk stars, known to be surrounded by a large amount of cold dust in a ring-like structure at 80-100 AU. The combination of short and long baselines has allowed us to separately resolve the stellar photosphere and the close environment of the star (<8 AU). Our observations show a significant deficit in square visibility at short baselines with respect to the expected visibility of a simple UD stellar model (dV2 ~ 2%), suggesting the presence of an extended source of emission around Vega. The sparse (u,v) plane coverage does not allow the discrimination between a point source and an extended circumstellar emission as the source of the extended emission. However, we show that the presence of a point-like source within the FLUOR field-of-view (1" in radius, i.e., 7.8 AU at the distance of Vega) is highly unlikely. The excess emission is most likely due to the presence of hot circumstellar dust in the inner part of Vega's debris disk, with a flux ratio of 1.29 +/- 0.19% between the integrated dust emission and the stellar photosphere. Complementing this result with archival photometric data in the near- and mid-infrared and taking into account a realistic photospheric model for the rapidly rotating Vega, we derive the expected physical properties of the circumstellar dust by modelling its Spectral Energy Distribution. The inferred properties suggest that the Vega system could be currently undergoing major dynamical perturbations. [less ▲]

Soucieuse de répondre aux critiques qui lui sont adressées, l’administration publique développe ces dernières années plusieurs initiatives visant la modernisation de ses services. Parmi celles-ci, le recours aux TIC occupe une place prépondérante. Présentés comme la solution devant permettre à l’administration de se métamorphoser et d’accroître l’efficacité des services rendus aux citoyens, les projets de e-gouvernement et de e-administration se multiplient aux différents niveaux de pouvoir. Les administrations locales n’échappent pas à cette tendance. Si des innovations axées sur l’implémentation de projets d’administration électronique y sont concrétisées, leur succès doit néanmoins être relativisé sur de nombreux points, notamment en termes d’utilisation effective des solutions TIC. A partir de trois cas concrets, mis en œuvre dans des administrations communales belges, notre intervention a pour objectif de cerner le pourquoi de cette appropriation mitigée des projets de e-administration. L’analyse croisée de ces trois expériences au travers des différents courants de pensée entourant l’innovation technologique permet de déceler et expliquer les facteurs qui peuvent justifier le décalage existant entre les intentions de départ et les usages réels des applications mises en place. Un regard contrasté sur les trois cas étudiés permet en outre d’identifier, sur base de la théorie de la traduction, plusieurs pistes de réflexion pour l’élaboration et le pilotage de projets novateurs de ce type. Energy and Built Environment are closely related, the more is the energy consumption the worse is the environment degradation. The use of natural lighting and the use of solar energy for heating and cooling as well as enhanced natural ventilation not only reduce the commercial energy demand but minimize the impact on environment too. Traditional buildings constructed long back in the different climatic zones of the region have a number of passive features which help in controlling the indoor environment mostly by promoting ventilation, as humidity level is alarmingly high in this region. There are exhibits of indigenous use of locally available materials and techniques to construct buildings that are adapted to local climatic conditions or even to the ethnicity of the community. Guidelines are prepared taking into consideration the different features like site, orientation & planform, building envelope and daylight for low-rise residential buildings; since these are very common in this region. Admittance spectroscopy is a powerful tool for electrical characterization of semiconductor structures such as p-n junctions, Schottky diodes, light-emitting systems or quantum wells. It consists in monitoring the complex admittance of the overall device under test as a function of frequency, applied dc voltage and temperature. This technique gives direct access to the emission-capture processes occurring between an impurity level and the conduction or the valence band and leads to the determination of important electronic properties including the activation energy and the carrier capture cross sections. However, the interpretation of the admittance curves is straightforward only under restrictive assumptions such as full ionization of the shallow dopant, with a concentration larger than the deep impurity concentration. Numerical simulations, based on the solution of the basic semiconductor equations, allow to carry out a detailed analysis of the steady-state and small-signal electrical characteristics of the systems and thus contribute to a better understanding of the conduction mechanisms and of the microscopic origin of the features in the experimental admittance spectra. In this presentation, the results obtained for three different structures are shown in order to illustrate the method. In the first case, the role of Mg in GaN Schottky diodes is investigated. The results of the study show that this acceptor has simultaneously the functions of dopant and of deep impurity. In order to explain the electrical behavior of Mg, thermal admittance spectroscopy measurements are performed on Schottky structures based on Mg-doped GaN layers grown by metalorganic vapor phase epitaxy on sapphire. The analysis is carried out by simulating the electrical characteristics of the device. The calculated curves fully reproduce the experimental results and the microscopic parameters are determined by an optimized fitting procedure, based on the comparison of the electrical characteristics obtained from the numerical simulations to those of the experiment. In the second example, charge-carrier mobility in organic materials is evaluated. The frequency- dependent complex admittance and impedance of the structure consisting of the organic layer, grown by thermal evaporation and sandwiched by metallic electrodes, are measured as functions of the dc bias. The capacitance-versus-frequency curve exhibits a minimum, the frequency-position of which increases with the applied dc voltage. Based on numerical calculations, the theoretical analysis shows that the inductive contribution to the capacitance originates from the modulation of the free carrier concentration in the organic material. The finite carrier transit time determines the frequency-response of the structure. Moreover, the low-frequency behavior of the capacitance curves can be explained by the presence of a band of defect states that modifies the charge distribution within the device. As third application of the admittance spectroscopy method, the electrical characteristics of an organic light-emitting diode are numerically simulated for the dc and the ac regimes. This approach allows to obtain a detailed microscopic description of the dependences of the carrier concentrations and current densities on the applied steady-state voltage and the modulation frequency. The fitting of the resulting admittance and impedance curves to the response of an equivalent electrical circuit shows that each element can be associated with a particular region of the structure. It is then possible to correlate the dependence of each feature of the admittance and impedance curves with one or several parameters of the material system. [less ▲]
