De Gaulle aurait-il personnellement soutenu, voire financé la cause wallonne et rattachiste ? Ce texte montre qu’en réalité, ce sont surtout des strates inférieures, "paragaullistes", qui ont été mobilisées. Dans un contexte marqué par les lois Gilson clichant la frontière linguistique, la visite du Général au Québec et le "Walen buiten !" à l’Université de Louvain, nombre de militants wallons se sont senti pousser des ailes et ont cherché à nouer, tous azimuts, des contacts à Paris. Décryptant les réseaux ainsi activés par eux, cet article insiste sur le rôle central joué par Philippe Rossillon, animateur du mouvement "Patrie et Progrès" puis héraut de la francophonie, et par le "lobby québécois" gravitant dans les sphères gouvernementales françaises. Leur influence se fera sentir en Wallonie jusqu’à la fin des années 1990 au moins. [less ▲]

La firme Marvel, célèbre maison d’édition de comics devenue également maison de production audiovisuelle, a développé durant les années 2000 une stratégie originale d’adaptation cinématographique des œuvres imprimées qui marque par son caractère hybride et son intermédialité. D’une part, ces films empruntent nombre de caractéristiques propres à l’écriture des comics pour renouveler la poétique des blockbusters. D’autre part, ces adaptations filmiques influent ensuite sur l’esthétique des comics, bouleversant ainsi la hiérarchie habituelle entre œuvres sources et œuvres adaptées. La question de l’adaptation de ces comics superhéroiques s’avère d’autant plus complexe que la bande dessinée et le cinéma ne sont pas les seuls médias ou les seules pratiques en jeu (animation, industrie du jouet et jeux vidéos doivent être également considérés). Pour tenter de cerner les enjeux de l’actuelle stratégie des adaptations Marvel, cet article tente d’appréhender le film de superhéros en tant que genre à part entière (renouvellement des codes du film d’action, des modes de production et de convergences industriels) en s’attachant, notamment, à un film emblématique de cette production : The Avengers (Joss Whedon, 2012). Agricultural development models are the focus of intense debate in the Cambodian policy-making arenas. A model inspired by the ‘Green Revolution’, which promotes industrialization of rice cropping systems and is mainly dependent on external inputs, is usually contrasted with multi-purpose farming (MPF) in which rice cropping is integrated with other production to maximize their interactions and complementarities. The purpose of this research is to present some economic arguments based on the experience in promoting MPF of CEDAC (Centre d’Etude et de Dévelopement Agricole Cambodgien, also known as the Cambodian Center for Study and Development in Agriculture). We develop a comparative analysis between conventional rice cropping systems and MPF to analyze the production economics and the overall patterns of household labor diversification. Focusing primarily on rainy-season rice production, we attribute significant advantage to MPF against non-MPF practices. These differences are perceptible in higher rice yield, lower cash-paid costs, and higher value-added per hectare. However, these differences become less significant when multi-purpose farming is only partially implemented, i.e. if some elements of the system are missing. MPF provides employment opportunities that represent a reliable alternative to job migration. Under MPF, family labor is used more on-farm than is the case with non- MPF farms and is more homogenously distributed throughout the year. However, we identify barriers that curb the scaling-up of this innovation, which include limited access to information, anticipated lack of labor, lack of capacity or technical skills, lack of up-front capital to make the initial investment in land conversion to MPF, and land plot sizes that are too small to be converted to this model. We also discuss the opportunities to create markets for products of differentiated quality produced under multi-purpose farming. [less ▲]

This work presents a mixed penalty-duality formulation from an augmented Lagrangian approach for treating the contact inequality constraints. The augmented Lagrangian approach allows to regularize the non differentiable contact terms and gives a C1 differentiable saddle-point functional. The relative displacement of two contacting bodies is described in the framework of the Finite Element Method (FEM) using the mortar method, which gives a smooth representation of the contact forces across the bodies interface. To study the robustness and performance of the proposed algorithm, validation numerical examples with finite deformations and large slip motion are presented. [less ▲]

Devonian and Carboniferous deposits are found in many places around the world. The record of climate change preserved in them is the best (and only) resource of information on the Earth`s climate system then, at a time, when current and future climatic change is one of society`s greatest challenges. This book introduces some of the key areas of Mid-Palaeozoic sediment occurrence worldwide, authored by 114 specialists from more than 30 countries. The areas were studied as part of the UNESCO/IUGS project on climate change and biodiversity patterns in the mid-Palaeozoic (Devonian and Carboniferous). This large-scale taxonomic, stratigraphic and palaeoecological study of mid-Paleozoic floras and faunas has resulted in 86 contributions and more than 25 artistic reconstructions characterizing the biosphere of the Devonian and Carboniferous. Each contribution describes (in English and the respective national language) the scope of the IGCP project in the respective country, exemplified by representative Devonian/Carboniferous age geological sections and/or regions there. In the academic debate about the southern Nigerian video industry (Nollywood), the role of women has generally been underestimated. Articles that focus on the connection between women and the video industry tend to analyse the discourse about gender that videos produce and circulate and see the videos as propagator of sexist and patriarchal stereotypes about women and their place in society. Some analysts have nuanced these criticisms by showing the variety and complexity of the gender discourse that videos circulate, and by emphasizing that the video stories make new forms of female social mobility visible. However, almost no attention has been given to the analysis of how the industry, as a form of business, has opened new spaces for women’s economic and social mobility. In this chapter I make an attempt at addressing this gap by focusing on the experience of a number of women who have successfully established themselves as entrepreneurs in the southern Nigerian video industry. Thanks to their specific business strategies, they have created new spaces for female economic and social mobility in this sector, and have gained pronounced social visibility, thus contributing to the construction of the collective imagination of women’s social and economic success. L’alcool remonte le moral. Une petite cuite n’a jamais tué personne. Boire un café atténue l’effet de l’alcool. Le binge drinking est un fléau nouveau… De nombreuses idées reçues, certaines fondées, d’autres pas, sont véhiculées à propos de l’alcool et de ses conséquences. L’alcool soulève aussi de multiples questions : L’alcool est-il une drogue ? L’alcool est-il aphrodisiaque ? L’alcoolisme est-il héréditaire ? Combien l’alcool coûte/rapporte-t-il à la société ? Peut-on guérir de l’alcoolisme ?… Ce livre a pour but de démont(r)er certaines idées reçues sur l’alcool et d’apporter des réponses aux questions que chacun se pose. Les auteurs ne se bornent pas à répondre par vrai ou faux, ils fournissent les explications, appuyées sur l’état des connaissances scientifiques actuelles, qui permettent d’infirmer ou de confirmer ces idées reçues ou de répondre à ces questions. Ils nuancent le propos lorsque la réponse n’est pas de l’ordre du tout ou rien. Il est indéniable que l’excès d’alcool est nuisible à la santé. Il existe cependant une littérature scientifique démontrant des effets positifs sur la santé de la consommation en quantités modérées de certaines boissons alcoolisées. Ce mélange d’effets positifs et négatifs explique que le public a développé une relation d’amour-haine avec l’alcool. Ainsi, les abstinents complets sont parfois qualifiés de rabat-joie. Les alcooliques chroniques (5 à 10 % des occidentaux, selon les études épidémiologiques !) sont, quant à eux, souvent trop vite jugés. Ce qui est certain c’est que l’alcoolo-dépendance est source de beaucoup de souffrances pour la personne et son entourage. Ces 41 réponses à des questions sur l’alcool visent à donner des balises au lecteur, littérature scientifique à l’appui. [less ▲]

Among others, they require each state to guarantee access to justice for plaintiffs who have experienced discrimination and for organizations which promote their rights. The implementation of these common norms and frames varies across the countries. From an empirical investigation on workplace discrimination, this chapter examines how equality agencies mobilize, or do not mobilize, the labor court in two countries, Sweden and Belgium. The author shows that the role of equality agencies in labor issues in each national setting influences their choices and opportunities to mobilize the law, inside and outside the courtroom, to fight workplace discrimination. In return, their activity also creates new legal opportunities to promote workers’ rights. [less ▲]

This chapter will analyze the place of the threat alleged of Cultural Marxism in the discourse of the radical and extreme right, in the United States as well as in continental Europe and the United Kingdom. The underlying aim of this chapter is to examine the determinant role that this ‘threat’ plays in the Anglo Saxon extreme right, in particular at the intellectual, ideological and doctrinal levels, in comparison to other countries. Certainly if the Netherlands, France or other countries have parties or political groups which borrow the rhetoric of ‘fighting’ against Cultural Marxism, or its more nebulous variant, ‘political correctness’, it certainly finds its origins in the United States, and more broadly the Anglo-Saxon world. To achieve this, the chapter will begin by unpicking the meanings behind the notion of Cultural Marxism, from its origins to its use in Anders Breivik’s manifesto released shortly before the Oslo and UtØya massacres. It will show that the term emerged from the literature of American ultraconservatives following the fall of the Berlin Wall as a consequence of the disappearance of the ‘red menace’ of Communism. Secondly, it will focus on two important moments in the development of the term. It will describe the phrase’s usage from the beginning of the 2000s within the discourse of Pat Buchanan, a political commentator and multiple U.S. presidential candidate. Then it will illustrate the re-emergence of the term some 10 years later, in the manifesto of Anders Breivik and in the subsequent justification of his acts throughout his trial. In both cases, we will see that Buchanan and Breivik emphasize the same basic theme, Cultural Marxism, in their denouncement of what they see as two different threats. Finally, from these explorations of the usage of the term, the discussion will examine other current uses of the notion of ‘Cultural Marxism’ in the British and American radical right. To conclude, it will show how the ‘Cultural Marxism’ threats are used by a variety of activists to argue for the defence of their political standpoints, setting this in a language of preserving freedom and democracy, but ultimately only within a framework designed to defend Judeo-Christian values. Comme en rend bien compte l’ouvrage Several Authors, One Pen dirigé par Seth Whidden (2009), la pratique littéraire, dans le champ littéraire français du XIXe siècle, ne se conçoit pas sans la collectivité. Que celle-ci se décline sous la forme du cénacle, de la secte, du groupe, du mouvement, du réseau, de la clique, de l’académie ou de l’école, cette collectivité littéraire est fréquemment portée par la nécessité d’affirmer sa fédération et de se mettre en valeur au cœur du paysage culturel dans lequel elle prend place — et ce, quels que soient son étendue, sa raison d’être et les mécanismes internes qui la régissent. Pour ce faire, nombreux sont les rassemblements d’écrivains qui ont pris en charge, collectivement ou par la voix de l’un de leurs membres, simultanément à leur existence ou postérieurement, un discours de présentation cohésif destiné à marquer les consciences et à agir sur l’imaginaire d’une époque. C’est cette réalité que nous nous proposons ici d’interroger, en nous penchant sur les logiques des discours endogènes figurant les collectifs littéraires français ayant vécu durant la seconde moitié du XIXe siècle . Isolant un espace qui s’étendrait d’un discours prospectif à un regard rétrospectif, nous partirions de la préface aux Poèmes antiques (1852) de Leconte de Lisle, dans lequel le poète dresse par anticipation le portrait collectif des « poëtes nouveaux » du Parnasse, pour aboutir aux mémoires d’Ernest Raynaud qui, dans les trois tomes de La Mêlée symboliste (1918-1920), retrace, vingt ans après, l’aventure d’un mouvement peu fédéré. L’enquête que nous aimerions présenter ici s’inscrit dans une recherche postdoctorale principalement articulée autour de deux grands axes, complémentaires mais distincts, dont il s’agirait ici de présenter les implications. Le premier de ces axes vise à interroger les poétiques et supports de ces figurations ; le second leurs effets et enjeux. Il s’agira donc, à l’occasion de cette intervention, de présenter les objectifs et les outils d’une analyse qui, au-delà de son apport ponctuel à la connaissance d’une époque et du champ littéraire, invite à une histoire sociale de la littérature soucieuse de dépasser les récits singuliers et paratactiques que nous avons pour habitude de lire à propos des « grands auteurs ». Au départ d’une analyse de l’histoire des nombres naturels, cet article propose une réflexion sur la dialectique conceptualisation/symbolisation propre à la pensée mathématique. Il témoigne tout d’abord des nombreuses difficultés des élèves en matière de symbolisation tant en arithmétique qu’en algèbre. Il vise ensuite à mettre en lumière, dans la foulée des approches socioculturelles, le rôle et l’importance des activités de symbolisation dans l’apprentissage des concepts mathématiques. Il vient enfin concrétiser ces perspectives par des pratiques de classe illustrant les propos théoriques. The majority of children in Burkina Faso undertake work and, compared to other West African countries, it has the highest rate of children involved in hazardous work (Diallo 2008; NISD 2008), which is one working child out of two. Based on a qualitative survey, this chapter presents the perspectives of Burkinabe children working in two of the hazardous sectors: a quarry and an artisanal mine. The findings show that children acknowledge very difficult working conditions in these sites. However a variety of reasons maintain them in work, which they perceive as a solution and thus challenging action against child labour in Burkina Faso. [less ▲]

Extrait : La fortune journalistique de l’appellation « nouveaux réactionnaires » doit très beaucoup au paradigme dont elle relève, qui met le collectif ainsi désigné en balance avec d’autres courants littéraires, intellectuels et politiques agrégés de même, depuis près d’un demi-siècle, sous l’invocation de la « nouveauté » : « nouveaux romanciers » des années 1950-1960, « nouvelle critique » des années 1960-1970, « nouveaux philosophes » et « nouvelle droite » des années 1970-1980. Il va sans dire que cette appellation, produit d’une construction éditoriale à haute intensité polémique et productrice elle-même de puissants effets de construction, oppose à toute analyse du phénomène social et idéologique qu’elle entend recouvrir les obstacles qu’installent en règle très générale, si l’on n’y prend garde, les objets qui semblent s’offrir spontanément, et sous une fausse transparence, à l’appréhension . The Council of Europe and the European Union (hereinafter: the EU) are major players and partners in the domain of policy shaping strategies on the European continent, with significant and evergrowing impact on international community as a whole. Although the ratio and ideas behind their establishment were not the same (economic versus humanistic), they have, over the time, acquired a similar attitude towards a number of legal issues, including protection of human rights and fundamental freedoms. Unlike the Council of Europe which perceived human rights as a cornerstone of its founding pillars, the EU took a longer way to incorporate them in its priority areas. The latter shift was, however, rapid and these days, one is witnessing a large-scale cooperation instituted between respective regional organisations with the aim of creating a human rights friendly environment. The purpose of this paper is to shed light on one particular segment of their cooperation in the field of human rights protection – asylum law. For the fact that Europe attracts a large contingency of people looking for better life and new beginnings, asylum matters have moved to the forefront of the Council of Europe and EU standard setting policies. The chapter following the introductory remarks gives an overview of the most crucial moments in the chronology of cooperation between the Council of Europe and the EU, observed from the angle of the Convention for the Protection of Human Rights and Fundamental Freedoms (hereinafter: the European Convention) and the related case-law of the two core European judicial organs: the European Court of Human Rights (hereinafter: the ECHR) and the Court of Justice of the European Union (hereinafter: the CJEU). A special emphasis is put on recent developments of historical significance related to the accession of the EU to the European Convention and peculiar legal consequences thereof. Chapter 3 focuses on the so-called Dublin system, a set of norms and mechanisms introduced to regulate a vast area of the asylum policy within the EU. The analysis keeps track with the steps taken in the creation of a common European asylum system, i.e. the three codification stages and their outcomes. Despite being of EU provenance, the respective system serves as a solid legal basis in asylum matters adjudicated by both European courts. Finally, the chapter preceding the conclusion highlights some of the leading asylum cases which demonstrate a close interrelation and interdependance of the European courts and their case-law in the area of European asylum policies. The sub-chapter on the ECHR case-law summarises the most notable facts, elements and standards derived from the judgments in the cases of M. S. S. v. Belgium and Greece, T. I. v. the United Kingdom and K. R. S. v. the United Kingdom, as well as Mohammed Hussein and Others v. the Netherlands and Italy, and Mohammed v. Austria. In the same vein, the CJEU case-law is elaborated in another sub-chapter; namely, the authors draw attention to the cases of N. S. v. Secretary of State for the Home Department and M. E. and others v. Refugee Applications Commissioner, Minister for Justice, Equality and Law Reform; Meki Elgafaji, Noor Elgafaji v. Staatssecretaris van Justitie; and Shamso Abdullahi v. Bundesasylamt. The purpose of this case-law overview and analysis is to sum up major rules, theories and standards originating from the judgements, as well as to find the points of convergence and differentiation between the ECHR and the CJEU in asylum matters. Flooding on Cambodian land use systems is not a new phenomenon but its significance has increased in the context of global environmental changes. This study aims to assess the vulnerability of agricultural production to floods in the Sangkae River watershed in Battambang province, Northwestern Cambodia. The study was conducted in conjunction with the provincial spatial planning team hosted by the Provincial Department of Land Management and can be viewed as a first step toward a flood management decision-making tool for provincial authorities. The assessments rest on specific dimensions of vulnerability (exposure, sensitivity and adaptive capacity) at different levels in a multi-scale framework: spatial scale (watershed, commune and household); temporal scale (decade, year and season); and institutional scale (national policy, provincial operating rules and communal agencies). The analysis rests on triangulation of qualitative and quantitative data (time-series rainfall data, land use systems, participatory flood mapping, commune workshops (n=31), social-economic statistical databases, in-depth interviews with relevant institutions (n=5) and household surveys (n=162). Intensification of rainfall since the 1920s has increased the risk of flooding in the Sangkae River watershed during the late rainy season, particularly in the upstream area. Using an indicator-based approach, we discovered that the vulnerability of communes is highly dependent on the agro-ecology of land use systems. The household assessment reveals the variability of adaptive capacity between households according to their food security status and income portfolio. Agricultural innovation and structural adaptation to flood are scarce; the households mostly cope with flood through credit, external aid and de-capitalization (sale of household assets). These coping mechanisms adopted by farmers do not reduce vulnerability but reinforce it.The application of this assessment methodology provides nested pictures of vulnerability at different levels and scales and we argue that a dialogue between these levels and scales is necessary to understand the nature of the vulnerability and to act to reduce it. Using these different typologies of vulnerability, this approach enables recommendations to be formulated to reduce vulnerability through better horizontal and vertical integration of institutions and agencies, and effective collective action. In late modernity societies where pursuit of career in an unstable and rapidly changing occupational structure is so difficult, motivation fueling vocational constructing behaviors appears to be a prerequisite of success. However, motivational processes are only half of the story. In order to overcome internal or external obstacles to a confident and peaceful reflection on their career development, individuals need more than ever to bring into play volition, that is, the capacity to regulate psychological functions such as cognition, motivation, and emotion in order to determine which motivational tendencies are implemented, when, and how. The first aim of this contribution is to present some aspects of this overarching concept originating in experimental and social psychology, and recently also considered by cognitive neurosciences. Taking the psychology of action control as a lens of analysis, the chapter outlines (1) action versus state orientation affect–regulatory competences embedded in Personality Systems Interactions theory (Kuhl, 2000a, 2000b), which proposes an explanation of functional relationships between cognitive and affective systems underlying action; (2) implementation intentions (Gollwitzer, 1993, 1999), that is, a kind of specific plans which differs from goal intentions and may be activated in the postdecisional pre-action phase of the Rubicon Model of Action Phases. As a second aim of the chapter, some applications of these volitional constructs to the vocational domain, until now largely or completely unexplored, are proposed in order to suggest how leading theories in the field can enrich concrete practices to help students and clients, faced to an unsecured world, volitionally construct the future of their career.
