Walloon cereal production currently provides only 8 % of Belgian food chains, mainly because of low prices paid for food varieties, less favourable climate conditions and scattered plots of land. Key opportunities for non food uses are considered in a sustainable development perspective. But this can only be achieved through an exhaustive comparison of environmental and socio-economic impacts of existing and potential cereal chains. Biofuels – particularly bioethanol – are the predominant energy chains and are more and more developing in Belgium. Bioethanol industry has strongly developed since 2008 undoubtedly linked to European political support measures. The project “Alternatives for Cereals – ALT-4-CER” aims to define and to evaluate alternative scenarios for food and non food uses of cereal resources in Wallonia with the support of involved stakeholders. Depuis 1830, la Belgique a connu de nombreuses évolutions en matière électorale. Le XIXe siècle et le début du XXe sont notamment marqués par l’ouverture progressive de la participation de la population aux opérations électorales et par leur rationalisation. Au cours des dernières décennies, le système électoral de la Belgique a laissé place à de multiples systèmes électoraux, dans le sillage de la fédéralisation du pays et de la construction européenne. Ainsi, à côté des organes provinciaux et communaux, on ne dénombre pas moins de sept assemblées dont les membres sont directement élus. Même si un certain nombre de règles sont communes à ces différentes institutions, il convient de considérer l’existence d’autant de systèmes électoraux distincts. À ce jour, aucune étude interdisciplinaire n’a fait systématiquement le point sur les systèmes électoraux de la Belgique. Cet ouvrage ambitionne de combler ce vide en réunissant de nombreux spécialistes du droit et de la science politique, mais également de la sociologie, de l’histoire et de la géographie. The essential features of composite steel concrete beams and slabs are first given for a load bearing mode in one-way bending. The essential features of the two ways acting tensile membrane action load bearing mode are then explained. Experimental tests that helped understanding and quantifying the tensile membrane action, either small scale or large scale, at room temperature or in fire condition, are summarized. Simple calculation models that have been developed for calculating the load bearing capacity of composite floor under fire are presented. Considerations are given about the requirements for numerical models aiming at simulating the behavior of composite floor systems in the fire situation are given. Finally, an application example is presented of a composite floor system designed by the author in 2007. [less ▲]

La présente contribution revient sur le débat autour de la place de l’Europe sur la scène internationale à la lumière de la montée en puissance des pays émergents. Ensuite, il s’agira d’examiner la thèse d’une Europe « quantité négligeable » dans les relations internationales pour, en fin de compte, analyser les arguments en faveur d’une Europe « super- puissance ». We report a dataset of the partial pressure of CO2 (pCO2) and me-thane concentrations (CH4) in the surface waters of Lake Kivu ob-tained during four cruises covering the two main seasons (rainy and dry). Spatial gradients of surface pCO2 and CH4 concentrations were modest in the main basin. In Kabuno Bay, pCO2 and CH4 concentra-tions in surface waters were higher, owing to the stronger influence of subaquatic springs from depth. Seasonal variations of pCO2 and CH4 in the main basin of Lake Kivu were strongly driven by deepen-ing of the epilimnion and the resulting entrainment of water charac-terized by higher pCO2 and CH4 concentrations. Physical and chem-ical vertical patterns in Kabuno Bay were seasonally stable, owing to a stronger stratification and smaller surface area inducing fetch limi-tation of wind driven turbulence. A global and regional cross-system comparison of pCO2 and CH4 concentrations in surface waters of lakes highlights the peculiarity of Kabuno Bay in terms of pCO2 values in surface waters. In terms of surface CH4 concentrations, both Kabuno Bay and the main basin of Lake Kivu are at the lower end of values in lakes globally, despite the huge amounts of CH4 and CO2 in the deeper layers of the lake. This article analyzes the current system of marketing of food products in the province of South Kivu and its implications for producer prices and market integration. The study results are twofold. First, we find that the food producers hold only a small share of the marketing margin, while the bulk of the margin is captured by intermediate traders. Second, we find that the markets for bean and sorghum are integrated, which may be explained by the preponderance of these products in the diet of the population. On the other hand, market integration of maize and cassava is low, which may be due to the difficult market access conditions, in terms of taxes and red tape, rampant insecurity, inadequate means of transport, poor roads, as well as lack of information, with the information asymmetry working to the disadvantage of small-scale food producers. Finally, our analysis of the evolution and variation in average prices of food products confirms that the City of Bukavu is the area of consumption, that Katana is the collection area of food products and that Nyangezi although rural, is not a major collection area, and actually is a food deficit area with rampant malnutrition. Debates around the question of language in African literatures have been ubiquitous since the 1960s, yet only a relatively small number of studies have undertaken stylistic analyses of African works. At this stage, there is no clearly defined method enabling one to perform a comprehensive linguistic examination of African literatures in European languages. Focusing on Anglophone writing, this essay contends that the causes for this methodological shortcoming are chiefly epistemological. Part of the argument is that obstacles to the development of tools for a linguistic study of African literatures have presented themselves in relation to both the origin of the object of investigation and to the discipline of stylistics itself. It is also shown that these hurdles have been encountered in two distinct movements of linguistic research into African literatures: one focusing on the culturally-specific aspects of texts, and the other attempting a less context-dependent examination of literary pieces. After reviewing the different factors that have shaped – or hindered the development of – linguistic research into Anglophone African literatures over the years, the article outlines a methodological framework which, if further developed, may form the basis for a model of stylistic analysis. The combination of theories presented is then briefly used to interpret selected passages from the novel Purple Hibiscus (2003) by Nigerian writer Chimamanda Ngozi Adichie. The Theban necropolis, opposite the modern city of Luxor, has been Egypt’s most important burial place during the New Kingdom (ca. 1550-1050 BC). Since 1999, the Université libre de Bruxelles undertakes a long-term, interdisciplinary study of a large area in the southern part of the Sheikh Abd el-Qurna hill, densely occupied during the mid-18th dynasty. Initially focusing on two monuments dating to the reign of Amenhotep II, the tombs of the Prince of the City Sennefer (TT 96) and the vizier Amenemope (TT 29), the project led to the discovery, in 2009, of a « lost tomb » belonging to the deputy of the director of the treasury Amenhotep (TT C3). Beside the reconstruction of the history of these monuments from their construction to the present day, notably revealing an important occupation by Coptic hermits during the 8th cent. AD, the archaeological study also considers their place in the topographical, religious and social landscape of the necropolis. The study of the painted decoration of the chapels is likewise considered in the wider context of Theban painting practices and workshops, leading to the development of an original methodology termed « on site art history ». Among these activities, the conservation of the wall paintings remains a priority of the mission and the team of international specialists conducted extensive research to address the problems caused by their challenging state of preservation. The project is supported by the Belgian Fund for Scientific Research (F.R.S.-FNRS) and the Ministry of Scientific Research of the Fédération Wallonie-Bruxelles. Since 2010, it is conducted as a joint mission of the Université libre de Bruxelles and the Université de Liège. [less ▲]

Il existe de nombreuses formes de blocages susceptibles de limiter la reproductibilité des expériences d’éco-quartiers, par exemple en termes de maîtrise foncière ou par la nécessité pour des acteurs de la construction de sortir de leurs démarches traditionnelles. Notre recherche s’est focalisée sur un aspect à la fois partiel et essentiel de la problématique, en l’occurrence les préférences résidentielles. Nous avons, pour ce faire, réalisé une enquête sur le potentiel commercial de la formule de l’éco-quartier. Cette enquête, conduite par la méthode de l’évaluation contingente, s’est focalisée sur les ménages qui alimentent le peuplement des banlieues périurbaines. Pour le contexte investigué - la Wallonie - et pour le proche futur, il ressort de l'enquête que l’éco-quartier ne va pas conduire à des effets significatifs sur l’endiguement de la périurbanisation. Répondre par la négative quant à la possibilité d’endiguer l’étalement urbain par la multiplication des projets d’éco-quartiers ne signifie pas pour autant que cette formule ne puisse pas jouer un rôle significatif dans la production immobilière future. Si l’on cherche à donner une estimation crédible quant à la demande susceptible de choisir la formule de l’éco-quartier plutôt que la formule du lotissement périurbain, nos résultats poussent à avancer l’ordre de grandeur des 10 %. As Quine suggested, the so-called logical or semantical objectivism may be described as a form of platonism, which is hardly consistent with a good empirical analysis of language. In this paper I discuss this criticism in the light of Lotze's interpretation of the platonic Ideas, which is commonly regarded as a common source of Husserl's and Frege's objectivism. I first propose to distinguish two senses of the word "platonism" (as an ontological commitment in favour of intemporal and non-spatial entities/as a lack of empirical justification regarding such an ontological commitment). I then apply this distinction to Husserl, Frege and Lotze. As a result, Quine's suggestion seems to me to be historically right but philosophically questionable, insofar as several aspects of Lotze's theory of "validity" (Geltung) suggest that, despite the reference to Plato, he adopts an objectivism without platonism. This chapter aims to capture the essence of what social entrepreneurship is and also of what it is not. The chapter is structured as follows. The following section examines the concept of social entrepreneurship and reviews a number of definitions in order to highlight common features. Ce chapitre présente les résultats d'une recherche collaborative menée, entre 2007 et 2009, avec des enseignants du premier degré commun d'écoles proposant des formations qualifiantes et avec des enseignants du deuxième degré qualifiant (sections techniques et professionnelles). Les objectifs de cette recherche étaient de favoriser l'efficacité et l'équité dans l'apprentissage des langues (anglais et néerlandais). Un des principaux axes de recherche a consisté à travailler sur la dimension stratégique de l'apprentissage de la langue. De nombreuses stratégies, tant réceptives que productives, ont été explicitées puis exercées, dont la demande d'assistance dans la langue étrangère, le mime et la circonlocution. L'étude du vocabulaire a aussi fait l'objet d'un apprentissage spécifique de même que la compréhension à l'audition. Le travail sur ces différentes stratégies visaient, entre autres, à sécuriser les élèves sur le plan affectif, en leur fournissant des outils susceptibles de les aider à compenser leurs déficiences sur le plan lingustique. Background The consequences of child neglect are still too often played down. It is important to intervene at an early stage, approaching families at home through means adapted to community-level action. Interventions by health and social professionals face several hurdles: (1) the difficulty for front-line health and social professionals to make a diagnosis; (2) the difficulty of entering into a dialog with possible beneficiaries of the interventions owing to distrust; and (3) the difficulty of assessing the outcome of the interventions. In order to answer the need for the medium-term assessment of our intervention programs in the field of neglect and attachment disorders, our multidisciplinary team (psychologists, a general practitioner, an anthropologist and an educationalist) designed a tool aimed at supporting the observation of challenging indicators by parents and intervening parties in a given educational situation. Method The MASPIN tool (Method for Analysis of Situations and Project on Individual cases of Neglect) was designed on the basis of a review of existing literature on assessment tools for actions in the field concerning parental disorders, focusing on children up to three years old. Field professionals were involved in the design process in order to make sure that the tool matched their daily practice. Results The tool allows a six-fold assessment of: interactions between parents and child, parental skills, acknowledgement by parents of their difficulties or responsibilities, environmental factors, how the family experienced the intervention, and the intervening party’s experience. Discussion and conclusion The MASPIN tool could foster the development of a common knowledge and culture regarding intervention on neglect. Our limited use unveiled unexpected potential. It makes for interesting prospects in structuring the dialog between front-line professionals (medics, nurses and social workers) and experts. Moreover, it helps to ease the dialog between intervening parties and parents, clearly identifying existing parental skills and specific issues that might call for educational assistance. [less ▲]

Non-linearity is a frequent occurrence in engineering structures including spacecraft structures. It can take different forms, and it is at the origin of various dynamical phenomena with no linear counterpart. These phenomena include jumps, harmonics, bifurcation and non-unicity of the solutions. Even when they are local, non-linearities can affect the global dynamical behaviour of a structure and have a substantial impact on spacecraft loads. What makes non-linear dynamics challenging to analyse and model is the well-known result that the principle of linear superposition does not (generally) apply to non-linear systems. Even if linearisation may suffice in some cases, the rigorous analysis of non-linear structures requires adequate and dedicated numerical and experimental methodologies. The main objective of this chapter is to describe how to handle non-linearities for an accurate estimation of loads in spacecraft structures. Specifically, guidelines for both modeling and testing are provided. [less ▲]

The non-energetic valorisation of renewable resources using efficient and eco-friendly methodologies is the central axis of the "green chemistry" concept. In particular, the chemical and chemo-enzymatical transformations of carbohydrates arising from the hydrolysis of non-edible vegetal feedstock (i.e., lignocellulosic biomass) are a widely explored thematic for the production of new high-added value materials, synthons, and platform chemicals. Since the seminal works of Gedye and Giguere in 1986, the use of microwaves as a non-conventional heating source has gained large attention in organic chemistry. Due to commonly observed acceleration in reactions rates and improved selectvities and yields, microwave heating has progressively emerged as a green chemistry technology. Minimizing both energy consumption (via the reduction of temperature and reaction times) and wastes (by improvement of selectivity), microwaves has enjoyed significant adoption by the research community. This chapter describes the use of microwave processes to mediate key reactions in the field of carbohydrates chemistry. Some examples of typical carbohydrates reactions (glycosylations, hydroxyl groups’ protection, etc.) under microwave conditions are displayed and highlight the benefits of this microwave approach in terms of yields, atom efficiency, environmental factor, and carbon efficiency. Après le Concile de Trente, les réguliers s’investissent à nouveaux frais dans des missions d’évangélisation et de reconquête, sillonnant le monde, sinon avec l’intention de construire une Europe moderne, du moins avec celle de repousser au plus loin les frontières de la catholicité et d’en affirmer la suprématie. Les femmes ne sont pas en reste. Apostoliques ou contemplatives, elles participent corps et âmes à cette entreprise de Réforme et de Contre-Réforme catholiques. L’exemple des annonciades célestes est significatif de cette volonté d’aller au front, armes spirituelles à la main, mais aussi de conforter la foi de leurs coreligionnaires par l’exemple de leur engagement. Au cours de la phase d’expansion de leur ordre, ces cloîtrées ont été amenées à se déplacer et à s’adapter régulièrement à de nouveaux contextes de vie à l’intérieur de l’espace européen. Leur découverte de l’autre est abondamment commentée dans leurs échanges épistolaires et récits de vie. L’une des expériences les plus marquantes pour certaines de ces femmes a sans doute été le voyage entrepris en 1666 en vue de la fondation d’une maison en Basse-Saxe, expédition qui a entraîné ces religieuses bien au-delà de leurs territoires de prédilection. Le récit de l’aventure relaté par les voyageuses au terme de leur périple a permis à celles demeurées sur place de suivre pas à pas le progrès de leur ordre et de participer avec leurs sœurs à cette étonnante découverte d’autres modes de vie et de pensée.
