En effet, au-delà du scandale thématique de l’œuvre, le mécanisme énonciatif de celle-ci est très particulier. Il s’agira dans cet article de montrer comment l’écriture de ce récit intime fuit tout classement selon les règles des genres autobiographiques, tout en exploitant celles-ci de façon tout à fait originale – et donc scandaleuse. Over the course of last two decades, Mexico’s policies towards its population abroad has moved from a situation characterized by a general lack of interest to being one of the most active state in this field. The recent development of dual national and external voting policies as well as the creation of a dedicated government agency and of a consultative body all epitomize the radical change through which Mexico has gone. In this chapter, I argue that the transformation of Mexico’s attitude towards its emigrants is strongly connected to the evolution of its political regime characterized by a transition towards democracy, a strong desire to take part actively in the global economy and the increasing interest of regional actors in migration issues. Focusing on the issue of external voting, the chapter concludes by discussing the evolution of the power relations between the emigrant community and the Mexican state. [less ▲]

Cet article vise à cerner autrement le rôle de l’usage de l’ordinateur dans le travail scolaire des élèves. Elle utilise à cet effet une démarche centrée sur les apprenants, c’est-à-dire sur l’examen de leurs opinions (ce qu’ils pensent et disent) sur ce sujet. En analysant les discours tenus par les élèves des lycées Général Leclerc et bilingue de Yaoundé sur cette question, ce travail montre que pour eux, l’usage des TIC produit une réelle valeur ajoutée pédagogique. Mais ces potentialités résultent d’une combinaison de plusieurs facteurs concernant l’élève, l’enseignant et la structure scolaire. [less ▲]

One theoretical recommendation to develop sustainable rural tourism is to base its development on local resources. This should embed the tourist activity into the local society, avoid easy relocalization of investment, and help to brand the destination. The Belgian Ardennes is a proximate recreational location for Dutch people. The paper lists the local resources that attract Dutch tourists and the ways in which regional and local authorities deal with this tourist development. Based on key actor interviews and in depth analysis of the promotional material produced both by authorities and commercial companies, the paper underlines the hotchpotch of ways used in selling and consuming the Ardennes. Due to the lack of local entrepreneurship and because the Dutch tourism enterprises have better knowledge of the Dutch market, these enterprises control a huge share of tourism activities in the Ardennes. These Dutch investments change the destination as well as the local identity. Initially, Dutch companies developed a form of tourism based on nature and the rural landscape, but they diversified their activities into non land based tourism (not involving the use of land as in agriculture hors sol) and the ‘disneyfication’ of places. This Belgian case study follows more or less the well known ‘tourist destination life cycle model’, but the originality of the paper is to stress the difficulties posed for authorities to regulate tourism development and to maintain the quality of the destination. The celebrated theorem of Cobham from 1969 states that if a set of integers is both k-recognizable and ℓ-recognizable, then it is a finite union of arithmetic progressions. This paper offers a complete overview of the oligopoly problem in competition law and economics, with a specific focus on European Union (EU) law. A related purpose of the paper is to challenge the dominant view that merger control is the ultimate preventive remedy against tacit collusion. On close analysis, the merger-only enforcement paradigm against tacit collusion generates a systemic risk of type II errors. Part of this enforcement gap may, however, be alleviated through a more muscular enforcement of the rules on coordinated conduct (i.e. Article 101 TFEU) and on unilateral conduct (i.e. Article 102 TFEU). In this later respect, the paper formulates a possible theory of harm that would entitle agencies and courts to apply Article 102 TFEU to specific types of conduct by oligopolists. The concept of abuse of collective dominance may in particular be applied to the artificial tactics which oligopolists adopt to protect an observed collusive equilibrium from the natural, disruptive effect caused by an external shock (entry, natural disaster, change in tax rate, etc.). In this sense, the paper is different from other scholarly proposals that recommend applying rules on unilateral conduct to excessive oligopoly prices and/or facilitating practices. [less ▲]

We illustrate a peculiar concept of mirrored reference to address reference tracking control systems for plants subject to impacts. The idea is based on the constructions of artificial references corresponding to suitable reflections of the actual reference performed with respect to the impacting surfaces. We illustrate the application of this idea to reference tracking and state observation for a number of examples of control systems subject to impacts: a one-dimensional hammer hitting a surface, a two-dimensional Newton’s cradle, a two-dimensional mass moving in a planar equilateral triangle and a mass moving in an n-dimensional polyhedral region. For each one of these examples, we provide controllers inducing global exponential stability of the error dynamics. Despite the apparently different nature among the examples, we show that the controller/observer design follows the same paradigm based on mirrored references and we highlight the similarities of the different proofs by showing that they are all based on a specific result about Lyapunov conditions for global exponential stability of hybrid dynamical systems. Four water catchments used by the Walloon Society of Water (SWDE) in the rural village of Arquennes (Province of Hainaut, Belgium) have been contaminated by nitrate (concentrations between 60 and 70 mg NO3-·l-1) for several years. The catchment basins (31 ha and 47 ha) are located exclusively in a cultivated area on loamy soils. Since October 2004, these basins have been used as a pilot area for the environmental evaluation of good agricultural practices as regards nitrogen management (adaptation of amounts of mineral nitrogen fertilizers, farm manure management, soil cover after harvest, etc.) thanks to monitoring by farmers. This approach fits into the general pattern of the Sustainable Nitrogen Management Program (PGDA in French), which implements the European Nitrates Directive as part of Walloon legislation. The second objective of the working scheme is to study and to set up a decision-making tool aimed at preventing the contamination of water by agricultural nitrate around water catchments. Two numerical models (SWAT and FEFLOW®) were used together in order to simulate the passage of water and nitrogen from the soil surface to the water catchments outlets. Calibration and validation of models were based, among other things, on soil and subsoil characterization and on tracer testing in both saturated and unsaturated zones. Moreover crop yield, farming practices, water and nitrate fluxes in water catchments, groundwater levels and nitrate concentration in groundwater were monitored for eight years. The results of simulations show that the application of PGDA in Arquennes watersheds would lead to a decrease in nitrate concentration (to almost 50 mg NO3-·l-1) in water catchments in 2012. This expected improvement in water quality has been visible since 2009 in water catchments, with mean nitrate concentrations of lower than 50 mg NO3-·l-1 at the end of 2012. [less ▲]

The aim of the sustainable management of nitrogen is to reduce dramatically the risk of nitrogen leaching into groundwater. Regulations and recommendations have resulted in a more judicious use of manure as a mineral fertilizer to benefit both the environment and farmers. Rehabilitating leguminous plants into our rotations and our forage areas needs to become a priority. These plants can partially substitute for imported soya and, at the same time, synthesize the free nitrogen available to plants. Management of intercropping and in particular of catch crops can no longer be limited to the single issue of nitrate in water. Integrated crop protection and risk reduction of greenhouse gas emissions also need to be taken into account and flexibility needs to be incorporated into the implementation of these intercropping rules. In accordance with the Nitrates Directive, the third “Durable Nitrogen Management Plan” (PGDA) will be soon reviewed in Wallonia (Belgium). The second “Nitrate – Water” workshop took place between 28th May and 1st June 2012. The workshop was attended by both Belgian scientists (Université catholique de Louvain - UCL, Walloon Agricultural Research Center CRA-W, Université de Liège - ULg, Gembloux Agro-Bio Tech) and French scientists (National Institute for Agricultural Research - INRA). In the light of the results of experiments presented by scientists at this workshop, modifications to the PGDA are now recommended. These concern organic and mineral nitrogen fertilization for crops and meadows; catch crops; soil nitrate-nitrogen residue limitation in autumn, at the start of the nitrate leaching period; the management of meadow ploughing and a modification of the dairy cow standard for nitrogen production. Contrairement à d’autres travaux sur cette question, celui-ci explore à cet effet un ensemble de quatre variables à savoir l’accès, les représentations sociales, les usages et les compétences. L’examen des données des entretiens et observations menés montre que les différenciations sont quasi inexistantes au regard de la dimension scolaire et communicationnelle de l’ordinateur et de l’Internet. De nouveaux outils de mesure permettent de quantifier la cinématique et la dynamique articulaire fonctionnelle des athlètes (systèmes optoélectroniques 3D, plateforme de forces, électromyographie, …). Ces données sont importantes dans le sens où elles donnent à l’équipe médicale et sportive des informations objectives sur le geste du sportif dans sa pratique réelle. Elles favorisent la compréhension et l’amélioration de la performance ainsi que la prévention lésionnelle et la détection de situations à risque. Dans le cadre d’un suivi longitudinal des sportifs, ces mesures sont intéressantes pour mettre en place des critères objectifs et spécifiques à l’athlète de retour sur le terrain après une blessure. Ce document a pour objectif de présenter les principaux outils disponibles dans les laboratoires de biomécanique et d’illustrer leurs utilisations à travers 2 exemples : l’influence de la raideur de l’épaule sur la mobilité de l’épaule et l’analyse cinématique du service au tennis. L’exercice excentrique, lorsqu’il est réalisé de manière intense et/ou inhabituelle, est réputé être à l’origine de diverses sensations de courbatures d’apparition retardée. Ces douleurs musculaires, appelées DOMS pour Delayed-Onset Muscle Soreness, s’accompagnent de déficits structuro-fonctionnels pouvant persister pendant plusieurs jours. Bien qu’il disparaisse spontanément après quelques jours de récupération, le phénomène des DOMS reste problématique chez le sportif en raison des conséquences néfastes associées : perturbation de l’entraînement sportif, diminution de la performance athlétique et majoration du risque de lésions véritables en cas de poursuite d’activités sportives. Il apparaît donc essentiel, pour un sportif soumis à un entraînement excentrique, d’échapper aux DOMS. La mise au point d’approches susceptibles de réduire les conséquences néfastes des DOMS a constitué un objectif prioritaire de nombreuses études. Ainsi, les premiers essais ont été basés sur des stratégies nutritionnelles ou pharmacologiques ainsi que sur des procédés cliniques. Bien que certains procédés tels que le massage ou les apports nutritionnels puissent influencer de manière positive l’un ou l’autre symptôme, ceux-ci ne semblent pas capables d’agir sur le phénomène des DOMS dans sa globalité. Actuellement, la seule démarche préventive réellement efficace reste la réalisation d’un entraînement excentrique à intensité sous-maximale progressivement intensifiées. [less ▲]
