In 1994, during the International Conference on Population and Development convened by the United Nations in Cairo, a shocking video was shown, realized by an operator of CNN and depicting the circumcision of a ten-year-old child living in this very same city. Discourses around female circumcision were not new in Egypt and in the international community, but what was considered as a new episode of a recurrent scandal (not the last one indeed) led to enhance the "war against bad government"[1]. A war fought by means of ideological weapons produced by expert knowledges among which the medical and the feminist ones. The assignment of a value to the state of integrity of the female body and to the women freedom of choice, both designed according to Western canons, led to different actions to “save” Egyptian women. In this context, development agencies fosters a widespread representation of the victim, constituted by the woman mutilated body. Such representation is functional to put in place programs which do not guarantee a freedom of choice, but rather require adherence to another female model, one that defines the "modern" woman. My article, based on ethnographic experience, aims at highlighting the complexity of such dynamics and the role played by humanitarianism within them. Female body becomes the arena where local and international economic powers operate, disregarding a real understanding of the practice, its meanings and its eventual change. ________________________________________ [1] Foucault, Michel. ¿Donde se ubica Bolivia en los cambios migratorios de la era global caracterizados por sus vínculos transnacionales? Para responder esta pregunta, se investiga el caso de los emigrantes procedentes de la ciudad de Cochabamba. En esta ciudad, en marzo del 2009 el CEPLAG-CIUF, realizamos una encuesta de gran amplitud con el propósito de entender las diversas facetas de las migraciones cochabambinas contemporáneas y determinar cómo estas se relacionan con las tendencias globales que acabamos de destacar . Los resultados de dicha encuesta son la base de este artículo. En vista de los requerimientos estadísticos y analíticos del estudio, para realizar la encuesta se visitaron alrededor de 40 mil predios y se encuestaron 15 400 mil hogares. Un tercio de los hogares encuestados declaró tener al menos un familiar en el extranjero. Estos hogares se denominan en este artículo “hogares transmigrantes”. [less ▲]

This text focuses on how teachers and other institutional actors (such as headmasters, psychologists and social workers) offer guidance to pupils in secondary schools. It stresses the epistemological and empirical challenges inherent in a study of decisionmaking in school guidance as used by teachers, based on field theory. The text begins with a presentation of several sociological studies of how teachers construct their judgments about pupils. It emphasizes the strength of the concept of field as a key to understanding the role played by teachers in the formal process of educational (school) guidance, specifically in the case of the French "Grandes Ecoles". This section goes on to show that, with the weakening of the autonomy of (the) educational institutions, (the) French sociology of education moved away from (the) Bourdieu’s perspective, (and) to focus(ed) on the moral pluralism inherent in education and the ethical tensions that institutional actors face. The second part of the text discusses the findings of socioanthropological fieldwork undertaken in secondary schools in the French Community of Belgium. This section argues that the dynamics of judgments made by teachers today canbest be understood through their structural linkages with the structure of the field of secondary education. [less ▲]

I discuss the role of women and erōs in court poetry, by focusing on the ruling pair, i.e. the couple par excellence, and arguing that a gentle, reciprocal love within the bonds of marriage is presented as a crucial value, ensuring wealth and social order as well as the continuity of the dynasty itself. Because court life is a fashionable source of models for the elite, the poetic motif of requited love also influences the ideal depiction of love outside the ruling pair. After focusing on how internal patterns of relationship between characters shape the role of the queen in Alexandrian court poetry, I turn to non-literary, epigraphic evidence, in order to show how poetic representations of royal love integrate into a wider ideological program. Although my study mainly concerns Ptolemaic ruling pairs, I discuss some epigraphic parallels from the Seleucid dynasty as well, so that some general observations can be made on early Hellenistic queenship. L’idée d’une circonscription électorale fédérale (CEF) en Belgique a connu un intérêt tout particulier au cours de la période pré-électorale du 10 juin 2007. Durant la campagne, le groupe PAVIA a présenté sa proposition de réforme électorale, les hommes et les femmes politiques se sont positionnés, tandis que les éditorialistes du nord et du sud du pays s’exprimaient, plus ou moins favorablement à l’idée. Dans ce chapitre, ce n’est pas tant l’analyse de ces processus qui est explorée mais le regard citoyen sur la question. À l'aide d'un protocole délibératif (atelier scénario) nous tentons de mieux connaître – et comprendre – les opinions citoyennes. Abstract: Since the Treaty of London in 1839, pre-war planning theories in Belgium oscillated between two positions: on one hand secure and defend which border would be endangered, on the other hand constitute in Antwerp a powerful national sanctuary. This concentration of most of the available military means in Antwerp was far more appropriate in the event of a French invasion. But this perspective decreased after the Franco-Prussian war in 1870, while the possibility of a trespassing by the two belligerents became greater and greater. The fortifications of Namur and Liège were voted by the Chambers in 1887 as a deterrent to both France and Germany. Nevertheless, without totally putting aside the defence of the Belgian southwestern border, high-ranking officers seemed to fear more and more a violation of the eastern border. Due to the completion of fortifications on the Meuse in 1892, German columns were supposed to move forward south of the river, through the Belgian Ardennes. On the eve of the Great War, King Albert I would have preferred to concentrate the army on the Meuse but his Chief of Staff selected a central position in order to maintain and secure his line of communication with Antwerp. The lack of a determined and “standardized” doctrine at the highest level of the army led to a “mixed” or compromise plan adopted in a hurry during the first days of mobilization in August 1914.
