In the framework of the Magnetism in Massive Stars (MiMeS) project, a HARPSpol Large Program at the 3.6m-ESO telescope has recently started to collect high-resolution spectropolarimetric data of a large number of Southern massive OB stars in the field of the Galaxy and in many young clusters and associations. We report on the first discoveries of magnetic fields in two massive stars with HARPSpol - HD 130807 and HD 122451, and confirm the presence of a magnetic field at the surface of HD 105382 that was previously observed with a low spectral resolution device. The longitudinal magnetic field measurements strongly vary for HD 130807 from ~-100 G to ~700 G. Those of HD 122451 and HD 105382 are less variable with values ranging from ~-40 to -80 G, and from ~-300 to -600 G, respectively. The discovery and confirmation of three new magnetic massive stars, including at least two He-weak stars, is an important contribution to one of MiMeS objectives: the understanding of the origin of magnetic fields in massive stars and their impact on stellar structure and evolution. Based on observations collected at the European Southern Observatory, Chile (Program ID 187.D-0917). [less ▲]

The Meuse-Rhine Euregion (the Region of Aachen, the German-speaking Community of Belgium, the Belgian Province of Liège, the Belgian Province of Limburg and the southern part of the Dutch Province of Limburg) is an interesting area from a linguistic point of view: the official languages of the three countries in in the Euregion are Dutch (in Belgium and the Netherlands), French (in Belgium) and German (in Belgium and Germany); regional languages / dialects are Limburgish (which is recognised as a regional language in Dutch Limburg), Ripuarian and Walloon. We report on high-accuracy high-resolution (<20 mas) stellar observations obtained with the Palomar Fiber Nuller (PFN), a near-infrared (sime2.2 μm) interferometric coronagraph installed at the Palomar Hale telescope. The PFN uses destructive interference between two elliptical (3 m × 1.5 m) sub-apertures of the primary to reach high dynamic range inside the diffraction limit of the full telescope. In order to validate the PFN's instrumental approach and its data reduction strategy, based on the newly developed "Null Self-Calibration" (NSC) method, we observed a sample of eight well-characterized bright giants and supergiants. The quantity measured is the source astrophysical null depth, or equivalently the object's visibility at the PFN 3.2 m interferometric baseline. For the bare stars α Boo, α Her, β And, and α Aur, PFN measurements are in excellent agreement with previous stellar photosphere measurements from long baseline interferometry. For the mass-losing stars β Peg, α Ori, ρ Per, and χ Cyg, circumstellar emission and/or asymmetries are detected. Overall, these early observations demonstrate the PFN's ability to measure astrophysical null depths below 10[SUP]-2[/SUP] (limited by stellar diameters), with 1 σ uncertainties as low as a few 10[SUP]-4[/SUP]. Such visibility accuracy is unmatched at this spatial resolution in the near-infrared and translates into a contrast better than 10[SUP]-3[/SUP] within the diffraction limit. With further improvements anticipated in 2011/2012, a state-of-the-art infrared science camera and a new extreme adaptive optics system, the PFN should provide a unique tool for the detection of hot debris disks and young self-luminous sub-stellar companions in the immediate vicinity of nearby stars. Since the adoption of the Guidance Communication in 2009, the Commission has kept exploitative abuses— and in particular excessive pricing cases—in a state of artificial hibernation, and focused on exclusionary cases as a matter of enforcement priority. The Commission’s small antitrust policy against exploitative abuses is predicated on ‘Tea Party’ competition economics: in the long term, high prices are presumed to deliver efficient outcomes, and competition enforcers risk doing more harm than good in trying to improve market outcomes [less ▲]

This paper describes a full scale fire test performed the 27th of February 2010 on a composite floor for analysing the possibility of tensile membrane action to develop when the unprotected steel beams in the central part of the floor are made of cellular beams. The natural fire was created by a wood crib fire load of 700 MJ/m2 and the 9 × 15 m floor survived the fire that peaked at 1000°C and lasted for 90 minutes. Blind predictions of the air temperature development by the software OZone and of the structural behaviour by the software SAFIR which proved quite satisfactory are also described. [less ▲]

This prospective cohort study aimed at identifying player-related risk factors for injuries in youth football as determined by extensive preseasonal screening. All male U15-U19 players from a regional football school (season 2007-2008; n = 67) underwent preseason evaluations assessing physical fatigue, emotional stress and injury history (questionnaire), anthropometric variables, general joint laxity (Beighton score), lower limb coordination (functional hop tests), aerobic fitness (shuttle run test), strength of knee extensor and flexor muscles (isokinetic tests), static and dynamic balance (force plate tests), and explosive strength (jump tests on force plate). Football exposure and all football-related injuries (n = 163) were recorded during the entire subsequent season (44 weeks). Total injury incidence was 10.4 injuries/1000  h and was higher in competition than in training [relative risk = 3.3; CI(95%) (2.39; 4.54); P < 0.001]. Lower limb injuries were most frequent (87%). Acute contact injuries represented 37%, while intrinsic (noncontact and chronic) injuries amounted to 63%. Of all the variables tested, only physical fatigue was significantly associated with injury, as revealed by univariate and multivariate analyses. The same result was observed when considering only intrinsic injuries as outcome. A single preseason test session may be of limited interest in the framework of an injury prevention strategy. We study the min max optimization problem introduced in [Fonteneau, 2011] for computing policies for batch mode reinforcement learning in a deterministic setting. This problem is NP-hard. We focus on the two-stage case for which we provide two relaxation schemes. The first relaxation scheme works by dropping some constraints in order to obtain a problem that is solvable in polynomial time. The second relaxation scheme, based on a Lagrangian relaxation where all constraints are dualized, leads to a conic quadratic programming problem. Both relaxation schemes are shown to provide better results than those given in [Fonteneau, 2011]. [less ▲]

Wind tunnels are experimental installations that create an airflow going past a test object. In a controlled and safe environment, they can recreate real-life situations, like an aircraft flying at 30,000ft and 950km/h or a storm blasting a bridge deck. In this way the aerodynamic forces acting on structures can be measured, the flow-field around them can be visualised and fundamental research on aerodynamics can be carried out. Wind tunnels have been invaluable tools to aircraft, automobile and civil engineering designers for over 100 years. However, a significant number of wind tunnels have been decommissioned over the last 20 years, both in Europe and in the United States. Some of these closures have made the news, for instance the decommissioning of the NASA Ames facilities. There are many reasons for this phenomenon and a significant number of possible implications. This report comments on EU peacebuilding practices in the light of different strands of the liberal peacebuilding paradigm. Due to the fact that there is no comprehensive and complete EU strategy on peacebuilding, Michal Natorski focuses on the practices pursued using the Instrument for Stability (IfS). He analyzes governance practices during the implementation of the IfS and, assesses qualitatively the use of its different tools. Finally he tries to draw conclusions from his findings for the prospective orientation of the European External Action Service, especially in regard to its peacebuilding and conflict prevention policy.
