Par "tournant psychologique", nous entendons l’adhésion significative de plusieurs auteurs à la conviction selon laquelle les problèmes philosophiques ne peuvent pas être traités de manière satisfaisante sans les ressources de l’analyse psychologique. Nous montrons ici que ce tournant s’est effectué progressivement au XIXe siècle dans la philosophie de langue allemande, et qu'il a donné lieu à des approches incarnées par des philosophes aussi différents que Fries, Beneke, Brentano, Stumpf, Dilthey, Lipps, Wundt ou le jeune Husserl. Quelque divergentes que soient leurs positions, ces auteurs partagent généralement l’idée que philosophie et psychologie sont inséparables. Aussi pourrait-on dire que le tournant psychologique n’est rien d’autre que l’adoption d'une "thèse d’inséparabilité". De cette thèse, nous distinguons ici la thèse "psychologiste" au sens étroit ou strict, selon laquelle la vérité d'une proposition (mais aussi la beauté d'une forme, la bonté d'une action, etc.) dépend des mécanismes mentaux d'un individu ou de l'esprit humain. The aeronautic industry is progressively introducing composite material in its products. Nowadays the fabrication begins to be mature, but huge efforts remains to be done on the experimental validation of these materials. More specifically, these composite materials introduce new type of defects (such as delamination, glue defects…) which need to be detected during the fabrication and maintenance to prevent failures. Moreover, the widespread use of these materials impose to the future detection instruments to be cheap, robust and easy to manipulate by non-specialists. Currently shearography is widely used for the detection of defects in the composite material. It is cheap, and relatively robust and flexible, but requires special qualification to interpret the shearograms and identify the defects. Therefore, efforts need to be carried to ease the interpretation of stereographic results for non-specialist of the technique. For this, we propose to automate the identification of defects in shearograms by the development of specific algorithms. In this paper, we present an innovative algorithm which realizes this operation. The process inspects the wrapped phase map obtained to identify high local fringe density. These potential detects are then analyzed and selected based on a set of parameter criteria such as dimensions, shape, and detection threshold. Successful results obtained on thermally solicited composite sample observed in industrial conditions are shown. We also discuss the limitations and perspective of this approach. [less ▲]

The use of long-wave infrared (LWIR) CO2 lasers and microbolometer arrays in digital holographic and speckle interferometry shows interesting features for full-field displacement/deformation metrology and nondestructive testing. The first one is that the long wavelength yields the measurement of larger displacements together with decreasing the sensitivity to environmental perturbations. Therefore these interferometric methods can be applied more easily in industrial field applications. Another advantage was put forward in the European project FANTOM which is presented in this paper. In addition to specklegrams, the thermal background is captured simultaneously. Therefore in displacement metrology one can correlate uniquely the temperature and displacement information at the same time and in each pixel. We describe the successful achievements of the project. Thorough understanding of optics and speckle interferometry crossed with state-of-art in thermam imaging systems allowed to study this new hybrid technique in deep and tackle some specific constraints for reaching the best performances. As a result, a mobile instrument has been developed and validated on various industrial structural testing facilities and inspection areas. It has been used in thermomechanical measurements as well as in detection of defects in aeronautical composites. In particular we show that the two parts of the signal (the thermal part on one hand and the interferograms showing the deformation on the other hand) yield complementary information. A very interesting result is that it allows increasing the probability of detecting defects, for some of them are better seen in the thermal signal, whereas others appear only through local surface deformation. This paper addresses the challenges and conditions of a sustainability transition of suburban areas in Wallonia (Belgium), articulated around energy efficiency in the building and in the transportation sectors. Three scenarios focused on the evolution of the existing building stock are modelled and assessed (the insulation of buildings, an increase in the built density and demolition / reconstruction). Our main findings show that, beyond the traditional polarization of the debates on energy efficiency of our built environment between the “compact city” and the “sprawled city”, a new pragmatic paradigm, focused on the transition of suburban areas by “densification”, can make suburban areas evolve towards more sustainability. However, these main results focused on energy efficiency need to be studied in a larger framework to concretely operationalize a suburban sustainability transition. In this perspective, concrete prospects for a further research project on “suburban densification” are proposed. There address the opportunities for transnational cooperation as well as the proposition of potential research activities. [less ▲]

Positron emission tomography (PET) allows studies of cerebral metabolism and blood flow and has been widely used to investigate physiological mechanisms underlying altered states of consciousness. The aim of this chapter is to review the current literature on brain metabolism during physiological or pathological loss of consciousness including studies on disorders of consciousness arising from severe brain injury (vegetative/unresponsive or minimally conscious states), and related non-pathological conditions such as sleep and hypnotic states. Identifying brain areas specifically involved in conscious processing, these studies have contributed to our understanding of the underlying physiology of consciousness. The precuneal and cingulate cortices, for example, seem to be key areas for maintaining consciousness awareness. Other areas such as hypothalamus, amygdala or the temporo-occipital cortex seem to play a role in different states of unconsciousness such as rapid eye movement sleep and hypnosis. PET studies permit a better comprehension of the loss of consciousness, and focus the implication of specific neural areas and networks in pathologically (vegetative/unresponsive or minimally conscious states), physiologically (sleep), and hypnotically altered states of consciousness. Digital holographic (DH) interferometry has been developed in the long-wave infrared spectral range with CO2 lasers and microbolometer arrays. This application has been driven by the European Space Agency’s constant need of techniques for monitoring large displacements of large structures. Here the study focuses on the case of aspheric mirrors, like parabola and ellipses. Usually they are tested through interferometric wavefront error measurements which require expensive null-lenses matching each of the reflectors considered. In the case of monitoring deformation a holographic technique can be considered where the wavefront is compared with itself at different instant. Therefore the optical can be quite simple and easily reconfigurable from one reflector to another. The advantage of using long wavelength is that large deformations can be measured at once, in addition to being more immune against environmental perturbations. Another advantage of DH at such wavelengths is that the ratio between the wavelength and the pixel size allows reconstructing objects 5 to 10 times larger than with DH in the visible. In this project we considered first the case of a 1.1 meter diameter parabola for submillimeter range observations. Such specimen shows strong specular reflectivity. We have developed several set-ups with different ways to illuminate the object and to collect rays to form the object beam: either through point source or through and extended diffuser working by reflection of the laser beam. Both possibilities have been compared in terms of fringe quality as well as measurement range. We selected the diffuser illumination for applying the set-up into a large vacuum facility for measuring the deformation of the parabola between 224 and 107 K. Results of this measurement campaign are presented. A further application has been shown by observation of off-axis ellipse. In this case interferometric testing is difficult to achieve and LWIR DHI with diffuser illumination is found quite simple to implement and gives straightforward results. [less ▲]

In 2003, Ghana introduced National Health Insurance Scheme (NHIS) to provide financial access to healthcare for all residents. It was implemented in 2004 in 145 districts nationwide. This study aimed to evaluate the NHIS in terms of health financing sub-functions of revenue collection, risks pooling, and purchasing of health care using the Ashiedu Keteke District NHIS Office as a case study. The review and participant observation methods were employed to analyze secondary data of the NHIS. Reviews were conducted on NHIS operational documents, annual reports, and published literature. A data compilation sheet was used to collect membership, revenue and expenditure data from the AshieduKeteke District NHIS Office. Out of 158,466 members who registered over the period under study (2005-2012), about 30% were active card-bearing members. The population coverage increased consistently from 6.4% to 29.9% over the study period. Children below eighteen years of age were the most registered members (42.2%). Membership is legally mandatory and household-based. The NHIS is largely tax-funded: prepaid contributions declined from 20% to 15.4% over the study period. There was multiple fund system between 2005 and 2009; however, in 2011, a single risk pool (single fund system) was implemented to maximize risk pooling and administrative efficiency. There is comprehensive one-for-all benefit package for ensuring equity and adequate financial protection. The provider payment mechanism changed from fee-for-service in 2005 to Diagnostic Related Groupings (DRG) in 2008; although, fee-for-service is still used to pay for medications. In 2011, capitation payment was implemented for out-patient services at primary health centers. The administrative expenditure is relatively high; however, it declined from 42.1% to 13.3% over the period, 2006- 2012. The population coverage of the Ashiedu Keteke District NHIS Office is increasing with a decreasing trend in administrative expenditure. Given that more than fifty percent of the membership groups are exempted from paying contributions and the extent of prepayment is declining, large scope of government subsidies would be needed to ensure long-term financial sustainability. Bio-cultural landscapes are characterized by anthropogenic pattern features, of which the measurement constitutes a key step in landscape analysis. Metrics and strategies for this measurement of anthropogenic patterns and their dynamics are discussed, considering the pattern/process paradigm, the patch-corridor- matrix model and the complementarity of landscape composition and configuration as conceptual benchmarks. Historically, noticeable anthropogenic effects are accepted to have appeared in landscapes after the invention of agriculture and further trends of landscape change could be linked to the development of agriculture. Through time, a sequence of landscape dynamics with three stages is expected, in which a natural landscape matrix is initially substituted by an agricultural one; urban patch types will later on dominate the matrix as a consequence of ongoing urbanization. The importance of the development of agriculture and its productivity for the evolution of settlements, villages and cities is emphasized. Anthropogenic change of landscapes confirms the status of geographical space as a limited resource. [less ▲]

The parental function is an individual competence taking place within a dyadic interaction and relationship between adult and infant; and in which each parent actualizes with the infant independently from the other parent. Co-parenting, instead, concerns the ways in which mothers and fathers function together as parents, how they cooperate, support and/or undermine each other in their reciprocal presence or absence and how they manage triadic processes. This key notion inserted with good marital and parent-child relationship seems correlated with good child outcomes (e.g., Brown, et al., 2010). Numerous longitudinal studies has observed co-parenting in “traditional families” (e.g. Favez at al. 2012) and his impact on family alliance; in lesbian headed family co-parenting was studying mainly in terms of couples’ division of family labor (Patterson & Farr, 2011), which researchers view as one aspect of co-parenting (e.g., Feinberg, 2003). In this paper we observe two contrasted co-parenting in two lesbian headed families. Co-parenting will be observed at the help of Lausanne Trilogue Play approach (LTP Fivaz-Depeursinge & Corboz-Warnery’s 1999) during triadic family interaction. [less ▲]

Qu'adviendra-t-il de vous si la compagnie pétrolière s’en va et qu'on ne vous donne plus de compensations ? Je demandai à un indigène Huaorani de l’Amazonie équatorienne. Il me répondit avec l’air très convaincu: « nous recevrons des touristes et les scientifiques viendront faire des recherches sur la forêt ». Exploitations minières et forestières, avancée de la frontière agricole, écotourisme, projets de développement… l’Amazonie est devenue « un imbroglio » entre les formes modernes de développement économique et les formes modernes de conservation . Mais qu’en est-il des stations scientifiques dans ce contexte ? À l’intérieur des stations scientifiques amazoniennes se tissent des liens entre des enjeux très divers et conflictuels tels que la recherche, la conservation de la nature, le développement et la participation des communautés locales. Comment ces liens se construisent-ils au jour le jour? J’essaie de répondre à cette question, parmi d’autres, à partir de l’analyse de deux cas : la Station Scientifique Juri Juri Kawsay et la Station Scientifique Yasuní en Équateur. Dans cet article, je décris quelques résultats de mes observations en mobilisant trois éléments: (1) la réflexion d'Houdart (2002) à propos de la double existence d’un objet scientifique à l’intérieur et à l’extérieur du laboratoire, ainsi que (2) le principe de symétrie proposé par l’Actor-Network Theory et finalement (3) l’analogie entre usine et laboratoire mobilisé par Knorr-Cetina (1981). Based on graphemic, morphological, syntactic, and semantic evidence, the paper shows that a clear-cut distinction can be made between a verb ib expressing an epistemic judgment (“to think”) and a non-verbal predicative construction ib=f r sDm (literally “his heart is towards hearing”), expressing volition (“to want”). In a second step, the volitional construction ib=f r sDm is shown to occasionally display features of syntactic gradience, reflecting its quasi-verbal semantics (“volitive agent-oriented moda-lity”): in particular, this construction can combine with a marker of passive voice, a verbal category that is otherwise alien to non-verbal constructions. Problematic late occurrences of the construction ib=f r sDm are discussed in turn: in some of these, ib=f may have been subjected to alternative construals as a verb. [less ▲]

Because the phase response curve is a fundamental input–output characteristic of oscillators, we developed a sensitivity analysis for oscillator models in the space of phase response curves. The proposed tool can be applied to high-dimensional oscillator models without facing the curse of dimensionality obstacle associated with numerical exploration of the parameter space. Application of this tool to a state-of-the-art model of circadian rhythms suggests that it can be useful and instrumental to biological investigations. [less ▲]

In the continuity of stakeholder theory, much of the current literature on (corporate) governance and business ethics looks at how organizations involve their stakeholders at different decision-making levels (Carroll 2004; Clarkson 1995; de Graaf & Herkströter 2007; Freeman & Reed 1983). According to Freeman (1984), stakeholders are ‘any group or individual who can affect or is affected by the achievement of an organization's purpose’ (148); typically: the owners, the managers, the workers, the volunteers, the financing bodies, the partners, the suppliers, the customers/beneficiaries, etc. A continuum of involvement can be highlighted, from the rather passive strategies (stakeholder information) to the more active ones (stakeholder representation). Among the latter, involvement or ‘cooptation’ of stakeholders in the governance structures such as the general assembly and the board of directors is increasingly presented as a strategy mirroring a long-term relationship between the organization and a particular stakeholder category (Mitchell et al. 1997). Traditionally, the owners are the category of stakeholders that is co-opted in the governance structures. Indeed, the power of decision is part of the property rights (Milgrom & Roberts 1992). It allows owners to ensure that the enterprise is run according to their own objectives. Thus, in for-profit enterprises, the investors are the owners and, as such, they have the right to decide. They exercise this right by their presence at the general assembly. But not all enterprises are investors-owned firms. In some enterprises, ownership is in the hand of other stakeholders, like in producer, consumer or worker cooperatives. Others, like nonprofit organizations, can even be seen as firms without owners (Hansmann 1996). This chapter raises the question of stakeholder involvement in social enterprises, which are ‘non-investor owned’ and can broadly be defined here as organizations pursuing social aims through their economic activity (Defourny 2001; Defourny & Nyssens 2006). In these organizations, the configuration of stakeholder involvement contrasts with that of for-profit businesses in at least two ways. First, social enterprises are more likely than other types of organizations to be set up through a process of collective entrepreneurship which often involves a diversity of actors who each have a ‘stake’ in the pursuit of one or several organizational missions (Defourny & Nyssens 2006; Haugh 2007; Petrella 2003). Second, social enterprises seem to have a stronger tendency to give a voice to the actors with whom they interact –i.e., to involve their beneficiaries, supporters, funders or partners within their governance structures (Campi et al. 2006; Huybrechts 2010; Münkner 2004; Rijpens 2010). They usually use legal forms that allow and encourage economic democracy by recognizing stakeholders other than investors the right to participate formally in the governance bodies. While, as suggested by Campi et al. (2006; 2012), the presence of multiple stakeholders observed in a number of social enterprises may be linked with the diverse goals pursued by these organizations, such presence –or absence– may be due to many factors which have no direct links with organizational goals. As suggested in this chapter, the organizational need for resources (in a broad sense) and the drive to conform to external expectations may be two key factors. In any case, the diversified patterns of stakeholder involvement in social enterprises confirm the need for a more comprehensive account of stakeholder involvement in these organizations. Although several attempts have been made to theorize stakeholder involvement in social enterprise governance, it is still a much under-researched topic. We believe that this research gap is due not only to the infancy stage in which social enterprise research is located, but also to a lack of connection and integration of this research within the broader study of organizations. Indeed, while new theoretical developments centered on the specific features of social enterprise are needed, these developments cannot be made independently from the knowledge built for more than a century regarding how organizations are structured and operate. This chapter aims to examine stakeholder involvement in social enterprise governance using two types of theoretical lenses each embodying a rich research tradition in organization theory. The first lens refers to strategy and examines organizations (in this case governance structures) in terms of their dependency on a set of resources. The second lens uses legitimacy arguments to explain organizational governance as a social construct located in a broader setting of social relationships. The first two sections will present each of these views and examine their contributions to understanding stakeholder involvement in the governance structures of social enterprises. Then, a comparative case study on work integration social enterprises will serve to illustrate how both research avenues can be combined so as to better grasp social enterprise governance as a complex and multi-dimensional practice. La libération du suspect ou de l’accusé en attente d’être jugé représente l’un des défis majeurs de la justice pénale internationale. L’expérience des tribunaux pénaux internationaux pour l’ex-Yougoslavie et pour le Rwanda a fait et fait encore en la matière l’objet de vives critiques. Malgré plusieurs ajustements de leur Règlement de procédure respectif, le régime de libération au cours de la procédure n’aura jamais été convaincant et – à la lumière des droits fondamentaux de la personne mise en cause – demeure à ce jour l’une des principales faiblesses du cadre procédural de ces juridictions. En apparence, la Cour pénale internationale semble à cet égard proposer une meilleure solution. La possibilité de libérer un suspect/accusé n’est plus abandonnée au seul Règlement de procédure et de preuve, mais est soutenue par le Statut de la Cour en son article 60. Le libellé de ce dernier reflète du reste la prise en considération soigneuse des insuffisances propres aux tribunaux ad hoc, et paraît témoigner d’une nette évolution quant au niveau de protection des droits individuels pertinents. Pour autant, la qualité du système ne peut se déduire de la simple lecture du Statut. Aussi, la présente contribution propose d’examiner le régime de mise en liberté avant-jugement à travers une analyse de la pratique concrète de la Cour dans le cadre des quatre affaires qui, à ce stade, présentent les développements les plus pertinents en la matière : Lubanga, Katanga & Ngudjolo, Bemba et Gbagbo. Pour ce faire, la contribution se décline en trois sections. La première est l’occasion de retracer l’expérience des tribunaux ad hoc et d’en isoler deux faiblesses essentielles : le pouvoir discrétionnaire accordé aux juges quant à l’octroi d’une mesure de mise en liberté, et l’attribution à la défense de la charge de prouver qu’une telle mesure se justifie. La deuxième section fait succinctement le point sur le régime de libération avant-jugement devant la Cour pénale internationale, en regard des textes fondateurs de la juridiction, mais surtout à l’aune des développements jurisprudentiels essentiels issus des quatre affaires susmentionnées. Enfin, dans la troisième section, l’article revient sur les deux faiblesses isolées au sein de la pratique des tribunaux ad hoc, et tente d’en déterminer la portée dans le contexte de la Cour pénale internationale. Il y est avancé que – en dépit des mutations textuelles – la pratique de la Cour ne révèle pas d’évolution notable par rapport à l’héritage des tribunaux pénaux internationaux. Dans les faits, l’application concrète du texte réduit à de simples fictions les principes – pourtant posés par la lettre du Statut – d’absence de pouvoir discrétionnaire dans le chef des juges et d’attribution de l’onus probandi à l’accusation. The European Landscape Convention stresses that “the landscape has an important public interest role in the cultural, ecological, environmental and social fields, and constitutes a resource favourable to economic activity”. Among other recommendations, signatory countries are committed to assess their landscapes, “taking into account the particular values assigned to them by the interested parties and the population concerned” (Council of Europe 2000). However, assessing landscapes out of a specific framework is not an easy task due to the multiple functions that landscapes perform. Brandt, Tress and Tress (2000) pointed five basic functions: ecological, economic, sociocultural, historical and aesthetic. Relating to these multiple functions, stakeholders may have different points of view on the quality of landscape. In a current bilateral research project funded by Wallonie Bruxelles International and the Romanian Academy, the authors exchange practices concerning landscape monitoring in high value rural landscapes. The paper presents the results of a survey among landscape experts in both countries. Forty-two landscape experts, from Wallonia and Romania, had to specify their level of agreement on fifty-two Likert items regarding landscape quality indicators. A consensus appears about an idyllic landscape characterised by a small human influence. Experts point unanimously the absence of pollution, sustainable farming, the awareness of the inhabitants about landscape, and the aesthetic value as necessary characteristics. Even if the consensus is weaker, both landscape connectivity and regional heritage seem to be other important indicators to assess landscape quality. At the opposite end, the species rarity, the hilliness, a mention in tourist guides, or the presence in the art matter little. The survey stresses also that experts’ advice differs concerning biodiversity indicators, economic potential, and the presence of modern items in the landscape. Generally, Romanian experts stress more the biocentric approach of landscape while Walloon experts may assign importance to urban or industrial landscapes. Finally, the paper suggests nine features worth to be considered when assessing landscapes. [less ▲]
