En Belgique, le champ de l'assurance maladie-invalidité a longtemps été laissé à l'initiative privée (du mouvement ouvrier et plus tardivement du patronat), encouragée par des subsides publics. Ce système, dit de liberté subsidiée, a favorisé le cloisonnement de la protection sociale, prise en charge par les grandes familles socio-politiques de la société belge. Le passage d'un régime d'assurances sociales, ne couvrant qu'une partie des salariés, à un système de sécurité sociale obligatoire impliquait la couverture des travailleurs qui ne pouvaient ou ne voulaient être assurés par une mutualité à caractère politique. A cette fin, le législateur de 1944-45, inspiré par le Pacte social reprenant lui-même des éléments figurant dans des projets d'avant-guerre, a donc prévu la création d'une caisse publique d'assurance maladie-invalidité, administrée paritairement et à caractère résiduaire. Cette caisse ne pouvait concurrencer les mutualités existantes — elle en était structurellement empêchée, n'offrant pas d'assurance libre et complémentaire et ne pouvant promouvoir ses services —, mais a complété leur action en assurant les catégories sociales les plus faibles ou réfractaires à l'obligation d'assurance. A ce titre, elle s'est durablement inscrite dans le modèle belge de sécurité sociale. [less ▲]

The Crop Growth Monitoring System (CGMS) is a GIS-application, developed and operated since 1989 by the MARS-unit of the EU Joint Research Centre. The primary objective is the timely forecasting of the yields of the main crops on the Pan-European continent.To reach this goal, CGMS combines all available (historical and actual) resources: official crop statistics, daily meteorological data, specific crop and soil parameters, the predictions of the (spatialized) crop growth model WOFOST, and the 10-daily composite images of NOAA-AVHRR and SPOT-VEGETATION. In recent years CGMS has been implemented in different regions of the world, also beyond Europe. This paper gives a brief overview of some of these applications, with emphasis on the remote sensing component, especially SPOT-VEGETATION. In 2000, JRC outsourced the practical operation of CGMS to a consortium composed by Alterra (main tasks, agrometeorological model), MeteoConsult (meteo-provider) and VITO (remote sensing). MARS-STAT delivers the European yield forecasts to the EU statistical office EUROSTAT, in view of the follow-up of market prices and the achievement of the CAP-regulations. MARS-FOOD particularly deals with important food producing areas (Russia, Mercosur) and famine-threatened zones in Africa (IGAD-zone). The long-term goal is to steadily fill the actual data gaps (crop areas, parameters, meteo,…) so that, in time, the full CGMS (incl. the model) could be applied on these areas (or even globally). Specific versions of CGMS emerged in different countries (Finland, Spain, Kazakhstan,…), running with more detailed input data. One example is the so-called B-CGMS which has been operating since 1998 on behalf of the Belgian ministry of agriculture, in a collaboration between ULg-Arlon, CRA-Gembloux and VITO. Since 2002, the B-CGMS group publishes monthly bulletins with forecasts on crop yields, areas and productions. The areas are delivered by the IACS (annually updated GIS of all crop parcels, maintained for the EU-CAP). Together with local partners, the same Belgian group is now implementing CGMS in China’s north-eastern province Heilongjiang, part of former Manchuria and China’s main producer of soybean, maize and singlecropped rice. Special attention is being paid to the steady drying-out of this region, which 50 years ago was mainly covered by wetlands and forests. Climate change and mismanaged paddy irrigation are leading to a dramatic lowering of the water tables. Technically, this paper will focus on the main deliverables derived from NOAA- AVHRR and SPOT- VEGETATION. This includes pre/post-processing, extraction of biophysical vegetation state parameters (NDVI, SAVI, fAPAR, Dry Matter Productivity), differences with regard to the historical year (VCI, VPI, etc.), quicklooks, etc. Of most concern however is the “ unmixing” approach, which attempts to conform the remote sensing data (image format, 1 km-pixels, different crops mixed) to the CGMS-standards (databases with district/crop as spatial/thematic units). If the low/medium resolution sensors (AVHRR, VEGETATION, MODIS, MERIS,..) want to maintain their role in this agricultural domain, this problem has to be solved. Otherwise, the floor is open for new, revolutionary initiatives such as DMC (Disaster Monitoring Constellation: daily global coverage at 32m resolution). [less ▲]

In occidental countries, the figure of the dolphin is permeated with love. Not only do people love dolphins, but the dolphins' anthropophilia belongs to their natural history as well : they rescue men at sea, play in the bow waves of boats, and sometime develop enduring friendships with humans. People who have encountered dolphins in the open sea regularly speak about "falling in love" or feeling "pure love" from the dolphin ; others report telepathy, trance or mystic revelations. The emotions that people might experiment in an encounter with a dolphin are very powerful and embedded in numerous wondrous stories about dolphins. The paper begins with first hand accounts of persons who have encountered dolphins. A description of the practices of the encounter follows. Then I discuss some distinctive features of the human/dolphin communication (ethological signals, interactional patterns, the awareness of an alien consciousness) which might be associated with the emotions involved. The last part of the paper addresses the main representations of the dolphin in occidental countries (a messenger, a saviour, a healer). Those representations play a crucial role when the emotions or experiences are to be given a meaning. [less ▲]

Sous cet éclairage, le risque terroriste agit comme un véritable révélateur du rapport à notre environnement politique, social et technique: il est l'occasion de mettre en évidence des rapports de force, des relations politiques de domination et de dépendance qui constituent le contexte structurel de conflits locaux, régionaux ou internationaux; mais aussi, plus indirectement, en venant nous rappeler la vulnérabilité de nos collectifs, de plus en plus basés sur le fonctionnement en réseaux, l'interdépendance et le développement de macro-systèmes techniques. Il plaide pour une meilleure prise en compte de la dimension proprement politique du terrorisme et, plus largement, pour un basculement global vers un modèle de société ouverte plus sensible à des facteurs de risque trouvant leur origine dans nos propres pratiques et notre rapport au monde. Image segmentation is discussed for years in numerous papers, but assessing its quality is mainly dealt with in recent works. Quality assessment is a primary concern for anyone working towards better segmentation tools. It both helps to objectively improve segmentation techniques and to compare performances with respect to other similar algorithms. In this paper we use a statistical framework to propose statistical measures capable to describe the performances of a segmentation scheme. All the measures rely on a ground-truth segmentation map that is supposed to be known and that serves as a reference when qualifying the results of any segmentation tool. We derive the analytical expression of several transition probabilities and show how to calculate them. An important conclusion from our study, often overlooked, is that performances can be content dependent, which means that one should adapt a measure to the content of an image. [less ▲]

The isolation and structure determination of defensive chemicals, of glandular and non-glandular origins, are first discussed, followed by an overview of the synthesis and biological/pharmacological activities of some of them. Biosynthesis has been largely omitted since this topic has been addressed in a recent review. During the period covered, beetles (e.g., coccinellids and chrysomelids) and ants have undoubtedly been the most prolific producers of repellent and/or toxic compounds. The current experiment explored the effect of enhancing the quality of encoding on the creation of false memories in older participants. Three groups of participants (1 group of younger adults and two groups of older adults) were presented with a modified version (Brédart, 2000) of the DRM paradigm (Roediger & McDermott, 1995) which permitted to elicit false recall. We used a short interstimuli interval (ISI of 1.5 sec) in the younger and the older control group. A slower rate of presentation was used in the experimental older group (ISI of 3 seconds). The comparison of younger and older controls confirmed a greater susceptibility to false memories in the elderly. In addition, supporting our predictions, when both older groups were compared, lengthening of the ISI led to : a) an improvement of the quality of the encoding, b) an improvement of the source monitoring. These data suggest that the deficits in source monitoring, resulting in the higher sensibility to false memories in older adults, might be related to a differential encoding of the material that would not allow the correct binding of items and their presentation context durant the learning phase.
