[less ▲]

A march toward deeper democratic decision-making procedures cannot be combined with the current European strategy, because the EU is not conceived to be a democratic authority, but rather a supranational normative authority whose purpose is to achieve the objectives defined in the treaties and mainly, in accordance with the Monnet method, European integration through the establishment of a single market based on the perfect competition model. In this view, the so called democratic deficit is not an occasional dysfunction of the EU decision-making process, but rather a crucial prerequisite to implement credible commitment for market preservation. For these reasons we argue that democratic legitimacy and economic efficiency are decoupled in the EU integration strategy. It emerges from the existing discrepancy between the treaty’s formulations and the decisional practice of institutions, that democratic and economic goals are separately pursued. [less ▲]

The efficiency of transfer of gases and particles across the air-sea interface is controlled by several physical, biological and chemical processes in the atmosphere and water which are described here (including waves, large- and small-scale turbulence, bubbles, sea spray, rain and surface films). For a deeper understanding of relevant transport mechanisms, several models have been developed, ranging from conceptual models to numerical models. Most frequently the transfer is described by various functional dependencies of the wind speed, but more detailed descriptions need additional information. The study of gas transfer mechanisms uses a variety of experimental methods ranging from laboratory studies to carbon budgets, mass balance methods, micrometeorological techniques and thermographic techniques. Different methods resolve the transfer at different scales of time and space; this is important to take into account when comparing different results. Air-sea transfer is relevant in a wide range of applications, for example, local and regional fluxes, global models, remote sensing and computations of global inventories. The sensitivity of global models to the description of transfer velocity is limited; it is however likely that the formulations are more important when the resolution increases and other processes in models are improved. For global flux estimates using inventories or remote sensing products the accuracy of the transfer formulation as well as the accuracy of the wind field is crucial. [less ▲]

This contribution aims at describing the numerical background associated to an efficient time integration procedure for thermomechanical elastic-viscoplastic constitutive model in a large deformation context. First, from the continuum mechanics point of view, the constitutive model is established. Within the framework of viscoplasticity, we have tried to remain as general as possible and the presented model encompasses under the same unified format, both {\it Perzyna-Chaboche} model of viscoplasticity which is well suited for moderate strain rates, as well as {\it Johnson-Cook} model which is a reference for metals submitted to high strain rates. Both incorporate nonlinear isotropic and kinematic hardening models. The classical rate-independent elastic-plastic model can then be easily recovered by setting the viscous terms to zero. Second, as the resulting continuum model is a stiff first order ordinary differential system in time, an integration algorithm is presented. This algorithm generalizes the classical "radial return algorithm", well established for elasto-plasticity, to thermo-elastic-viscoplastic models. The differential equations are numerically integrated using a thermoelastic predictor-viscoplastic corrector algorithm. The resulting algorithm is once again quite general and contains as special cases isothermal viscoplastic cases as well as classical rate-independent plasticity. Thanks to that generality, only one unified algorithm can be used both for plastic (rate-independent) as well as viscoplastic (rate-dependent) material models. Besides, in the formulation, a special care has also been taken so that all material parameters, including thermal dilatation, can be temperature dependent. As a consequence, it is also possible to model a continuous transition from elevated temperatures (that require the use of a viscoplastic model) to room temperature where rate-independent models are sometimes better suited by using a temperature-dependent viscosity that goes to zero as the room temperature is approached. Dermatophytes infect the stratum corneum, nails and hair and are the most common agents of superficial mycoses in humans and animals. At present the genome of seven species has been sequenced. Between 22.5 and 24 Mb, the dermatophyte genomes are smaller in size than those of Coccidioides spp., Histoplasma spp. and Aspergillus spp. They are enriched for particular families of genes encoding secreted proteases, fungal specific kinases and proteins containing the LysM domain that is known to bind chitin. Different tools were recently developed to improve genetic analyses of dermatophytes, including efficient systems for targeted gene inactivation, gene silencing and broad transcriptional profiling techniques. Unexpectedly, gene expression profiles in the skin and hair of infected guinea pigs were found to be very different from those during in vitro growth using hard keratin as a substrate. Instead of the major in vitro expressed protease genes, others were found to only be activated in the skin of infected animals. In other words, the expression of putative virulence genes in dermatophytoses is more complex than previously assumed and likely depends on the site and type of infection. Further broad transcriptional profiling approaches during infections will give new insights into the pathogenic mechanisms of dermatophytes. [less ▲]

This chapter analyses the production of knowledge in mental health care networks during a policy process that took place in Belgium between 2007 and 2010.By drawing on a case study of the horizontal pilot ‘Adults: General Psychiatry’ (AGP) – the discussion of different local pilots in adult general psychiatry – this chapter sets out to investigate empirically: how practitioners embodied knowledge of the new practices; how they came to enact that knowledge in the course of cross-project discussions; and how they coped with its inscription in a proposal for structural reform. At the same time, by also drawing on Actor-Network Theory (ANT) and the sociology of translation (Callon, 1999; Latour, 2007; Freeman, 2009), the discussion shows how ANT and the phenomenology of embodied, inscribed and enacted knowledge complement each another. In the Middle Ages and premodern period, artisanal knowledge was transmitted via collections of recipes often grouped concomitantly with alchemical texts and instructions. Except for some very well-known artistic treatises, such as those by Eraclius or the Schedula diversarum artium, attributed to Theophilus, detection and identification of alchemical content within recipe books has been rare and fraught with difficulty. In a broad sense, alchemy could be defined as the ‘art of transmutation’, referring to the perfection of base or impure matter (often metal or stone) into perfect substances. In this context, alchemical procedures rely on artisanal or craft practices. Thus, any overlap between alchemy and art-technological procedures can be explained by the use of various identical materials and substances. Both are concerned with the description of colours—especially in regard to processes of change, the making of pigments, the production of artificial gemstones, the imitation of gold and silver and the transmutation of materials. Both require procedures involving precise and specifically defined actions, prescriptions and ingredients. So both use identical rhetorical recipe formulations that reflect a ‘step by step’ procedure. Assuming that alchemical and artistic texts have the same textual format, raises the question: did they also have the same methods of production and reception? Using a corpus of about forty manuscripts produced in Northern Europe between the fourteenth and the sixteenth centuries, this paper investigates the authorship and the context of production behind these writings, and scrutinizes the process of their compilation and dissemination. This serves, on a variety of levels, to elucidate information about their former nature and use. Finally, this paper examines the various ways alchemical and artisanal recipes were embedded within recipe books. It also proposes some clues to help in locating, identifying and demarcating this type of alchemical writing within the literature of recipes. [less ▲]

This work deals with the numerical simulation and material flow visualization of Friction Stir Welding (FSW) processes. The fourth order Runge- Kutta (RK4) integration method is used for the computation of particle trajectories. The particle tracing method is used to study the effect of input process parameters and pin shapes on the weld quality. The results show that the proposed method is suitable for the optimization of the FSW process. [less ▲]

The “Arabian babblers” are observed in the Neguev desert for more than 40 years. These birds live in cooperative groups. They offer presents to feed each other, they endanger themselves by mobbing raptors or by coming to the rescue of group members. They play and they also often dance together. All these behaviors have received various and controversial interpretations in the scientific literature. Following the actual field’s work, one may observe that these interpretations are closely linked to the way scientists observe the birds, or even deal with them. Different practices not only construe but actually “produce” different birds. Roughly said, some of the observers take a “subjectivist” stance and interact with the birds, the other one takes an “objectivist” stance, and keeps distance from them. Each of these practices has different effects, on the birds, and on the theories. These birds therefore appear just at the edge of the categories of wild/domesticated/feral, their identity seeming to change accordingly to the ethologist who observes them. [less ▲]

A general approach to real-time transient stability control is described, yielding various complementary techniques: pure preventive, open loop emergency, and closed loop emergency controls. Recent progress in terms of a global transient stability constrained optimal power flow are presented, yielding in a scalable nonlinear programming formulation which allows to take near-optimal decisions for preventive control with a computing budget corresponding only to a few runs of standard optimal power flow and time domain simulations. These complementary techniques meet the stringent conditions imposed by the real-life applications. [less ▲]

This paper addresses the challenges and conditions of a sustainability transition of suburban areas in Wallonia (Belgium), articulated around energy efficiency in the building and in the transportation sectors. Three scenarios focused on the evolution of the existing building stock are modelled and assessed (the insulation of buildings, an increase in the built density and demolition / reconstruction). Our main findings show that, beyond the traditional polarization of the debates on energy efficiency of our built environment between the “compact city” and the “sprawled city”, a new pragmatic paradigm, focused on the transition of suburban areas by “densification”, can make suburban areas evolve towards more sustainability. However, these main results focused on energy efficiency need to be studied in a larger framework to concretely operationalize a suburban sustainability transition. In this perspective, concrete prospects for a further research project on “suburban densification” are proposed. There address the opportunities for transnational cooperation as well as the proposition of potential research activities. [less ▲]
