Au cœur de ces associations liées de près ou de loin à ce qu’Ernest Raynaud qualifiera de « mêlée symboliste » (1920-1922), le rire fonctionne comme un véritable ciment social, renforçant les liens des membres de la collectivité et redoublant l’exclusion de ceux qui n’en sont pas. Héritiers d’entreprises collectives comme Le Parnassiculet contemporain (1866) et l’Album zutique (composé en 1871 et tenu délibérément à l’écart des circuits de diffusion du livre), les agents engageant les projets des Hydropathes, des Hirsutes, des Jemenfoutistes ou de l’incontournable cabaret du Chat Noir se rassemblent non seulement dans une perspective dérisoire, mais encore se dotent-ils d’un discours qui, plus qu’un simple divertissement, présente cette dérision comme principe régulant l’activité collective. Ce sont, à l’aune des cas susmentionnés, quelques-uns de ces discours du rire collectif fin de siècle que nous explorons ici, en nous penchant sur les mécanismes rhétoriques qui les fondent et sur les grandes logiques (d’opposition à des figures spécifiques ou à des institutions) qui les motivent, en cherchant à mettre en lumière la façon dont cette omniprésence de la dérision est directement provoquée par l’état du champ littéraire de l’époque. The video industry in Nigeria has developed within a widely informal economic environment in which the illicit reproduction and circulation of goods were the rule rather than the exception. The informality of circulation has played a particularly influential role in both the history of the video industry and the genesis of the present crisis. While, on the one hand, it has made videos available all over the African continent and within the diaspora, creating the basis for Nollywood’s international success, it has, on the other hand, weakened the industry’s economy, exposing it to consecutive cycles of saturation and collapse. For this reason, the production crisis that emerged over the past few years has catalyzed numerous controversies concerning the structure of the video economy and the rules that regulate it. The informality on which the video economy has been based since its inception is today often considered a threat to the survival of the industry itself. While the industry has achieved global recognition, the economic fragility of its success has provoked growing anxiety. This anxiety has been progressively concentrated, by both media and video entrepreneurs, on issues of piracy and copyright protection. The aim of this chapter is to investigate the causes of this anxiety and the role that piracy and transformations in copyright legislation have had in catalysing it, while shaping the economy of the industry. Throughout this chapter I will argue that when the uncontrolled circulation of goods begins to undermine the economic basis of the industry that produces them, the rhetoric of piracy is mobilized to ensure the accessibility to the economy of both the production and the distribution of the goods themselves. This allows some of the entrepreneurs involved in the production process to gain exclusive control over it and the capital it generates. Within the Nigerian context, the rhetorical construction of piracy and the legal and economic consequences of this construction are the result of specific conflicts among different segments of the Nigerian video industry and, more precisely, different models of economic entrepreneurship. As the history of the Nigerian video phenomenon shows, a loose copyright regime seems to have positive consequences for the emergence and early development of a creative industry, although, once the industry seeks to attain higher levels of profitability, it tends to become problematic, and the rhetoric of piracy can become a tool to orient processes of restructuration of the cultural industry’s economy. In relation to this dynamic, I analyse the way in which the normative orders that regulate the reproduction and circulation of images and contents developed within the Nigerian context, and I discuss how their introduction and implementation progressively shaped people’s perception of legal and illegal practices in the field of local cultural production. The role of the law in front of nuclear technologies and nuclear weapons is a meaningful one. The law is aimed to regulate the existing nuclear activities, or – at a preliminary stage – to (try to) prevent and govern the risks arising from the misuse of nuclear technologies, or to tackle the problem of nuclear proliferation. However, on many occasions, it appears that the law is inefficient to deal with these issues. Thus, the paper proposes some “best practice” legal ways to be followed, in order to build a cooperative nuclear compliance at a global level. The analysis starts from the focus on the Treaty of Non-Proliferation (NPT), highlighting the content of Article VI as judicially interpreted by the International Court of Justice, and examining the gaps and limits that the NPT still owns. After defining the notions of “verification, compliance and enforcement”, the paper concentrates on some methods and mechanisms that have been established at the international law level in general, with the purpose to obtain the respect of international rules. In the belief that the comparison could be useful as a “source of inspiration” for the nuclear non-proliferation, the chosen ways of verification and compliance pertain to the area of environmental law and trade law. On the basis of such comparison, a set of guidelines for enhancing cooperative compliance in the nuclear field is concretely offered. In particular, it is stressed to (a) collect and monitor the data; (b) reinforce the structure and action of the International Atomic Energy Agency (IAEA); (c) involve other UN bodies, of States and civil society; and (d) follow the principles of (i) the rule of law, (ii) impartiality and non-discrimination, (iii) transparency, and (iv) responsibility. After an introductory part on the history of toponymics in Egyptology, this article intends to give a general sketch of Ancient Egyptian toponyms and their forms by addressing questions such as how toponyms were constructed, or to which part of a territory they were applied and by whom. Numerous exit routes from the labor force can be identified: old‐age pensions, conventional early retirement, disability insurance, and unemployment insurance are the most prominent ones. We analyze the retirement decision of Belgian workers adopting an option value framework, and pay special attention to the role of health status. We estimate probit models of retirement using data from SHARE. The results show that health and incentives matter in the decision to exit from the labor market. The global health environment is becoming increasingly complex. Social, demographic and epidemiological transformations fed by globali - zation, urbanization and ageing populations pose challenges of a magnitude that was not anticipated three decades ago. In addition, recent global health security threats such as the Ebola virus disease or Zika virus outbreak, and the growing mismatch between the low performance of health systems and the rising expectations of societies, are increasingly becoming a cause for political concern. This often leads to countries prioritizing, or re-prioritizing, efforts towards strengthening health systems, moving towards universal health coverage (UHC) and implementing the idea of health in all policies. Countries recognize that these calls for efficiently strengthening health systems and improving health security must be translated into robust, realistic, comprehensive, coherent and well balanced health policies, strategies and plans. In the post-Millennium Development Goals (MDGs) era, they also recognize that in pluralist, mixed, public-private health systems, these policies, strategies and plans have to relate to the entire health sector and cannot be limited anymore to “command-and-control” plans for the public sector. Functional health systems that deliver high quality services to the population are the main priority for governments. Achieving this requires permanent, well-structured and dynamic processes, with a true consensus between the demand and supply of services, as well as between governments, services providers and the population. A solid, evidence-informed policy dialogue is the only real way to achieve this in the 21st century. Furthermore, it is now widely understood that national health policies, strategies and plans (NHPSPs) extend much beyond “health care”, i.e. clinical personal services, and cover the broad public health agenda, including disaster preparedness, risk management and the Inter - national Health Regulations, encompassing action on the social determinants of health and the interaction between the health sector and other sectors in society. In the face of both these gradual and acute changes over the past decade, NHPSPs, and more importantly the process of developing the NHPSP, need to be adapted and given a different focus. This handbook attempts to address that need. In the context of the Paris, Accra and Busan principles of effective development cooperation, it is also widely recognized that in countries that receive significant external aid, NHPSPs are increasingly seen as crucial for making aid more effective. It is recognized that, during the MDGs era, plans or policies did not always fulfill their promises; this was often because of design deficiencies or implementation failures. It was common to observe that national plans were not inclusive, not comprehensive enough, often imbalanced and incoherent with the wide variety of health problems to be tackled. Often, there was a disconnect between national plans and the broader national development policies or policy frameworks, health financing strategies and macroeconomic policies. [less ▲]

The second summer school addressed the topic of ‘Ageing and Technology’, and was held in Cork in June 2014. We describe the rationale and format of the summer school in order to present a comprehensive account of how it was introduced TA, both its rational and its methods, to a new audience. We argue that as the responsible innovation agenda continues to gain traction among policy makers, societal actors and academics, education initiatives such as TA summer schools can have an important role to play in the future of the governance of science, technology and innovation. Since 2004 (Vass et al. 2004), an increasing number of studies have been conducted to understand the body decomposition process by measuring the Volatile Organic Compounds (VOCs) released by decaying bodies. However, the chemical profi le of the decomposition odor is still far for from being resolved. Indeed, the complexity of the VOC mixture makes it diffi cult to be carried out by classical GC-MS. A better understanding of the decomposition process could thus possibly be achieved using a multidimensional technique such as Comprehensive Two Dimensional Gas Chromatography coupled to time of fl ight mass spectrometry (GC×GC-TOFMS). The high peak capacity of this multidimensional technique combined with the visualization power of multivariate statistical methods allows a deeper understanding of complex VOC matrices. [less ▲]

Bernard Bolzano notoriously rejected Immanuel Kant’s claim that arithmetic and geometry were grounded on synthetic a priori judgements based on pure intuition. According to Bolzano, only analysis of concepts could ground the generality of mathematical statements and proofs; such a stand would later lead to logicism (from Frege to Carnap). Far from going in this way, however, Charles Sanders Peirce, who was one of the fathers of formal logic but also a great admirer of Kant, provided semiotic reasons to believe that diagrams do have a general meaning and that they can provide a knowledge which is both general and “ampliative”. Unlike mere logical analysis, diagrams (the analogon of Kant’s schemas) help to explore concepts by going somehow “outside of them” in such a way that new knowledge is gained. This provides new support to Kant’s notion of intuitive construction, which is supposed to be both deductive and inventive [less ▲]

Dans l’héritage des travaux de Ludwig Wittgenstein et de John Austin, Stanley Cavell présente une conception du langage radicalement originale sur la scène philosophique contemporaine dans la mesure où elle entend mettre l’accent sur le fait que le langage est toujours prononcé par une voix humaine au sein d’une « forme de vie », une voix rationnelle en tant que normée dans son accord avec les autres voix. L’enjeu de cet article est d’explorer la portée de l’influence kantienne sur cette conception de la normativité de la voix. Nous montrons que le rapport de Cavell à Kant est profondément ambivalent dans la mesure où Cavell présente explicitement sa démarche comme « transcendantale » et s’intéresse de près au concept de « voix universelle » de la Critique de la faculté de juger. The well-studied semigroup Sg(A) = {b : b = Ax; x in Z^n; x >= 0} can be stratified by the sizes of the polyhedral fibers IPA(b) = {x : Ax = b; x >= 0; x in Z^n}. The key theme of this paper is a structure theory that characterizes precisely the set Sg_k(A) of all vectors b in Sg(A) such that their fiber IPA(b) has at least k-solutions. We demonstrate that this set is finitely generated, a union of translated copies of a semigroup which can be computed explicitly via Hilbert bases computations. Related results can be derived for those right-hand-side vectors b for which IPA(b) has exactly k solutions or fewer than k solutions. We also show that, when n, k are fixed natural numbers, one can compute in polynomial time an encoding of Sg_k(A) as a generating function, using a short sum of rational functions. As a consequence, one can identify all right-hand-side vectors that have at least k solutions. Using this tool we prove that for fixed n; k the k-Frobenius number can be computed in polynomial time, generalizing a well-known result of R. Kannan. [less ▲]

Ce chapitre s'attache à comprendre ce que ce champ particulier de la philosophie contemporaine fait de la question de la médiation, comment le contexte de développement des techniques de communication et/ou de la communication comme technique inquiète son travail , sur quelles bases, dans ce contexte, est convoquée la notion de médiation et comment, en retour, cette inquiétude peut travailler notre propre champ de recherches. Mon hypothèse est que la notion de médiation survient chez ces philosophes pour déconstruire ou infléchir un rapport trop immédiat, trop direct, entre communication et pouvoir, et ce sur deux plans. Colorectal cancers (CRC) are known to be related to inflammatory conditions, and inflammatory bowel diseases increase the relative risk for developing CRC. The use of anti-inflammatory drugs prevents the development of colorectal cancer.Several molecular mediators are connecting the pathways that are involved in inflammatory conditions and in carcinogenesis. By the way these pathways are tightly interwoven, with the consequence that a deregulation at the level of any of these molecular mediators can affect the others.MiRNAs are demonstrated to be deregulated in inflammatory bowel diseases and in colorectal cancer. Moreover, they target several molecular mediators that connect inflammation to cancer, and they are thus implicated in the route from inflammation to colorectal cancer.This chapter will focus on the miRNAs that are jointly deregulated in inflammatory bowel disease and in colorectal cancer. One of the very few polemical texts of the poet, the latter paper deals with mechanisms of poetical meaning and reciprocal adjustment of both the literary text and his reader. En 1996, le chapitre « Maitrises foncières et gestion forestière » de cet ouvrage faisait le constat de choix de gestion dans les forêts denses humides en Afrique fondés sur la spécialisation et la dissociation des espaces. La conception « exclusive » des forêts communautaires alors en cours de constitution au Cameroun, strictement séparées des concessions industrielles et des aires protégées, nous paraissait inadaptée aux modes concrets d’utilisation de l’espace et des ressources par les populations locales. C'est à l'organisation des usages différents d'un même écosystème que devrait s'attacher une gestion forestière visant la viabilité à long terme, faute de quoi les besoins de complémentarité des activités agricoles et forestières se transforment en demandes concurrentes sur un espace devenu un enjeu. Les économistes appellent ce type de situation des « jeux à sommes nulles », ou ce qui est gagné par l'un est strictement perdu par l'autre. [less ▲]
