We propose a flexible copula model to describe changes with a covari- ate in the dependence structure of (conditionally exchangeable) random variables. The starting point is a spline approximation to the generator of an Archimedean copula. Changes in the dependence structure with a covariate x are modelled by flexible regression of the spline coefficients on x. The performances and properties of the spline estimate of the reference generator and the abilities of these conditional models to approximate conditional copulas are studied through simulations. Inference is made using Bayesian arguments with posterior distributions explored using im- portance sampling or adaptive MCMC algorithms. The modelling strategy is illustrated with two examples. We propose to use Kepler in 2-wheel mode to conduct a detailed search for Earth-sized planets orbiting ultra-cool stars and brown dwarfs (spectral types from M7 to L3). This population of objects presents several advantages for exoplanet surveys. First, ultra-cool stars and brown dwarfs are small and thus result in favorable planet-to-star area ratios. Second, because of their low effective temperature, the inner edge of their habitable zone is extremely close (2 to 3 days only). Third, our targets are bright at infrared wavelengths, which will enable detailed follow-up studies. Our program therefore represents a unique opportunity to find a transiting Earth-size exoplanet for which atmospheric features (including biosignatures) could be detected with near-to-come facilities such as JWST. Such exoplanet has not been discovered yet. Kepler in 2-wheel mode provides the required stability and photometric precision to make this survey successful. Our initial target sample includes 60 ultra-cool stars and brown dwarfs from which we expect to detect at least one transiting planet. We propose to monitor each source for 4 days, resulting in a total program duration of ~240 days. [less ▲]

This paper investigates whether physicians induce demand for C-sections in the days preceding leisure periods. I reject that doctors are meaningfully increasing the number of cesareans to accommodate their own preferences for control of deliveries around holiday Mondays. Using a sample of more than 1,300,000 deliveries, I can precisely estimate that the induced demand due to convenience is close to zero. While I replicate previous results of lower C-section rates on leisure periods, I show that they are due to the way doctors schedule planned cesareans rather than to an induced demand for reason of physicians' convenience. If governance has become, for many years, as a matter of paramount importance in traditional companies (Berle & Means, 1932), microfinance institutions have also not escaped this need (Rock et al. 1998), there are about thirty years. Considered essential to address issues related to economic and social development (Wélé, 2009), governance is also emerging as an undeniable factor for to strengthen the financial performance and to increase awareness in microfinance institutions (Rock et al., 1998; Labie, 2001 Helms, 2006). Several authors have contributed to the understanding of corporate governance by using a variety of theoretical approaches (Jensen & Meckling (1976), Fama and Jensen (1983a) for Shareholders approach, Freeman (1984), Donaldson & Preston (1995) Hung (1998) for the stakeholder approach, Meyer and Rowan (1977), Mertens (2010), Muth & Donaldson (1998), Berle & Means (1932); Labie (2005a) for alternative approaches). Applied individually in cooperatives and organizations, these approaches have proved rather one-dimensional and illuminate one aspect of the Boards of Directors (Cornforth, 2004). Hence the need for an approach that integrates the insights of these perspectives has been felt. Thus, a perspective in terms of paradox (Cornforth, 2004) helped to highlight the dilemmas, paradoxes and tensions that boards of directors are facing. Several researchers have used this paradox perspective in different organizations (Demb & Neubauer, 1992 Wood, 1996; Sundaramurthy & Lewis, 2003), but it also did not take long. Criticized for focusing only on the board, this perspective paradox is also alleged to ignore the role of contextual factors. However, as argued by DiMaggio & Powell (1983), Meyer and Rowan (1977), environmental factors play an undeniable role in the way organizations make isomorphic. Rijpens & Adam (2011) also point out that the internal and external factors to the organization involved in the debate on the governance model adopted. Hudon and Seibel (2007) argue that conflicts and disasters seriously affect the socio-economic institutions, public governance, networks and social relations of citizens, including those related to the exchange or transfer of financial resources. This article examines the influence of armed conflict on the cooperatives’ governance. It is built around three fundamental questions. (1) What overlay the systems of cooperatives governance? (2) What is the theoretical model of governance adapted to cooperatives working in conflict situations? (3) How an armed conflict does it influence the cooperatives governance? To answer these questions, this article assumes, first, the confrontation of existing theoretical approaches in the literature on corporate governance in general and cooperatives in particular. It then develops a model of governance adapted to the conflict. Finally, that model will be tested after data collect from a qualitative field study based on the triangulation of information resources and interviews with key players in organizations under study in a country where microfinance institutions have evolved conflict situations. Senegalese consumers seem to prefer local fresh milk-based dairy products rather than the ones produced with imported powder. However, market prices of both products do not appear to be different. This paper addresses this puzzle. First, I confirm the preference for local products. Using choice-based-conjoint data, I evaluate that Senegalese consumers are willing to pay a positive and significant premium for these products. Then, I identify the determinants of prices, based on a unique dataset of milk products characteristics. Evidence suggests that consumers' misinformation regarding the product composition prevents them from allocating a higher price to local milk-based products. [less ▲]

IT organization design, consisting of IT governance (decision rights) and IT organization structure, is believed to affect organizational performance. This paper describes the IT organization design choices of the 50 U.S. state governments. Significant movement toward greater centralization was observed (particularly for IT services). States appeared to have adopted IT organization design innovations previously pioneered in the private sector, contrary to conventional wisdom founded on well-documented differences between the two sectors. Two commonly used explanations of IT organization design choices were examined for their ability to account for the unexpected findings — contingency and institutional theories. Both explanations were partially successful in explaining the results, but further theoretical development is needed to integrate those theories and more empirical research is needed to advance the field’s knowledge of IT organization design. The multipurpose Nam Mang 3 Hydropower Project is one of the trans-basin diversion schemes and one of the 18 hydropower dams in operation in Lao PDR. The multipurpose hydropower and irrigation project has caused a number of negative impacts for farmers especially in downstream areas and in the Nam Nyam and Houay Hong Pheng areas. This study aims to understand the water management regime between the project’s hydropower and irrigation purposes in order to find alternatives and to mitigate as much as possible the negative impacts downstream of the dam, especially for villages along the Nam Nyam valley or Napheng plain directly concerned water releases and benefit from irrigation. We used the key informant and focus group survey with various stakeholders of Nam Mang irrigation scheme and field work observation. The findings show that farmers can grow a second season of rice crop but the electricity generation in the rainy season leads to the flooding of rice fields along the Nam Nyam valley. Sometimes during dry season, farmers in the irrigated areas do not have enough water for irrigation of the rice crop downstream of the NM3 and Nam Nyam irrigation schemes, as the water is stored for generating electricity. This is exacerbated by the absence of coordination between the dam operator and TSC-NM3 office. Overall, the project has contributed to, rather than diminished, poverty of people and increase inequality in the area. The study recommends a review of the governance arrangements in the dam operations which at present are not transparent making it difficult to take into account the multiple benefits and costs to different stakeholders in the water diversion project. The operators of the dam and irrigation scheme have to establish a dialogue with the assistance of the development partners or government to find alternatives to mitigate the negative impacts in the downstream areas. Also there must be mechanisms in place for farmers whose livelihoods are affected. [less ▲]

The meter-per-second precision achieved by today velocimeters enables the search for 1-10 M_Earth planets in the habitable zone of cool stars. This paper reports on the detection of 3 planets orbiting GJ163 (HIP19394), a M3 dwarf monitored by our ESO/HARPS search for planets. We made use of the HARPS spectrograph to collect 150 radial velocities of GJ163 over a period of 8 years. We searched the RV time series for coherent signals and found 5 distinct periodic variabilities. We investigated the stellar activity and casted doubts on the planetary interpretation for 2 signals. Before more data can be acquired we concluded that at least 3 planets are orbiting GJ163. They have orbital periods of P_b=8.632+-0.002, P_c=25.63+-0.03 and P_d=604+-8 days and minimum masses msini = 10.6+-0.6, 6.8+-0.9, and 29+-3 M_Earth, respectively. We hold our interpretations for the 2 additional signals with periods P_(e)=19.4 and P_(f)=108 days. The inner pair presents an orbital period ratio of 2.97, but a dynamical analysis of the system shows that it lays outside the 3:1 mean motion resonance. GJ163c, in particular, is a super-Earth with an equilibrium temperature of T_eq = (302+-10) (1-A)^(1/4) K and may lie in the so called habitable zone for albedo values (A=0.34-0.89) moderately higher than that of Earth (A_Earth=0.2-0.3). Today, personal computers are part of our life either at home, at work or at school. Even if the computer power increases, the software are more and more complicated, asking more and more time for learning it or for obtaining a result. It becomes important to have in labs as well as at school small fast software using empirical equations. We report here about the use but more particularly the algorithms, the equations and the data sets of three software belonging to the Gabriel package. The first one, Gabriel Nathalie II, is a calculator with many functionality's. It is possible to calculate the pKa or to simulate the chemical shift in 31P NMR of amino-phosphonate. Moreover it is also able to dertimine the thermodynamics data of bisphosphonate binding to human bones. The second one, Gabriel Calculatrice Savon, is used to calculate the amount of alkali needed for making a soap according to the amount and the nature of fat but also the viscosity of some oils at a desired temperature. And at least Gabriel Data Analysis is a software devoted to data analysis. Today, software for research can be used for educational and educational software can be useful for research. [less ▲]

It is generally thought that galaxies are embedded in dark matter halos extending well beyond their luminous matter. The existence of these galactic halos is mainly derived from the larger than expected velocities of stars and gas in the outskirts of spiral galaxies. Much less is known about dark matter around early-type (elliptical or lenticular) galaxies. We use gravitational lensing to derive the masses of early-type galaxies deflecting light of background quasars. This provides a robust measurement of the total mass within the Einstein ring, a circle whose diameter is comparable to the separation of the different quasar images. We find that the mass-to-light ratio of the lensing galaxies does not depend on radius, from inner galactic regions out to several half-light radii. Moreover, its value does not exceed the value predicted by stellar population models by more than a factor two, which may be explained by baryonic dark matter alone, without any need for exotic matter. Our results thus suggest that, if dark matter is present in early-type galaxies, its amount does not exceed the amount of luminous matter and its density follows that of luminous matter, in sharp contrast to what is found from rotation curves of spiral galaxies. This paper focuses on an apparent disconnect between the literatures on 1) the governance of IT decisions and the organization of IT activities inside organizations and 2) IT outsourcing decisions and IT outsourcing governance arrangements between client organizations and IT service providers. We hypothesize that centralization of IT activities within organizations is a necessary precondition for outcomes such as IT consolidation (leading to large cost efficiencies) and outsourcing deals and possibly also for successful consolidation and outsourcing. We investigate this hypothesis through an exploratory, mixed-method investigation of changes in IT governance arrangements and outcomes in a single, well-defined population of organizations — the executive branches of US State governments. There is strong scientific interest in Ganymede (Jupiter's third Galilean moon) and its surrounding environment, which stems from the likely presence of a liquid water ocean underneath its icy crust and from its internally driven magnetic field. The interaction of the latter with Jupiter's magnetospheric plasma and its magnetic field gives rise to a unique situation in our solar system implying a mini-magnetosphere embedded within a giant-magnetosphere. This interaction generates Ganymede's ultraviolet auroral footprint in Jupiter's atmosphere. We propose to investigate the strong auroral connection between Jupiter and Ganymede and the variable characteristics of Ganymede's magnetosphere with an innovative approach, taking advantage of the large scale north-south asymmetries of Jupiter's magnetic field. The results obtained for Ganymede will be compared with the case of small injected hot plasma bubbles observed by the Galileo spacecraft and whose size and location are similar to those of Ganymede's magnetosphere. HST is currently the sole instrument capable of obtaining this information which pins down the proposed mechanisms linking the source and sink regions of auroral particles in the giant planets' magnetospheres. The paper proposes an equilibrium asset pricing model that accounts of the incomplete information on returns distribution and investors' preferences. Only moments up to order four of unknown unconditional distribution can be observed, and the model does not impose that portfolio diversi fication or moments preference should hold. Using Chebyshev-type of inequalities, an intuitive risk measure (risk horizon) is introduced with reference to the speed of convergence of a security's mean return to its expectations. By an arbitrage argument, this risk measure is related to the horizon of treasury securities in a system of equations that allows the calibration of the model parameters using term structure information. In particular, the expected return on the market portfolio can be endogenously estimated inside this system. The model calibration on U.S. market data provides plausible parameters estimates and interesting cyclical patterns in the time series of the expected return. The empirical relevance of these estimates is examined with tests of statistical and economic predictive ability for stock excess returns. The results provide signi ficant evidence on the added value of the estimates when compared to popular predictors found in the literature (see a.o. Lettau and Ludvigson, 2001; Rapach and Wohar, 2006; Goyal and Welch, 2008). [less ▲]

The success of e-government is believed to depend in part on the organizational and institutional arrangements that governments enact for the management of their IT resources. This paper develops the conceptualization of IT management arrangements by considering possible interactions between two dimensions — 1) the organization of IT activities and 2) control over decisions about IT activities (also known as governance) — for each of two categories of IT activities — 1) IT projects (such as website development) and 2) IT services (such as the operation of networks). In addition, the paper provides preliminary empirical evidence obtained from applying this expanded conceptualization in the context of American state governments. Many states appear to employ centralization of IT activities to offset decentralization of IT control and vice versa. Consequently, neither dimension alone provides a good characterization of governmental IT management arrangements. These findings have the potential to enhance our understanding of the barriers to, and enablers of, e-government success. [less ▲]

Nowadays, collision avoidance systems (CAS) are an intensive research topic since the majority of all traffic accidents are collisions that are caused due to inattention or unadjusted driving behavior of the driver. Up to date prototypic CAS are based on on-board environmental sensors, such as camera or radar systems, that scan the vehicle's surrounding environment in order to assess the situation's hazardousness. The functionality of the used sensors under varying environmental conditions and the limited sensor covering area require an enormous effort to ensure a reliable detection of obstacles, and thus limit the application of the systems. In order to expand the operating field of such systems, a Galileo-based CAS will be developed within the project ‘Galileo above’ (application centre for ground based traffic). This advanced driver assistance system (ADAS) detects surrounding vehicles that are on collision course and reacts autonomously, if the driver does not intervene to avoid the crash. For this purpose the system initiates an emergency stop and/or an emergency steering maneuver. For the development of the CAS the Galileo test centre automotiveGATE in Aldenhoven, Germany will be used. On this test area pseudolites will be installed which provide Galileo-like navigation signals. Thus, the development respectively tuning of Galileo-based vehicle systems will be enabled, so as to have them available on the market when the Galileo satellite system reaches its full operational capability (FOC). The focus of this paper is on the traffic situation assessment and intervention strategy of the CAS. This includes the perception and analysis of the driving situation, the detection of potential collision situation, the definition of an adequate system reaction and the planning of an evasion trajectory. Furthermore, an outlook on the model predictive control for longitudinal and/or lateral control (braking and/or steering maneuver) will be presented. [less ▲]

In contrast to general expectations the growth of EU membership as well as European treaty reform has not had any significant impact on the Council’s overall legislative and roll call activity. On the basis of a new dataset representing the total population of public roll calls and recorded votes in the Council this paper explains why the EU Council has been so successful in guaranteeing legislative and roll call stability between 1995 and 2010. The quantitative and qualitative analysis finds that frontloading legislation, changing voting behaviour, reinforcement of existing coalition patterns and the successful adjustment of newer Member States to the EU Council have contributed to the EU Council’s decision-making capacity during the observed 16 years. In explaining the apparent contradiction between institutional change and the Council’s legislative stability this paper contributes to our knowledge of the functioning, the decision-making processes and the geography of contestation in the EU Council. La prospective a souvent recours à la démarche participative. Fréquemment, dans son travail analytique, le prospectiviste fait intervenir les acteurs concernés par le système qu'il examine, que ceux-ci opèrent dans ce système ou qu’ils possèdent une expertise particulière par rapport à celui-ci. Dans la majorité des cas, cette intervention s’effectue au cours de l’exercice prospectif. Le présent working paper expose un autre type de situation : l’intervention et la participation des acteurs se placent ici en amont du travail prospectif, au moment de la délimitation des enjeux et des thématiques à considérer dans le cadre du développement d’un programme de recherche. L'expérience présentée par les auteurs, bien qu’elle recoure à l’utilisation d’un outil relativement classique en prospective, à savoir le Delphi, revêt un aspect original. Développée auprès de deux publics distincts, des équipes de recherche d’une part et des membres de l’administration wallonne, d’autre part, elle a permis d’identifier un certain nombre d’enjeux prospectifs majeurs pour la Wallonie et de définir des objets de recherche en rapport avec ces derniers. L'identification et la présentation de ces enjeux fait l’objet du présent texte.
