A strategy for the selection of system of differential equations is proposed based on Bayesian ODE-penalized B-spline approach. It estimates the ODE parameters, approximates the solution of the ODE model and quantifies the suitability of the proposed differential equations to model the dynamics of the observed state functions. Simulation study confirms that these ODE-adhesion parameters are able to question a system of differential equations as a descriptor of the dynamics in the state functions. En raison de la nature de leurs activités et de leur finalité non lucrative, les associations rencontrent des problèmes spécifiques de financement, que ce soit au niveau de leurs opérations courantes ou de leurs dépenses d'investissements. Toutefois, Il existe encore peu d'études empiriques sur cette question dans les pays francophones, de sorte que nombre d'a priori - comme par exemple le fait que les associations auraient peu de garanties à offrir aux banques - sont communément admis sans qu'ils soient validés par des données de terrain. Pour mieux cerner la problématique du financement de l'associatif dans ses dimensions concrètes, on a réalisé un premier "état des lieux" du financement du secteur associatif en Belgique francophone (Wallonie et Bruxelles) en procédant à une enquête auprès d'un échantillon représentatif. Un des enseignements de cette recherche concerne précisément les relations avec les institutions bancaires. En cas de difficultés de trésorerie, la moitié à peine des associations recourent au crédit de caisse, les autres préférant se tourner vers leurs membres, vers les pouvoirs publics ou encore vers une autre association. Moins nombreuses encore sont les associations qui s'adressent aux banques pour financer leurs investissements. Mais contrairement à l'opinion courante, la principale raison ne réside ni dans les difficultés d'obtention d'un crédit, ni dans la lourdeur des formalités nécessaires : si les associations n'empruntent guère aux banques, c'est essentiellement pour des raisons de principe (ne pas s'endetter auprès des institutions bancaires). Ces raisons sont vraisemblablement liées, d'une part, à une aversion plus marquée du risque que les PME et, d'autre part, à une prise de distance à l'égard des principes de l'économie marchande. Economic growth is projected to be strengthening from mid-2011 onwards, but will be insufficient to restore the sustainability of public finances. The Belgian strategy to prefund ageing costs by generating fiscal surpluses to bring down public debt was derailed by the global crisis. Restoring the strategy is a priority, especially as spreads on Belgian debt have increased. This will require cuts in public spending, improving efficiency of policies, containing the growth of ageing-related costs and making the tax system more conducive to growth. While past experiences, such as in the 1990s, have shown that successful large consolidations are feasible, the task seems even more difficult this time as potential growth will be muted and interest rates are likely to increase. In this context, a credible fiscal consolidation plan requires the participation of all governments. Its effectiveness can be strengthened by improving the fiscal framework, in particular by introducing multi-year budgets, annual expenditure rules consistent with long-term targets and an enhanced role of an independent fiscal policy watchdog [less ▲]

The present paper provides a fresh look at the nexus between these two literatures. It discusses the impact of the European social security coordination mechanisms on individual decision‐making and on the functioning of social security systems – with a focus on retirement. The paper addresses the problem of low-rank trace norm minimization. We propose an algorithm that alternates between fixed-rank optimization and rank-one updates. The fixed-rank optimization is characterized by an efficient factorization that makes the trace norm differentiable in the search space and the computation of duality gap numerically tractable. The search space is nonlinear but is equipped with a particular Riemannian structure that leads to efficient computations. We present a second-order trust-region algorithm with a guaranteed quadratic rate of convergence. Overall, the proposed optimization scheme converges super-linearly to the global solution while still maintaining complexity that is linear in the number of rows of the matrix. To compute a set of solutions efficiently for a grid of regularization parameters we propose a predictor-corrector approach on the quotient manifold that outperforms the naive warm-restart approach. The performance of the proposed algorithm is illustrated on problems of low-rank matrix completion and multivariate linear regression. [less ▲]

We propose a new Riemannian geometry for fixed-rank matrices that is specifically tailored to the low-rank matrix completion problem. Exploiting the degree of freedom of a quotient space, we tune the metric on our search space to the particular least square cost function. At one level, it illustrates in a novel way how to exploit the versatile framework of optimization on quotient manifold. At another level, our algorithm can be considered as an improved version of LMaFit, the state-of-the-art Gauss-Seidel algorithm. We develop necessary tools needed to perform both first-order and second-order optimization. In particular, we propose gradient descent schemes (steepest descent and conjugate gradient) and trust-region algorithms. We also show that, thanks to the simplicity of the cost function, it is numerically cheap to perform an exact linesearch given a search direction, which makes our algorithms competitive with the state-of-the-art on standard low-rank matrix completion instances. Motivated by the problem of learning a linear regression model whose parameter is a large fixed-rank non-symmetric matrix, we consider the optimization of a smooth cost function defined on the set of fixed-rank matrices. We adopt the geometric optimization framework of optimization on Riemannian matrix manifolds. We study the underlying geometries of several well-known fixed-rank matrix factorizations and then exploit the Riemannian geometry of the search space in the design of a class of gradient descent and trust-region algorithms. The proposed algorithms generalize our previous results on fixed-rank symmetric positive semidefinite matrices, apply to a broad range of applications, scale to high-dimensional problems and confer a geometric basis to recent contributions on the learning of fixed-rank non-symmetric matrices. We make connections with existing algorithms in the context of low-rank matrix completion and discuss relative usefulness of the proposed framework. Numerical experiments suggest that the proposed algorithms compete with the state-of-the-art and that manifold optimization offers an effective and versatile framework for the design of machine learning algorithms that learn a fixed-rank matrix. Assuming that observers located inside the Universe measure a time flow which is different from the time appearing in the Friedmann-Lemaıtre equation, and determining this time flow such that the Universe always appears flat to these observers, we derive a simple cosmological model which allows to explain the velocity dispersions of galaxies in galaxy clusters without introducing dark matter. It also solves the horizon problem without recourse to inflation. Moreover, it explains the present acceleration of the expansion without any resort to dark energy and provides a good fit to the observations of distant supernovæ. Depending on the present value of the matter-energy density, we calculate an age of the Universe between 15.4 and 16.5 billion years, ignificantly larger than the 13.7 billion years of the standard CDM model. Our model has a slower expansion rate in the early epochs, thus leaving more time for the formation of structures such as stars and galaxies. [less ▲]

In liberalized network industries, entrants can either compete for service using the existing infrastructure (access) or deploy their own infrastructure capacity (bypass). In this paper, we demonstrate that, under the threat of bypass, the access price set by an unregulated and vertically integrated incumbent is compatible with productive efficiency. This means that the entrant bypasses the existing infrastructure only if it can produce the network input more efficiently. We show that the incumbent lowers the access price compared to the ex-post efficient level to strategically deter inefficient bypass by the entrant. Accordingly, from a productive efficiency point of view, there is no need to regulate access prices when the entrant has the option to bypass. Despite that, we show that restricting the possibilities of access might be profitable for consumers and welfare because competition is fiercer under bypass. [less ▲]

Under income-differentiated mortality, poverty measures reflect not only the "true" poverty, but, also, the interferences or noise caused by the survival process at work. Such interferences lead to the Mortality Paradox: the worse the survival conditions of the poor are, the lower the measured poverty is. We examine several solutions to avoid that paradox. We identify conditions under which the extension, by means of a fictitious income, of lifetime income profiles of the prematurely dead neutralizes the noise due to differential mortality. Then, to account not only for the "missing" poor, but, also, for the "hidden" poverty (premature death), we use, as a fictitious income, the welfare-neutral income, making indifferent between life continuation and death. The robustness of poverty measures to the extension technique is illustrated with regional Belgian data. [less ▲]

Transport costs play a key role in agricultural markets in developing countries and are one of the causes of poverty amongst farmers that are geographically isolated. Another characteristic of agricultural markets is that they often involve interlinked transactions. However, the existing theoretical literature on interlinked transactions does not take into account the existence of transport costs. This paper develops a model of input-output interlinked contracts between geographically dispersed farmers and a trader, whether this trader is for-profit or non-profit. We derive implications of imposing either uniform or mill pricing policies, as opposed to spatial price discrimination. Impact on profit, farmers' income, level of production, social welfare and regional disparities are investigated. [less ▲]

The Gl 581 planetary system has generated wide interest, because its 4 planets include both the lowest mass planet known around a main sequence star other than the Sun and the first super-Earth planet in the habitable zone of its star. A recent paper announced the possible discovery of two additional super-Earth planets in that system, one of which would be in the middle of the habitable zone of Gl 581. The statistical significance of those two discoveries has, however, been questioned. We have obtained 121 new radial velocity measurements of Gl 581 with the HARPS spectrograph on the ESO 3.6 m telescope, and analyse those together with our previous 119 measurements of that star to examine these potential additional planets. We find that neither is likely to exist with their proposed parameters. We also obtained photometric observations with the 2.5 m Isaac Newton Telescope during a potential transit of the inner planet, Gl 581e, which had a 5% geometric transit probability. A Latin square of order n^2 is a Sudoku matrix if subdividing its entries into n^2 disjoint n-by-n subblocks causes each symbol to appear once in each subblock. Symbols are taken from {1, ..., n^2}, and n^2 = 9 then corresponds to the familiar recreation. A construction of cyclic latin squares (see Shiu, W.C. and Fang, K.T. and Ma, S. L., On the Rank of Cyclic Latin Squares, Linear and Multilinear Algebra, Vol. 40, pp. 183-188) determines their minimum rank and shows they can attain full rank. It follows that Sudoku matrices can also be full rank. The present authors initially thought that the minimum ranks of Sudoku matrices would equal the minimum ranks of cyclic latin squares of the same order, i.e. 1 + \sum_{i=1}^{s} \varphi\left((p_i)^{t_i}\right) where n=\prod_{i=1}^{s} (p_i)^{t_i} is the prime factorization (of n), and \varphi is Euler's totient function. However, a block-cyclic latin square construction is found that attains a smaller rank. For the case n^2 = 9, one gets a rank 5 matrix rather than rank 7. Some generalizations such as taking symbols from {0, ..., n^2 -1} are discussed, and comparisons made to ranks of more general kinds of latin squares. We also discuss the possibility of finding a rank inferior to 5 for a 9*9 Sudoku matrix. (Until here, no test revealed such a possibility, but tests are not finished yet.) [less ▲]

Cette note a pour objectif d’illustrer, dans le cas de la Belgique et de ses régions, un problème particulier posé par la mesure de la pauvreté. Etant donné que la mortalité varie selon le niveau de revenu – les personnes aux revenus plus élevés vivant plus longtemps, en moyenne, que les personnes aux revenus plus faibles – les taux de pauvreté calculés pour les classes âgées dépendent non seulement de ce que l’on pourrait appeler la vraie pauvreté, mais aussi de la sélection induite par la mortalité différentielle selon le revenu. En calculant les taux de pauvreté que l’on observerait si des personnes avec différents niveaux de revenus avaient toutes la même espérance de vie, on peut ainsi estimer la vraie pauvreté, en neutralisant les interférences dues à la mortalité différentielle. Cet ajustement des mesures de pauvreté est particulièrement intéressant pour la Belgique, où les écarts de longévité entre Flamands et Francophones et entre riches et moins riches sont importants. Le discours d'information médiatique se caractérise certes par sa forme fragmentaire quant aux énoncés (par définition ouverts sur l'avenir et s’additionnant sans suite cohérente), mais encore par une forme d'énonciation « floue » parce que collective, voire institutionnelle. Nous examinons ici la manière dont, dans le discours journalistique, la dimension collective de la langue est rapportée sur la parole et sur l’acte d’énonciation. Nous considérons que l’énonciation journalistique est, à plusieurs titres, inachevée, notamment en ce que sa performativité ne va pas jusqu’à la responsabilité assumée de l’énonciateur. Il s’agit de tenter d’identifier les lignes de fracture qui traversent le sujet d’énonciation journalistique et, avec elles, le partage de responsabilités qui en est induit. Notre ambition est d’établir un lien entre la division propre à l’énonciation journalistique et un questionnement sur le partage de l’espace et de la parole publics, ce qui suppose de se demander, notamment en intégrant à l’analyse le concept derridien de « téléiopoièse », où et comment se situe, dans cette disposition, la participation du destinataire. This paper aims to evaluate Senegalese consumers' willingness-to-pay (WTP) for local fresh milk-based products, in opposition to the ones produced with imported powder. Using data from a choice-based-conjoint analysis conducted on 400 households in the region of Dakar, we evaluate the premium that consumers are willing to pay for fresh raw material (rather than powder) in the composition of sour milk. Based on an Ordered Probit Model, the results show evidence for a positive WTP for fresh raw material, which may be seen as a strong indication of preference for local products. This WTP greatly depends on the characteristics of the households. Wealthier households are willing to pay more than the medium households, while big households are ready to pay much less than the base category ones. Obviously, some niche markets exist, that producers may target to sell the local milk-based dairy products. However, more information has to be provided about the composition of dairy products, as consumers are not currently able to distinguish both types of raw material, even if they are willing to pay more for one of them. In spite of some restrictions about the presence of a potential "hypothetical bias" due to the nature of the data, this study gives a rst insight of consumers' preferences for local milk-based dairy products. En forte croissance ces dernières années, l’intérêt du milieu académique pour les réseaux d’innovation aborde sous des angles divers les différents enjeux que soulève cette forme de regroupement d’organisations et de structure partenariale. Dans ce cadre, notre contribution entend plus spécifiquement interroger la question de la gouvernance – et de la coordination des activités qui y sont menées – en vigueur au sein d’une forme particulière de réseaux inter-organisationnels : les pôles de compétitivité. La gouvernance de ce type de réseaux d’innovation réunissant des catégories d’acteurs hétérogènes mus par des intérêts contrastés, les formes qu’elle est concrètement susceptible de prendre dans les faits, les difficultés qu’elle soulève au quotidien ainsi que les dynamiques qu’elle engendre en termes de synergies collaboratives constituent autant de champs de recherche en pleine émergence que nous entendons compléter par l’examen d’une question centrale dans le succès de ce type d’initiatives : les rôles et missions qu’y joue la fonction de coordination. En ce sens, nous questionnons l’importance du rôle de la fonction de coordination dans la gestion des relations entre acteurs, dans la conciliation de leurs intérêts ainsi que dans l’élaboration d’une vision stratégique commune et partagée pour le partenariat. Ce faisant, nous entendons examiner le côté « tercéisant » des initiatives mises en place en la matière, à savoir le processus de réflexivité et de déplacement identitaire qu’insuffle la fonction de coordination au niveau du réseau pour permettre l’institutionnalisation de nouvelles pratiques collaboratives et arriver à la satisfaction conjointe des intérêts respectifs des différents partenaires. Outre un apport analytique basé sur l’examen de trois études de cas, notre réflexion entend également suggérer différentes recommandations quant aux dynamiques de gouvernance à privilégier dans le cadre des projets des pôles de compétitivité et aux tâches effectives de gestion et de coordination à y assurer pour en favoriser le succès. We make use of the Groen and Kleibergen (2003) panel cointegration methodology to test the number of cointegrating vectors among these three variables for 5 developing countries. In addition, we test the direction of potential causality between nancial and economic development. Our results conclude to the existence of a single cointegrating vector between nancial development and growth and of causality going from nancial development to economic growth. In this article, we evaluate, from the point of view of banks, the potential of articulations between commercial banks and microfinance institutions (MFIs) in Cameroun in terms of financing of the rural and the micro, small and medium enterprises (MSMEs). Furthermore, we seek to define the best form of partnership between the two types of institutions. The results obtained suggest that the articulations between banks and MFIs can potentially be beneficial to all stakeholders (banks, MFIs but also recipients). This study also highlights the fact that these articulations can be even more beneficial if national commercial banks, under the Cameroonian law in our case, participate rather than branches of foreign banking groups. Indeed, our research reveals that through these partnerships, from their cultural proximity and their propensity to take more risks, national commercial banks will more likely offer either directly or indirectly (through MFIs) more adapted financial products and services to both the rural and the MSMEs’ segments. The question of knowing if a better form of partnership between commercial banks and MFIs exists, results suggest that there is no better form of partnership as such; that the best form depends on the MFI’s development stage and that in any case this partnership should privilege a national commercial bank rather than a branch of a foreign bank. Even if the foreign banks’ contest might be necessary at a given stage of the process, the results make it also possible to consider a new model of interactions implying Microfinance investment vehicles and national commercial banks. This model would have the advantage to help mitigate risks that those vehicles perceive when deciding to directly invest in MFIs. [less ▲]

Classic financial agency theory recommends compensation through stock options rather than shares to induce risk neutrality in otherwise risk averse agents. In an experiment, we find that subjects acting as executives do also take risks that are excessive from the perspective of shareholders if compensated through options. Compensation through restricted company stock reduces the uptake of excessive risks. Even under stock-ownership, however, experimental executives continue to take excessive risks—a result that cannot be accounted for by classic incentive theory. We develop a basic model in which such risk-taking behavior is explained based on a richer array of risk attitudes derived from Prospect Theory. We use the model to derive hypotheses on what may be driving excessive risk taking in the experiment. Testing those hypotheses, we find that most of them are indeed borne out by the data. We thus conclude that a prospect-theory-based model is more apt at explaining risk attitudes under different compensation regimes than traditional principal-agent models grounded in expected utility theory. In a series of experiments conducted in Belgium (Wallonia and Flanders), France and the Netherlands, we compare behavior regarding tax evasion and welfare dodging, with and without information about others’ behavior. Subjects have to decide between a ‘registered’ income, the realization of which will be known to the tax authority for sure, and an ‘unregistered’ income that will only be known with some probability. This unregistered income comes from self-employment in the Tax treatment and from black labor supplementing some unemployment compensation in the Welfare treatment. Subjects have then to decide on whether reporting their income or not, knowing the risk of detection. The results show that (i) individuals evade more in the Welfare treatment than in the Tax treatment; (ii) many subjects choose an option that allows for tax evasion or welfare fraud but report their income honestly anyway; (iii) examples of low compliance tend to increase tax evasion while examples of high compliance exert no influence; (iv) tax evasion is more frequent in France and the Netherlands; Walloons evade taxes less than the Flemish.
