This paper shows how general productivity in the schematic Copular Construction for the verbs become (‘become’, developed from an original sense ‘arrive’) and wax (‘become’, from an original sense ‘grow’) abruptly followed when a pre-copular stage had reached a threshold value. It is argued that the presence of such a threshold itself, or the abrupt switch to general productivity rather than a gradual increase in productivity, results from the fact that the Copular Constructions featuring become and wax are not the end result of a single diachronic lineage of constructions, but that this switch has to be seen as the result of an interaction between lineages of constructions, which belong to two groups: (i) constructions involving a certain lexeme, which gradually change and interact with each other; (ii) constructions involving already existing copulas, notably weorðan ‘become’, which provided a template of general productivity upon which the newly emerging copulas could graft. The paper also contributes to the diachronic research on the largely ignored area of copulas denoting change of state, and in effect provides the first analysis of the development of become, which is surprising given its importance in the English language. This work constitutes the final report for a project funded by the Fonds de la Recherche Scientifique. The objective of the project was to acquire and install Par- tical Image Velocimetry (PIV) hardware in the University of Liege Wind Tunnel facility in order to carry out the Proper Orthogonal Decomposition (POD) of un- steady aerodynamic flows. The characteristics and installation of the PIV system are described in the present report. Furthermore, the application of POD analysis to three different visualized flow cases is detailed. The flow cases were: flow be- hind a circular cylinder and separated flow over a rectangular wing. In all cases, emphasis was given to the combination of unsteadiness caused by both boundary layer separation and movement of the wind tunnel model. It is shown that the de- composition of flowfields that combine these two sources of unsteadiness is possible and informative. [less ▲]

La compréhension des procédés technologiques et industriels dans les secteurs (bio)pharmaceutiques, biotechnologiques, agroalimentaires et environnementaux doit permettre de se conformer aux lignes de conduites initiées par la FDA ou d'autres organismes de contrôles. Notamment, le document ICH Q8 introduit les notions de "Process Analytical Technology", de "Quality by Design" et de "Design Space", ayant attraits à la qualité des procédés industriels, des procédés d'analyse ainsi qu'à la qualité des produits finis. Cependant, si les lignes de conduites pour ces exigences sont expliquées, aucune méthodologie pour les atteindre n'est donnée. Or, un nombre considérable de nouvelles entités chimiques sont synthétisées par les laboratoires pharmaceutiques, biotechnologiques ou agroalimentaires. Les producteurs de matières premières et/ou d’excipients (secteur chimique) ont également besoin de disposer rapidement de méthodes analytiques de contrôle qui leur permettront de s’assurer de la qualité de leurs produits. On comprend aisément la nécessité pour ces secteurs de disposer rapidement de résultats fiables puisque les activités de recherches mais aussi des investissements, souvent importants, sont orientés ou stoppés sur base de données chiffrées, produits par les méthodes analytiques. La production de résultats fiables et la démonstration de cette fiabilité sont donc économiquement fondamentales. Ce projet vise la mise au point de stratégies et de modèles génériques de développement automatisé de nouvelles méthodes analytiques séparatives, en se basant sur la modélisation des temps de rétention, la planification expérimentale, et le concept de Design Space. L’objectif connexe est d’appliquer cette méthodologie à l’optimisation de n’importe quel procédé. Le fait de pouvoir disposer d’une méthodologie de mise au point automatique de méthodes analytiques ou de tous procédés analytiques aura un impact significatif. Cette nouvelle technologie permettra de réduire de façon drastique le temps d’optimisation des méthodes et procédés, permettant une production plus efficiente de produits (pharmaceutique, cosmétique, agro-alimentaire ou biotechnologique) répondant aux spécifications du client. This paper considers large-scale structural optimization problems featuring discrete variables, as well as nonlinear implicit constraints which can only be evaluated through time-expensive computations. A prominent application consists in the preliminary structural design of large ships, where many of the variables take their values in discrete sets which model standard element dimensions to be selected from catalogs, and where the evaluation of the constraints involves a complex structural analysis performed by black-box software. The resulting large-scale nonlinear combinatorial problems are particularly hard, and even nding a discrete feasible solution may prove challenging for some instances. In this paper, we propose two heuristics that combine local search methods and a sequential optimization method based on approximations of the implicit constraints. The heuristics are applied to the structural optimization of several large ships. For these instances, the heuristics provide discrete feasible solutions whose value is close to the optimal value of the continuous relaxation obtained by disregarding the discrete nature of the variables. This report includes results obtained from the SELNAT research project, conducted between February 2006 and January 2008, under the auspices of the Belgian Science Policy. The principal subject of this project is the implementation of Natura 2000. The Natura 2000 network of protected areas, made up of sites designated under the Community Birds (BD) and Habitats Directives (HD), is a key pillar of action for the conservation of biodiversity (European Commission, 2008). It is central to achieve the commitment to reverse the decline of biodiversity in the European Union by the year 2010 made at the European Council meeting in Gothenburg in June 2001. It aims at sustainable conservation of habitats and species of community importance, taking into account (i) economic, social and cultural requirements and (ii) regional and local circumstances. Central to the Directives is the creation of a Europe-wide ecological network of protected sites – the Natura 2000 Network – which is destined to conserve over a thousand rare, threatened and endemic species and some 220 Natural habitats listed in their annexes. Around 24,000 sites have been included in the Network so far. (European Commission, 2008) Now that the network set-up is nearing completion, there is a need to increase the focus on the active management of the sites so as to ensure long-term conservation and the achievement of the economic and social objectives of the network (CEE, 2004.) This in turn also raises the question of finding the appropriate management strategy, instruments and sufficient financing (at all levels). The principal question for Member States is how to manage Natura 2000 sites to reach the (juridical fixed) ecological targets in the most cost-efficient way, taking into account economic and social objectives and constraints. Ecologists and nature organisations often start from an techno-ecocentric paradigm: ‘How to conserve and manage species and habitats?’, in order to tackle the question mentioned above. The paradigm starts from the opinion that ‘diversity of species and habitats’ is important as such (while this is believed to be important for several reasons). This approach has been criticised lately for being based on a too narrow set of values. It has not provided enough opportunities for combining nature conservation with other forms of land use such as agriculture, forestry or tourism. In several countries this led to difficulties as regards the co-operation of local stakeholders (Jongman & Kristiansen, 1998). On the other hand, the current biodiversity crisis is a direct result of the way in which society has chosen to interact with its Natural environment. If the causes of the problem are social, it stands to reason that the policies striving to solve the problem will need to be based on a solid understanding of social structures and processes, if they are to have any effect. In this research project we tried to study the management of Natura 2000 sites from a ‘sustainability’ paradigm, instead of from the ecocentric paradigm. The central research question is therefore formulated as ‘How to manage Natura 2000 properly, to contribute to a (local) sustainable society?’ With this research we hope to give decision-makers new insights on the economic, social, and environmental consequences of Natura 2000 management and to guide them in the development of more adequate and sustainable policies for the management of Natura 2000-sites. In the first chapter the general objectives and approach of this project are described. The second chapter gives an overview of some of the current bottlenecks for nature conservation and Natura 2000. The results of the research on the elaboration of strategies for Natura 2000 sites are summarizes in chapter tree. Conclusions and recommendations are presented in the last chapter. Au moyen de focus groups ciblés et d'une enquête on line, le rapport dresse une première et schématique description du public de la laïcité organisée en province de Liège, ainsi que de ses attentes et représentations. Au niveau sociologique, le public reste clairement marqué âgé, masculin et fortement éduqué. En termes de représentations, on voit se dégager deux "noyaux" : un premier centré sur le thème classique de la séparation entre le politique et le religieux, un autre beaucoup plus directement organisé autour de la libre pensée. Les jeunes sont marqués par les valeurs de "libre disposition de soi" caractéristique des valeurs "postmatérialistes". [less ▲]

The common center of the optimal pair of circles being called the best center, the question of its existence is fully discussed. It is then proved that this problem is equivalent to the research of a circle which is the best approximation of the given curve by respect of a uniform norm. This document proposes a formulation of the squeeze film air damping in micro-plates. The nonlinear Reynolds equation for compressible film is used to analyze the air pressure field, whereas a standard linear elastic model is used for the displacement field. The formulation is based on a finite element discretization of both the pressure and displacement fields. The coupled equations of motion are established and, for harmonic oscillations, we show that the resulting damping matrix depends on the frequency. [less ▲]

This report present the preliminary results of the first out four citizens' meeting that took place at the Université de Liège, on September 29, 2007. The preliminary analyses of the qualitative and quantitative data collected during the nine hours long exchanges are presented in this paper. The first analyses shed light on the relations between the federal perceptions and preferences of French-speaking Belgian citizens. The preliminary results emphasise the diversity of knowledge, attitudes and opinions on Belgian federalism and highlight the contrast between these perceptions and preferences and the federal reality of Belgium as well as its possible evolution.
