Ce moment fait jaillir une trame temporelle puisqu’il révèle à la fois l’histoire et la biographie du sujet, mais également son projet et dès lors les fulgurances de la liberté. Penser l’homme en situation, le savoir sorcier ou magicien (c’est-à-dire à la fois ému et émouvant) et parvenir à mobiliser sa narrativité sont des paris essentiels de l’œuvre de Sartre, que la psychopathologie, tant dans sa dimension théorique que pratique, ne peut ignorer. Longtemps méprisée ou déclassée dans l’historiographie universitaire francophone, la biographie a progressivement retrouvé ses lettres de noblesse à partir des années 1970-1980. Ce retour de l’individu sur le devant de la scène s’est appuyé sur l’expérience acquise dans d’autres champs historiographiques, particulièrement dans les pays anglo-saxons, et sur les avancées de l’histoire culturelle et des représentations. En matière de relations internationales, les biographies de diplomates – en nombre croissant – constituent une veine de la recherche qui permet de mieux comprendre les processus décisionnels, le fonctionnement d’un milieu et l’évolution d’une profession et de ses pratiques. Elles s’inscrivent dans le cadre des intimes relations qu’entretiennent les individus avec les forces profondes chères à Pierre Renouvin et Jean-Baptiste Duroselle. Vitrine de la recherche actuelle dans sa diversité, ce volume, fruit d’un colloque organisé à l’Université de Liège, réunit les contributions de doctorants, post-doctorants et enseignants-chercheurs belges (francophones, néerlandophones et germanophones) ainsi que d’historiens français et luxembourgeois. Illustrant un fécond dialogue intergénérationnel, ces contributions offrent, quel que soit le cadre chronologique et géographique investigué, un éventail des pratiques aussi bien au point de vue de la manière d’aborder les biographies de diplomates qu’à ceux de la méthodologie et des sources mises en œuvre. Thanks to its high sensitivity to displacement, holography is very well suited for metrology. In the case of holographic interferometry (HI), interference occurs between the object wavefront and a wavefront reconstructed by a hologram allowing a comparison between different objects, or different states of the same object. This chapter first discusses the importance of HI compared to other techniques such as electronic or computer based interferometry, then the author is developing various methodologies for holographic metrology, including real time, double exposure, and time averaged HI. Material considerations are covered and the specific case of photorefractive polymer and crystals are analyzed. Several experiments of nondestructive testing on industrial systems are discussed with measurement configurations relevant for thermal analysis, vibration, defect detection, and even historic artifact investigation. In this paper, we develop a fully-fledged postal market model to assess the extent of competition in the mail market in a context of declining mail volumes due to e-substitution. Our focus will be on the Belgian market situation that is interesting for at least two reasons. First, the homogenous nature of the country implies that the extent of the entrant's market coverage will be either limited to the few very densely populated areas or large covering the whole country at the exception of the few very sparely populated areas. Second, because strong licensing requirements -including coverage constraints- are imposed on competing postal operators and they may constitute barrier to entry. Our model allows us to estimate the extent of entry, the cost of meeting the licensing requirements for potential entrants and the impact of entry on the cost of the universal service. [less ▲]

En 2004 a eu lieu une importante réforme concernant la politique d’activation en Belgique : le Plan d’accompagnement des chômeurs (PAC) qui prévoit le renforcement de l’accompagnement des chômeurs, effectué par les Services publics de l’emploi (SPE), la mise en place de la procédure d’activation du comportement de recherche d’emploi, effectuée par l’Office national de l’emploi (Onem), ainsi que l’échange systématique de données entre les SPE régionaux et le Fédéral. Désormais, des agents, dénommés facilitateurs, sont spécifiquement chargés de l’évaluation du comportement de recherche d’emploi des chômeurs. Lors des entretiens d’évaluation, l’indemnisation des chômeurs est en jeu. Si la procédure d’évaluation est clairement définie par un cadre règlementaire, la décision, quant à elle, résulte d’un travail d’interprétation qu’effectue l’agent en situation de face à face avec le demandeur d’emploi (DE). Nous tenterons de décrire l’activité de jugement des facilitateurs et montrerons que la décision de ces derniers n’est ni totalement arbitraire, ni totalement déterminée par la réglementation : elle résulte de l’interaction avec le chômeur et de la mobilisation d’une multitude d’appuis conventionnels de l’action (Dodier, 1993). The video industry in Nigeria has developed within a widely informal economic environment in which the illicit reproduction and circulation of goods were the rule rather than the exception. The informality of circulation has played a particularly influential role in both the history of the video industry and the genesis of the present crisis. While, on the one hand, it has made videos available all over the African continent and within the diaspora, creating the basis for Nollywood’s international success, it has, on the other hand, weakened the industry’s economy, exposing it to consecutive cycles of saturation and collapse. For this reason, the production crisis that emerged over the past few years has catalyzed numerous controversies concerning the structure of the video economy and the rules that regulate it. The informality on which the video economy has been based since its inception is today often considered a threat to the survival of the industry itself. While the industry has achieved global recognition, the economic fragility of its success has provoked growing anxiety. This anxiety has been progressively concentrated, by both media and video entrepreneurs, on issues of piracy and copyright protection. The aim of this chapter is to investigate the causes of this anxiety and the role that piracy and transformations in copyright legislation have had in catalysing it, while shaping the economy of the industry. Throughout this chapter I will argue that when the uncontrolled circulation of goods begins to undermine the economic basis of the industry that produces them, the rhetoric of piracy is mobilized to ensure the accessibility to the economy of both the production and the distribution of the goods themselves. This allows some of the entrepreneurs involved in the production process to gain exclusive control over it and the capital it generates. Within the Nigerian context, the rhetorical construction of piracy and the legal and economic consequences of this construction are the result of specific conflicts among different segments of the Nigerian video industry and, more precisely, different models of economic entrepreneurship. As the history of the Nigerian video phenomenon shows, a loose copyright regime seems to have positive consequences for the emergence and early development of a creative industry, although, once the industry seeks to attain higher levels of profitability, it tends to become problematic, and the rhetoric of piracy can become a tool to orient processes of restructuration of the cultural industry’s economy. In relation to this dynamic, I analyse the way in which the normative orders that regulate the reproduction and circulation of images and contents developed within the Nigerian context, and I discuss how their introduction and implementation progressively shaped people’s perception of legal and illegal practices in the field of local cultural production. We describe the rationale and format of the summer school in order to present a comprehensive account of how it was introduced TA, both its rational and its methods, to a new audience. We argue that as the responsible innovation agenda continues to gain traction among policy makers, societal actors and academics, education initiatives such as TA summer schools can have an important role to play in the future of the governance of science, technology and innovation. Air entrained has become one of the main variables in the study of large spillways performance since it can help avoiding cavitation. Moreover, high rates of air concentration produce significant bulking of the flow as well as a water–solid friction reduction, generating flow acceleration and increasing maximum velocities at the inlet of the energy dissipation structure. Air entrained also affects turbulence inside the flow producing different energy dissipation rates. Aerated spillways physical models are affected by scale effects, with Weber and Reynolds numbers being usually too low to adequately reproduce observed flows. Alternatively, simulation of air–water flows can be carried out by means of Computational Fluid Dynamics techniques in 1:1 scale. However, 3D numerical simulations of spillway flows are time expensive and air–water interfaces need fine resolution meshes which would require extensive computing. Thus, the use of a subgrid scale in air entrainment models can be useful to predict the inception point and the air concentration profile of the flow along the spillway. Computational techniques can handle a more accurate momentum distribution over the spillway sections with affordable costs. In this research, FLOW-3D® routine for turbulent air entrainment is used, coupled with variable density evaluation. VOF and κ-ε RNG turbulence model are also employed. Over 200 spillway flow simulations have been carried out to obtain optimal values of the air-entrainment model parameters, which can be used in future spillway simulations. The calibration of the model is carried out employing prototype data. Interesting conclusions are obtained concerning air entrainment model performance. [less ▲]

Quelles sont les particularités de cette « médiation animale » dès lors que l’agent médiateur, l’animal, est vivant et partiellement ignorant du dispositif dans lequel il est inscrit ? Nous faisons ici l’hypothèse que les pratiques de médiation animale peuvent s’inscrire dans l’horizon de ce que Leroi-Gourhan nommait le « milieu technique », le « mi-lieu », cet entre-deux qui assure la rencontre, la mise en relation d’un vivant et de son monde. Ce mi-lieu n’a rien d’un cordon, même symbolique, qui relierait le patient, l’intervenant et l’animal. Il se présente plutôt sous la forme d’un écotone, du nom des écosystèmes qui se développent à la lisière de deux écosystèmes différents et dont l’écosystème côtier est le meilleur exemple. This paper discusses the toponymy of Ancient Egypt, by considering its specificities in respect of the history of toponomastic sciences since Classical Antiquity from a historiographical point of view, and by dealing with the toponymic material itself. After an introductory part on the history of toponymics in Egyptology, this article intends to give a general sketch of Ancient Egyptian toponyms and their forms by addressing questions such as how toponyms were constructed, or to which part of a territory they were applied and by whom. The analysis of the toponymic stratification of Egypt then gives the opportunity to list sources and research tools that are at the disposal of Egyptologists working on toponymic matters. This article also aim at putting forward the methodological elements that one should take into account in studies of Ancient Egyptian toponymics and provides a selective bibliography in conclusion. Building upon extant literature on sustainable, social, and environmental entrepreneurship and the framework of stakeholder theory, as well as the embeddedness argument, a model is developed and propositions are suggested. This essay examines the role of language in Zadie Smith's White Teeth (2000) and Andrea Levy's Small Island (2004), arguing that English in its various forms not only partakes in the shaping of postcolonial human relations but also helps deconstruct rigid notions of identity, including that of Englishness. Nevertheless the two novels differ in certain respects: in Small Island Englishness emerges from a process of occasionally painful mutual adaptation and compromise, while in White Teeth Smith goes further in redefining Englishness as the expression of the human diversity at the heart of contemporary London. In the fight against terrorism States have resorted to a variety of weapons. Much attention has been devoted to criminal law as a possible answer to terrorism. Many States have also resorted to nationality law, using deprivation as a means to punish those involved in terrorism. This paper will focus on Belgium and France. These two countries indeed present striking similarities. Both in France and Belgium the provisions on deprivation already made it possible to deprive a national of his citizenship in terrorist cases. Nevertheless, the legislation in these countries has been recently modified to offer yet a stronger answer to terrorism. The public debate in the two countries is modelled on similar lines. This is in particular true for the issue of equality arising in connection of deprivation of nationality. The paper will first offer an overview of the existing statutory provisions in the two countries, before critically reviewing the discussion on equality and non discrimination. [less ▲]

Bernard Bolzano notoriously rejected Immanuel Kant’s claim that arithmetic and geometry were grounded on synthetic a priori judgements based on pure intuition. According to Bolzano, only analysis of concepts could ground the generality of mathematical statements and proofs; such a stand would later lead to logicism (from Frege to Carnap). Far from going in this way, however, Charles Sanders Peirce, who was one of the fathers of formal logic but also a great admirer of Kant, provided semiotic reasons to believe that diagrams do have a general meaning and that they can provide a knowledge which is both general and “ampliative”. Unlike mere logical analysis, diagrams (the analogon of Kant’s schemas) help to explore concepts by going somehow “outside of them” in such a way that new knowledge is gained. This provides new support to Kant’s notion of intuitive construction, which is supposed to be both deductive and inventive [less ▲]

Au cours des trois dernières années, plusieurs révisions de la Constitution ont modifié ou permis l’extension des compétences du Conseil d’État. C’est ainsi que, par l’effet combiné des nouveaux articles 144, alinéa 2, de la Constitution et 11bis des lois coordonnées du 12 juillet 1973, il peut à présent connaître des demandes « d’indemnité réparatrice » pour les dommages causés par les actes dont il a constaté l’illégalité. La compétence du juge ordinaire reste cependant ouverte. Mais electa una via… La question du choix du juge se pose donc une nouvelle fois dans le contentieux administratif belge. Ici sous l’angle de l’opportunité. Cette question continue aussi de se poser dans sa formulation plus classique : jusqu’où s’étend la compétence du Conseil d’État, quand cesse-t-il d’être compétent pour connaître des demandes d’annulation des actes administratifs portées devant lui ? La loi du 20 janvier 2014 a modifié sous bien des aspects la compétence du Conseil d’État. Enfin, le moyen pris de la violation de la loi du 29 juillet 1991 semble empiriquement le plus fréquent dans les requêtes. La motivation formelle des actes administratifs constitue un tel enjeu de droit matériel et contentieux qu’elle devait une nouvelle fois retenir l’attention. Résolument inscrit dans la modernité cinématographique, tout en se faisant passer pour un film de genre classique, un de ces fameux gialli dont abonde la production italienne depuis le milieu des années 60, "Profondo Rosso" de Dario Argento, parle du sujet percevant de la seconde partie du XXe siècle, de ce spectateur soumis au règne des images toujours mouvantes et de son intenable position qui consiste à vouloir appréhender le savoir par le voir, alors que les images ne se sont peut-être jamais encore autant dérobées au regard. Avec une grande clarté, qui passe par la confusion des sensations, Argento ordonne une mise en scène qui déroute les attentes du spectateur et lui rappelle en permanence le péril qui consiste à se fier à ses yeux. La dé- monstration du cinéaste, limpide, tient en trois points fondamentaux qui entérinent l’irrémédiable hiatus entre voir et savoir : l’image est ambivalente, l’image n’existe que pour elle-même, et, enfin, l’image est insondable. Tropical cities extend from the urban area in parallel with their economic growth, delimiting a distinct section, the periurban area. In Katanga (Democratic Republic of the Congo), the human health of populations and the environment are threatened by mining activities in these specific areas. Species occurring naturally on copper-cobalt outcrops have a high conservation value and a potential interest in the rehabilitation of sites polluted with trace metals. This study aims to evaluate the success of the combination of the conservation of two copper-cobalt tolerant species (Crotalaria cobalticola and Anisopappus davyi) with phytostabilisation strategies. The establishment of two species from seed to seedling was analyzed in one site in a polluted periurban area and one control site; both were phytostabilized with the grass Microchloa altera. The rate of emergence, the survival and the growth of plants were compared according to the presence of M. altera and amendments (calcium and organic matter). The results highlighted the importance and necessity of the grass cover to the success of seedling establishment of the two studied species. [less ▲]

Ce chapitre développe une réflexion sur la mondialisation de l’urbanisation et de la périurbanisation. Il débute en interrogeant la théorie de la transition urbaine, le modèle qui décrit la concentration du peuplement humain au sein des zones urbaines. Le chapitre se focalise ensuite sur le sujet du périurbain, en soulignant la nécessité de dépasser le paradigme obsolète de la dichotomie urbain/rural. En effet, suite à l’explosion des mobilités et à la complexification de la distribution spatiale des activités économiques, l’influence des villes se développe sur des territoires considérablement élargis où « villes » et « campagnes » se mêlent sous des formes hybrides et inédites. Il en résulte que la transition urbaine est en réalité une transition périurbaine, ce qui ne manque pas de poser de redoutables questions de gouvernance et de politiques publiques. [less ▲]

Summary This study examines people’s and public actors’s perception of traditional healers in Kisenso, and their potential integration into the health system. The findings of this study are based on focus groups conducted in 2013. According to the key results of this study, 100% of participants acknowledge the existence of traditional practitioners and all have used them. 80% found the care provided by these healers to be effective. However, the study participants found them to be lacking in hygiene in their handling of products. The use of traditional healers is justified in particular by the effectiveness of care, the type of illness suffered, the possibility of credit payment and their proximity. Public actors recognize both the existence of traditional healers and their effectiveness. They deplore their clandestine operation. Traditional healers claiming to be GPs (60%) and specialists (40%) say they work illegally because of the cost of administrative acts and their mistrust of intellectuals and biomedical practitioners. They complain about the insolvency of their patients who do not honor their commitments. For an effective integration of traditional healers in the health system, it would be useful to remove administrative barriers imposed on them for a balance between ancestral legitimacy and illegality in which they work, give them access to training, accept them as full participants in the health system, and explore the possibilities of contracting. When a district heating network is fed by natural gas boilers (or biomass boilers), the selection of the network temperature level has a slight influence on the boiler efficiency which means that producing at low temperature allows only to decrease the heat losses through the network. However when a cogeneration plant based on a Rankine cycle is used, lowering the network temperature not only decreases the heat losses but also increase the electrical efficiency while decreasing the thermal efficiency. This aspect is very often overlooked when the quality of a cogeneration plant is assessed by the cogeneration efficiency namely the sum of the electrical and thermal efficiency which is misleading for decision makers. In this contribution, an existing cogeneration plant connected to a district heating network installed on the University Campus in Liège (Belgium) is used as an application test case. Based on actual operational and economic data, a detailed economic evaluation is carried out which is supported by a calibrated simulation model of the whole installation in order to study the influence of the network temperature level. As a second step, the simulation model is used again to perform a detailed exergetic analysis intended to give physical insights to the economical study. This results in a broader discussion on the several methods to assess the quality of cogeneration plants and the opportunity to develop such a technology together with district heating networks.
