This paper describes a full scale fire test performed the 27th of February 2010 on a composite floor for analysing the possibility of tensile membrane action to develop when the unprotected steel beams in the central part of the floor are made of cellular beams. The natural fire was created by a wood crib fire load of 700 MJ/m2 and the 9 × 15 m floor survived the fire that peaked at 1000°C and lasted for 90 minutes. Blind predictions of the air temperature development by the software OZone and of the structural behaviour by the software SAFIR which proved quite satisfactory are also described. [less ▲]

We study the min max optimization problem introduced in [Fonteneau, 2011] for computing policies for batch mode reinforcement learning in a deterministic setting. This problem is NP-hard. We focus on the two-stage case for which we provide two relaxation schemes. The first relaxation scheme works by dropping some constraints in order to obtain a problem that is solvable in polynomial time. The second relaxation scheme, based on a Lagrangian relaxation where all constraints are dualized, leads to a conic quadratic programming problem. Both relaxation schemes are shown to provide better results than those given in [Fonteneau, 2011]. [less ▲]

[less ▲]

Under income-differentiated mortality, poverty measures reflect not only the "true" poverty, but, also, the interferences or noise caused by the survival process at work. Such interferences lead to the Mortality Paradox: the worse the survival conditions of the poor are, the lower the measured poverty is. We examine several solutions to avoid that paradox. We identify conditions under which the extension, by means of a fictitious income, of lifetime income profiles of the prematurely dead neutralizes the noise due to differential mortality. Then, to account not only for the "missing" poor, but, also, for the "hidden" poverty (premature death), we use, as a fictitious income, the welfare-neutral income, making indifferent between life continuation and death. The robustness of poverty measures to the extension technique is illustrated with regional Belgian data. [less ▲]

This report comments on EU peacebuilding practices in the light of different strands of the liberal peacebuilding paradigm. Due to the fact that there is no comprehensive and complete EU strategy on peacebuilding, Michal Natorski focuses on the practices pursued using the Instrument for Stability (IfS). He analyzes governance practices during the implementation of the IfS and, assesses qualitatively the use of its different tools. Finally he tries to draw conclusions from his findings for the prospective orientation of the European External Action Service, especially in regard to its peacebuilding and conflict prevention policy. Several studies have highlighted the potential negative impact of climate change on groundwater reserves but additional work is required to help water managers to plan for future changes. In particular, existing studies provide projections for a stationary climate representative of the end of the century, although information is demanded for the near-future. Such time-slice experiments fail to account for the transient nature of climatic changes over the century. Moreover, uncertainty linked to natural climate variability is not explicitly considered in previous studies. In this study, we substantially improve upon the state-of-the-art by using a sophisticated transient weather generator (WG) in combination with an integrated surface-subsurface hydrological model (Geer basin, Belgium) developed with the finite element modelling software 'HydroGeoSphere'. This version of the WG enables the stochastic generation of large numbers of equiprobable climatic time series, representing transient climate change, and used to assess impacts in a probabilistic way. For the Geer basin, 30 equiprobable climate change scenarios from 2010 to 2085 have been generated for each of 6 different RCMs. Results show that although the 95% confidence intervals calculated around projected groundwater levels remain large, the climate change signal becomes stronger than that of natural climate variability by 2085. Additionally, the WG ability to simulate transient climate change enabled the assessment of the likely timescale and associated uncertainty of a specific impact, providing managers with additional information when planning further investment. This methodology constitutes a real improvement in the field of groundwater projections under climate change conditions. [less ▲]

Three-arm (A2B) and four-arm (A2B2) star-shaped copolymers based on biocompatible and biodegradable hydrophobic poly(ε-caprolactone) (PCL) (A arms) and biocompatible and bioeliminable hydrophilic poly(ethylene oxide) (PEO) (B arms) were synthesized by the coupling of an ω-azide terminated PEO chains with PCL chain bearing one (A2B) or two (A2B2) alkyne functions at the middle of the chain by the copper mediated azide-alkyne cycloaddition (CuAAC). The amphiphilic behavior of these different stars was confirmed by micellization experiments in water followed by dynamic light scattering and transmission electron microscopy analyses. The efficiency to stabilize PLA nanoparticles was investigated in function of the stars structure. [less ▲]

Background. Se is primordial for all development stages in oviparous species but can induce cellular damages (e.g. oxidative stress, histopathotoxicity) , embryo- and immunotoxicity (Usdi 1998; Hoffman 2002) , even at low concentration. Unlike birds and fishes, little is currently known on Se toxicology in reptiles, such as turtles. Most studies reported tissue burdens from field-captured or death animals but rarely provided an understanding of the dose, duration or pathway of exposure. Our present study aims to investigate toxicokinetic of Se through an in vivo and per os exposure of the yellow-bellied slider turtle Trachemys scripta scripta. Furthermore relationship between Se concentration in internal tissues (liver, kidney, muscle ) and external tissues (carapace, skin, blood) will evaluate usefulness of these last in the framework of non-invasive sampling in protected turtle species. Methodology. 160 yellow-bellied slider turtles, around four weeks old, were acquired in September 2010 and placed by pair in individual tank for a six-month acclimatization period. Lengths, as straight carapace length SCL, ranged from 1.7 to 6.4 cm. Three groups of 42 individuals each were designed. The feeding trial consisted in an eight-week supplementation period followed by a four-week depuration period. At some intervals during that time scale, six individuals per group were sacrificed and tissues were collected (carapace, scutes, skin, blood, liver, kidney, muscle) for selenium analysis. During the supplementation period, turtles were fed with diet containing 0 (control) , 23 or 47 µg.g-1 of selenium as seleno-L-methionine. During the depuration period, the remaining individuals were fed with non-supplemented control diet. Total selenium was investigated by ICPMS. Results and discussion. The Se-concentration in all collected tissues increased in a dose-dependent way over the course of the supplementation period. Se accumulation had no effect on survival, diet behavior or growth. Higher Se levels were observed in kidney, followed by muscle and blood. During the recovery period, Se levels decreased in tissues in a significantway except in blood, muscle and carapace. Blood, skin and carapace Se levels were positively correlated to those in kidney and muscle. Such relationships were also observed between liver and carapace, and blood. Results suggested a Se transfer through the food intake and the potential use of carapace and skin as relevant tools in non-invasive biomonitoring studies. [less ▲]
