Pour ce faire, nous analysons l’action des décideurs publics en discernant les trois images repères du comportement « aménagiste », du comportement « expansionniste » et du comportement « sectoriel a-spatial ». Cela conduit à souligner l’attitude multi-facette de l’intervention publique en matière de territoire. Cela conduit également à conclure qu’orienter les évolutions urbaines vers la compacité qualitative nécessiterait des remises en cause fondamentales, tant en termes de politiques sectorielles qu’en termes de démocratie locale et d’équilibre entre doits individuels et droits collectifs. [more ▼] In order to identify areas where desertification may have occurred over the last two decades, 109 stations located in three bioclimatic zones of Niger are analyzed. Time series of remote sensing data are well suited to this task. Here, we use time series of NOAA AVHRR normalized difference vegetation index (NDVI) data and rainfall data. In this study, trend analysis is used to identify areas within the biomes from 1981 to 1999 in Niger with apparent land degradation in semi-arid areas. It appears that most of Niger (82,5%) recorded increasing rainfall while only 78,9 % experienced increasing in integrated vegetation index (iNDVI). However, the combination of the two variables through the ratio iNDVI/RR shows a widespread reduction of the rain-use efficiency with highly significant trend for the stations grouped by bioclimatic area (p<10-6) during the studied period (1981-1999). These negative trends suggest a progressive diminution of the vegetation productivity as highlighted by the lowering of the iNDVI/RR ratio. This situation suggested a consistently environmental degradation and that desertification processes continued during the last two decades over most of the Sahelian belt of Niger. Landscape research involves geographers, historians, archaeologists, agronomists, foresters, ecologists and nature conservationists all dealing with specific goals and tasks. The integration is mainly achieved in spatial planning. In the Walloon region large areas are still rural and have a large forest cover, while urbanized zones are rather concentrated. Landscape research focuses here mainly upon the rural involving geographers, agronomists and planners. The natural and scenic aspects of the landscape dominate and the study of the historical development of the landscape is less pronounced. In Brussels Capital region little attention is given to landscape aspects, as social and typical urban problems dominate. Consequently, different landscape typologies are used in Belgium. [more ▼] The release of mobility constraints has facilitated urban sprawl, i.e. the increasing spatial dissociation between urban cores and implantation sites of households and economic activities. The aim of this paper about the Walloon part of the Brussels metropolitan region is to analyse how housing market constraints reinforce the trend towards residential sprawl. Based on an analysis of the financial accessibility to both, the market for new housings and the market for pre-existing housings, it is here the influence of the price level decreasing with the distance from Brussels which is taken into account. Due to their limited financial resources and to this price gradient, many households are obliged to settle on remote sites in order to acquire their property goods. In relation to this phenomenon, it appears that, from a spatial as well as from a social point of view, the Brussels urban system is not able to settle the metropolitan growth on an adapted way. Indeed, new residential locations reinforce the increasing dissociation between work places and living places, which leads to a useless increase in mobility costs as well as a serious accentuation of socio-spatial segregations. Le présent article se propose d’étudier les causes de l’éclatement urbain qui affecte le territoire belge à la lumière d’une comparaison avec la Suisse et le Danemark, deux pays réputés pour avoir mis sur pied des politiques relativement efficaces de lutte contre l’étalement urbain. De cette comparaison appréhendée via les trois thématiques de la politique foncière, de la production immobilière résidentielle et du choix clair de la Belgique en faveur de la mobilité voiture, c’est l’enracinement profond de la périurbanisation belge qui apparaît. L’éclatement urbain qui y affecte le territoire s’intègre, en effet, dans une grappe de facteurs explicatifs où s’entremêlent l’influence du milieu naturel, des réticences séculaires pour les modes de vie urbains, une faible conscientisation aux enjeux de la planification physique et des choix politiques rémanents ayant fortement contribué au renforcement des dynamiques centrifuges.
