According to the current standards, unreinforced masonry may only be used in regions of low seismicity as the material for the lateral-load resisting system. This requirement may be too safe-sided and leading to not cost-effective solutions for moderately seismic regions. This chapter presents overview of experimental results from shake table tests on unreinforced masonry shear walls carried out in the EQUALS Laboratory of Bristol University, in order to assess, and possibly enhance, the current seismic design rules. The study also includes as additional parameter the presence of soundproofing devices required in buildings with numerous dwellings, in order to achieve the acoustic isolation recommended by recent standards. In practice the required level of acoustic isolation is obtained by locating horizontal rubber layers in the wall. These layers are likely to influence significantly the dynamic response of the wall and hence of the whole structure under seismic actions. Tests are performed on walls realized with masonry units and construction methods typical of North-Western Europe. [less ▲]

This paper proposes a Schur complement-based Domain Decomposition Method to accelerate the time-domain simulation of large, non-linear and stiff Differential and Algebraic Equation systems stemming from power system dynamic studies. The proposed algorithm employs a star-shaped decomposition scheme and exploits the locality and sparsity of the system. The simulation is accelerated by the use of quasi-Newton schemes and parallel programming techniques. The proposed algorithm is implemented using the shared-memory parallel programming model and tested on a large-scale, realistic power system model showing significant speedup. [less ▲]

A march toward deeper democratic decision-making procedures cannot be combined with the current European strategy, because the EU is not conceived to be a democratic authority, but rather a supranational normative authority whose purpose is to achieve the objectives defined in the treaties and mainly, in accordance with the Monnet method, European integration through the establishment of a single market based on the perfect competition model. In this view, the so called democratic deficit is not an occasional dysfunction of the EU decision-making process, but rather a crucial prerequisite to implement credible commitment for market preservation.For these reasons we argue that democratic legitimacy and economic efficiency are decoupled in the EU integration strategy. It emerges from the existing discrepancy between the treaty’s formulations and the decisional practice of institutions, that democratic and economic goals are separately pursued. [less ▲]

In Belgium, marriage and adoption for gays and lesbians are legal since respectively 2003 and 2006. Despite the legalization, public opinion is still not unanimous and some heterosexuals continue to disapprove those families. This study aims at examining the correlated variables of positive and negative attitudes toward same-sex marriage and same-sex parenting. Attitudes were assessed through self-report questionnaires in a cohort of 3663 heterosexual participants that are resident in Belgium, 47% Females, 53% males aged from 18 to 61. It is hypothesized that correlates of positive attitudes toward SSM and GLP will be associated with female gender, lower religiosity, liberal political ideology, and higher education and socioeconomic status. Results suggest that females are significantly more favorable than males toward same-sex marriage. People aged between 18 and 25 are significantly more favorable than older age groups. Atheists/agnostics are significantly more favorable than all religious groups. Left-wing individuals are significantly more favorable than right-wing. Females are significantly more favorable than males toward same-sex parents. These preliminary results seem to confirm our hypothesis and underline the interest of this study. [less ▲]

Because the phase response curve is a fundamental input–output characteristic of oscillators, we developed a sensitivity analysis for oscillator models in the space of phase response curves. The proposed tool can be applied to high-dimensional oscillator models without facing the curse of dimensionality obstacle associated with numerical exploration of the parameter space. Application of this tool to a state-of-the-art model of circadian rhythms suggests that it can be useful and instrumental to biological investigations. [less ▲]

Dans le cadre de la littérature de l’exil, il a souvent été question de subjectivités entre-deux, de sujets in-between, et de réflexions entre un « ici » aliénant et un « là-bas » idéalisé. En réaction à cette pensée binaire et suite aux réflexions postcoloniales, les mouvements migratoires sont aujourd’hui célébrés et associés aux figures d’identités composées . Par ailleurs, notre compréhension des migrations a fortement évolué depuis une quinzaine d’années, on ne parle donc plus aujourd’hui de relocalisations unidirectionnelles et permanentes mais plutôt de communauté transnationale et de cultures globalisées selon un agencement postcolonial . C’est dans cette optique que j’observerai quelles sont les différentes masculinités issues de la diaspora dominicaine en confrontation dans le roman de Junot Díaz La Brève et Merveilleuse Vie d’Oscar Wao, et, face à ces tensions de genre, de quelle manière la subjectivité masculine d’Oscar Wao est singulière. Hat sie ihre Autonomie wirklich erkämpft oder ist diese das Nebenprodukt der sich stets verschärfenden Auseinandersetzungen zwischen den beiden großen Volksgruppen in Belgien? Welche Interessengruppen haben das demokratische Miteinander mit welchen Zielen bestimmt? Bipshenol A (2,2’-bis-[4-hydroxyphenyl]propane) involved as monomer in the manufacture of polycarbonate plastics and epoxy resins, is found in a wide variety of products including food packaging, baby bottles, food and drink cans or containers. Because of the migration of bisphenol A from the food container to the food itself, the dietary ingestion has been estimated to be the main source for the general population. The Human exposure is increasingly studied either through the determination of dietary intake or more frequently via the measurement of urinary biomarker. This chapter is reporting results from roughly 200 publications dedicated to the bisphenol A levels found in the urine of the worldwide general population and measured within the different Human biomonitoring (HBM) studies conducted in this last decade. The exposure of children and pregnant women, both known as particularly vulnerable populations, is separately examined. The impact of the different legislations implemented in different countries to reduce children’s exposure on one hand and the different campaigns dedicated to the general public on the other hand, is not observed yet through temporal trend, likely because of the quite recent character of these actions. The advantages and the limitations of biomonitoring studies are also addressed, like the high within-person variability, the difficulties to access to reliable analytical techniques, the poor inter-study comparability, and the current need of longitudinal studies to establish links between BPA exposure and chronic diseases. Since the end of the first decade of the 21st century in Belgium, there has frequently been fierce debate between the world of the politician and that of the lawyer. These debates focus on the secondary legal aid offered citizens in the low income bracket or in a specific social category. On the one hand, lawyers criticise the low rates they can charge when representing their legal aid clients. According to the members of the bar, the system of remuneration is unfavourable since the lawyers believe that the amounts they receive per hour of work provided fall well below the break-even point. On the other hand, the world of politics has noticed an increase in the volume of litigation which results in increases in budget which in turn becomes uncontrollable. All in all, this raises the question of financing secondary legal aid, which in many continental European countries is considered a citizen’s acquired right (Cappeletti and Garth, 1978, Cappeletti, 1972), or has even been recognised by constitutions since it is one of the fundamental pillars of the guarantee to (relatively) equal access to justice (Parker, 1999). Drawing on this observation of lack of budgetary control in Belgium, we ask the question of whether other institutional contexts perform better (Regan 1999; Driesen et al., 2006). [less ▲]

Social insurance systems vary widely in terms of coverage of workers and risks, financing sources and the structure and generosity of benefits. The predominant source of financing for social insurance comes from “deductions” from payrolls. These deductions are typically categorized as either “taxes” or “contributions,” but they share the characteristics of both. Any analysis of how best to finance social insurance must thus start from an analysis of social insurance pricing: a decomposition of the insurance component (the true contribution) from the pure tax component (the true tax). Only then can an informed discussion about reforming financing mechanisms proceed. After reviewing the structure of social insurance financing and taxes in Latin America, this paper (1) discusses the problems with payroll financing of social insurance, (2) presents options for addressing these problems, (3) ties these problems to the level of informality, and (4) describes the challenges faced by policymakers in deciding how best to finance social insurance. Le Bénin, comme la plupart des pays de l’Afrique subsaharienne est sujet à une variabilité pluviométrique de plus en plus marquée résultant des changements climatiques. En septembre 2010, le pays a connu l’une des inondations les plus désastreuses de son histoire avec pour conséquences d’inestimables dégâts matériels et des milliers de sinistrés. Cette étude présente une analyse participative des stratégies locales d’adaptation et de résilience post-catastrophe des inondations de 2010 mises en place dans la commune rurale de Zagnanado afin de renforcer et/ou améliorer les stratégies futures. Les données qualitatives ont été récoltées à l’aide d’entretiens semi-directifs menés avec des acteurs clefs dans deux des villages les plus touchés par le sinistre : Kpoto et Agonvê. Des questionnaires individuels ont également été soumis à soixante habitants (chefs de ménage) de ces deux villages. Les sinistrés ont défini cette catastrophe comme étant exceptionnelle par l’effet de surprise, la hauteur d’eau et le niveau des dégâts occasionnés. Sur le plan socioéconomique, les dégâts causés par les eaux impactent –par ordre d’importance– les secteurs de l’habitat, de l’eau, de l’agriculture, et du transport. Sur le plan sociodémographique, les inondations ont provoqué des migrations temporaires pour la majorité de la population et des déplacements définitifs qui ont touché environ 50% de la population des jeunes. Les stratégies exogènes se résument pour la plupart en des dons en nature et en espèce ayant pour but d’aider à amortir le choc des dégâts. Les stratégies endogènes sont variables allant des changements dans les techniques de construction des maisons au développement d’activités alternatives à l’agriculture, à l’élevage et à la pêche. Globalement, la plupart des stratégies adoptées n’ont pas d’impact significatif sur une gestion future des risques de dégâts d’inondation. [less ▲]

Our understanding of the mechanisms of loss and recovery of consciousness, following severe brain injury or during anesthesia, is changing rapidly. Recent neuroimaging studies have shown that patients with chronic disorders of consciousness and subjects undergoing general anesthesia present a complex dysfunctionality in the architecture of brain connectivity. At present, the global hallmark of impaired consciousness appears to be amultifaceted dysfunctional connectivity pattern with both within-network loss of connectivity in awidespread frontoparietal network and between-network hyperconnectivity involving other regions such as the insula and ventral tegmental area. Despite ongoing efforts, the mechanisms underlying the emergence of consciousness after severe brain injury are not thoroughly understood. Important questions remain unanswered:What triggers the connectivity impairment leading to disorders of consciousness? Why do some patients recover from coma, while others with apparently similar brain injuries do not? Understanding these mechanisms could lead to a better comprehension of brain function and, hopefully, lead to new therapeutic strategies in this challenging patient population. [less ▲]

La libération du suspect ou de l’accusé en attente d’être jugé représente l’un des défis majeurs de la justice pénale internationale. L’expérience des tribunaux pénaux internationaux pour l’ex-Yougoslavie et pour le Rwanda a fait et fait encore en la matière l’objet de vives critiques. Malgré plusieurs ajustements de leur Règlement de procédure respectif, le régime de libération au cours de la procédure n’aura jamais été convaincant et – à la lumière des droits fondamentaux de la personne mise en cause – demeure à ce jour l’une des principales faiblesses du cadre procédural de ces juridictions. En apparence, la Cour pénale internationale semble à cet égard proposer une meilleure solution. La possibilité de libérer un suspect/accusé n’est plus abandonnée au seul Règlement de procédure et de preuve, mais est soutenue par le Statut de la Cour en son article 60. Le libellé de ce dernier reflète du reste la prise en considération soigneuse des insuffisances propres aux tribunaux ad hoc, et paraît témoigner d’une nette évolution quant au niveau de protection des droits individuels pertinents. Pour autant, la qualité du système ne peut se déduire de la simple lecture du Statut. Aussi, la présente contribution propose d’examiner le régime de mise en liberté avant-jugement à travers une analyse de la pratique concrète de la Cour dans le cadre des quatre affaires qui, à ce stade, présentent les développements les plus pertinents en la matière : Lubanga, Katanga & Ngudjolo, Bemba et Gbagbo. Pour ce faire, la contribution se décline en trois sections. La première est l’occasion de retracer l’expérience des tribunaux ad hoc et d’en isoler deux faiblesses essentielles : le pouvoir discrétionnaire accordé aux juges quant à l’octroi d’une mesure de mise en liberté, et l’attribution à la défense de la charge de prouver qu’une telle mesure se justifie. La deuxième section fait succinctement le point sur le régime de libération avant-jugement devant la Cour pénale internationale, en regard des textes fondateurs de la juridiction, mais surtout à l’aune des développements jurisprudentiels essentiels issus des quatre affaires susmentionnées. Enfin, dans la troisième section, l’article revient sur les deux faiblesses isolées au sein de la pratique des tribunaux ad hoc, et tente d’en déterminer la portée dans le contexte de la Cour pénale internationale. Il y est avancé que – en dépit des mutations textuelles – la pratique de la Cour ne révèle pas d’évolution notable par rapport à l’héritage des tribunaux pénaux internationaux. Dans les faits, l’application concrète du texte réduit à de simples fictions les principes – pourtant posés par la lettre du Statut – d’absence de pouvoir discrétionnaire dans le chef des juges et d’attribution de l’onus probandi à l’accusation. Digital holographic (DH) interferometry has been developed in the long-wave infrared spectral range with CO2 lasers and microbolometer arrays. This application has been driven by the European Space Agency’s constant need of techniques for monitoring large displacements of large structures. Here the study focuses on the case of aspheric mirrors, like parabola and ellipses. Usually they are tested through interferometric wavefront error measurements which require expensive null-lenses matching each of the reflectors considered. In the case of monitoring deformation a holographic technique can be considered where the wavefront is compared with itself at different instant. Therefore the optical can be quite simple and easily reconfigurable from one reflector to another. The advantage of using long wavelength is that large deformations can be measured at once, in addition to being more immune against environmental perturbations. Another advantage of DH at such wavelengths is that the ratio between the wavelength and the pixel size allows reconstructing objects 5 to 10 times larger than with DH in the visible. In this project we considered first the case of a 1.1 meter diameter parabola for submillimeter range observations. Such specimen shows strong specular reflectivity. We have developed several set-ups with different ways to illuminate the object and to collect rays to form the object beam: either through point source or through and extended diffuser working by reflection of the laser beam. Both possibilities have been compared in terms of fringe quality as well as measurement range. We selected the diffuser illumination for applying the set-up into a large vacuum facility for measuring the deformation of the parabola between 224 and 107 K. Results of this measurement campaign are presented. A further application has been shown by observation of off-axis ellipse. In this case interferometric testing is difficult to achieve and LWIR DHI with diffuser illumination is found quite simple to implement and gives straightforward results. [less ▲]

I discuss the role of women and erōs in court poetry, by focusing on the ruling pair, i.e. the couple par excellence, and arguing that a gentle, reciprocal love within the bonds of marriage is presented as a crucial value, ensuring wealth and social order as well as the continuity of the dynasty itself. Because court life is a fashionable source of models for the elite, the poetic motif of requited love also influences the ideal depiction of love outside the ruling pair. After focusing on how internal patterns of relationship between characters shape the role of the queen in Alexandrian court poetry, I turn to non-literary, epigraphic evidence, in order to show how poetic representations of royal love integrate into a wider ideological program. Although my study mainly concerns Ptolemaic ruling pairs, I discuss some epigraphic parallels from the Seleucid dynasty as well, so that some general observations can be made on early Hellenistic queenship. The parental function is an individual competence taking place within a dyadic interaction and relationship between adult and infant; and in which each parent actualizes with the infant independently from the other parent. Co-parenting, instead, concerns the ways in which mothers and fathers function together as parents, how they cooperate, support and/or undermine each other in their reciprocal presence or absence and how they manage triadic processes. This key notion inserted with good marital and parent-child relationship seems correlated with good child outcomes (e.g., Brown, et al., 2010). Numerous longitudinal studies has observed co-parenting in “traditional families” (e.g. Favez at al. 2012) and his impact on family alliance; in lesbian headed family co-parenting was studying mainly in terms of couples’ division of family labor (Patterson & Farr, 2011), which researchers view as one aspect of co-parenting (e.g., Feinberg, 2003). In this paper we observe two contrasted co-parenting in two lesbian headed families. Co-parenting will be observed at the help of Lausanne Trilogue Play approach (LTP Fivaz-Depeursinge & Corboz-Warnery’s 1999) during triadic family interaction. [less ▲]

Après avoir rappelé quelques-uns des défis qui se posent aujourd’hui à l’enseignement supérieur - et plus particulièrement à ses enseignants, en termes pédagogiques – et proposé une définition de l’« innovation pédagogique », ce chapitre questionne quelques grandes tendances innovantes en lien avec les technologies Internet. Ainsi, il aborde successivement les innovations que sont (1) le pilotage par l’étudiant de sa propre formation, nécessitant chez l’étudiant une exigeante autorégulation de ses apprentissages, (2) les approches « programme », impliquant souvent la construction de référentiels de compétences et des évaluations intégrées, recourant notamment aux portfolios, et (3) l’avènement des « Massive Open Online Courses » (MOOCs) et leur lot de critiques mais aussi d’ambitions, tant technologiques que pédagogiques et sociales. Par "tournant psychologique", nous entendons l’adhésion significative de plusieurs auteurs à la conviction selon laquelle les problèmes philosophiques ne peuvent pas être traités de manière satisfaisante sans les ressources de l’analyse psychologique. Nous montrons ici que ce tournant s’est effectué progressivement au XIXe siècle dans la philosophie de langue allemande, et qu'il a donné lieu à des approches incarnées par des philosophes aussi différents que Fries, Beneke, Brentano, Stumpf, Dilthey, Lipps, Wundt ou le jeune Husserl. Quelque divergentes que soient leurs positions, ces auteurs partagent généralement l’idée que philosophie et psychologie sont inséparables. Aussi pourrait-on dire que le tournant psychologique n’est rien d’autre que l’adoption d'une "thèse d’inséparabilité". De cette thèse, nous distinguons ici la thèse "psychologiste" au sens étroit ou strict, selon laquelle la vérité d'une proposition (mais aussi la beauté d'une forme, la bonté d'une action, etc.) dépend des mécanismes mentaux d'un individu ou de l'esprit humain. Notre objectif est de suggérer que le tournant psychologique n'implique pas nécessairement l'adhésion à la thèse psychologiste. [less ▲]

This chapter presents a pedagogical case presenting a 15-year-old girl who met some episodes of drop in blood pressure in the morning when beginning school. Her physical education (PE) teacher has to find a way to deal with such situation. Three scientists from physiology, fitness training and psychology analyze the scenario and underline the knowledge that should be used by the PE teacher in order to implement appropriate lessons. Sport pedagogists propose then a concrete contribution based on this interdisciplinary analysis. Such paper is a fantastic adventure for scholars who are invited to exchange their representations, knowledge et ideas in order to develop strong approaches. The refective process is an example for preservice education but also for all practioneers and PE teacher educators. [less ▲]
