This text focuses on how teachers and other institutional actors (such as headmasters, psychologists and social workers) offer guidance to pupils in secondary schools. It stresses the epistemological and empirical challenges inherent in a study of decisionmaking in school guidance as used by teachers, based on field theory. The text begins with a presentation of several sociological studies of how teachers construct their judgments about pupils. It emphasizes the strength of the concept of field as a key to understanding the role played by teachers in the formal process of educational (school) guidance, specifically in the case of the French "Grandes Ecoles". This section goes on to show that, with the weakening of the autonomy of (the) educational institutions, (the) French sociology of education moved away from (the) Bourdieu’s perspective, (and) to focus(ed) on the moral pluralism inherent in education and the ethical tensions that institutional actors face. The second part of the text discusses the findings of socioanthropological fieldwork undertaken in secondary schools in the French Community of Belgium. This section argues that the dynamics of judgments made by teachers today canbest be understood through their structural linkages with the structure of the field of secondary education. [less ▲]

Dans les pages suivantes, je suggère qu’Ehrenfels et Meinong ont apporté certaines améliorations substantielles à la position de Brentano. Ces améliorations résident essentiellement dans les deux points suivants : (1) les volitions se caractérisent par une dimension « active » ou conative qui fait défaut aux sentiments, ce qui interdit de les ranger dans une seule et même « classe » de phénomènes psychiques ; (2) le concept de valeur trouve son origine empirique dans les volitions ou les phénomènes conatifs, non dans les sentiments ou phénomènes affectifs. Louise de Savoie occupies a singular place at the French royal court : neither queen nor queen-mother, but mother of the King, she nonetheless played a prominent role in the political and cultural affairs of France. Daughter of Philippe de Bresse, duc de Savoie, she was raised at the court of her aunt, Anne de France, and married in 1488 at age 11 to Charles d’Angoulême, head of a cadet branch of the royal house of Valois. At Cognac where the couple resided, she gave birth to her illustrious children, Marguerite in 1492, and François in 1494. After the sudden death of her husband in 1496, she was herself still too young to be appointed their official guardian. Obliged to share that responsibility with Louis d’Orléans who became king in 1498, the young widow nonetheless asserted her authority in their education. How she succeeded in establishing her place at court, while her son, at first a distant heir to the throne, rose to be king in 1515, can be viewed through her astute patronage of arts and letters. Keenly aware of the power of books and images, Louise multiplied commissions that would reinforce her own position and that of her family and entourage, striving to align herself with illustrious women, past and present. Identified with “Dame Prudence” as she overcame obstacles and rivals, Louise de Savoie’s tenacious devotion to her children culminated in power that was fully recognized in the appointment of « Madame » as Regent of France. A partir de correspondances, de protocoles et d’enregistrements conservés aux archives et de comparaisons entre l’original de Günter Grass et plusieurs traductions, il a été possible non seulement de retracer le processus, mais aussi d’en évaluer le résultat, pour ainsi mieux cerner les enjeux multiples liés à ces séminaires de traducteurs. A côté de leur finalité avouée (l’amélioration de la qualité des traductions), ils participent à un système de contrôle plus large et contribuent à légitimer les traductions et à en faire la publicité, mais ils ont aussi pour effet de créer une dynamique entre les traducteurs et de leur donner davantage de visibilité. The sparsity of observations poses a challenge common to various ocean disciplines. Even for physical parameters where the spatial and temporal coverage is higher, current observational networks undersample a broad spectrum of scales. This situation is generally more severe for chemical and biological parameters because such sensors are less widely deployed. The present chapter describes the analysis tool DIVA (Data-Interpolating Variational Analysis) which is designed to generate gridded fields from in situ observations. DIVA has been applied to various physical (temperature and salinity), chemical (concentration of nitrate, nitrite and phosphate) and biological parameters (abundance of a species). The chapter also shows the technologies used to visualize the gridded fields. Visualization of analyses from in situ observations provide a unique set of challenges since the accuracy of the analysed field is not spatially uniform as it strongly depends on the location of the observations. In addition, an adequate treatment of the depth and time dimensions is essential. [less ▲]

Dans cet article, nous visons à montrer que la sémiotique tensive développée par Zilberberg permet de revisiter utilement les notions barthésiennes de studium et de punctum et, de surcroît, de devenir un outil pour l’analyse de l’image. Dans un premier temps, nous reprenons les notions de studium et de punctum dans le cadre d’une théorie de la photographie, en mettant également en valeur la manière dont Shairi & Fontanille (2001) enrichissent l’opposition entre studium et punctum à travers la gradualité des différentes positions énonciatives garanties par le tempo. Dans un deuxième temps, nous mettons la théorie barthésienne en regard avec la théorie zilberberghienne, ce qui nous amènera à l’analyse de quelques œuvres de Paul Klee et à considérer le punctum et l’événement de Zilberberg comme des effets de la composition énonciative au sein du médium pictural. Therapeutic perspectives targeting angiogenesis in cancer stimulated an intense investigation of the mechanisms triggering and governing angiogenic processes. Several publications have highlighted the importance of typical dual-specificity phosphatases (DSPs) or MKPs in endothelial cells and their role in controlling different biological functions implicated in angiogenesis such as migration, proliferation, apoptosis, tubulogenesis and cell adhesion. However, among atypical DSPs, the only one investigated in angiogenesis was DUSP3. We recently identified this DSP as new key player in endothelial cells and angiogenesis. In this chapter we provide with detailed protocols and models used to investigate the role of DUSP3 in endothelial cells and angiogenesis. We start the chapter with an overview of the role of several DSPs in angiogenesis. We continue with providing a full description of a highly efficient transfection protocol to deplete DUSP3 using small interfering RNA (siRNA) in the primary Human Umbilical Vein Endothelial Cells (HUVEC). We next describe the major assays used to investigate different processes involved in angiogenesis such as tube formation assay, proliferation assay and spheroids sprouting assay. We finish the chapter by validating our results in DUSP3-knockout mice using in vivo angiogenesis assays such as Matrigel plug and Lewis lung carcinoma cell subcutaneous xenograft model followed by anti-CD31 immunofluorescence and ex vivo aortic ring assay. Platelets are small blood cells derived from cytoplasmic fragments of megakaryocytes and play an essential role in thrombosis and haemostasis. Platelet activation depends on the rapid phosphorylation and dephosphorylation of key signaling molecules, and a number of kinases and phosphatases have been identified as major regulators of platelet function. However, the investigation of novel signaling proteins has suffered from technical limitations due to the anucleate nature of platelets and their very limited levels of mRNA and de novo protein synthesis. In the past, experimental methods were restricted to the generation of genetically modified mice and the development of specific antibodies. More recently, novel (phospho)proteomic technologies and pharmacological approaches using specific small-molecule inhibitors have added additional capabilities to investigate specific platelet proteins. In this chapter, we report methods for using genetic and pharmacological approaches to investigate the function of platelet signaling proteins. While the described experiments focus on the role of the dual-specificity phosphatase 3 (DUSP3) in platelet signaling, the presented methods are applicable to any signaling enzyme. Specifically, we describe a testing strategy that includes 1) aggregation and secretion experiments with mouse and human platelets, 2) immunoprecipitation and immunoblot assays to study platelet signaling events, 3) detailed protocols to use selected animal models in order to investigate thrombosis and haemostasis in vivo, and 4) strategies for utilizing pharmacological inhibitors on human platelets. Polyplexes are nanoparticles composed of small-interfering RNA (siRNA) and natural or synthetic polymers. To meet the challenge of gene therapy and deliver siRNA into the cytoplasm of target cells, several barriers must be overcome. In this chapter, the main steps, from the formulation of polyplexes to the efficient release of the siRNA into the cytoplasm of cancer cells, are described, taking into account the different strategies used to overcome the obstacles linked to the formulation of this type of nanovector. To allow a parenteral administration of the nanocolloids, the polyplex production methods should result in identical, stable, and reproducible nanostructures. Charge interactions occur between the anionic siRNA and the cationic/amphiphilic polymer. Once in the blood circulation, polyplexes must keep their physical stability. The positively charged surface can cause aggregation of the nanoparticles with plasma proteins, as well as complement activation and recognition by the mononuclear phagocytic system, with a consequent reduction of their pharmacological activity. Polyethylene glycol (PEG) can be added on the surface of the nanovectors to confer “the stealth” properties and increase plasma half-life. Then, particles have to preferentially accumulate in the tumor tissue following an active or passive targeting. Since current trends in the transportation, energy or mechanical industries impose increasingly demanding service conditions for metallic parts, metal matrix composites (MMC) are the object of a growing interest. Powder-based laser additive manufacturing, that allows to make parts with complex shapes, appears particularly adapted for the production of MMCs. This paper reviews the current state-of-the-art in the production of MMCs by additive processes, with the aim of assessing the potentials and difficulties offered by these techniques. Two main processing routes are envisaged i.e. (1) the processing of ex-situ composites in which the reinforcing phase as a powder – often of ceramic particles − is directly mixed with the powder of the matrix alloy, and both powders are simultaneously processed by the laser. (2) Alternatively, the reinforcing phase can be produced in-situ by a chemical reaction during the fabrication of the composite. For both processing routes, a careful control is needed to overcome challenges brought e.g. by the behaviour of the reinforcement particles in the laser beam, by changes in laser absorptivity or by the dissolution of the reinforcing particles in the molten metal, in order to produce metal matrix composites with enhanced usage properties. High frequency trading systems, over leveraged shadow entities, flash crashes, and stealth central bank actions, to name a few, contribute to create a “Rumsfeldian” type of world in which decision makers have to cope not only with “Known knowns” – things they know that they know – but also with “Unknown unknowns” – things they don’t know that they don’t know! One of the basic rules in trade law is the freedom of trade. However, such rule encounters some limitations, derogations and exceptions when the object of trade is constituted by strategic and sensitive items. The concept of “strategic trade” is one of the most ambiguous ones, and there is not a common definition of it. Even if the General Agreements on Tariffs and Trade (GATT) does not offer such an explanation, its Article XXI can be construed as referring to strategic trade, as much as it states that the provisions of GATT (grounded on free trade) need not apply in cases where “essential security interests” are involved. The concept of “essential security interests” is also vague, as it is left upon the individual parties to the GATT to decide what it means. Despite such ‘slippery slope’ in the definition of terms, it results, however, that strategic trade is linked to norms and measures that aim at controlling trade, in order to ensure the protection of non economic needs, such as national security, public morals, public order, etc. This area finds at the intersection of commercial and foreign policy. For ensuring the protection of non economic interests, it is necessary to introduce measures that provide for controls on all activities conducted by individuals, organizations, and groups regarding goods, equipment, materials, services related to strategic items: these activities shall cover the whole supply chain, including design, development, production, possession, delivery, transport, transit, trans-shipment, financing, brokering, exports, re-exports, transfers and imports. The actors intervening in the draft of rules and controls are mainly the States, and the international and regional organiza- tions; then, important subjects are national licencing authorities and enforcement agencies such as customs, border security, police and armed forces, if needed. The targets of such measures of control could be the States, if the rules at the international or regional level are addressing them, and/or the operators involved in strategic trade. Considering the ways in which States organize such controls, the reality shows that they have introduced control lists, licences and authorisations granted on the basis of conditions and criteria, information-sharing and cooperation between authorities and operators, duties of transparency through reports, records, dec- larations and screenings. Moreover, measures exist that consist of restrictions, bans and penalties providing that consequences in case of violation of strategic trade rules. Therefore, the issue of sanctions is a relevant part of the strategic trade law, and it inserts within that context. The purpose of this contribution is to define what sanctions in strategic trade mean and to systematize them accordingly. In particular, the sanctions are categorized into three groups: A. “supranational sanctions”; B. “implementing sanctions”; C. tertium genus: “unilateral sanctions” and “countermeasures”. [less ▲]

The Montreal Protocol (MP) controls the production and consumption of carbon tetrachloride (CCl4 or CTC) and other ozone-depleting substances (ODSs) for emissive uses. CCl4 is a major ODS, accounting for about 12% of the globally averaged inorganic chlorine and bromine in the stratosphere, compared to 14% for CFC-12 in 2012. In spite of the MP controls, there are large ongoing emissions of CCl4 into the atmosphere. Estimates of emissions from various techniques ought to yield similar numbers. However, the recent WMO/UNEP Scientific Assessment of Ozone Depletion [WMO, 2014] estimated a 2007-2012 CCl4 bottom-up emission of 1-4 Gg/year (1-4 kilotonnes/year), based on country-by-country reports to UNEP, and a global top-down emissions estimate of 57 Gg/ year, based on atmospheric measurements. This 54 Gg/year difference has not been explained. In order to assess the current knowledge on global CCl4 sources and sinks, stakeholders from industrial, governmental, and the scientific communities came together at the “Solving the Mystery of Carbon Tetrachloride” workshop, which was held from 4-6 October 2015 at Empa in Dübendorf, Switzerland. During this workshop, several new findings were brought forward by the participants on CCl4 emissions and related science. • Anthropogenic production and consumption for feedstock and process agent uses (e.g., as approved solvents) are reported to UNEP under the MP. Based on these numbers, global bottom-up emissions of 3 (0-8) Gg/year are estimated for 2007-2013 in this report. This number is also reasonably consistent with this report’s new industry-based bottom-up estimate for fugitive emissions of 2 Gg/year. • By-product emissions from chloromethanes and perchloroethylene plants are newly proposed in this report as significant CCl4 sources, with global emissions estimated from these plants to be 13 Gg/year in 2014. • This report updates the anthropogenic CCl4 emissions estimation as a maximum of ~25 Gg/year. This number is derived by combining the above fugitive and by-product emissions (2 Gg/year and 13 Gg/year, respectively) with 10 Gg/year from legacy emissions plus potential unreported inadvertent emissions from other sources. • Ongoing atmospheric CCl4 measurements within global networks have been exploited for assessing regional emissions. In addition to existing emissions estimates from China and Australia, the workshop prompted research on emissions in the U.S. and Europe. The sum of these four regional emissions is estimated as 21±7.5a Gg/year, but this is not a complete global accounting. These regional top-down emissions estimates also show that most of the CCl4 emissions originate from chemical industrial regions, and are not linked to major population centres. • The total CCl4 lifetime is critical for calculating top-down global emissions. CCl4 is destroyed in the stratosphere, oceans, and soils, complicating the total lifetime estimate. The atmospheric lifetime with respect to stratospheric loss was recently revised to 44 (36-58) years, and remains unchanged in this report. New findings from additional measurement campaigns and reanalysis of physical parameters lead to changes in the ocean lifetime from 94 years to 210 (157-313) years, and in the soil lifetime from 195 years to 375 (288-536) years. • These revised lifetimes lead to an increase of the total lifetime from 26 years in WMO [2014] to 33 (28-41) years. Consequently, CCl4 is lost at a slower rate from the atmosphere. With this new total lifetime, the global top-down emissions calculation decreases from 57 (40-74) Gg/year in WMO [2014] to 40 (25-55) Gg/year. This estimate is relatively consistent with the independent gradient top-down emissions of 30 (25-35) Gg/year, based upon differences between atmospheric measurements of CCl4 in the Northern and Southern Hemispheres. In addition, this new total lifetime implies an upper limit of 3-4 Gg/year of natural emissions, based upon newly reported observations of old air in firn snow. These new CCl4 emissions estimates from the workshop make considerable progress toward closing the emissions discrepancy. The new industrial bottom-up emissions estimate (15 Gg/year total) includes emissions from chloromethanes plants (13 Gg/year) and feedstock fugitive emissions (2 Gg/year). When combined with legacy emissions and unreported inadvertent emissions, this could be up to 25 Gg/year. Top-down emissions estimates are: global 40 (25-55) Gg/year, gradient 30 (25-35) Gg/year, and regional 21 (14-28) Gg/year. While the new bottom-up value is still less than the aggregated top-down values, these estimates reconcile the CCl4 budget discrepancy when considered at the edges of their uncertainties. [less ▲]

In addition to briefly reviewing sound-producing mechanisms, this chapter focuses on an under-appreciated evolutionary process, exaptation, which could aid in understanding the independent origins and high diversity of sound-producing mechanisms in fishes. Existing anatomical structures first used in non-voluntary sound production provide advantages that result in further selection and refinement of sophisticated sonic organs. Moreover, comparisons of the relationships between fish size and spectral features in multiple not phylogenetically related species highlight two acoustic patterns. In species using superfast muscles, the slope of the relationship between fish size and sound frequency is weak (1°–5°) so that emitter size is unlikely inferred from call frequency. In other species that stridulate or use bones or tendons to stimulate the swimbladder, the high slopes (25°–80°) indicate major differences in the call frequencies within a species. These signals likely convey important information (size and potential fitness of the emitter) to conspecific receivers. [less ▲]

Le propos de cet article est de rendre compte des développements de la théorie de l’énonciation à la suite de la proposition d’Emile Benveniste d’étendre ce concept à la musique et à d’autres langages non verbaux. Un retour sur cette question se révèle aujourd’hui nécessaire pour plusieurs raisons. Certaines sont internes à la discipline et aux sciences du langage — la légitimité du visuel en tant que langage —, d’autres sont extra-disciplinaires, venant surtout des sciences de la communication et de la philosophie de l’art. Nous aborderons ici deux questions fondamentales concernant l’énonciation dans le visuel, étroitement liées entre elles. La première concerne la subjectivité inscrite dans l’image et sera approchée via la notion d’énonciation énoncée (personne/espace/temps). L’analyse énonciative de l’énoncé visuel vise en effet à décrire « d’où l’on voit », à savoir les points de vue à partir desquels l’image a été conçue et demande à être saisie par le regard de l’observateur. La deuxième question concerne la notion de métalangage. Comme l’a affirmé Jacques Fontanille, l’énonciation est « un métalangage "descriptif" car, en prédiquant l’énoncé, elle affiche sa propre activité, elle la code et en fait un événement sensible ou observable » (Sémiotique du discours, 2003, p. 283). Une première interrogation émerge alors : peut-on parler de métalangage dans le cadre du visuel, où il est d’ailleurs déjà difficile de repérer une véritable langue visuelle, dotée d’un alphabet de signes disjoints et d’une grammaire figée ? A intervalles réguliers, les questions de filiation font l'objet d'interrogations fondamentales dans un contexte international. Pendant longtemps, ces questions ont porté à titre principal sur la détermination du facteur de rattachement à retenir. L'application de la loi nationale de l'enfant ou celle de l'un de ses parents a suscité de nombreux questionnements, aujourd'hui dépassés par la codification du droit international privé. A côté de cette interrogation première, la mise en oeuvre du mécanisme de l'ordre public a également conduit à d'importantes réflexions. Enfin, ce sont bien entendu les développements des techniques de reproduction assistée qui depuis quelques temps retiennent l'attention. L'une des ambitions du Code de droit international privé était d'apporter une réponse claire et stable à ces nombreuses interrogations. Plus de dix ans après l'entrée en vigueur du Code, il n'est pas inutile de tenter de dresser un bilan de l'expérience acquise. Ce bilan s'appuiera tout d'abord sur le droit commun de la filiation. L'article 62 du Code a suscité une jurisprudence abondante. L'on tentera de déterminer si la réponse législative a permis d'éteindre les controverses qui paralysaient la pratique (section 1). Il faudra ensuite prolonger l'interrogation en examinant des développements plus récents et plus ponctuels : ils concernent tant la comaternité (section 2) que la gestation pour autrui (section 3). Pour conclure, cette contribution s'arrêtera à une question qui pourrait être l'objet d'une prochaine intervention législative : la reconnaissance de complaisance (section 4). [less ▲]

This chapter falls within the context of the optimization of the levelized energy cost (LEC) of microgrids featuring photovoltaic panels (PV) associated with both long-term (hydrogen) and short-term (batteries) storage devices. First, we propose a novel formalization of the problem of building and operating microgrids interacting with their surrounding environment. Then we show how to optimally operate a microgrid using linear programming techniques in the context where the consumption and the production are known. It appears that this optimization technique can also be used to address the problem of optimal sizing of the microgrid, for which we propose a robust approach. These contributions are illustrated in two different settings corresponding to Belgian and Spanish data. [less ▲]

Scholarly Open Access repositories contain lots of treasures including rare or otherwise unpublished materials and articles that scholars self-archive, often as part of their institution's mandate. But it can be hard to discover this material unless users know exactly where to look. Since the very beginning, libraries have played a major role in supporting the OA movement. Next to all services they can provide to support the deposit of research output in the repositories, they can make Open Access materials widely discoverable by their patrons through general search engines (Google, Bing...), specialized search engines (like Google Scholar) and library discovery tools, thus expanding their collection to include materials that they would not necessarily pay for. In this paper, we intend to focus on two aspects regarding Open Access and Primo discovery tool. In early 2013, Ex Libris Group started to add institutional repositories to Primo Central Index (PCI), their mega-aggregation of hundreds of millions of scholarly e-resources. After 2 years, it may be interesting to take stock of the current situation of PCI regarding Open Access institutional repositories. On basis of a survey to carry out among the Primo community, the paper also shows how libraries using Primo discovery tool integrate Green Open Access contents in their catalog. Two major ways are possible for them: Firstly, they can directly harvest, index and manage any repository in their Primo and display those free contents next to the more traditional library collections; Secondly, if they are PCI subscribers, they can quickly and easily activate any, if not all, of the Open Access repositories contained PCI, making thus the contents of those directly discoverable to their end users. La référence à la notion de médiation dans différents pans de la société, notamment dans l’action publique, s’accompagne de nombreux discours et apports présumés. Toutefois, ceux-ci s’avèrent peu opérationnalisables en situation, le travail de nouveaux agents s’exposant à une éventuelle instrumentalisation. Ces enjeux seront interrogés dans ce chapitre en trois parties prenant leur source dans une recherche doctorale consacrée à la médiation en milieu scolaire. D’abord, la notion de médiation sera contextualisée, dans un cadre sociétal large et dans la sphère éducative, en soulignant deux tendances contrastées. Ensuite, un aperçu du travail des médiateurs, principaux acteurs de la médiation scolaire en Belgique francophone, et de l’utilisation de leurs services sera proposé afin d’illustrer plus concrètement cette tension. Face à toute situation de violence, la qualification des hostilités représente une étape essentielle : c'est elle qui déclenche, le cas échéant, l'application du droit international humanitaire et définit le régime juridique applicable. Le rôle déterminant de la qualification trouve un écho dans le contexte répressif international et, en particulier, au sein du droit matériel de la Cour pénale internationale (CPI). En effet, l'article 8 du Statut de cette dernière distingue entre les actes constitutifs de crimes de guerre, respectivement, en situations de "conflits armés internationaux" et de "conflits armés ne présentant pas un caractère international". Avec, en filigrane, une injonction à l'intention du juge : déterminer systématiquement la nature des affrontements concernés avant d'envisager les crimes de guerre dont ceux-ci auraient été le théâtre. Dans ce contexte, cette contribution propose un premier bilan de la pratique émergente de la CPI en matière de qualification des conflits. [less ▲]
