This report is focused on straightness and flatness errors, in a common frame. Starting with the framing of a compact of a 2-D or 3-D space by two parallel hyperplanes, it is first noted that the given compact may be replaced by its convex closure. It is then proved that the separation of the framing hyperplanes varies continuously with their common normal vector. From this follows that a minimal separation is reached for a given orientation of the hyperplanes. However, this optimal orientation is not necessary unique. An optimality criterium is obtained, which concerns the number and the position of the contact points of the given surfave with the framing hyperplanes. Finally, a direct method of obtaining the optimum is presented. [less ▲]

The objective of this document is to review a series of risk assessment tools that were selected in Deliverable 2.5: Decision grid for best approach in terms of modelling concepts/ contaminants. As a reminder, the selection was carried out as follows: First, most cited risk assessment tools (RA tools) in the literature were selected. In a second step, about thirty softwares were chosen according to their characteristics and their potential usefulness in the scope of the project. The criteria that were taken into account in the selection process are the: • type of risk concerned (risk on water resources and ecosystems); • type of contaminants managed by the software (at least the most common ones: hydrocarbons, heavy metals, chlorinated solvents and semi-organic volatile compounds...); • type of media managed by the software (soil, groundwater and surface water); • possibility to take into account in a certain way the contaminant fluxes data (hydraulic conductivity, hydraulic gradient, ...); • possibility to take into account attenuation factors (partitioning between the liquid-, solid- and gaseous phases; re-distribution in the soil profile by sorption; dilution in groundwater; biodegradation); • complexity of the models (analytical or numerical); • possibility to use GIS data; • type of inputs and outputs; • possibility to calculate uncertainty on the results; • possibility to calculate cost-benefit from remedial action. Based on these criteria, several tools have been selected: • RISC Workbench (http://www.bpRISC.com/index.htm ); • RBCA Toolkit (http://www.gsi-net.com/Software/RBCA_tk_v2.asp ). In the scope of this document, additional tools have also been included in the selection in order to be tested further. : • MISP (http://www2.brgm.fr/MISP/); • Remedial Targets Worksheet (http://www.environment-agency.gov.uk/subjects/landquality/113813/887579/887905/?lang=_e ). Note that SADA (http://www.tiem.utk.edu/~sada/index.shtml) and FIELDS (http://epa.instepsoftware.com/fields/), initially selected in deliverable 2.5, will not be described in this document because it turned out that they do not have the necessary characteristics to study the transport of dissolved contaminants. This document is organized as follows. First, a description of selected softwares via their ability to model the transport of dissolved contaminants. Second, a presentation of the two case studies on which each tool will be tested and compared to others. Third, the comparison of results in itself and finally, conclusions and perspectives of the study will be drawn. [less ▲]

This deliverable consists in applying the concepts and methodologies developed in Deliverable D43 and D44 to synthetic and real case studies. Our researches have focused on the generalized groundwater vulnerability assessment methodology, and more precisely on evaluating, under the framework of physically-based indicators, the groundwater sensitivity/vulnerability to stress factor considering artificial recharge as a potential response to the degradation of the groundwater resource. In the context, different approaches have been identified in the literature and implemented in appropriate modelling tools (i.e. HydroGeoSphere) for calculating the various sensitivity/vulnerability coefficients. These approaches are the influence coefficient method, the sensitivity equation method and the adjoint operator method. The two first methods show relevant results on both the considered synthetic case studies that relate groundwater vulnerability to (1) quantity issues and (2) to sea water intrusion. They illustrate the way of applying the methodology to “real case studies”.These first applications should be the object of more complex but strongly related case studies. [less ▲]

The common center of the optimal pair of circles being called the best center, the question of its existence is fully discussed. It is then proved that this problem is equivalent to the research of a circle which is the best approximation of the given curve by respect of a uniform norm. Le projet a pour but de renforcer les capacités de l’École Nationale des Eaux et Forêts du Gabon (ENEF) et l’Ecole Régionale d’Aménagement Intégré des Forêts Tropicales (ERAIFT) en RDC en matière de formation des cadres chargés de la gestion des ressources naturelles renouvelables au Gabon et dans la sous-région. Ces établissements forment des techniciens et ingénieurs en matière de pêche, d’aquaculture, d’environnement et de forêt. Au même titre que l’ERAIFT, l’ENEF partage l’objectif à long terme de former des agents au service du développement et de la valorisation durable des ressources naturelles renouvelables. L’objectif global du projet est "le renforcement des capacités régionales de gestion durable des ressources naturelles" au travers d’un appui ciblé auprès de l’ENEF et de l’ERAIFT vers une meilleure adéquation des formations avec les marchés de l’emploi particulièrement au Gabon et dans la sous-région. A terme, il s’agit de mettre à disposition de l’ENEF et de l’ERAIFT, un personnel qualifié d’origine régionale formé en fonction des attentes des employeurs public et privé de la sous-région. Partant du constat que les grandes villes cumulaient une série de difficultés, la France, la Flandre et l’Angleterre ont mis en place, à partir des années 1980, des dispositifs de rénovation et de développement social et économique centrés, dans un premier temps, sur des quartiers dits « en difficulté » pour s’étendre ensuite à des unités urbaines plus vastes, des villes voire des agglomérations urbaines entières. Ces initiatives, que nous avons regroupées sous le vocable français de « politique de la ville », bien qu’il n’ait pas de correspondance directe en Angleterre, se sont développées selon des approches et des modalités assez différentes dans ces trois régions. Ainsi, alors que l’apparition de la politique de la ville en France est d’abord liée à la crise des banlieues et à la réponse que souhaitait lui donner le gouvernement socialiste de l’époque, en Angleterre elle va plutôt s’inscrire dans une approche néo-libérale des questions urbaines, approche qui privilégie le recours au marché pour redynamiser le tissu social et économique des zones en difficulté. En Flandre la mise en place d’une véritable politique de la ville est plus progressive et son développement actuel nous paraît lié à une volonté d’émancipation des autorités flamandes vis-à-vis du pouvoir fédéral. Au delà de différences liées à leur origine, le rapport s’attache à retracer la genèse de ces politiques et à identifier leurs principales orientations actuelles. Nous avons également cherché à cadrer les structures institutionnelles et les volants budgétaires sur lesquelles elles s’appuient, sachant que, dans ce domaine également, il existe de grandes « lignes de partage » entre les trois régions étudiées. Dans l’optique d’une recherche opérationnelle, nous avons cherché à extraire de ce rapport les grandes lignes de partage entre ces différentes politiques, ainsi qu’entre différentes « générations » de politiques de la ville, sachant que l’on observe également des phénomènes de convergence entre les différents modèles proposés. Ces lignes de partage sont aux nombre de trois : les options et priorités, les leviers d’action et la structure institutionnelle. [less ▲]

Until recently, it was considered by many that ground-based photometry could not reach the high cadence sub-mmag regime because of the presence of the atmosphere. Indeed, high frequency atmospheric noises (mainly scintillation) limit the precision that high SNR photometry can reach within small time bins. If one is ready to damage the sampling of his photometric time-series, binning the data (or using longer exposures) allows to get better errors, but the obtained precision will be finally limited by low frequency noises. To observe several times the same planetary eclipse and to fold the photometry with the orbital period is thus generally considered as the only option to get very well sampled and precise eclipse light curve from the ground. Nevertheless, we show here that reaching the sub-mmag sub-min regime for one eclipse is possible with a ground-based instrument. This has important implications for transiting planets characterization, secondary eclipses measurement and small planets detection from the ground. [less ▲]

Le modèle Pegase (Planification Et Gestion de l’ASsainissement des Eaux) est un modèle intégré bassins hydrographiques/rivières qui permet de calculer de façon déterministe et prévisionnelle la qualité des eaux des rivières en fonction des rejets et apports de pollution (relation pression-impact). Développé depuis la fin des années 1980 à l’université de Liège, il permet d'orienter les choix des opérateurs publics et privés en matière de gestion des eaux de surface à l'échelle des petits et grands bassins versants. En 2002, la VMM (VlaamseMilieuMaatschappij) a demandé à l’ULG une étude pilote pour implémenterle modèle Pegase sur la partie flamande du bassin de l’Escaut. En 2006, la VMM a demandé une mise à jour de cette application concernant principalement l’amélioration de la représentation du réseau de rivières simulé, la mise à jour des données et l’amélioration de certains processus représentés par le modèle (métaux lourds, ….). Il ne se passe plus de semaine sans que soient évoquées au journal (radio ou télévisé) des manifestations de protestation et ce, principalement dans les pays du Sud : c’était le cas en février à Ouagadougou, à Dakar, à Douala et au début du mois d’avril au Caire. Tous ces mouvements ont pour dénominateurs communs la hausse des prix (carburant, produits de base : riz, savon, huile, blé, maïs, pain) qualifiée au nord de « baisse du pouvoir d’achat » et au Cameroun de « quatre crises en une » . Sa conséquence, c’est son impact sur les populations à faible revenu, particulièrement les pauvres : abandon de l’école par les enfants ; chômage des jeunes; délinquance ; augmentation du banditisme ; violences et surtout la recrudescence des maladies et de la faim. Ne pas avoir faim, n’est ce pas un droit humain ? Ne peut-on pas considérer le droit à l’alimentation comme « un élément inextricable des libertés fondamentales qui incarnent les droits humains et constituent, dans leur ensemble, les conditions minimales nécessaires à la dignité humaine » ? En l’absence de dignité humaine, peut-on parler de droit au développement ? Peut-on parler de droit au développement et spécifiquement des droits de l’homme dans des contextes de pauvreté ? A surface – subsurface flow numerical model of the Geer basin (465 km²) has been implemented to assess the possible impacts of climate change on the groundwater resources. This model is physically-based, spatially-distributed and it integrates totally the groundwater and surface water. Simulations were performed using 6 climate change scenarios generated by the University of Newcastle-Upon-Tyne. These scenarios simulate changes in the amplitude, but also in the frequency and persistence of some meteorological events. First results show that, according the implemented flow model and the used climatic scenarios, significant decreases are expected in the groundwater levels (up to 12 meters) and in the surface water flow rates (reduction between 16% and 32%) [less ▲]

The BBLOOMS project was a two-year program, which was primarily proposed to make a first assessment of the extent of present cyanobacterial blooms in Belgium and of the potential threat for the surface water resources. In this study, we addressed several aspects: (i) the extent and phenology of nuisance blooms in multiple-use Belgian surface waters, (ii) the taxonomic diversity of bloom-forming cyanobacteria, using traditional and genetic tools, (iii) the use of genetic markers to estimate whether the organisms are potentially toxic, (iv) the measurement of toxin concentration in field samples, and (v) the relationship between environmental variables and nuisance blooms in selected water bodies. Most field samples came from 4 reference lakes (Blaarmeersen lake in Flanders and three pre-dam lakes of Eau d’Heure in Wallonia) that were monitored intensively for 2 years. Twenty-three samples were taken for Blaarmeersen, in a continuous manner. Seventy-three samples were studied for the Eau d’Heure complex, but only when proliferations were observed. Additional samples were provided by summer samplings in a series of small lakes in Flanders carried out by the University of Gent. As this was insufficient to obtain a global view of the phenomenon, we have built BLOOMNET, a network of water managers and users, who received information about cyanobacterial blooms and how to collect them for subsequent analysis. The network contributed about forty samples from all regions. [less ▲]

Le modèle Pegase (Planification Et Gestion de l’ASsainissement des Eaux) est un modèle intégré bassins hydrographiques/rivières qui permet de calculer de façon déterministe et prévisionnelle la qualité des eaux des rivières en fonction des rejets et apports de pollution (relation pression-impact). Développé depuis la fin des années 1980 à l’université de Liège, il permet d'orienter les choix des opérateurs publics et privés en matière de gestion des eaux de surface à l'échelle des petits et grands bassins versants. En 2002, la VMM (VlaamseMilieuMaatschappij) a demandé à l’ULG une étude pilote pour implémenterle modèle Pegase sur la partie flamande du bassin de l’Escaut. En 2006, la VMM a demandé une mise à jour de cette application concernant principalement l’amélioration de la représentation du réseau de rivières simulé, la mise à jour des données et l’amélioration de certains processus représentés par le modèle (métaux lourds, ….). To understand and predict the behaviour and transfer of diffuse contamination, a small catchment is intensively studied in the vicinity of Paris. A multi tracer test involving a new technique, the FVPDM method (Finite Volume Point Dilution Method - Brouyère et al., 2008) has been performed in natural flow conditions. Injections of four different tracers (uranine, sulforhodamine B, lithium chloride and potassium iodide) took place in four piezometers involving different areas of the aquifer and different depth. This tracer test follows a former test briefly described. A particularly long monitoring (Nov-2005 to Feb-2008) demonstrates the existence of several transport velocities within the sandy layer, which seems linked to the decrease of hydraulic conductivity with depth. Absence of recovery of two tracers confirms the results of the former test and identifies spatial heterogeneities probably due to the geological structure. The new insight and parameter quantification brought by interpretation of these tests contributes to a better characterization of the saturated zone and shall be exploited through modelling for transport predictions of pesticides. This report present the preliminary results of the first out four citizens' meeting that took place at the Université de Liège, on September 29, 2007. The preliminary analyses of the qualitative and quantitative data collected during the nine hours long exchanges are presented in this paper. The first analyses shed light on the relations between the federal perceptions and preferences of French-speaking Belgian citizens. The preliminary results emphasise the diversity of knowledge, attitudes and opinions on Belgian federalism and highlight the contrast between these perceptions and preferences and the federal reality of Belgium as well as its possible evolution. In tomorrow's Internet hosts will have multiple paths to reach one destination host with the deployment of dual-stack IPv4/IPv6 hosts, but also with new techniques such as shim6 or other locator/identifier mechanisms being discussed within the IRTF RRG. All these hosts will need to rank paths in order to select the best paths to reach a given destination/content. In this draft, we propose an informed path selection service that would be queried by hosts and would rank paths based on policies and performance metrics defined by the network operator to meet his traffic engineering objectives.
