Kulturarbeit war seit den 1920er Jahren in den ehemaligen Kreisen Eupen-Malmedy politisiert und seit den 1930er Jahren ideologisiert. Nach 1945 gab es keine Kulturarbeit in der Muttersprache dieser Menschen mehr. Die Region sollte französisiert werden. Erst Mitte der 1950er Jahre begannen Bürger in den deutschsprachigen Gemeinden, sporadisch aktiv Kulturarbeit zu betreiben. Diese stand unmittelbar in einem politischen Spannungsfeld, das immer wieder neu zwischen Akteuren an der Basis, dem Bezirkskommissar Hoen, der Provinz Lüttich und den kulturellen Dienststellen des Zentralstaates Belgiens ausgelotet werden musste. Christoph Brüll stellt sich mehrere Fragen: Haben sich hier Grundpositionen herausgebildet, die auch den politischen Diskurs später bestimmten? Welcher Akteur verfolgte welche Ziele mit welchen Mitteln? War der kulturelle Frühling Initialzündung, Begleiter oder nur Folge des „politischen Frühlings“ in der Region? Er liefert zahlreiche neue Fakten und formuliert neue Meinungen zu einem Politikbereich, der die ureigenste Besonderheit der deutschsprachigen Belgier widerspiegelt. Der Titel „Kulturarbeit zwischen Fremdbestimmung und Selbstfindung“ verdeutlicht auch hier, dass er transregionale Einflüsse aufgreift, um diese regional runterzubrechen. [less ▲]

The UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (CDCE) was adopted in 2005 and designed to allow States to protect and promote cultural policies. This book examines the effectiveness of the CDCE and offers ways by which its implementation may be improved to better attain its objectives. The book provides insight in how the normative character of the CDCE may be strengthened through implementation and increasingly recurrent practice based on its provisions. Hailing from various fields of international law, political and social sciences, the book’s contributors work to promote discussions on the practical and legal influence of the CDCE, and to identify opportunities and recommendations for a more effective application. Part One of the book assesses the effectiveness of the CDCE in influencing other areas of international law and the work conducted by other intergovernmental organizations through the recognition of the double nature (cultural and economic) of cultural goods and services. This paper proposes a Schur complement-based Domain Decomposition Method to accelerate the time-domain simulation of large, non-linear and stiff Differential and Algebraic Equation systems stemming from power system dynamic studies. The proposed algorithm employs a star-shaped decomposition scheme and exploits the locality and sparsity of the system. The simulation is accelerated by the use of quasi-Newton schemes and parallel programming techniques. The proposed algorithm is implemented using the shared-memory parallel programming model and tested on a large-scale, realistic power system model showing significant speedup. [less ▲]

Bio-cultural landscapes are characterized by anthropogenic pattern features, of which the measurement constitutes a key step in landscape analysis. Metrics and strategies for this measurement of anthropogenic patterns and their dynamics are discussed, considering the pattern/process paradigm, the patch-corridor- matrix model and the complementarity of landscape composition and configuration as conceptual benchmarks. Historically, noticeable anthropogenic effects are accepted to have appeared in landscapes after the invention of agriculture and further trends of landscape change could be linked to the development of agriculture. Through time, a sequence of landscape dynamics with three stages is expected, in which a natural landscape matrix is initially substituted by an agricultural one; urban patch types will later on dominate the matrix as a consequence of ongoing urbanization. The importance of the development of agriculture and its productivity for the evolution of settlements, villages and cities is emphasized. Anthropogenic change of landscapes confirms the status of geographical space as a limited resource. [less ▲]

This contribution aims at describing the numerical background associated to an efficient time integration procedure for thermomechanical elastic-viscoplastic constitutive model in a large deformation context. First, from the continuum mechanics point of view, the constitutive model is established. Within the framework of viscoplasticity, we have tried to remain as general as possible and the presented model encompasses under the same unified format, both {\it Perzyna-Chaboche} model of viscoplasticity which is well suited for moderate strain rates, as well as {\it Johnson-Cook} model which is a reference for metals submitted to high strain rates. Both incorporate nonlinear isotropic and kinematic hardening models. The classical rate-independent elastic-plastic model can then be easily recovered by setting the viscous terms to zero. Second, as the resulting continuum model is a stiff first order ordinary differential system in time, an integration algorithm is presented. This algorithm generalizes the classical "radial return algorithm", well established for elasto-plasticity, to thermo-elastic-viscoplastic models. The differential equations are numerically integrated using a thermoelastic predictor-viscoplastic corrector algorithm. The resulting algorithm is once again quite general and contains as special cases isothermal viscoplastic cases as well as classical rate-independent plasticity. Thanks to that generality, only one unified algorithm can be used both for plastic (rate-independent) as well as viscoplastic (rate-dependent) material models. Besides, in the formulation, a special care has also been taken so that all material parameters, including thermal dilatation, can be temperature dependent. As a consequence, it is also possible to model a continuous transition from elevated temperatures (that require the use of a viscoplastic model) to room temperature where rate-independent models are sometimes better suited by using a temperature-dependent viscosity that goes to zero as the room temperature is approached. L’étalement urbain monofonctionnel et peu dense de la fonction résidentielle constitue un des phénomènes les plus marquants de l’évolution de nos territoires depuis la révolution industrielle. L’étalement urbain menace, par sa rapidité et sa constance, l’équilibre environnemental, social et économique de l’Europe (European Environment Agency, 2006). Pour lutter contre l’étalement urbain, trois grands champs d’actions complémentaires peuvent être mobilisés : (1) l’amélioration de l’attractivité des quartiers centraux et l’adaptation du stock bâti hérité à de nouveaux standards de confort et d’occupation via le renouvellement urbain ; (2) la construction de nouveaux quartiers dit « durables » à proximité de nœuds de transports et de zones bien desservies en commerces et services et ; (3) la densification et le renouvellement du stock bâti périurbain. L’article traite de cette troisième thématique et aborde les conditions de la transition durable des territoires périurbains. En Wallonie (Belgique), les quartiers dit périurbains représentent, en effet, près de 50% des quartiers. Deux leviers d’action sont mobilisés dans le cadre de cette intervention: (1) la forme urbaine et (2) la mobilité. La forme urbaine d’abord, est étudiée en complémentarité de l’échelle du bâtiment individuel car les mesures apportées à l’échelle du bâtiment ne sont pas en mesure de répondre, seules, à l’ampleur des enjeux énergétiques qui touchent les territoires périurbains. La mobilité, ensuite, car l’étalement urbain est entretenu et favorisé, en grande partie par la dépendance à la voiture individuelle. Trois types de scénarios centrés sur une évolution attendue du stock bâti existant sont modélisés et évalués (la rénovation énergétique, la densification et la démolition/reconstruction) de façon à investiguer deux questions principales: « comment intervenir dans les quartiers périurbains existants? » et « où intervenir? ». Les principaux résultats de l’approche développée montrent que le renouvellement périurbain par densification des quartiers les mieux localisés permet de dépasser le clivage traditionnel entre les modèles de la « ville compacte » et de la « ville diffuse », en offrant de véritables opportunités pour la transition durable des territoires périurbains existants. Ces résultats théoriques, axés sur le seul aspect énergétique, sont ensuite recadrés dans un contexte plus large pour mettre en évidence les opportunités, les limitations, les contraintes et la faisabilité de plusieurs types de scénario. Des freins, en particulier d’ordre réglementaire et sociologique, persistent et doivent faire l’objet de recherches empiriques plus approfondies de façon à les dépasser et à permettre l’implémentation concrète et la généralisation du renouvellement périurbain sur le terrain. The goal of this paper is to describe the gradual emergence of an innovative future construction in the extant Late Egyptian and Demotic textual material and to discuss the grammaticalization of this construction down to Coptic, where it became a regular future form known as the “First Future” or “Future I”. We propose that, during the grammaticalization process, the selectional restrictions of the construction are relaxed due to the spread of speaker-oriented inferences. As a consequence, new types of subject and predicates can appear and innovative grammatical meanings associated with future time reference, e.g., prediction, become increasingly entrenched. In a final section, we briefly comment on the future cycles in Ancient Egyptian and propose that the comparative notion of allative future is not only useful for comparing specific patterns across languages, but also within a single language with a lengthy attested history. Il me répondit avec l’air très convaincu: « nous recevrons des touristes et les scientifiques viendront faire des recherches sur la forêt ». Exploitations minières et forestières, avancée de la frontière agricole, écotourisme, projets de développement… l’Amazonie est devenue « un imbroglio » entre les formes modernes de développement économique et les formes modernes de conservation . Mais qu’en est-il des stations scientifiques dans ce contexte ? À l’intérieur des stations scientifiques amazoniennes se tissent des liens entre des enjeux très divers et conflictuels tels que la recherche, la conservation de la nature, le développement et la participation des communautés locales. Comment ces liens se construisent-ils au jour le jour? J’essaie de répondre à cette question, parmi d’autres, à partir de l’analyse de deux cas : la Station Scientifique Juri Juri Kawsay et la Station Scientifique Yasuní en Équateur. Dans cet article, je décris quelques résultats de mes observations en mobilisant trois éléments: (1) la réflexion d'Houdart (2002) à propos de la double existence d’un objet scientifique à l’intérieur et à l’extérieur du laboratoire, ainsi que (2) le principe de symétrie proposé par l’Actor-Network Theory et finalement (3) l’analogie entre usine et laboratoire mobilisé par Knorr-Cetina (1981). The chloroplast is an organelle of high demand for macro- and micro-nutrient ions, which are required for the maintenance of the photosynthetic process. To avoid deficiency while preventing excess, homeostasis mechanisms must be tightly regulated. Here, we describe the needs for nutrient ions in the chloroplast and briefly highlight their functions in the chloroplastidial metabolism. We further discuss the impact of nutrient deficiency on chloroplasts and the acclimation mechanisms that evolved to preserve the photosynthetic apparatus. We finally present what is known about import and export mechanisms for these ions. Whenever possible, a comparison between cyanobacteria, algae and plants is provided to add an evolutionary perspective to the description of ion homeostasis mechanisms in photosynthesis. [less ▲]

Blackcurrants constitute an important source of potential health promoting phytochemicals (e.g. phenolic compounds, ascorbic acid) due to their antioxidant properties. Only small portions of berries are consumed fresh, most of their intake coming from processed foods, such as juices. Seven techniques were used to measure antioxidant capacity and antioxidant compounds of 10 juices. This yielded a large disparity of results. No single test, even the most popular ORAC assay, is able to compare the antioxidant capacity of similar food matrix such as blackcurrant juices. By combining tests from a large battery of « antioxidant » assays, it is possible to improve the discrimination of a food matrix by establishing a Global Antioxidant Score (GAS) which correlates well with graphical representations like Chernoff faces or stars. The latter approaches may help food industry managers and authorities to compare their « antioxidant » products with those existing on the market. [less ▲]

In 2003, Ghana introduced National Health Insurance Scheme (NHIS) to provide financial access to healthcare for all residents. It was implemented in 2004 in 145 districts nationwide. This study aimed to evaluate the NHIS in terms of health financing sub-functions of revenue collection, risks pooling, and purchasing of health care using the Ashiedu Keteke District NHIS Office as a case study. The review and participant observation methods were employed to analyze secondary data of the NHIS. Reviews were conducted on NHIS operational documents, annual reports, and published literature. A data compilation sheet was used to collect membership, revenue and expenditure data from the AshieduKeteke District NHIS Office. Out of 158,466 members who registered over the period under study (2005-2012), about 30% were active card-bearing members. The population coverage increased consistently from 6.4% to 29.9% over the study period. Children below eighteen years of age were the most registered members (42.2%). Membership is legally mandatory and household-based. The NHIS is largely tax-funded: prepaid contributions declined from 20% to 15.4% over the study period. There was multiple fund system between 2005 and 2009; however, in 2011, a single risk pool (single fund system) was implemented to maximize risk pooling and administrative efficiency. There is comprehensive one-for-all benefit package for ensuring equity and adequate financial protection. The provider payment mechanism changed from fee-for-service in 2005 to Diagnostic Related Groupings (DRG) in 2008; although, fee-for-service is still used to pay for medications. In 2011, capitation payment was implemented for out-patient services at primary health centers. The administrative expenditure is relatively high; however, it declined from 42.1% to 13.3% over the period, 2006- 2012. The population coverage of the Ashiedu Keteke District NHIS Office is increasing with a decreasing trend in administrative expenditure. Given that more than fifty percent of the membership groups are exempted from paying contributions and the extent of prepayment is declining, large scope of government subsidies would be needed to ensure long-term financial sustainability. According to the current standards, unreinforced masonry may only be used in regions of low seismicity as the material for the lateral-load resisting system. This requirement may be too safe-sided and leading to not cost-effective solutions for moderately seismic regions. This chapter presents overview of experimental results from shake table tests on unreinforced masonry shear walls carried out in the EQUALS Laboratory of Bristol University, in order to assess, and possibly enhance, the current seismic design rules. The study also includes as additional parameter the presence of soundproofing devices required in buildings with numerous dwellings, in order to achieve the acoustic isolation recommended by recent standards. In practice the required level of acoustic isolation is obtained by locating horizontal rubber layers in the wall. These layers are likely to influence significantly the dynamic response of the wall and hence of the whole structure under seismic actions. Tests are performed on walls realized with masonry units and construction methods typical of North-Western Europe. [less ▲]

Dies wollen wir als quasi institutionalisierten Einstieg in allen Bänden tun. Die Deutschsprachige Gemeinschaft – aktuell auf der Suche nach einem griffigeren Namen – ist ein zeitgenössisches Kunstgebilde. Diese Grenzlandschaft zwischen Maas und Rhein, zwischen deutschem und französischem Kulturraum sollte in jeder Zeit geografisch anders gefasst und in ihrer Wechselwirkung zu den Nachbarregionen dargestellt werden. Das unitaristische und zentralistische Belgien war in Brüssel oder Löwen schon in den 1960er Jahren nur noch ein Trugbild. Das Land war spürbar im Aufbruch. Doch diese seismographischen Wellen wurden in den Ostkantonen kaum registriert. Die innerbelgischen Autonomiediskussionen, auf die Ende der 1960er Jahre schließlich auch die Deutschsprachigen eine Antwort finden sollten, überwältigten diese traumatisierte Minderheit. Hat sie ihre Autonomie wirklich erkämpft oder ist diese das Nebenprodukt der sich stets verschärfenden Auseinandersetzungen zwischen den beiden großen Volksgruppen in Belgien? Welche Interessengruppen haben das demokratische Miteinander mit welchen Zielen bestimmt? Sie liefern Einsichten in einen komplexen Aspekt der politischen Geschichte Ostbelgiens, wobei sie geschickt die Außenperspektive nutzen, um die Mechanismen in Ostbelgien in ein neues Licht zu stellen.
