Behavioural sciences provide a better understanding of human decision-making. Increasingly, governments around the world are keen to rely on these insights for reshaping public interventions in a wide range of policy areas such as energy, health, financial services and data protection. When policy-making meets behavioural sciences, effective, low- cost and choice preserving regulations can emerge in the form of default rules, smart disclosure and simplification requirements. While behaviourally-informed regulation has a huge potential, it also attracts legitimacy and practicability concerns. Nudge and the Law explores the legal implications of the emergent phenomenon of behavioural regulation by focusing on the challenges and opportunities it may offer to EU policy-making and beyond [less ▲]

BACKGROUND: The coexistence of malignancies close to each other on the skin has been occasionally reported. The concept of field cancerogenesis applies to such cases. Given the purported mechanism of action of imiquimod, it should not be surprising that this treatment could inhibit epidermal field cancerogenesis. AIM: To assess the effect of imiquimod applied twice weekly on incipient bowenoid changes disclosed in the vicinity of basal cell carcinomas. MATERIALS AND METHOD: Biopsies were taken before treatment and after 4-6 weeks and 12 weeks of imiquimod treatment. RESULTS: Large atypical bowenoid keratinocytes and dyskeratotic cells were cleared in time while factor-XIIIa-positive dermal dendrocytes appeared boosted and admixed with a brisk lymphocytic infiltration. CONCLUSION: Epidermal field cancerogenesis appears to be controlled by imiquimod. Dermal dendrocytes might play a pivotal role in this regression phenomenon. [less ▲]

Hair shedding and hair thinning have been reported to be affected by dandruff and seborrhoeic dermatitis. The present study was conducted in 150 men presenting with telogen effluvium related to androgenic alopecia associated with dandruff. They were randomly allocated to three groups receiving each one of the three shampoos in the market containing either 1% ketoconazole (KTZ), 1% piroctone olamine (PTO) or 1% zinc pyrithione (ZPT). Shampoos had to be used 2-3 times a week for 6 months. Hair shedding during shampoo was evaluated semiquantitatively. Hair density on the vertex was evaluated on photographs using a Dermaphot. Trichograms were used for determining the anagen hair percentage and the mean proximal hair shaft diameter using computerized image analysis. The sebum excretion rate (SER, mug cm(-2) h(-1)) was also measured using a Sebumeter((R)). The three treatments cleared pruritus and dandruff rapidly. At end point, hair density was unchanged, although hair shedding was decreased (KTZ: -17.3%, PTO: -16.5%, ZPT: -10.1%) and the anagen hair percentage was increased (KTZ: 4.9%, PTO: 7.9%, ZPT: 6.8%). The effect on the mean hair shaft diameter was contrasted between the three groups of volunteers (KTZ: 5.4%, PTO: 7.7%, ZPT: -2.2%). In conclusion, telogen effluvium was controlled by KTZ, PTO and ZPT shampoos at 1% concentration. In addition, KTZ and PTO increased the mean hair shaft thickness while discretely decreasing the sebum output at the skin surface. [less ▲]

Onychomycoses represent a group of nail affections caused by one or more fungi. Whether aging represents a risk factor for developing onychomycosis, remains a question. In the present work, we studied the variations in frequency and prevalence of onychomycoses and non-mycotic onychodystrophies according to age. Our results show that there is an increase in the frequency and prevalence of onychomycoses and non-mycotic onychodystrophies predominantly in patients over forty years of age. [less ▲]

Palaeobotanical records of the Cameros basin are scarce and limited to a few localities. Two new records , mainly corresponding to Barremian deposits near Salas de los Infantes and Hortezuelos (Burgos) are presented. The new flora from Horcajuelos-1 near Salas corresponds to fluvial deposits of the Pinilla de los Moros Fm. A lower bed is dominated by Tempskya, while an upper layer includes abundant Onychiopsis cf. psilotoides, Regnellites, Ruffordia and Cladophlebis. The palynological records of the laterally equivalent lacustrine facies from the Hortezuelos Fm. are dominated by abundant and diverse fern spore assemblages (mainly Schizaeaceae) along with conifers (Classopollis and Araucariacites) and rare monosulcate angiosperm pollen. Since the zero-immigration discourse dominated, the European cooperation on labour immigration did not develop as one of free movement of Community workers. Discussing about a common policy on new labour immigration in Europe has not been an easy process. A policy plan was finally adopted six years after the implementation of the Amsterdam Treaty in 1999 to reach a first law in 2009. The first aim of this paper is to understand the policy-making process of a common labour immigration policy. Based on the theoretical framework of discursive institutionalism, this paper aims to explain the policy process carried out by the European actors, particularly the European Commission. Using the concept of discourse defined as ideas and interactions, it examines the ideas about new labour migration in Europe. It shows how the European actors reached step by step an agreement on the so-called Blue Card Directive. The migrant workers categories emerging from the process range from the new economic migrant to the emblematic highly skilled worker. The common labour migration policy that was finally adopted leaves the Community door ajar. It is characterized by a differentiated approach and a preference for temporary immigration. [less ▲]

These last years, the resurgence of the saddle gall midge, Haplodiplosis marginata (von Roser), has been observed in several European countries and this pest has sometimes inflicted severe damage in cereals. Trials were conducted in heavily infested fields to assess its nuisibility to winter wheat crops. For this purpose, protection schemes including one to four successive applications of lambda-cyhalothrin allowed to vary the exposure period of wheat to the saddle gall midge. The impact of the pest on yield was substantial and closely correlated to the number of galls induced on stems. These trials also showed the importance to synchronize insecticide sprayings with flights to obtain a good efficacy. Eventually they revealed that applying insecticide at the moment of first flights could in some cases reach the larvae still present in the soil. [less ▲]

My PhD dissertation seeks to describe and explain legal aid policies and practices in Belgium and France. The main focus lies on the relation between the mobilization of law and the institutional contexts in which lawyers provide legal aid. This approach allows me to highlight the formation of innovative social and political mobilizations of law. This process is linked with recent social policies’ and, more broadly, public policies’ transformations. In my dissertation I suggest to break the deadlock between two types of opposite explanations of lawyering for the poor. On the one hand, macro-sociological explanations of legal aid transformations in occidental societies identified several waves of legal programs with little differences between the studied countries. On the other hand, micro-sociological approaches focused on the commitment conditions and choices of lawyering for the poor and disadvantaged. I rather lay emphasize on legal aid actors’ constraints, opportunities and resources in order to highlight both structures and agencies in legal practice. The first part of my dissertation is dedicated to a comparative and socio-historical outline of the transformation process the legal aid programs underwent in the past. During the second half of the 20th century the change of legal mobilizations and legal practices which target disadvantaged people correlated closely with the evolution of social policies. Particular attention is given to the progressive formation of non-professional groups, specialized in legal information and legal advice. I also analyze how these non-lawyers mobilize and refer to law. However, while innovative legal mobilization makes its appearance, old types of legal mobilization do not just vanish; this phenomenon makes legal mobilizations more diversified and complex. It also offers new opportunities for lawyers and non-lawyers to mobilize law in order to serve the disadvantaged. The examination of the lawyers and non lawyers’ strategies to be recognized as participants in legal aid policies constitutes the second part. I thereby analyze innovative social and political mobilizations of law how lawyers and local Bars attempt to preserve their professional jurisdiction as well as how non-legally-trained actors try to be recognized. The objective is to demonstrate empirically that the cooperation and the actors’ strategies can be fully understood by studying how lawyers and non-lawyers define legal mobilizations. Indeed, the actors’ main incertitude lies in defining which legal mobilizations are legitimate and which are not. The comparative approach of the thesis highlights peculiar national characteristics, particularly concerning the relationship among the State and “intermediate actors”, i.e. lawyers, Non-Governmental Organizations (NGOs) and, in France, local authorities (collectivités territoriales). In the legal aid sector, there are two models of governance. The French one relies on the delegation of social exclusion handling from the national state to NGOs and local authority. This process comes with a permanent control from the national state which seeks to preserve its authority to determinate policies in the legal sector. The Belgian one is based on the recognition of the lawyers’ activities by the State through a process I qualify as “mutual instrumentalization” between public authorities and intermediate actors. In the third part I analyze legal mobilizations in legal aid policies. Considering the translation of social problems into legal vocabulary as a political process, I contributed to the understanding of the relationship between lawyering and social change by underlying different ways of translations. Legal practices, professional belonging, and lawyers’ commitments are very heterogeneous. Nevertheless, I constructed a typology of legal mobilizations and legal practices. In a context where the transformation of social policies seeks to empower laypeople, lawyers are encouraged to intervene before litigations in order to pass “legal consciousness” on laypeople. Through this process, citizens could be able to defend and promote their rights in everyday life. In summary, my thesis underlines the tensions between the different kinds of legal mobilizations which refer to a specific definition of relationship between law and politics. [less ▲]

A damage detection method of mechanical system based on subspace identification concepts and statistical process techniques is presented. The aim is to propose a method that is sensitive to small-sized structural damages and suitable for on-line monitoring. Measured time-responses of structures subjected to artificial or environmental vibrations are assembled to form the Hankel matrix, which is further factorised by performing singular-value decomposition to obtain characteristic subspaces. It may be demonstrated that the structural responses are mainly located in the active subspace defined by the first principal components, which is orthonormal to the null subspace defined by the remaining principal components. If no structural damage occurs, the orthonormality relation between the subspaces remains valid with small residues when consecutive data sets are compared, and these residues may be evaluated by the proposed damage indicators. The method is validated using an experimental mock-up of an airplane subjected to different levels of damages simulated.
