Presenting an extensive report of all Belgian electoral results since 1847 - at the national as well as the subnational levels - is not an easy task. Until 1919 officials results were only published at the overall national level but not presented with details by electoral districts. For the 1847-1914, historical analyses are thus the only available source, albeit sometimes a contestable one. After 1919, reliability of official electoral results is nonetheless low for detailed results by districts and it consequently requires cross-checked information. Overall, and for the first time to our knowledge, this annex presents an extensive and comprehension report of all electoral results - at both levels of government - since 1847. For each of the 94 elections reported, the reader would find by districts and by political parties: the number of electors, the turnout, the number of eligible votes, and the number of seats won. Conventional capture models rely on the idea that regulator is induced to lenient behavior by the regulated firm through offers of monetary transfers, the bribery model, or future employment, the revolving doors model. To avoid socially costly capture, the political principal should then either implement collusion-proof mechanisms through the delegation of welfare gains, or severely restrict the career paths of regulatory staff. The paradox of capture is that neither the two modes of capture, nor the remedy are commonly found in practice. This paper proposes to rethink capture based on the widespread use of industry-commissioned consultants, experts and lobbyists that produce information for regulatory and policy use. A small model (Agrell and Gautier, 2010) introduces a 'soft capture' concept based on a self-enforced collusion between the firm and regulator, linked to the role of the regulator as information-processing intermediate for the political principal. The firm puts processed but biased information at the free disposal of the regulator, 'no strings attached', who can then either use the submitted information or produce a more accurate information by a costly process. Under a set of mild conditions, the equilibrium involves soft capture and the regulator uses the submitted information, leading to some distortions in welfare. A case study of the Occupational Safety and Health Administration (OSHA) in USA serves to motivate and illustrate the model. As shown by the case, the soft capture model may have a stronger positive potential than the conventional models, also implying that policy advice based on it may be valuable. [less ▲]

Class A β-lactamases have proved useful as model proteins in studying a wide variety of aspects of protein folding. We review those features that have shed light on kinetic intermediates that take part in folding, including some insight into the molecular basis of the kinetic and stable molten-globule states that have been identified. The contrast between the folding behaviour of PC1 and the two lactamase mutants, P54 and P2, can be attributed in some detail to changes in molecular conformation. The early, very rapid stages of folding of β-lactamases have been shown to be multiphasic, and an interesting intermediate is described that has non-native contacts involving burial of the C-terminal tryptophan. A further feature is that the region around the disulphide bond in the TEM enzymes is formed very early in the foldingreaction. The unusual feature of class A β-lactamases, i.e. a cispeptide bond critical in the stereochemistry of the active site that usually, but not always, involves a proline residue, has been shown to be important in accounting for the slow folding reactions. The effect of substrates on the stabilization of the enzymes and on their reversible deactivation is also reviewed. [less ▲]

This article analyzes the current system of marketing of food products in the province of South Kivu and its implications for producer prices and market integration. The study results are twofold. First, we find that the food producers hold only a small share of the marketing margin, while the bulk of the margin is captured by intermediate traders. Second, we find that the markets for bean and sorghum are integrated, which may be explained by the preponderance of these products in the diet of the population. On the other hand, market integration of maize and cassava is low, which may be due to the difficult market access conditions, in terms of taxes and red tape, rampant insecurity, inadequate means of transport, poor roads, as well as lack of information, with the information asymmetry working to the disadvantage of small-scale food producers. Finally, our analysis of the evolution and variation in average prices of food products confirms that the City of Bukavu is the area of consumption, that Katana is the collection area of food products and that Nyangezi although rural, is not a major collection area, and actually is a food deficit area with rampant malnutrition. Celle-ci est appréhendée à travers la stratégie de projection africaine du Brésil. Ce dernier a traditionnellement tissé des relations avec les pays africains lusophones, notamment, dans le cadre de la Communauté des pays de langue portugaise (CPLP). Toutefois, dans un souci de diversification de ses relations et de consolidation de sa présence internationale, le Brésil a cherché ces dernières années à élargir ses relations économiques, commerciales et politiques au reste de l’Afrique, continent dorénavant courtisé aussi bien par les puissances industrielles traditionnelles (Etats-Unis, UE) que les « puissances émergentes » (Chine, Inde). Memory and memory studies have shaped a major site of humanities research over the last twenty years. Examined by ethnographers, archaeologists, social scientists, historians, economists, archivists, art historians, and literary scholars, the theme of memory – individual memory and memoir, collective memory, official memory and oral memory, cultural memory and popular memory – has informed academic discourse and formed institutional structures. Yet, the matter of memory is, paradoxically, under-explored in studies of the ‘long nineteenth century’ in France. Mapping Memory in Nineteenth-Century French Literature and Culture focuses critical attention on that neglected century when France was struggling to negotiate the serially renewed memory of revolutionary turmoil and socio-cultural redefinition. This volume explores the spaces that the memory process claims and shapes, and it works to identify the crosscurrents that connect those spaces. It asks how memory resists – or cedes to – colonisations by authority, by official discourse, by history, and by aesthetics. It asks how memory-work coincides with or morphs into the processes of the imagination. Eschewing diachronic approaches, the contributors to this volume explore sites around which memory is concentrated or which it shapes and informs: Memory on the Street; Sites of National Memory; Metamorphoses: Memory and Literary Practice; and Memory’s Imaginary Spaces. Durante los últimos años, los representantes políticos de varios países de mayor procedencia de la inmigración en España han multiplicado sus iniciativas hacia los emigrantes, con especial interés en captar su voto. Utilizando las encuestas recogidas en Madrid el día 6 de diciembre de 2009 (elecciones presidenciales en Bolivia) y entrevistas exploratorias con migrantes bolivianos, este capítulo examina la especificidad del caso español en el marco de las migraciones bolivianas. La exposición de los resultados empíricos sobre el caso de Madrid se articula en tres partes: la primera versa sobre la inmigración boliviana en España; la segunda ana- liza las prácticas de transnacionalismo político en relación con la jornada electoral y, finalmente, la tercera centra la atención en algunos aspectos puntuales de la campaña electoral, tales como la circulación de la infor- mación y el papel de las asociaciones. The non-energetic valorisation of renewable resources using efficient and eco-friendly methodologies is the central axis of the "green chemistry" concept. In particular, the chemical and chemo-enzymatical transformations of carbohydrates arising from the hydrolysis of non-edible vegetal feedstock (i.e., lignocellulosic biomass) are a widely explored thematic for the production of new high-added value materials, synthons, and platform chemicals. Since the seminal works of Gedye and Giguere in 1986, the use of microwaves as a non-conventional heating source has gained large attention in organic chemistry. Due to commonly observed acceleration in reactions rates and improved selectvities and yields, microwave heating has progressively emerged as a green chemistry technology. Minimizing both energy consumption (via the reduction of temperature and reaction times) and wastes (by improvement of selectivity), microwaves has enjoyed significant adoption by the research community. This chapter describes the use of microwave processes to mediate key reactions in the field of carbohydrates chemistry. Some examples of typical carbohydrates reactions (glycosylations, hydroxyl groups’ protection, etc.) under microwave conditions are displayed and highlight the benefits of this microwave approach in terms of yields, atom efficiency, environmental factor, and carbon efficiency. L’enrôlement dans l’armée allemande est très certainement la conséquence la plus dramatique de l’annexion des « Dix Communes » à l’Allemagne entre 1940 et 1944. S’il revêt une certaine logique du point de vue des autorités allemandes, il constitue un choc pour une population qui ne peut accepter que de « bons Belges » soient contraints de porter l’uniforme allemand et y voient une profonde injustice. La contribution sera articulée autour des mécanismes de recrutement que les Allemands mettent en place (en 1942-1943) en vue de l’enrôlement après avoir conféré aux habitants des « Dix Communes » le statut de Deutsche auf Widerruf par le décret sur l’octroi de la nationalité allemande du 23 septembre 1941. Les habitants n’auront finalement que deux possibilités : risquer leur vie en fuyant leurs villages ou en se cachant – ce sont ceux qu’on appellera les réfractaires – ou se résigner – ici les raisons peuvent varier de l’obéissance volontaire à la contrainte. Toutefois, dans les travaux scientifiques, la dimension (auto-) biographique, celle des expériences vécues de ces jeunes hommes – qu’ils soient réfractaires ou enrôlés – et de leurs familles, est encore trop peu développée. Dans ce sens, la contribution constituera également un appel à la mémoire locale afin d’ouvrir un débat sur ce passé – serein et affranchi des tensions et des passions de l’après-guerre. [less ▲]

Tax rules in non-tax agreements is a topic of great relevance in practice. Yet, up to now, this area of tax law has been generally neglected by researchers. The aim of this book is to close this gap in tax law research and to analyse the provisions of international agreements and similar legal instruments under international law which provide for a special domestic law tax treatment for specific individuals and international organizations. Twenty-four national reports from countries across the globe have been compiled and are published in this volume. Seventy experts, including the authors of the national reports, convened for a joint conference on "Tax Rules in Non-Tax Agreements" in Rust (Austria) from 7-9 July 2011. The national reports focus on the interaction of tax rules in non-tax agreements with the corresponding tax treaty rules. Moreover, possible matters of dispute regarding the justification of these tax rules within the legal and political frameworks of the different states are given much attention. L'entrepreneuriat social est un concept en vogue depuis une dizaine d’années. Souvent illustré par des « success stories » provenant des quatre coins du monde dans divers secteurs (santé, éducation, finance, culture, etc.), le concept s'impose progressivement dans le monde de l'entreprise, ainsi que dans les sphères académiques et politiques (Boschee 2006; Light 2008; Nicholls 2006b; Nyssens 2006). En plus de transformer les marchés existants, l'entrepreneuriat social a aussi contribué à créer de nouveaux marchés et de nouvelles niches, dans des domaines tels que le commerce équitable (Huybrechts 2012; Nicholls 2010a) ou la micro-finance (Armendáriz de Aghion & Morduch 2005; Battilana & Dorado 2010). Cette dernière est souvent présentée comme le porte-drapeau de l'entrepreneuriat social, notamment depuis que la Grameen Bank et son fondateur Mohammed Yunus se sont vu décerner le Prix Nobel de la Paix. Pratiquement absents des recherches universitaires avant la fin des années 90, l'entrepreneuriat social et les entreprises sociales sont devenus des thèmes de recherche importants depuis lors (Dacin et al. 2010; Defourny & Nyssens 2008b; Fayolle & Matlay 2010; Short et al. 2009), comme en témoigne le nombre croissant d'articles et de livres qui y sont consacrés . Des numéros spéciaux de différents journaux ont mis l'accent sur l'entrepreneuriat social et au moins deux nouveaux journaux ont vu le jour pour traiter spécifiquement de cette thématique et de sujets proches . Bien qu'il soit généralement bien admis que l'entrepreneuriat social et les entreprises sociales restent des notions fort contextuelles – donc contestables – qui peuvent être interprétées de différentes manières suivant l'idéologie et les objectifs des institutions qui les utilisent (Dart 2004; Dey & Steyaert 2010; Nicholls 2010c), certains traits communs commencent néanmoins à faire consensus au sein de la communauté scientifique. Le but de la première section est de présenter et de définir la notion d'entrepreneuriat social. Ensuite, l’entrepreneuriat social est comparé à d’autres notions proches mais néanmoins distinctes. La troisième section se penche sur les origines et les motivations de l'entrepreneuriat social dans une perspective historique. Dans la quatrième section, nous proposons quelques pistes pour mesurer l’ampleur du phénomène. Finalement, les conclusions de ce chapitre évoquent un certain nombre de défis à relever pour les acteurs de terrain, le monde politique et les chercheurs. [less ▲]

Walloon cereal production currently provides only 8 % of Belgian food chains, mainly because of low prices paid for food varieties, less favourable climate conditions and scattered plots of land. Key opportunities for non food uses are considered in a sustainable development perspective. But this can only be achieved through an exhaustive comparison of environmental and socio-economic impacts of existing and potential cereal chains. Biofuels – particularly bioethanol – are the predominant energy chains and are more and more developing in Belgium. Bioethanol industry has strongly developed since 2008 undoubtedly linked to European political support measures. The project “Alternatives for Cereals – ALT-4-CER” aims to define and to evaluate alternative scenarios for food and non food uses of cereal resources in Wallonia with the support of involved stakeholders. As Quine suggested, the so-called logical or semantical objectivism may be described as a form of platonism, which is hardly consistent with a good empirical analysis of language. In this paper I discuss this criticism in the light of Lotze's interpretation of the platonic Ideas, which is commonly regarded as a common source of Husserl's and Frege's objectivism. I first propose to distinguish two senses of the word "platonism" (as an ontological commitment in favour of intemporal and non-spatial entities/as a lack of empirical justification regarding such an ontological commitment). I then apply this distinction to Husserl, Frege and Lotze. As a result, Quine's suggestion seems to me to be historically right but philosophically questionable, insofar as several aspects of Lotze's theory of "validity" (Geltung) suggest that, despite the reference to Plato, he adopts an objectivism without platonism. L'influence des travaux du Conseil de l'Europe sur les prescrits légaux en CFB est décrite et commentée. Ensuite, l'auteur se penche sur les risques d'inéquité engendrés par l'adoption (en surface) de l'approche par compétences articulée autour du concept de "tâches".
