Abstract: Since the Treaty of London in 1839, pre-war planning theories in Belgium oscillated between two positions: on one hand secure and defend which border would be endangered, on the other hand constitute in Antwerp a powerful national sanctuary. This concentration of most of the available military means in Antwerp was far more appropriate in the event of a French invasion. But this perspective decreased after the Franco-Prussian war in 1870, while the possibility of a trespassing by the two belligerents became greater and greater. The fortifications of Namur and Liège were voted by the Chambers in 1887 as a deterrent to both France and Germany. Nevertheless, without totally putting aside the defence of the Belgian southwestern border, high-ranking officers seemed to fear more and more a violation of the eastern border. Due to the completion of fortifications on the Meuse in 1892, German columns were supposed to move forward south of the river, through the Belgian Ardennes. On the eve of the Great War, King Albert I would have preferred to concentrate the army on the Meuse but his Chief of Staff selected a central position in order to maintain and secure his line of communication with Antwerp. The lack of a determined and “standardized” doctrine at the highest level of the army led to a “mixed” or compromise plan adopted in a hurry during the first days of mobilization in August 1914. Within the framework of policies to promote the diversity, the use of quota is more and more discussed, what besides brings to the foreground tensions about this issue. There is no uniform model about that in the European countries. This article realizes an inventory of fixtures, in Belgium and in France, on the laws concerning the usage of the quota and the arguments (positive and negatives) in this issue. This research participates to show that the development of the quote in Europe joins in the passage of a regulation " soft law " towards one " hard law ". [less ▲]

The objective of this chapter is to present the recent developments in mass spectrometry for selenium (Se) and tellurium (Te) analysis. The state-of-the-art of mass spectrometry based techniques available is critically evaluated with particular emphasis in ion sources and mass analyzers. The complexity of identification and characterization of Se, Te species including their speciation in the environment or in biological materials requires methodologies not only limited to mass spectrometry. Particular attention is given to sample preparation and hyphenated techniques with mass spectrometry for a comprehensive characterization of these trace elements. All these aspects are illustrated with up-to-date applications from the literature. Finally, future trends in mass spectrometry give the readers new insights in Se and Te species detection. [less ▲]

New energy conversion technologies are required in order to ensure the production of electricity without generating environmental pollution. Among them, low-grade heat sources or low power heat sources present an important potential of development. The Organic Rankine Cycle (ORC) is a well known technology since the early 80’s. A large amount of ORC power plants have been built, mainly for geothermal, waste heat recovery and combined heat and power applications. This technology shows a number of advantages over the traditional steam Rankine cycle that make it more profitable for power plants with a limited electrical output power (typically lower than 1 MWe), despite a lower efficiency. The optimization of the ORC is quite different from that of the steam cycle, mainly because of the heat source temperature limitation, and because there is usually no constraint regarding the vapour quality at the end of the expansion. This chapter presents an overview of the current state of the art in the ORC technology and exposes the main target applications. The modelling of such a cycle is described and issues such as fluid selection, optimization or control of the cycle are thoroughly reviewed. [less ▲]
