Pour lutter contre la fraude sociale et fiscale, le législateur belge a mis en place un système d'enregistrement des entrepreneurs. Dans le secteur des travaux immobiliers, le recours à un entrepreneur non enregistré pouvait avoir des conséquences importantes - responsabilité solidaire pour les dettes sociales et fiscales et obligation de retenue - pour le cocontractant de l'entrepreneur. Ce sytème d'enregistrement a été remis en cause, au nom de la libre prestation de services, par un arrêt du 9 novembre 2006 de la C.J.C.E. A la suite de cet arrêt, le législateur belge est intervenu pour adapter la réglementation de l'enregistrement. Après avoir rappelé les principes qui régissaient la réglementation de l'enregistrement des entrepreneurs de travaux immobiliers au moment où la C.J.C.E. a été saisie du recours en manquement qui a débouché sur l'arrêt du 9 novembre 2006, l'article analyse cet arrêt. Il détaille ensuite les modifications apportées à la réglementation à la suite de cet arrêt. Une attention particulière est portée aux relations entre cette réglementation et celle des marchés publics. L'article se termine par une conclusion qui prend la forme d'une mise en perspective. La cathédrale de Laon comporte le plus grand ensemble sculpté de la fin du XIIe siècle: trois portails et leurs gâbles, deux fenêtres à voussures, de nombreuses têtes dans les écoinçons des baies, des personnages sur les arcs-boutants et des boeufs énigmatiques aux sommets des tours du massif occidental. L’ouvrage révèle un programme d'ensemble selon lequel les thèmes des portails latéraux - Incarnation et Jugement dernier - sont couronnés et achevés par le Triomphe de la Vierge au portail central, symbole de l'espoir eschatologique des chrétiens. Ce programme est attribué à Gautier de Mortagne, évêque de Laon de 1155 à 1174. Il est amplifié par les thèmes novateurs des fenêtres - Arts libéraux et Arts mécaniques au nord, Création-Rédemption au sud – lesquels procèdent directement des écrits de Hugues de Saint-Victor (1096-1141), théologien majeur du XIIe siècle avec qui Gautier de Mortagne entretenait des relations suivies. La présence des boeufs en haut des tours peut alors s'interpréter comme une introduction oculaire à ce programme: rappel de l'apparition providentielle d'un boeuf auprès d'un ouvrier lors de la construction de la cathédrale et herméneutique de ce miracle comme conjugaison nécessaire des oeuvres humaines et de la grâce divine. Les analyses iconographique, stylistique et archéologique ont permis plusieurs découvertes : l’existence d’une chapelle axiale dans le choeur primitif (détruit au début du XIIIe siècle), le remploi d’un portail complet datant de la toute fin de l'épiscopat de Barthélemy de Joux (1113-1151) et achevé avant le début de la construction de la cathédrale actuelle. La richesse et l’originalité de cet ensemble sculpté sont servies par une couverture photographique inédite présentée sous forme de corpus dans le CD-ROM interactif qui accompagne l’ouvrage. La critique d’authenticité, complétée par l’analyse de chaque sculpture du corpus, met en évidence un nombre significatif de têtes du XIIe siècle et dénote le bon état général de la sculpture originale. L’étude stylistique, couplée à celle des techniques d’exécution, permet de distinguer les manières d’un nombre réduit d’artistes : celui du portail de remploi, celui du choeur primitif et des clefs de voûte de la nef, l’artiste principal de la façade (manière A) et des arcs-boutants de la nef, et enfin celui de la manière B de la façade. L’auteur montre que ce dernier ira ensuite accomplir le décor sculpté de l’abbatiale Saint-Yved de Braine. La chronologie du chantier conduit à remonter quelque peu la datation de la sculpture de la façade au cours du dernier quart du XIIe siècle. Laon s’intègre dans le style antiquisant, appelé par commodité << style 1200 >> et devient une référence déterminante pour Chartres, Lausanne et Maastricht. Plus largement, l’écho qu’en offrent les ensembles sculptés de Paris, Reims et Amiens font incontestablement de Laon un grand chantier européen. [less ▲]

In an experimental design, we asked 234 French-speaking Belgian university students to “draw Belgium”. No other guidelines were given. In addition to this request, the students were asked to fill in a 19-question questionnaire about their federal perceptions and preferences as well as political and socio-demographic indicators. This experimental research is an attempt to capture the relationships between representations and perceptions of federalism in Belgium. This short preliminary report offers the first results and insight from this research. Further analyses and publications will follow. [less ▲]

Bainite formation from intercritical austenite is of great practical importance for the production of TRIP-assisted steels. Silicon and aluminium play important roles during this transformation by delaying carbide precipitation, thus favouring the carbon enrichment of untransformed austenite, which makes its stabilisation down to room temperature possible. Previous studies have shown a strong dependence of bainite formation kinetics on both chemical composition and transformation temperature. In the present work, the effect of silicon and aluminium contents on bainite formation kinetics is investigated experimentally using dilatometry combined with microscopical observations. The experimental results are analysed by comparison with thermodynamic parameters, such as the activation energy G* for nucleation of bainite and the carbon content CT0 corresponding to the T0-curve. It is shown that the faster transformation kinetics induced by the substitution of silicon by aluminium can be ascribed (i) to a higher driving force for nucleation, (ii) to a higher carbon content CT0 at the T0-curve and (iii) to the precipitation of carbide in austenite in steels with a low Al content. This paper deals with the electrokinetic modeling of earthing systems by means of a sub-domain perturbation finite element technique. An axisymmetric problem is solved for each single grounding rod or cable. Its solution must then be corrected by taking into account the influence of the other rods and cables. The electric scalar potential is transferred from one problem to the other through projections between meshes. An inherently 3D problem can thus be solved as a succession of 2D sub-problems, which significantly speeds up the solution and enables to tackle complicated grounding systems. [less ▲]

A group of Transmission System Operators (TSO’s), expert companies and leading research centers in power system analysis and applied mathematics, under the coordination of Tractebel Engineering, has joined to develop methodologies and software tools able to monitor, simulate and analyze the European Transmission Network (ETN). This project called PEGASE is part of the 7th Framework Programme of the European Commission. Its budget is about 13 MEUR. It started in September 2008 and will last for 4 years. It will define the architecture, data flows and algorithms of an ETN state estimator making use of emerging technologies like the GPS-synchronized Phasor Measurement Units (PMUs). Giving access to the state of the ETN to each TSO would improve dramatically their coordination provided that new ideas to display huge amounts of ETN data are proposed. This is also part of the research. The static simulation of the ETN requires to take into account the various operating rules and control practices of each national grid. New algorithms will be developed, based on optimization techniques and sound engineering judgment. The dynamic simulation of the ETN is of paramount importance for better control and security assessment of this large-scale system. PEGASE will build a prototype of a simulation engine capable of reproducing all kinds of behavior of the ETN. Such an engine will be designed to play extreme scenarios up to the complete black-out of Europe and its subsequent restoration. It will require algorithmic breakthroughs and advanced computer architecture. It will be embedded in a mock-up of a real time dispatcher training simulator. Simplified dynamic simulation tools, able to run much faster than real time, will be developed for on-line security assessment. If the main challenge of the project remains the size and the heterogeneity of the ETN, special attention will be paid to modeling methodology. Component models have to face the complexity introduced by IT and power electronic technologies presently used in power systems. Standard model libraries reach some limits and a greater modeling flexibility is needed to introduce new devices in software tools or exchange models between operators. [less ▲]

An investigation into fine-scale European population structure was carried out using high-density genetic variation on nearly 6000 individuals originating from across Europe. The individuals were collected as control samples and were genotyped with more than 300 000 SNPs in genome-wide association studies using the Illumina Infinium platform. A major East-West gradient from Russian (Moscow) samples to Spanish samples was identified as the first principal component (PC) of the genetic diversity. The second PC identified a North-South gradient from Norway and Sweden to Romania and Spain. Variation of frequencies at markers in three separate genomic regions, surrounding LCT, HLA and HERC2, were strongly associated with this gradient. The next 18 PCs also accounted for a significant proportion of genetic diversity observed in the sample. We present a method to predict the ethnic origin of samples by comparing the sample genotypes with those from a reference set of samples of known origin. These predictions can be performed using just summary information on the known samples, and individual genotype data are not required. We discuss issues raised by these data and analyses for association studies including the matching of case-only cohorts to appropriate pre-collected control samples for genome-wide association studies.
