Das unitaristische und zentralistische Belgien war in Brüssel oder Löwen schon in den 1960er Jahren nur noch ein Trugbild. Das Land war spürbar im Aufbruch. Doch diese seismographischen Wellen wurden in den Ostkantonen kaum registriert. Die innerbelgischen Autonomiediskussionen, auf die Ende der 1960er Jahre schließlich auch die Deutschsprachigen eine Antwort finden sollten, überwältigten diese traumatisierte Minderheit. Hat sie ihre Autonomie wirklich erkämpft oder ist diese das Nebenprodukt der sich stets verschärfenden Auseinandersetzungen zwischen den beiden großen Volksgruppen in Belgien? Welche Interessengruppen haben das demokratische Miteinander mit welchen Zielen bestimmt? Sie liefern Einsichten in einen komplexen Aspekt der politischen Geschichte Ostbelgiens, wobei sie geschickt die Außenperspektive nutzen, um die Mechanismen in Ostbelgien in ein neues Licht zu stellen. This chapter presents a pedagogical case presenting a 15-year-old girl who met some episodes of drop in blood pressure in the morning when beginning school. Her physical education (PE) teacher has to find a way to deal with such situation. Three scientists from physiology, fitness training and psychology analyze the scenario and underline the knowledge that should be used by the PE teacher in order to implement appropriate lessons. Sport pedagogists propose then a concrete contribution based on this interdisciplinary analysis. Such paper is a fantastic adventure for scholars who are invited to exchange their representations, knowledge et ideas in order to develop strong approaches. The refective process is an example for preservice education but also for all practioneers and PE teacher educators. [less ▲]

The European Landscape Convention stresses that “the landscape has an important public interest role in the cultural, ecological, environmental and social fields, and constitutes a resource favourable to economic activity”. Among other recommendations, signatory countries are committed to assess their landscapes, “taking into account the particular values assigned to them by the interested parties and the population concerned” (Council of Europe 2000). However, assessing landscapes out of a specific framework is not an easy task due to the multiple functions that landscapes perform. Brandt, Tress and Tress (2000) pointed five basic functions: ecological, economic, sociocultural, historical and aesthetic. Relating to these multiple functions, stakeholders may have different points of view on the quality of landscape. In a current bilateral research project funded by Wallonie Bruxelles International and the Romanian Academy, the authors exchange practices concerning landscape monitoring in high value rural landscapes. The paper presents the results of a survey among landscape experts in both countries. Forty-two landscape experts, from Wallonia and Romania, had to specify their level of agreement on fifty-two Likert items regarding landscape quality indicators. A consensus appears about an idyllic landscape characterised by a small human influence. Experts point unanimously the absence of pollution, sustainable farming, the awareness of the inhabitants about landscape, and the aesthetic value as necessary characteristics. Even if the consensus is weaker, both landscape connectivity and regional heritage seem to be other important indicators to assess landscape quality. At the opposite end, the species rarity, the hilliness, a mention in tourist guides, or the presence in the art matter little. The survey stresses also that experts’ advice differs concerning biodiversity indicators, economic potential, and the presence of modern items in the landscape. Generally, Romanian experts stress more the biocentric approach of landscape while Walloon experts may assign importance to urban or industrial landscapes. Finally, the paper suggests nine features worth to be considered when assessing landscapes. [less ▲]

Based on graphemic, morphological, syntactic, and semantic evidence, the paper shows that a clear-cut distinction can be made between a verb ib expressing an epistemic judgment (“to think”) and a non-verbal predicative construction ib=f r sDm (literally “his heart is towards hearing”), expressing volition (“to want”). In a second step, the volitional construction ib=f r sDm is shown to occasionally display features of syntactic gradience, reflecting its quasi-verbal semantics (“volitive agent-oriented moda-lity”): in particular, this construction can combine with a marker of passive voice, a verbal category that is otherwise alien to non-verbal constructions. Problematic late occurrences of the construction ib=f r sDm are discussed in turn: in some of these, ib=f may have been subjected to alternative construals as a verb. [less ▲]

Since the end of the first decade of the 21st century in Belgium, there has frequently been fierce debate between the world of the politician and that of the lawyer. These debates focus on the secondary legal aid offered citizens in the low income bracket or in a specific social category. On the one hand, lawyers criticise the low rates they can charge when representing their legal aid clients. According to the members of the bar, the system of remuneration is unfavourable since the lawyers believe that the amounts they receive per hour of work provided fall well below the break-even point. On the other hand, the world of politics has noticed an increase in the volume of litigation which results in increases in budget which in turn becomes uncontrollable. All in all, this raises the question of financing secondary legal aid, which in many continental European countries is considered a citizen’s acquired right (Cappeletti and Garth, 1978, Cappeletti, 1972), or has even been recognised by constitutions since it is one of the fundamental pillars of the guarantee to (relatively) equal access to justice (Parker, 1999). Drawing on this observation of lack of budgetary control in Belgium, we ask the question of whether other institutional contexts perform better (Regan 1999; Driesen et al., 2006). [less ▲]

Le Bénin, comme la plupart des pays de l’Afrique subsaharienne est sujet à une variabilité pluviométrique de plus en plus marquée résultant des changements climatiques. En septembre 2010, le pays a connu l’une des inondations les plus désastreuses de son histoire avec pour conséquences d’inestimables dégâts matériels et des milliers de sinistrés. Cette étude présente une analyse participative des stratégies locales d’adaptation et de résilience post-catastrophe des inondations de 2010 mises en place dans la commune rurale de Zagnanado afin de renforcer et/ou améliorer les stratégies futures. Les données qualitatives ont été récoltées à l’aide d’entretiens semi-directifs menés avec des acteurs clefs dans deux des villages les plus touchés par le sinistre : Kpoto et Agonvê. Des questionnaires individuels ont également été soumis à soixante habitants (chefs de ménage) de ces deux villages. Les sinistrés ont défini cette catastrophe comme étant exceptionnelle par l’effet de surprise, la hauteur d’eau et le niveau des dégâts occasionnés. Sur le plan socioéconomique, les dégâts causés par les eaux impactent –par ordre d’importance– les secteurs de l’habitat, de l’eau, de l’agriculture, et du transport. Sur le plan sociodémographique, les inondations ont provoqué des migrations temporaires pour la majorité de la population et des déplacements définitifs qui ont touché environ 50% de la population des jeunes. Les stratégies exogènes se résument pour la plupart en des dons en nature et en espèce ayant pour but d’aider à amortir le choc des dégâts. Les stratégies endogènes sont variables allant des changements dans les techniques de construction des maisons au développement d’activités alternatives à l’agriculture, à l’élevage et à la pêche. Globalement, la plupart des stratégies adoptées n’ont pas d’impact significatif sur une gestion future des risques de dégâts d’inondation. [less ▲]

A march toward deeper democratic decision-making procedures cannot be combined with the current European strategy, because the EU is not conceived to be a democratic authority, but rather a supranational normative authority whose purpose is to achieve the objectives defined in the treaties and mainly, in accordance with the Monnet method, European integration through the establishment of a single market based on the perfect competition model. In this view, the so called democratic deficit is not an occasional dysfunction of the EU decision-making process, but rather a crucial prerequisite to implement credible commitment for market preservation.For these reasons we argue that democratic legitimacy and economic efficiency are decoupled in the EU integration strategy. It emerges from the existing discrepancy between the treaty’s formulations and the decisional practice of institutions, that democratic and economic goals are separately pursued. [less ▲]

Bien que peu connue du grand public, l'agriculture de conservation est un modèle qui se développe aujourd'hui dans les systèmes de grandes cultures de nombreux pays et qui gagne peu à peu la reconnaissance d'institutions publiques . L'agriculture de conservation vise à un meilleur respect de la vie du sol à travers trois principes : la réduction du travail du sol (techniques sans labour), la couverture permanente des sols et des rotations de cultures adaptées. En Europe, l’agriculture de conservation a connu un intérêt croissant à partir du milieu des années 1990. En Région wallonne (Belgique) les surfaces en non-labour représenteraient 15-20% de l’assolement en céréales d’hiver et moins de 10% pour les autres cultures (Greenotec 2012). Ce chapitre adresse la question des modalités de transition des agriculteurs wallons vers ce mode de production. Pour traiter cette problématique, nous nous appuyons sur les acquis des « Sustainability Transition Studies » (Markard 2012) afin d'analyser les modalités d'articulation entre l'agriculture de conservation et le système agricole dominant. L'articulation de la théorie multi-niveaux développée par Geels (2002) avec le concept d'innovation par retrait (Goulet et Vinck 2012) nous amènera à développer l'hypothèse de l'insularisation pour caractériser le processus de transition vers l'agriculture de conservation. La particularité de ce processus d'insularisation est que celui-ci s'effectue à travers une dynamique à la fois de détachement et de continuité avec l'agriculture dite conventionnelle. L'analyse de trajectoires d'agriculteurs présentée ici permettra d'identifier ces modalités de détachement et de continuité. Elle nous mènera également à questionner le cadre théorique proposé par Geels (2002) ainsi que la notion d'agriculture conventionnelle en elle-même. [less ▲]

Parmi ceux-ci, les dirigeants de Petites et Moyennes Entreprises (PME) sont fréquemment victimes de problèmes de santé liés à une charge physique et mentale élevées (Bournois, Duval-Hamel, Scarengella & Roussillon, 2007 ; Gunnarsson, Vingard & Josephson, 2007). S’appuyant sur ces constats, cette étude a eu pour objectif d’évaluer leur sentiment d’épuisement professionnel et de déterminer les causes de stress spécifiques au milieu entrepreneurial. Social insurance systems vary widely in terms of coverage of workers and risks, financing sources and the structure and generosity of benefits. The predominant source of financing for social insurance comes from “deductions” from payrolls. These deductions are typically categorized as either “taxes” or “contributions,” but they share the characteristics of both. Any analysis of how best to finance social insurance must thus start from an analysis of social insurance pricing: a decomposition of the insurance component (the true contribution) from the pure tax component (the true tax). Only then can an informed discussion about reforming financing mechanisms proceed. After reviewing the structure of social insurance financing and taxes in Latin America, this paper (1) discusses the problems with payroll financing of social insurance, (2) presents options for addressing these problems, (3) ties these problems to the level of informality, and (4) describes the challenges faced by policymakers in deciding how best to finance social insurance. The aeronautic industry is progressively introducing composite material in its products. Nowadays the fabrication begins to be mature, but huge efforts remains to be done on the experimental validation of these materials. More specifically, these composite materials introduce new type of defects (such as delamination, glue defects…) which need to be detected during the fabrication and maintenance to prevent failures. Moreover, the widespread use of these materials impose to the future detection instruments to be cheap, robust and easy to manipulate by non-specialists. Currently shearography is widely used for the detection of defects in the composite material. It is cheap, and relatively robust and flexible, but requires special qualification to interpret the shearograms and identify the defects. Therefore, efforts need to be carried to ease the interpretation of stereographic results for non-specialist of the technique. For this, we propose to automate the identification of defects in shearograms by the development of specific algorithms. In this paper, we present an innovative algorithm which realizes this operation. The process inspects the wrapped phase map obtained to identify high local fringe density. These potential detects are then analyzed and selected based on a set of parameter criteria such as dimensions, shape, and detection threshold. Successful results obtained on thermally solicited composite sample observed in industrial conditions are shown. We also discuss the limitations and perspective of this approach. [less ▲]

The use of long-wave infrared (LWIR) CO2 lasers and microbolometer arrays in digital holographic and speckle interferometry shows interesting features for full-field displacement/deformation metrology and nondestructive testing. The first one is that the long wavelength yields the measurement of larger displacements together with decreasing the sensitivity to environmental perturbations. Therefore these interferometric methods can be applied more easily in industrial field applications. Another advantage was put forward in the European project FANTOM which is presented in this paper. In addition to specklegrams, the thermal background is captured simultaneously. Therefore in displacement metrology one can correlate uniquely the temperature and displacement information at the same time and in each pixel. We describe the successful achievements of the project. Thorough understanding of optics and speckle interferometry crossed with state-of-art in thermam imaging systems allowed to study this new hybrid technique in deep and tackle some specific constraints for reaching the best performances. As a result, a mobile instrument has been developed and validated on various industrial structural testing facilities and inspection areas. It has been used in thermomechanical measurements as well as in detection of defects in aeronautical composites. In particular we show that the two parts of the signal (the thermal part on one hand and the interferograms showing the deformation on the other hand) yield complementary information. A very interesting result is that it allows increasing the probability of detecting defects, for some of them are better seen in the thermal signal, whereas others appear only through local surface deformation. Digital holographic (DH) interferometry has been developed in the long-wave infrared spectral range with CO2 lasers and microbolometer arrays. This application has been driven by the European Space Agency’s constant need of techniques for monitoring large displacements of large structures. Here the study focuses on the case of aspheric mirrors, like parabola and ellipses. Usually they are tested through interferometric wavefront error measurements which require expensive null-lenses matching each of the reflectors considered. In the case of monitoring deformation a holographic technique can be considered where the wavefront is compared with itself at different instant. Therefore the optical can be quite simple and easily reconfigurable from one reflector to another. The advantage of using long wavelength is that large deformations can be measured at once, in addition to being more immune against environmental perturbations. Another advantage of DH at such wavelengths is that the ratio between the wavelength and the pixel size allows reconstructing objects 5 to 10 times larger than with DH in the visible. In this project we considered first the case of a 1.1 meter diameter parabola for submillimeter range observations. Such specimen shows strong specular reflectivity. We have developed several set-ups with different ways to illuminate the object and to collect rays to form the object beam: either through point source or through and extended diffuser working by reflection of the laser beam. Both possibilities have been compared in terms of fringe quality as well as measurement range. We selected the diffuser illumination for applying the set-up into a large vacuum facility for measuring the deformation of the parabola between 224 and 107 K. Results of this measurement campaign are presented. A further application has been shown by observation of off-axis ellipse. In this case interferometric testing is difficult to achieve and LWIR DHI with diffuser illumination is found quite simple to implement and gives straightforward results. [less ▲]

The economic losses caused by post-harvest pathogens of apple and pear can still reach 25 %. There is currently an increasing demand to develop sustainable methods to control these post-harvest pathogens. Biocontrol agents are interesting candidates to answer this demand. Nevertheless, their commercial development is sometimes hampered by a low or non-reliable efficacy comparing to fungicide treatments. Fundamental research on the mode of action of the BCA and of its ecological fitness could help to overcome that phenomenon. This chapter reviews the progresses made during two decades to understand the mode of action and the ecological niche of two BCA, Pichia anomala strain K and Candida oleophila strain O. These advances required the combination of various methodologies (in vitro and in situ) and techniques (microbiology, microscopy, genome characterization, transcriptome, proteome, gene disruption. . .) which are summarized here. Crowdsourcing is today a revolutionary phenomenon changing pro- foundly our ways of communicating and producing. This article is interested in two issues that are crucial to its development and impacts. On one hand, it in- vestigates the forms and limits of crowdsourcing-related citizen empowerment. It is less concerned by the now recognized fact that crowdsourcing is empower- ing, but rather focuses on the ways it does so and the architecture of the rela- tions between citizens, scientists and institutions in this new context. On the other, it discusses the question of credibility of data produced through crowd- sourcing. This question represents, in fact, the Achilles’ heel that destabilizes the rise of citizen power in the face of experts and institutions. In its discussion of these two issues, the article relies on a particularly interesting case study: the online platform of participatory monitoring of biodiversity in Belgium Observa- tions.be. The creation of databases is an occasion here for reflexivity, learning and mobilisation. It is also an occasion for the liberation of the lay citizen, as an individual, from the straightjackets delimiting the institutional, scientific and associative spaces where he remains a subject, a collaborator or a member – al- ways in a subordinate position. He becomes a peer producer, partner and discussant. More important, learning and action networks that develop in the platform cut transversally through the three spheres. We find unexpected and new cooperations between citizen, scientists and civil servants. Likewise, ac- tions developed through the platform, mainly reporting, counting campaigns and early alert systems attest new modes of action that transgress the functional and ontological division of the three spheres. I discuss the role of women and erōs in court poetry, by focusing on the ruling pair, i.e. the couple par excellence, and arguing that a gentle, reciprocal love within the bonds of marriage is presented as a crucial value, ensuring wealth and social order as well as the continuity of the dynasty itself. Because court life is a fashionable source of models for the elite, the poetic motif of requited love also influences the ideal depiction of love outside the ruling pair. After focusing on how internal patterns of relationship between characters shape the role of the queen in Alexandrian court poetry, I turn to non-literary, epigraphic evidence, in order to show how poetic representations of royal love integrate into a wider ideological program. Although my study mainly concerns Ptolemaic ruling pairs, I discuss some epigraphic parallels from the Seleucid dynasty as well, so that some general observations can be made on early Hellenistic queenship. La collecte d’informations selon le procédé HUMINT (Human Intelligence) reste la plus productive en termes de qualité. Quels sont les droits et devoirs des deux acteurs principaux, l’officier traitant (OT) et l’informateur ? Quels sont les challenges moraux et éthiques inhérents à cette méthode de collecte ? Une étude de cas a permis aux auteurs de proposer une analyse éthique de la relation OT-informateur en laissant la porte ouverte à d’autres recherches sur les principes éthiques en jeu au sein de cette relation si singulière. Information gathering process by HUMINT technique remains the most productive one in terms of quality. What are the right and duties of both main actors, the case officer and his agent ? Are they moral and ethics challenges inherent to this gathering method ? Through a case study, the authors propose an ethical analysis of the relation between a case-officer and his agent and let the door open for others research about ethical principles within this so singular relation. Our understanding of the mechanisms of loss and recovery of consciousness, following severe brain injury or during anesthesia, is changing rapidly. Recent neuroimaging studies have shown that patients with chronic disorders of consciousness and subjects undergoing general anesthesia present a complex dysfunctionality in the architecture of brain connectivity. At present, the global hallmark of impaired consciousness appears to be amultifaceted dysfunctional connectivity pattern with both within-network loss of connectivity in awidespread frontoparietal network and between-network hyperconnectivity involving other regions such as the insula and ventral tegmental area. Despite ongoing efforts, the mechanisms underlying the emergence of consciousness after severe brain injury are not thoroughly understood. Important questions remain unanswered:What triggers the connectivity impairment leading to disorders of consciousness? Why do some patients recover from coma, while others with apparently similar brain injuries do not? Understanding these mechanisms could lead to a better comprehension of brain function and, hopefully, lead to new therapeutic strategies in this challenging patient population. [less ▲]
