Single-family houses are a common form of housing in Europe. Most were built in the context of the suburbanization after World War II and are now facing challenges arising from generational changes as well as increasing living and energy standards (Fina, Planinsek and Zakrzewski, 2009). According to the hypothesis of this paper, in several EU regions, single-family houses may face future challenges arising from oversupply and lack of adaptation to current demand. To examine this, the paper analyses the present situation and discusses the prognosis for the challenges described above regarding the three neighbouring north-western European countries Belgium, Germany, and the Netherlands, based on available data and a review of country-specific characteristics of housing markets as well as national policies. Despite an impending mismatch between demand and supply, planning policies still support the emergence of new single-family houses. The comparison of Belgium, Germany, and the Netherlands shows the growing polarization between shrinking and growing regions and central and peripheral sites apparent at different stages in the three countries. While a high rate of vacancies is already registered for some regions in Germany (Effenberger, 2015), in the Netherlands this phenomenon can only be seen near the borders and in villages within the Randstadt conurbation (Hospers et al., 2015). In Belgium also, this phenomenon is not yet widespread, but in some suburban neighbourhoods dating from the 1950’s and 1960’s more and more single-family houses are becoming more difficult to sell, indicating an emerging mismatch between supply and demand (Chambre des Notaires de la Province de Liège, 2015). This article proposes some instruments which enable municipalities to intervene in single family housing neighbourhoods which are largely dominated by private ownership. These instruments are not yet widely established in single-family housing neighbourhoods but that may become important in the future [less ▲]

We present these two strategies: the European (Urban Agenda/Pact of Amsterdam) and the Walloon strategies. We focus our communication on two regional specific issues: cooperation between municipalities ("supracommunalité") and the rehabilitation of residential and economic functions of urban neighbourhoods. The energy retrofitting of housings is progressing very slowly in Wallonia (Belgium) despite individual fiscal measures and subsidies offered by public authorities to support households engaging in this process. This paper explores the use of a method called ‘Guided Group Purchases’ (GPPs), i.e. an approach combining support, guidance and group purchasing of energy renovation services and works, as a possible method to accelerate the retrofitting of the existing housing stock. It reports on an action research experiment conducted in the context of the Interreg project ‘SUN’ (Sustainable Urban Neighbourhoods). The results of this experiment are quite promising. Within a few months, some 80 energy retrofitting interventions (energy audits or insulation works) were implemented in one neighbourhood of the city of Liège. Our evaluation of the experiment showed that the prospect of achieving cost reductions was one of the main initial expectations of participants to the GGPs. Still the participants rather insisted on other benefits after taking part to the initiative. These benefits were mostly related to the guidance they received, to the facilitation with contractors and to the social dynamics generated by the initiative. Several weaknesses were also identified by participants, like the lack of follow-up during and after the works. Our evaluation also highlighted that the main landlords did not participate in the initiative and that the influence of GGPs on costs was limited to specific types of interventions. Despite observed limitations and possible improvements, such a neighbourhood-based approach certainly constitutes a promising avenue for public authorities to support and accelerate the energy retrofitting of private residential buildings in urban neighbourhoods. Elle explore alors la question de l'action publique et de la manière dont les pouvoirs publics pourraient soutenir cette transition durable dans les quartiers. En particulier, le potentiel de la "politique des quartiers" est analysé et des amélioration sont proposées. La recherche-action est ensuite mobilisée pour pour enrichir cette politique de nouveaux instruments d'action, plus adaptés pour engager les habitants dans la dynamique de transition durable de leur quartier. La régionalisation de la Politique Fédérale des Grandes Villes, suite à la sixième réforme de l’Etat, fut une opportunité de s’interroger sur les objectifs et l’organisation d’une Politique de la Ville en Wallonie. Dans ce cadre, la note de recherche CPDT n°63 « Politique de la ville. Dynamisation des cœurs de ville » répond à la volonté du Gouvernement wallon de se doter d’une vision territoriale stratégique sur le long terme et est un premier pas vers la mise en place d’une politique de la ville intégrée en Wallonie. Cette note fait le point sur, d’une part, les différentes politiques et outils relatifs à la restructuration et à la dynamisation des tissus urbains, au sens large, établis au niveau régional, fédéral et européen et, d’autre part, les propositions et recommandations relatives à l’évolution du cadre actuel. Cette réflexion s’adresse évidemment aux acteurs concernés par les enjeux de gouvernance urbaine : les décideurs politiques, les villes et les communes mais concerne aussi le citoyen. [less ▲]
