This report presents the results of the numerical simulations performed by University of Liege in the framework of work package 6 of the FICEB project financed by the Research Fund for Coal and Steel. A full scale fire test was performed in Ulster on February 27th 2010 on a composite floor for analysing the behaviour of long cellular steel beams in a complete compartment office in building structure under realistic fire conditions. The aim was to study the possibility of tensile membrane action to develop when the unprotected steel beams in the central part of the floor are made of cellular beams. Predictive numerical simulations of the test have been performed with the software SAFIR in order to define the appropriate structure to be used for the full scale fire test. As predicted, the structure was able to withstand the test without collapse. After the test, the results of the predictive simulations have been compared to the measured results, showing relatively good agreement. [less ▲]

Eurocode 3 Part 1-8 provides detailed application rules for the design of bolted end-plate connections. Although these rules apply to connections with any number of vertical bolt rows, most of them are limited to configurations with two bolts only in each horizontal row, i.e. one bolt on each side of the beam or column web. However, it is sometimes more economic to place four bolts in one row, for instance when wide flange H-sections are used. This configuration is commonly met in different countries in Europe and, in particular, in Germany where this configuration is even standardized. The theoretical model on which the Eurocode 3 application rules are founded is general and can be potentially applied to connections with four bolts per horizontal row. However, specific design rules need to be developed. Within the present document, easy-to-apply analytical design rules aimed at predicting the mechanical properties of connections with four bolts per row in full agreement with the Eurocode 3 approach are detailed. The latter are validated through comparisons to experimental tests performed at the University of Dortmund. The present document is organised as follows: • First, the component method, on which the proposed analytical model is founded, is briefly described (§ 2); • Then, the T-stub model used to characterise the joint component in bending is detailed (§ 3) and adapted to connection with four bolts per row (§ 4). • Finally, the proposed adaptations of the analytical model are validated in § 5 and compare to previous analytical methods in § 6. Palynological research project in collaboration with CENPES/BPA palynologists (Petrobras). Second project (2010-2012) Presented next are details of the consulting research project on "Upper Devonian – Lower Pennsylvanian miospore collection and database" devised exclusively for CENPES/BPA palynologists. Project description The mounting of a palynological reference collection and database of biostratigraphically important miospores from the Upper Devonian through the Lower Pennsylvanian (Namurian). This includes a minimum of 150 selected species from Western Europe, and a minimum of 150 selected species from Gondwana. It should be noted that several stratigraphically relevant species are common to both regions, but the collection will emphasize regional differences in their size and morphography. Two main parts will compose the final product: the reference slide collection proper, and the database. a) Sufficiently well preserved specimens (identifiable at species level) will be located on conventional palynological slides by means of an England Finder graticule. The slides will be numbered and stored in special boxes. The slides will be mounted at Université de Liège, Belgium, with the whole assemblage of palynomorphs recovered from the organic residues after the processing of selected samples at the University. Provenance data for each reference slide will be provided whenever possible, including: country, basin, rock unit (fm.), biostratigraphic unit, and age. An appropriate number of specimens (so as to cover an array of size and morphological variability) will be referenced for each species - although not necessarily on the same slide. Every selected specimen will be photographed. All these data will be stored in the database. b) The database will be organized by using the software FileMaker Pro (we do not provide the software - for more information see http://www.filemaker.co.uk/). The database will be saved on CDRom or DVD media. The database will consist of: - The original description of each species and a high-resolution scanned (PDF) copy of publications illustrating the type specimens. A synthetic additional description of the specimens will be added, and the main differences from morphologically similar species will be stressed. - Synonymy lists. - Stratigraphic ranges (age and zonal span). - Geographic distribution. - A complete list of bibliographic references from which the above data are compiled. - Reference slide data (slide numbers and England Finder coordinates). - High-resolution pictures of all selected specimens in the slide collection, including detail pictures when deemed necessary for the species characterization. - A keyword research tool (e.g,: search for morphology, stratigraphy, taxa names, slides). Le rapport concerne l'étude de la fissuration de dépôts durs en Ni-Cr-Fe-B-Si réalisés par Laser Cladding. Il est montré que la fissuration est provoquée par la présence de contraintes mécaniques résiduelles d'origine thermique et on se trouve face à un phénomène de fissuration à froid. Le travail comporte également la comparaison de 4 nuances de poudre différentes utilisées en Laser Cladding au niveau du coefficient de dilatation thermique et des microstructures. La présence de composés céramiques (borure ou carbure) de nature pro-eutectique a pour effet de diminuer le coefficient de dilatation mais d'augmenter la fragilité. Le rôle du coefficient de dilatation thermique dans la fissuration semble être moins important que la nature de la microstructure en elle-même. Le choix de nuances présentant une structure hypo-eutectique et une haute dureté semble être pertinent en ce qui concerne l'établissement d'un compromis entre la dureté et la résilience de ces matériaux particuliers. A. Context One of the objectives of the European Construction Products Directive (CPD) is to harmonize the technical specifications with regard to dangerous substances and construction materials. Construction products could emit or contain dangerous substances that have been defined as dangerous substances under Commission directives and national regulations. In the future construction products may only be placed on the market in the European Union if they accord with the (second generation) harmonized technical specifications including health aspects and bear the CE mark. B. Objectives The goal of this research project is to improve the flow of knowledge and information vis-à-vis normalisation activities in the domain of indoor air measurements, indoor product emission testing, labeling and certification by proposing an evaluation method and standardized assessment methods for a harmonized approach relating to emissions from building materials into indoor air for implementation in Belgium. This approach will comply with current European harmonizing efforts ongoing on European level. C. Conclusions  International tendencies as well as national developments indicate the growing importance of building material emission testing  Harmonisation of governmental schemes to assess volatile organic emissions in the context of the CPD is necessary to obtain transparency  The topic of different limit values in different countries is a difficult problem to solve  It was demonstrated that it is possible with alternative methods (µ-chamber and FLEC) to achieve a qualitative and quantitative correlation with the reference method. However there is a need to extend this comparative study to more materials  The important influence of the quantification procedure on the emission results was demonstrated  The possiblity to investigate microbial resistance of building materials with the so called µ-chamber technique was demonstrated  A twofold methodology for the odour determination of building materials was developed: a quantitative method based on intensity and a qualitative method based on hedonic scale. Furthermore the basis for the development of an electronic nose specific for evaluation of building materials was laid down  A possible evaluation scheme for Belgium on the basis of AFSSET/AgBB/prEN15052 was proposed with two modifications: - Time path modification (7 or 10 days) - Prescreening with alternative method (< 20 L) D. Contribution of the project in a context of scientific support to transfer of knowledge and innovation This research project for implementation of the essential requirement “Hygiene, health and the environment” of the Construction Products Directive has besides its informative and sensitizing role also performed a supporting role in the development of new innovative low emission construction products. The research project has also ensured a Belgian input in the validation work of the draft standard "Emissions into indoor air" - WI 351009 - Construction products - Assessment of emissions of regulated dangerous substances from construction products - Determination of emissions into indoor air” in development in working group 2 of CEN/TC 351. Furthermore this research project has lead to the development of new innovative test methods tailored to the specific needs of construction products. [less ▲]

On the one hand the HRS, a longitudinal survey among individuals aged 50+ living in the United States, allows us to control for individual heterogeneity and endogeneity of the retirement decision by using the eligibility age for Social Security as an instrument. On the other hand, a comparable international European survey, SHARE, allows us to identify the causal effect of retirement on cognitive functioning by using the cross-country differences in the age-pattern of retirement. The results highlight in both cases a significant negative, and quantitatively comparable, effect of retirement on cognitive functioning. Our results suggest that promoting labor force participation of older workers is not only desirable to insure the viability of retirement schemes, but it could also delay cognitive decline, and thus the occurrence of associated impairments at older age. Le présent article analyse les facteurs que les producteurs intègrent aux processus de prise de décisions du choix des cultures et de l’utilisation des produits chimiques de synthèse (PCS) à Dridji, commune de Djidja et les logiques sous tendant ces choix. Les données, collectées auprès de 74 personnes grâce à des entretiens semi et non structurés, d’observations participantes et directes ont été soumises à des analyses de perception et des analyses quantitatives grâce aux outils de la statistique descriptive. Il ressort de l’étude que la décision du choix des cultures est prise par le chef ménage et est déterminée par les objectifs du ménage, les résultats de la campagne antérieure, les caractéristiques des cultures, la disponibilité en main d’œuvre et en PCS, la maîtrise de l’itinéraire technique des cultures. Près de 60% des chefs ménages associent plus leurs épouses que les actifs agricoles à cette décision du fait qu’au sein des ménages (près de 72%), les actifs agricoles sont en majorité des apprenants et donc plus occupés par leur formation le temps que dure celle-ci. Quant à l’utilisation des PCS, elle est déterminée par le type de culture, la connaissance d’alternatives efficaces de lutte contre les ravageurs, la connaissance des effets des PCS sur la santé humaine. Si cette décision est prise par le chef ménage et implique les actifs, elle n’est mise en œuvre que par les hommes bien conscients des dangers liés aux PCS sur l’environnement et la santé humaine. Forests are biodiversity hotspots worldwide with 70% of terrestrial biodiversity being included in forested landscapes. However, deforestation, forest degradation and fragmentation lead to an increasing rate of species extinctions. Hence, predicting the consequences of changes in species numbers, in distribution patterns of taxa, and of shifts in dominance, has become a major challenge for community and ecosystem ecology. However, until now the relationships between biodiversity and ecosystem functioning in forests have been largely underexplored Therefore, the overall aims of the BELSPO cluster project FORBIO are: to review, synthesize and disseminate existing knowledge about the benefits and drawbacks of mixed stands vs monocultures (WP1); and to establish a highly innovative, large-scaled forest biodiversity experiment to evaluate the impact of increasing tree diversity on forest ecosystem functioning (WP2). To achieve the first objective, a so-called ‘white paper’ has been compiled by the FORBIO team members which has been published in Dutch as a special issue of the BosRevue and in French as a special issue of Forêt Wallone. Among stakeholders, many different opinions exist about the functioning of mixed forests and therefore the scientific evidence was confronted with stakeholder perceptions on ecosystem services in mixed forests compared to monocultures. The principal outcome was that stakeholders appear to have quite strong opinions on the functioning of mixed vs monoculture stands, whereas the review of the scientific literature highlighted the lack of specific information on forest ecosystem services in mixed forests compared to monocultures, in particular from studies where confounding factors can be eliminated or accounted for. The second objective was met by establishing two large-scaled tree diversity experiments in Zedelgem (Flanders) and Gedinne (Wallonia). Based on a state-of-the-art experimental design, 32 810 and 33 304 trees of five different species were planted in 42 and 44 experimental plots in Zedelgem and Gedinne, respectively. A third experiment with a similar design will be established in Hecthel-Eksel (Flanders) in 2011. FORBIO’s short-term contributions to sustainable development are mainly related to the fact that the project has introduced the state-of-the-art concepts and empirical support on the various relationships between biodiversity and ecosystem functioning to a large audience of forest owners, managers, users and scientists in Belgium. In the long-run, FORBIO will significantly contribute to a better understanding of the importance of tree species diversity for the functioning of forest ecosystems and the ecosystem services that they provide thanks to the establishment of the two (and soon three) large-scaled tree diversity experiments. Furthermore, the experiments, embedded in the worldwide TreeDivNetwork, will most likely continue to act as an attractor for researchers from Belgium and abroad. [less ▲]

We consider deterministic optimal control problems with continuous state spaces where the information on the system dynamics and the reward function is constrained to a set of system transitions. Each system transition gathers a state, the action taken while being in this state, the immediate reward observed and the next state reached. In such a context, we propose a new model learning--type reinforcement learning (RL) algorithm in batch mode, finite-time and deterministic setting. The algorithm, named Voronoi reinforcement learning (VRL), approximates from a sample of system transitions the system dynamics and the reward function of the optimal control problem using piecewise constant functions on a Voronoi--like partition of the state-action space.
