In sub-Saharan Africa, the recent changes in feeding practices increase the risk of contamination for dairy cattle and subsequently the passage of mycotoxins in the food chain. Aflatoxins are the major mycotoxins known to enter into milk and many milk-based foods. The naturally occurring aflatoxin B is (bio-) transformed by mammals into various metabolites including the aflatoxin M excreted in milk. Food processing aiming at long term food storage (sterilization, pasteurisation, freeze-drying.) do not alter, or only slightly, the toxicity of aflatoxins. The best option to reduce milk contamination is to prevent the introduction of contaminated feed in the dairy cattle diet. Very little information is available on the flux and modifications of mycotoxins (synthesis, alteration, dilution or concentration) during the processing of milk and milk-based products. Therefore this field of research is given a high priority by the scientific community. The evaluation of the estrogenic activity of some of these substances by reporter gene assays was the first aim of this paper. The substances chosen are also persistent organic pollutants (POP), which are capable to bioaccumulate in several organisms. Then, the occurrence of these substances was evaluated in the blubber tissue of North Sea harbour porpoises (Phocoena phocoena). Harbour porpoises are good indicators of the environmental contamination and therefore of seafood by POP. These POP were quantified by GC-MS and also by reporter gene assays. For the achievement of these aims, different analytical methods were developed. The following raking is proposed for the studied substances, according to their estrogenic activity: o,p’-DDT > o,p’-DDD > β-HCH > p,p’-DDT > p,p’-DDD > p,p’-DDE > δ-HCH > PCB 138 > γ-HCH > α-HCH > PCB 153 > HCB > PCB 180. None of them presented anti-estrogenic activity. The analysed samples presented high levels of POP, sometimes associated with estrogenic activity, confirming the occurrence of endocrine disruptors in these animals. The present study took place in France, in the wetlands of the Atlantic border, where otter populations are considered to the stable. Muscle, pericaudal fat, and liver of 33 otters were analysed for 22 PCB congeners and organochlorine pesticides. The mean concentrations of organochlorinated pesticides in samples are relatively low (from 0 to 5.71 mg/kg lipid weight). The PCB concentrations are higher (mean in muscular tissue: 26.19 mg/kg lipid weight), but still remain low compared to similar samples from other countries. The relation between PCB concentration and physiological variables is discussed. Congener specific analysis shows an important contamination due to highly chlorinated congeners and a poor contaminatin due to low chlorinated congeners. [more ▼] Since 1993, Belgium is officially a federal state, composed of – three – communities and – three – regions, as the – new at the time – first article of the Constitution proclaims. The history of federalism in Belgium is therefore quite recent. Nevertheless, the story is – much – longer since it starts with the independence of Belgium from the United Kingdom of the Netherlands in 1830. The very beginning of a state and the underlying causes of its creation, as well as its place on the map, the timing of its creation and the characteristics of the elites who take the lead and define the new state’s nature are of crucial importance and these elements shape the country’s political development for centuries. Nonetheless, although the beginning of any state sets up a path dependency, there are also critical junctures along its political development which in turn influences the course of history. This is especially true for Belgium. Here, history and politics are intrinsically interrelated. Indeed, these dual dynamics – history as politics and politics as history – are at the heart of Belgium’s federalism. To explore these dynamics, this paper distinguishes three key variables of the historical-political relationship in order to apprehend the contemporary significance of historical legacies in Belgium. The first variable is the territorial principle vs. linguistic principle debate, which constitutes the backbone of the so-called Belgian community question – or in other words the foremost divisive issue of federalism in Belgium. The second variable is the political parties because they have played and play the major role in Belgian politics and therefore in the Belgian federal dynamics. The third variable is made of the people; that is, at the individual level, the inhabitants or the citizens or the voters and, at the collective level, the communities and/or the nations of Belgium. These three variables are at the heart of Belgium’s past, present and future and continuously interact with one another – i.e. they form a triangle of interactions. In order to offer a clear picture of these interactions, Belgium’s history is divided into three periods: before federalism (1830-1960), federalism (1960-2010) and after federalism (2010-onwards). This division in three variables and in three periods structures the paper.
