Je discute ici le projet diltheyen d'une "fondation psychologique des sciences de l'esprit". Je suggère que ce projet peut être rapproché d’un certain programme épistémologique baptisé "empirisme psychologique". L’hypothèse qui se trouve à la base de l’empirisme psychologique est la suivante : l’expérience interne, psychologique, est la source des concepts au moyen desquels nous pouvons penser et connaître le monde. Après avoir brièvement reconstruit le programme diltheyen en ce sens, j'examine deux objections qui ont été soulevées contre lui: l'objection néokantienne (Windelband, Rickert) et l'objection psychologique (Ebbinghaus, Stumpf). La seconde, selon moi, met en évidence une difficulté réelle du projet de Dilthey: la "connexion structurelle de la vie" dans sa totalité peut difficilement être considérée comme "donnée" dans l'expérience interne, ainsi que l'affirme Dilthey. Je soutient donc que le programme de l'empirisme psychologique peut être poursuivi à condition de le débarrasser de cette thèse problématique. [less ▲]

Entre 1978 et 2013, Günter Grass a réuni ses traducteurs autour de chacun de ses romans pour qu’ils puissent discuter avec lui et entre eux des problèmes de traduction. L’expérience fascine, mais elle pose aussi de nombreuses questions. A partir de correspondances, de protocoles et d’enregistrements conservés aux archives et de comparaisons entre l’original de Günter Grass et plusieurs traductions, il a été possible non seulement de retracer le processus, mais aussi d’en évaluer le résultat, pour ainsi mieux cerner les enjeux multiples liés à ces séminaires de traducteurs. A côté de leur finalité avouée (l’amélioration de la qualité des traductions), ils participent à un système de contrôle plus large et contribuent à légitimer les traductions et à en faire la publicité, mais ils ont aussi pour effet de créer une dynamique entre les traducteurs et de leur donner davantage de visibilité. A French writer born on North African soil and a pied-noir who opposed both the O.A.S. and the F.L.N., Albert Camus has always enjoyed a problematic status in post-imperial France, a country where the taboos surrounding the Algerian War have been kept alive by left- and right-wingers alike. While on the one hand right-wing French politicians have recurrently appealed to Pied-Noir ‘nostalgéria’ to justify their stubborn stance of non-repentance as regards the 130 years of colonization in Algeria, on the other, influential left-wing figures, such as Pierre Nora, have participated in a climate of intellectual atrophy by joining what British historian Perry Anderson has recently called “union sucrée,” that is, sugar-coated, and self-indulgent, versions of France and its colonial past. The difficult, even impossible, memorialization of Camus and his work in today’s France was evidenced again on the eve of the writer’s centenary. In 2012, the project of a major Camus exhibition in Aix-en-Provence for Marseille-Provence European Capital of Culture 2013 was stalled, following on the brutal eviction of its curator, French Algeria historian Benjamin Stora, by arch-conservative Aix-en-Provence mayor Maryse Joissains-Masini. Certainly, the subsequent absence of official celebrations in France surrounding Camus’ 100th birthday implied that the specificity of Camus’ liberal pied-noir voice would still remain silenced there for quite some time. But it also gave new momentum to U.S. historian Todd Shepard’s suggestion that the all-too-easy conflation of ‘pied-noir’ and ‘right-wing extremist’ (which has been dominant in France since the start of the Fifth Republic, at times correctly so) has helped naturalize the construction of some post-imperial ‘all-good-again’ Frenchness, in particular maintain the comforting belief that the “‘Algerian experience’ had been an unfortunate colonial detour, from which the French Republic had now escaped” (The Invention of Decolonization, 11). Can it be that Camus’s heritage is a “burning” one (cf. Stora’s Camus brûlant (2013)) because the irreconcilability of his work and commitments with the utilitarian image of the pied noir extrémiste would reveal the extent to which today’s France is dependent on this same image to keep the memory of its own involvement in colonialism at bay? This question constitutes the starting point of my discussion of Sandra Smith’s new translation of L’Etranger (2013), which appeared in the same year as two other books also inviting us to reconsider the actuality of Camus’ Algerian legacy from a non-French perspective – namely Kamel Daoud’s Meursault, contre-enquête, a retelling of Camus’ classic which was published in Algeria, and Arthur Goldhammer’s translation, for the first time in English, of Camus’s Algerian Chronicles, which offers the writer’s final word on the Algerian question. Taking my cue from Mona Baker, who argues that “translators […] play a crucial role in both disseminating and contesting public narratives with and across national boundaries” (Translation and Conflict, 4-5), I intend to contextualize Smith’s new translation of Camus’s classic within a broader frame of contemporary attempts at problematizing the strategic pigeonholing of Camus as colonialist, decades after Edward Said’s pronouncement that The Stranger was informed by an “incapacitated colonial sensibility” (Culture and Imperialism, 176). Lawrence Venutti has argued that “the intertextual and interdiscursive relations that a translation establishes are not merely interpretative, but also potentially interrogative” (Translation Changes Everything 182). My hypothesis is that Smith’s translation strategy, which includes the re-humanization of Meursault, creates a web of new meanings that participate in opening a space through which Camus’ anti-hero can be seen both as an outsider and an insider to French Algeria – a space that might reach backward and forward, with a potential for complicating the pieties of post-imperial France. Scholarly Open Access repositories contain lots of treasures including rare or otherwise unpublished materials and articles that scholars self-archive, often as part of their institution's mandate. But it can be hard to discover this material unless users know exactly where to look. Since the very beginning, libraries have played a major role in supporting the OA movement. Next to all services they can provide to support the deposit of research output in the repositories, they can make Open Access materials widely discoverable by their patrons through general search engines (Google, Bing...), specialized search engines (like Google Scholar) and library discovery tools, thus expanding their collection to include materials that they would not necessarily pay for. In this paper, we intend to focus on two aspects regarding Open Access and Primo discovery tool. In early 2013, Ex Libris Group started to add institutional repositories to Primo Central Index (PCI), their mega-aggregation of hundreds of millions of scholarly e-resources. After 2 years, it may be interesting to take stock of the current situation of PCI regarding Open Access institutional repositories. On basis of a survey to carry out among the Primo community, the paper also shows how libraries using Primo discovery tool integrate Green Open Access contents in their catalog. Two major ways are possible for them: Firstly, they can directly harvest, index and manage any repository in their Primo and display those free contents next to the more traditional library collections; Secondly, if they are PCI subscribers, they can quickly and easily activate any, if not all, of the Open Access repositories contained PCI, making thus the contents of those directly discoverable to their end users. In this paper, we develop a fully-fledged postal market model to assess the extent of competition in the mail market in a context of declining mail volumes due to e-substitution. Our focus will be on the Belgian market situation that is interesting for at least two reasons. First, the homogenous nature of the country implies that the extent of the entrant's market coverage will be either limited to the few very densely populated areas or large covering the whole country at the exception of the few very sparely populated areas. Second, because strong licensing requirements -including coverage constraints- are imposed on competing postal operators and they may constitute barrier to entry. Our model allows us to estimate the extent of entry, the cost of meeting the licensing requirements for potential entrants and the impact of entry on the cost of the universal service. [less ▲]

The aim of this chapter is to investigate diaphasic variation in the texts written by the Deir el-Medina scribe Amennakhte son of Ipuy in New Kingdom Egypt (ca. 1150 BCE) by analysing the graphemic and linguistic features of the registers used by this individual when writing texts belonging to different genres. The registers are conceived here as selections operating within the scribal repertoire. At an empirical level, this study is intended as a first step towards a comprehensive description of the types of linguistic variation found within the written production of the Deir el-Medina community in New Kingdom Egypt (ca. 1500–1050 BCE). At a more methodological level, as a case study testing the applicability of some historical sociolinguistic methods in the field of Ancient Egyptian, which could ultimately result in refining our approach to its diachrony. Let k >= 2 be an integer. A set X of integers is k-recognizable if the language of k-ary representations of the elements in X is accepted by a finite automaton. The celebrated theorem of Cobham from 1969 states that if a set of integers is both k-recognizable and ℓ-recognizable, then it is a finite union of arithmetic progressions. We present several extensions of this result to nonstandard numeration systems, we describe the relationships with substitutive and automatic words and list Cobham-type results in various contexts. The well-studied semigroup Sg(A) = {b : b = Ax; x in Z^n; x >= 0} can be stratified by the sizes of the polyhedral fibers IPA(b) = {x : Ax = b; x >= 0; x in Z^n}. The key theme of this paper is a structure theory that characterizes precisely the set Sg_k(A) of all vectors b in Sg(A) such that their fiber IPA(b) has at least k-solutions. We demonstrate that this set is finitely generated, a union of translated copies of a semigroup which can be computed explicitly via Hilbert bases computations. Related results can be derived for those right-hand-side vectors b for which IPA(b) has exactly k solutions or fewer than k solutions. We also show that, when n, k are fixed natural numbers, one can compute in polynomial time an encoding of Sg_k(A) as a generating function, using a short sum of rational functions. As a consequence, one can identify all right-hand-side vectors that have at least k solutions. Using this tool we prove that for fixed n; k the k-Frobenius number can be computed in polynomial time, generalizing a well-known result of R. Kannan. [less ▲]

La problématique du passage de l’administration fixe (de type papier-crayon) à une administration adaptative d’un test est étudiée. Une méthode en deux étapes est présentée. Dans un premier temps, des patrons de réponses sont générés selon une administration fixe, dans le but de déterminer des valeurs admissibles de l’erreur-type d’estimation du niveau d’habileté. Ensuite, ces valeurs sont utilisées comme critères d’arrêt lors d’une administration adaptative du même test. La longueur du test est alors considérée pour évaluer la qualité du test par rapport à sa version fixe. Le test de classement en anglais, langue seconde, au collégial (TCALS-II) est utilisé en guise d’illustration. Il est établi qu’une administration adaptative du TCALS-II permettrait de réduire sensiblement la longueur du test, sans perte de qualité de l’estimation des niveaux d’habileté. Toutefois, cette amélioration est limitée aux sujets ne présentant pas un niveau d’habileté trop faible ou trop important. [less ▲]

Applying the concept of organizational fields within an intra-organizational approach, this chapter traces the issue of ‘environmental migration’ and its institutional location within European Union (EU) structures. It argues that responses have been shaped by security actors within the EU before being integrated into climate change adaptation, regional partnerships and thematic issues vis-à-vis development cooperation in third countries. Moreover, an organizational shift in treating the linkages between environment and climate change and migration belies an institutional change. This chapter examines the dominant continuity of the EU’s transformative policy in Ukraine during the crisis in Ukraine. Natorski scrutinizes how the Euromaidan revolution, the annexation of Crimea and the war in Donbass affected the dynamics of EU policy reproduction since 2013 and explains the EU-Ukraine-Russia discussions on the potential trade consequences of the Deep and Comprehensive Free Trade Area. The dynamics of the continuity of the EU policy towards Ukraine and the altered role of Russia are explained in terms of the discursive representations of the crisis in Ukraine by the EU. The chapter concludes that the policy reproduction and change depend on what actors make of the crisis and to what extent crisis representation can be mediated coherently through the background discursive schemes. Dans l’état actuel de notre connaissance, cette présence de « la matière égyptienne » (suivant l’expression de l’égyptologue français Serge Sauneron) dans les productions de l’artiste liégeois semble pouvoir se décliner sous quatre formes, qui nous renseignent, à divers titres, sur la représentation que Lambert Lombard pouvait avoir de l’Égypte antique et, surtout, sur la perspective dans laquelle il a développé ces références et cet intérêt manifeste pour la culture pharaonique.
