This paper analyzes the implications of the Advanced Measurement Approach (AMA) for the assessment of operational risk. Through a clinical case study on a matrix of two selected business lines and two event types of a large financial institution, we develop a procedure that addresses the major issues faced by banks in the implementation of the AMA. For each cell, we calibrate two truncated distributions functions, one for “normal” losses and the other for the “extreme” losses. In addition, we propose a method to include external data in the framework. We then estimate the impact of operational risk management on bank profitability, through an adapted measure of RAROC. The results suggest that substantial savings can be achieved through active management techniques. [less ▲]

Two practical methods are proposed to measure the tortuosity of a porous or permeable material from its tomographic reconstruction. The first method is based on the direct measurement of the shortest distance between two points in the pores, and the second is based on the geodesic reconstruction of the pore or permeation space. Unlike the first method, the second can be directly applied to gray-tone tomograms, without the need of a segmentation step. The methods are illustrated with an electron tomogram of clay/plastic nanocomposite, an X-ray microtomogram of sandstone, and a series of model morphologies consisting of penetrable random spheres. For the latter series, the measured tortuosities compare very well with those derived independently from the theoretical effective diffusion coefficients [less ▲]

Pulmonary hypertension (PH) is defined by a sustained increase in mean pulmonary arterial pressure > 25 mmHg. Due to its widespread availability, echocardiography (ECHO) is used as the first-line imaging modality to detect pulmonary PH and assess right ventricular (RV) function in daily routine. As such, ECHO is the key examination to detect the presence of PH, to provide valuable prognostic information and to give an orientation to therapeutic strategies. In addition to detection and screening, ECHO also provides clues for the differential diagnosis of PH. The present document, based on a consensus of experts, provides practical recommendations for the use of ECHO in the evaluation of PH and of its consequences on the right ventricle. [less ▲]

A quantitative comparison of two 15 storey high framesdesigned to resist a 0.4g PGAhas been made: one frame corresponds to a standard design in which connections of diagonals are capacity designed to the diagonal sections and the other one uses dissipative connections at the diagonals ends. The structures are designed by a standard elastic procedure under reduced forces. Pushover analysis and non linear dynamic analyses are then performed to assess the real behavior and performance of the structures. The advantages of using dissipative connections are confirmed in a high rise flexible building. [less ▲]

The story of cities and nature is both a love-story and a battle and in both, green structure may be a useful concept. Structuring the scattered archilelago of green areas means joining forces in a battle to defend vulnerable green spaces against busy traffic, construction works and other dynamic urban pressures. But green may also describe a policy to create conditions for the love-story between urban citizens and their parks and playgrounds. Both the rich and the poor benefit from the presence of a green network, a green structure that links small gardens and neighbourhood greens to the green fingers and green belts of the urban landscape. Moreover, bringing landscape to the heart of the city, green structure planning strengthens the attractive green image of the city and creates links with the historic landscape in which the city has developped its identity. This report is a platform for the exchange of European experiences. It focuses on know-how aiming to plan, create and maintain such green structures. Through concrete examples of planning and design at 3 different scales in Belgium, this paper tries to put into the light various elements contributing to such purposes. [less ▲]

Immigrant integration, and socio-economic cohesion more broadly, continue to be top priorities at many levels of governance in Europe and are long-standing fixtures of scholarly, political and public debate across Europe and North America. Although integration and culture have been dominant themes in contemporary European and American social science and humanities literatures, their intersections—particularly involving immigrant participation in local arts and cultural activities—remain understudied. Through the use of mixed-methods research, my doctoral thesis addresses how participating in such creative activities serves as a vehicle for integration. This topic is examined within the context of the European capital city-region of Brussels, and provokes further inquiry into the role of place in integration and identity-making particularly within a context in which there is no universal or normative local identity. With the onsite support of local experts, artistic and cultural actors and the public at large, I examine the ‘creative collaboration’ of Zinneke Parade 2010—a biennial socio-cultural and urban project with origins in the Brussels 2000 European Capital of Culture Programme (ECoC). Though politicians and community organizers frequently cite Zinneke as an exemplary project of the Brussels-Capital Region, to date, no formal study has been conducted neither into its role in bridging many of the city’s socio-linguistic, spatial and economic divides nor into its role as a source for building local networks, social, cultural, economic or otherwise. Finally, this work is unique in its treatment of migrant and ethnic minority identity representations in an explicitly non-ethno-cultural event. In its biennial parade, Zinneke purposefully does not re-present separate ethno-cultural pasts, but instead reflects the identities of collective and creative efforts of today’s local Bruxellois. Fielded throughout 2010 and early 2011, in-depth interviews, combined with short as well as detailed questionnaires, form the basis of data which I have collected to answer the question: Does practicing local culture facilitate integration?
