Dal 1983 al 1988 l'Irpinia è stata teatro di una delle storie più tristi dello sviluppo industriale della regione Campania, ovvero la vicenda dell'apertura e della chiusura dello stabilimento Isochimica. Una fabbrica progettata per la scoibentazione dei pannelli di amianto dalle carrozze dei treni su commissione delle Ferrovie dello Stato (FS). Se da un lato la storia produttiva della fabbrica è stata molto breve, dall'altro lato l'impatto disastroso che essa ha avuto sul territorio e sulla vita di centinaia di operai è, oggi più che mai, attuale. Infatti, dopo circa 25 anni dalla chiusura della fabbrica, installata in un borgo popolare alla periferia di Avellino (Borgo Ferrovia), gli operai, per la maggior parte ammalati di patologie asbesto-correlate, sono ancora in lotta per veder riconosciuti i loro diritti dalle istituzioni competenti. Inoltre, il sito in cui era collocata l'ex fabbrica non è stato ancora bonificato e centinaia di cubi di amianto sono ancora depositati all'aria aperta in prossimità di scuole, campi di calcio e abitazioni. In questo contesto, l'installazione della fabbrica, la sua attività, la sua chiusura e il successivo occultamento delle responsabilità da parte delle autorità, hanno svelato uno scenario socio-economico e politico che ha anticipato alcune dinamiche di riproduzione del capitale apportate dalla globalizzazione economica. Infatti, l'installazione illegale della fabbrica avvenuta senza i permessi delle autorità, l'organizzazione della produzione che oscillava tra il formale, informale e illegale, le relazioni di lavoro precarie e lo sversamento abusivo di tonnellate di amianto nel territorio circostante, hanno fatto dell'Irpinia, all'inizio degli anni '80, uno dei laboratori delle dinamiche del capitalismo deregolamentato di matrice neoliberista (Harvey 2005; Sennet 2006; Portes, Sassen-Koob 1987). Allo stesso tempo, la vicenda Isochimica si inscrive profondamente nelle storiche relazioni economico-politiche tra il Nord e il Sud dell'Italia in cui le forme embrionali di economia neoliberista si sono riprodotte all'interno di relazioni di potere di natura coloniale (Saitta 2013; Mezzadra 2005; Stoler, Cooper 1997). Dunque, partendo dall'analisi di questo scenario, l'articolo punta a studiare la lotta dei lavoratori dell'ex Isochimica, dalla prima occupazione della fabbrica avvenuta nel 1985 al movimento degli ex-operai dei giorni nostri. L'obiettivo è quello di analizzare nello specifico la lotta operaia degli anni '80 per il diritto a un lavoro sicuro e duraturo, comparandola alle recenti rivendicazioni per per il diritto alla vita. Questo studio prende in considerazione 20 biografie di ex operai dell'Isochimica, focalizzando l'attenzione soltanto su alcune e analizzandole all'interno del quadro politico-economico e istituzionale che, dagli anni '80 fino a oggi, è riuscito è impedire agli operai il riconoscimento dei loro diritti. L'ipotesi dell'articolo è che la lotta degli operai dell'ex-Isochimica, all'interno del sistema di potere locale, sia da inscrivere nei mutamenti del sistema di produzione e di rappresentazione apportato dalle politiche neoliberali in cui, nel caso paradigmatico del Sud Italia, la mistura tra «passato» coloniale e «modernità» neoliberale ha generato nuove forme di subordinazione (Petrillo 2011; Saitta 2013). In questo contesto, le rivendicazioni operaie dei lavoratori dell'Isochimica negli anni '80 e quelle attuali per il diritto alla vita (riconoscimento delle patologie, assegnazione di una rendita sociale, invalidità civile, cure dignitose) sono state estromesse dal terreno del conflitto tra capitale e lavoro in un'epoca in cui la fabbrica non è più il terreno in cui si giocano le lotte per una società più giusta (Fassin, Memmi 2004; Petrillo 2009). Urban development is a complex process influenced by a number of driving forces, including spatial planning, topography and urban economics. Identifying these drivers is crucial for the regulation of urban development and the calibration of predictive models. Existing land-use models generally consider urban development as a binary process, through the identification of built versus non-built areas. This study considers urban development as a continuum, characterized by different level of densities, which can be related to different driving forces. A multinomial logistic regression model was employed to investigate the effects of drivers on different urban densities during the past decade in Wallonia, Belgium. Sixteen drivers were selected from sets of driving forces including accessibility, geophysical features, policies and socioeconomic factors. It appears that urban development in Wallonia is remarkably influenced by land-use policies and accessibility. Most importantly, our results highlight that the impact of different drivers varies along with urban density. [less ▲]

The controlled radical copolymerization of ethylene (E) and vinyl acetate (VAc) is further investigated by organometallic- mediated radical polymerization (OMRP) using Co(acac)2 as controlling agent at ethylene pressure up to 100 bar. The effect of ethylene pressure on kinetics, level of control and copolymer composition, is discussed. Ethylene-Vinyl Acetate copolymers (EVAs) with low dispersities and ethylene content reaching 57 mol% are notably reported. This work also successfully addresses the precision design of EVA-containing block copolymers, i.e. PVAc-block-EVA. In this case, the order of the synthesis of the blocks is a key parameter. The “PVAc-first” strategy is by far more practical and efficient. [less ▲]

Les électeurs en Belgique se sentent-ils Belges, Flamands ou Wallons ? C’est la question principale posée dans le neuvième chapitre écrit par Kris Deschouwer, Lieven de Winter, Min Reuchamps, Dave Sinardet et Jérémy Dodeigne. Dans leur conclusion, ils constatent que les identités flamandes et wallonnes sont moins affirmées que l’identité belge, même dans le cas d’une forte polarisation politique autour de la réforme de l’État. En mai 2014, l’enjeu de la réforme de l’État a été – comme par le passé – peu déterminant dans le comportement de vote, même si cela varie d’un électorat de parti à un autre. En Wallonie, cela n’a pas été aussi déterminant, alors qu’en Flandre trois groupes d’électeurs peuvent être discernés. Dans le premier groupe, les partisans d’une plus grande réforme de l’État et d’une plus grande autonomie se retrouvent dans l’électorat de la N-VA et du Vlaams Belang. Dans un groupe plus modéré se retrouvent les électeurs du CD&V, alors que le troisième groupe (le moins favorable à plus de réformes et plus d’autonomie) est constitué des électeurs de l’Open VLD, du sp.a, de Groen et du PvdA. Large surveys in Western countries give pictures of adolescent well-being related to delinquency and group affiliation. The belonging to a particular country, city or neighbourhood with their social structure influences the probability to have delinquent activities in group increasing or decreasing the risk of marginalisation, the sensibility to deviant values and the well-being related to peers’ acceptance. A general process would exist by which, firstly adolescents oppose themselves to the parents’ authority and seek for acceptance among their peers. This leads to a spiral when the youth tries to resolve his cognitive dissonance between the immoral acts he is invited to commit with his friends and his personal value system learned in his family, school and other institutions. In adolescence, the influence of peers can be positive or negative; it can be “protective peer-contagion” with positive response to normative talk or “deviant peer-contagion” with positive response to deviant talk or behaviour. At the micro level, well-adjusted peers are able to resist the influence of deviant peers. The participation to non-homogenous mixed groups seems to facilitate more normative talks. This leads to the hypothesis that the progressive extension to differentiated groups when adolescence is going through will strengthen their ties with conventional norms and contribute to their well-being. Le binge drinking est un fléau nouveau… De nombreuses idées reçues, certaines fondées, d’autres pas, sont véhiculées à propos de l’alcool et de ses conséquences. L’alcool soulève aussi de multiples questions : L’alcool est-il une drogue ? L’alcool est-il aphrodisiaque ? L’alcoolisme est-il héréditaire ? Combien l’alcool coûte/rapporte-t-il à la société ? Peut-on guérir de l’alcoolisme ?… Ce livre a pour but de démont(r)er certaines idées reçues sur l’alcool et d’apporter des réponses aux questions que chacun se pose. Les auteurs ne se bornent pas à répondre par vrai ou faux, ils fournissent les explications, appuyées sur l’état des connaissances scientifiques actuelles, qui permettent d’infirmer ou de confirmer ces idées reçues ou de répondre à ces questions. Ils nuancent le propos lorsque la réponse n’est pas de l’ordre du tout ou rien. Il est indéniable que l’excès d’alcool est nuisible à la santé. Il existe cependant une littérature scientifique démontrant des effets positifs sur la santé de la consommation en quantités modérées de certaines boissons alcoolisées. Ce mélange d’effets positifs et négatifs explique que le public a développé une relation d’amour-haine avec l’alcool. Ainsi, les abstinents complets sont parfois qualifiés de rabat-joie. Les alcooliques chroniques (5 à 10 % des occidentaux, selon les études épidémiologiques !) sont, quant à eux, souvent trop vite jugés. Ce qui est certain c’est que l’alcoolo-dépendance est source de beaucoup de souffrances pour la personne et son entourage. According to current standards, the use of unreinforced masonry is only recommended in regions of low to moderate seismicity as a resisting system to carry earthquake-induced horizontal forces. This requirement is however felt as rather conservative and leading to uneconomical constructive solutions, in particular for low seismic regions. Moreover, the seismic analysis of masonry structures has to be performed along two main perpendicular directions, usually neglecting the contribution of wall elements perpendicular to the seismic action. Horizontal elements (spandrel, etc.) are also commonly disregarded. In such a context, the present contribution provides an overview of experimental results obtained from shake table tests on unreinforced masonry frames carried out in the EQUALS Laboratory of Bristol University in order to assess, and possibly enhance, current design rules. The study is focused on the contribution of walls perpendicular to the seismic action and on the influence of the frame effect induced by the coupling of the walls through horizontal reinforced concrete elements, such as lintels and floor slabs. Another point of interest of the study is the influence of the gravity loading situation, comparing a floor slab supported by the shear walls as well as by the perpendicular elements, with a floor slab supported by the perpendicular walls only. Tests are performed on walls constructed with units and construction methods typical of the North-Western European region. [less ▲]

Over the last decade, China has deeply affected the economic map of Latin America. All the Latin American countries quickly increased their exchanges with China and get engaged in new plans for exchanges, cooperation and partnerships. These evolutions have highlighted the American lack of leadership and the European loss of competitiveness. Numbers of researches tend to analyse the Sino-Latin American relationship with the eyes of reciprocity. This contribution rather makes the choice of analysing China’s strategy for growth on the world stage, focusing on its ties with Latin America and Brazil especially: cooperation or hegemony? According to this approach, the increase of China’s influence doesn’t only depend on its resources, nor on its capacity to mobilize them opportunely. It also depends on its external recognition. Thus, the power of China can be measured through its capacity to “assert itself as a reference” for its emerging peers, or even for Western powers. By integrating all dimensions of the Chinese power through its foreign policy and its incantatory diplomacy (anti-hegemonism, world multipolarization, South-South cooperation, etc.) , this chapter will try to identify real Chinese influence by measuring the distance between perception and reality. Against the backdrop of the following hypothesis: does the Chinese penetration in Latin America have a notable impact on the relations of Europe and the United States with this part of the world? Small, light and transportable, these sensors allow to liberate from heavy force plates and offers new perspectives in the understanding of the performance in sport. The goal of this chapter is to present the concept of the accelerometry and to understand practical possibilities and limits in the assessment of muscular performance. The reliability of the accelerometers are highly depending on the level of technology and in the respect of manufacturer recommendations. These devices are used during exercises such as bench press or squat, allowing to analyze force-velocity-power profile, to estimate the 1-RM, to achieve biomechanical analysis or to track free weight exercises during work out. All of these applications are very precious for scientists and for coaches during training program or athletes follow-up. [less ▲]

Changes in production are directly linked to variations in temperature and precipitation during the growing season and often to the offseason changes in weather because of soil water storage to replenish the soil profile. This is not an isolated problem but one of worldwide interest because each country has concerns about their food security. The Agricultural Model Intercomparison and Improvement Project (AgMIP) was developed to evaluate agricultural models and intercompare their ability to predict climate impacts. In sub-Saharan Africa and South Asia, South America and East Asia, AgMIP regional research teams (RRTs) are conducting integrated assessments to improve understanding of agricultural impacts of climate change (including biophysical and economic impacts) at national and regional scales. Other AgMIP initiatives include global gridded modeling, data and information technology (IT) tool development, simulation of crop pests and diseases, site-based crop-climate sensitivity studies, and aggregation and scaling. Automated mathematical building performance optimisation (BPO) paired with building performance simulation (BPS) is a promising solution to use as a means to evaluating many different design options and obtain the optimal or near optimal for a given objective or combination of objectives (e.g., lowest life-cycle cost, lowest capital cost, highest thermal comfort) while achieving fixed objectives (e.g., net zero-energy) (Wetter 2001; Charron and Athienitis 2006; Christensen and Anderson 2006; Brown, Glicksman et al. 2010; Bucking, Athienitis et al. 2010 ). Traditionally, buildings are designed based on heuristic rules separating the design process into early and late design stages with two different discipline specialisations mainly architecture and engineering. By employing optimisation techniques building designers can cross those barriers between disciplines and address the design process as one continuous stage. Optimisation can allow that by addressing all building design parameters, as shown in Figure 4.1, in a holistic approach allowing the optimisation of geometry, envelope, comfort, systems and renewable. The previously often ill defined design problem would under this perspective be defined as a problem with explicit multi-objective criteria. This will push fully integrated net zero-energy building (Net-ZEB) designs where the builder designers can act to influence the direction of the optimisation. Despite optimisation’s potential in Net-ZEB buildings, it remains largely a research tool and has yet to emerge in common industry practice. As this section reports, major obstacles to BPO in industry include lack of appropriate tools, lack of resources (time, expertise), and the requirement that the problem be very well defined (e.g., constraints, objective function, finite list of design options). The objective of this section is to document the current state-of-the-art and future research in terms of Net-ZEB optimisation tools in practice and its use for design and operation of buildings for energy, comfort and cost optimisation. Recently, Docherty (2011: 186) rightly stated that “there has been little analytical work on the Canadian political career ” . And, arguably, even less on political careers in Quebec. Though, since the end of the 1990s, Walloon political careers have received greater attention (Fiers 2001a, 2001b; Pilet, Fiers and Steyvers 2007; Vanlangenakker, Maddens and Put 2010). Based on an original dataset, this chapter proposes a comprehensive analyses of federal and regional careers since the 1990s in Quebec and in Wallonia. Delinquent and criminal behaviors are often the result of adverse conditions in the family and the neighborhood, or of affiliations with delinquent peers. However, case studies as well as large surveys have shown that even in adverse conditions, many children and adolescents do not engage in delinquency; they are “resilient.” In the explanation of criminal and antisocial behaviors, resilient individuals are those who have succeeded in overcoming at-risk circumstances. Resilience is also regarded as the process through which a person adjusts to at-risk situations in a successful manner. Promotive and protective factors stem from the community, family, school, peers, and individuals, and the configurations of these factors are important. In addition, protective factors are not universal. Risk factors and consequently, protective and resilience processes, may be different for children, adolescents, and adults, as well as for males and females. Finally, it is useful to distinguish primary resilience (i.e., as a preventive force in the onset of delinquency) from secondary resilience, which refers to a return to a crime-free life after a period of serious offending activity. Legal mobilization, inside or outside the courtroom ? The case of workplace discrimination in Sweden and Belgium -- In the field of non-discrimination, European dirctives and transnational networks for equality suggest common frames in order to uniformize legal practices among member states. Among others, they require each state to guarantee access to justice for plaintiffs who have experienced discrimination and for organizations which promote their rights. The implementation of these common norms and frames varies across the countries. From an empirical investigation on workplace discrimination, this chapter examines how equality agencies mobilize, or do not mobilize, the labor court in two countries, Sweden and Belgium. The author shows that the role of equality agencies in labor issues in each national setting influences their choices and opportunities to mobilize the law, inside and outside the courtroom, to fight workplace discrimination. In return, their activity also creates new legal opportunities to promote workers’ rights. [less ▲]

Slot-blowing around a cylinder in a steady flow is modeled computationally, using the unsteady k-ω shear stress transport (SST) solver in NUMECA, as well as experimentally in the wind tunnel of the Université de Liège. While the concept, in general, is promising, it is shown that there are some potential problems, including pitch yaw coupling and some unsteady flow conditions. These problems exist under various circumstances and are due, at least, in part, to the complicated flow-field that governs this problem, even in two dimensions. [less ▲]

C'est de là que je suis repartie. » Au cœur de sa réflexion sur la performativité du langage se déploie, chez Cassin, la question de l’efficace créatif de la traduction. Cette question peut être mise en rapport avec la notion développée par l’anthropologue Eduardo Viveiros de Castro sous le terme d’« équivocation ». Traduire, dit-il, c’est présumer qu’une équivocation existe toujours ; c’est communiquer par différences, différences dans sa langue — sous le même terme, quantité de choses peuvent revendiquer répondre de ce terme—, différences dans la langue de l’autre, et différences dans l’opération même de traduction— car les deux équivocités ne sont pas superposables. C’est ce qui conduit Viveiros de Castro à dire que « la comparaison est au service de la traduction », et non l’inverse. On ne traduit pas pour comparer, on compare à la seule fin de réussir à traduire. Et on compare des différences, des équivoques, des homonymes. L’équivocation est, en ce sens, le déploiement des versions. Dans une traduction, explique Cassin, non seulement chaque terme et chaque opération syntaxique de la langue source peuvent recevoir plusieurs sens, mais ils vont être traduits, dans la langue d’arrivée par des termes et des opérateurs syntaxiques qui, eux-mêmes, peuvent en avoir plusieurs. La version cultive ces divergences et ces bifurcations, de manière contrôlée— mais comme on dit que marcher est une manière contrôlée de tomber. Cette pratique de l’équivocation comme volonté de maintien de la contradiction est à l’œuvre dans les travaux les plus divers de la philosophe. Je m’attacherai plus particulièrement à la partie plus littéraire de ceux-ci. Au départ de la nouvelle « Les mots de tous les jours et l’orchidée de la nuit », que je mettrai en rapport avec une analyse de la thématique de la transmission, de l’identité et du deuil proposée par le psychanalyste Jean Allouch, je souhaiterais dégager les effets pragmatiques et féconds d’une traduction assumant et cultivant la possibilité de faire tenir des traductions divergentes et contradictoires d’un même énoncé. L’alcool soulève aussi de multiples questions : L’alcool est-il une drogue ? L’alcool est-il aphrodisiaque ? L’alcoolisme est-il héréditaire ? Combien l’alcool coûte/rapporte-t-il à la société ? Peut-on guérir de l’alcoolisme ?… Ce livre a pour but de démont(r)er certaines idées reçues sur l’alcool et d’apporter des réponses aux questions que chacun se pose. Les auteurs ne se bornent pas à répondre par vrai ou faux, ils fournissent les explications, appuyées sur l’état des connaissances scientifiques actuelles, qui permettent d’infirmer ou de confirmer ces idées reçues ou de répondre à ces questions. Ils nuancent le propos lorsque la réponse n’est pas de l’ordre du tout ou rien. Il est indéniable que l’excès d’alcool est nuisible à la santé. Il existe cependant une littérature scientifique démontrant des effets positifs sur la santé de la consommation en quantités modérées de certaines boissons alcoolisées. Ce mélange d’effets positifs et négatifs explique que le public a développé une relation d’amour-haine avec l’alcool. Ainsi, les abstinents complets sont parfois qualifiés de rabat-joie. Les alcooliques chroniques (5 à 10 % des occidentaux, selon les études épidémiologiques !) sont, quant à eux, souvent trop vite jugés. Ce qui est certain c’est que l’alcoolo-dépendance est source de beaucoup de souffrances pour la personne et son entourage. In this chapter, we review the behavioural critique of EU consumer legislation and focus is on how behavioural insights are being incorporated or could realistically be incorporated in existing or new rules. Behavioural scholars sometimes present EU consumer law as archaic and counter-productive and this creates a diffuse view that a behavioural turn would constitute a revolution for EU consumer law. We do not subscribe to this view. We begin by putting the current legitimacy crisis of EU consumer law in perspective. Specifically, we explain why EU law evolved to be an apparent anti-model of behavioural regulation and discuss whether the internal market constraints that still exist prevent a behavioural turn. We conclude that they do not. We illustrate this claim in relation to disclosure mandates. The central feature of disclosure mandates in EU consumer law has been severely criticised in the light of behavioural findings. We agree that they are over-used but find that disclosure mandates, as a technique, can still serve a useful purpose and suggest how their use can be streamlined. We also point out that recent developments tend to make disclosures smarter and point to directions to pursue this evolution. Finally, we turn to the core message of behavioural insights to policy makers: ‘make it simple’ and analyse how it has been received in EU consumer law beyond the specific issue of disclosure. We find evidence of an intention to simplify which predates the current commitment of the Commission to make simplification a priority, but highlight that efforts to simplify have led to half-baked solutions that are not simple enough. We conclude that EU consumer law does not need a revolution but a continued reform and that it contains the seeds of a more behavioural approach. [less ▲]

The accessibility and the location of new and existing urban projects are key factors for the sustainability of our built environments. Previous scientific research have shown that both the location of neighborhoods (that is to say their proximity to work places, schools facilities, services etc.) as well as their accessibility (proximity of infrastructures, bus services, etc.) have a huge impact on modal share (especially the ability to use active commuting for daily travel), travelled distances and thus on emissions of greenhouse gas and health of inhabitants. In a view of sustainability, the location of new and planned urban projects should be carefully assessed in order to favor the development of local communities encouraging the use of public transportation and active commuting (foot, bicycle). Local authorities should also be able to assess the potentialities of different Brownfield and Greenfields on their territories and define where to authorize the development of new urban projects, in order to inscribe them in a concrete vision of sustainability. In the first part of the chapter, we propose a synthetic review of the scientific literature dealing with the relationships between location, accessibility and commuting. Then, we analyze how location and accessibility are taken into account in several existing neighborhood sustainability assessment tools. Based on the ascertainments that sustainable mobility, location and accessibility criteria are given less importance than criteria related to building energy performance or green spaces and, that existing sustainability assessment tools are mainly developed for experts, we propose two frameworks to assess the location and the accessibility of buildings and neighborhoods. These two frameworks are especially designed for a non-expert audience (citizens, local authorities, developers, etc.), within the Walloon (Belgian) context. This article is concerned with the lack of effectiveness of contemporary critical theories in explaining the conditions for social change. These theories, I would argue, continue to rely on a narrow construction of social actors. Indeed from Lukács to Bourdieu or even Habermas, many significant intellectual developments have taken place which continue to be based on one key assumption: that individuals (workers, social actors, etc.) unconsciously reproduce the social structures of capitalism whilst being alienated by them. They accept the conditions enforced on them and no longer seek to rebel against a system which impoverishes not only their work and culture, but also their soul and their creativity. What is more: they ensure the reproduction of the system by seeking to engage in mass consumption at any cost, or by glorifying the dominant values. In this paper I would like to show that today, no new critical perspective has emerged out of this negative representation of the world. Indeed, critical works present ‘man’ living here and now as nothing more than a deeply bastardized being, corrupted, denatured, soiled by a civilizing process. What we have is in effect a social actor who, in Rousseau’s philosophical tradition, has been perverted by a civilizing process informed by modernity or capitalism. This view of social actors rests on a form of disgust towards the world. [less ▲]

This paper examines some indicators regarding performance of the economy, agriculture, employment, wealth, education and quality of life, during the period 2003-2013 (when data are available), comparing the situation for the Warmia and Mazury voivodship, Eastern Poland and Poland's average as a reference. It is observed that the situation in the poorest Polish regions improved in absolute terms, though the gap with the rest of the country is still remaining. So, the development programmes, including the EU policies dealing with Eastern Poland, can be considered a half-success. [less ▲]
