Higher education institutions have been actively attempting to integrate sustainability in their curricula, research, operations, and outreach activities over the last decades. Despite the efforts undertaken, it is currently still challenging for their internal and external stakeholders to assess an institution’s sustainability-related activities and the extent of their implementation within the different activities of higher education. Since sustainability reporting in higher education is currently still in its early stages, and because a holistic view of sustainability integration in higher education on a management level is often lacking, this paper researches possible contributions of management control to sustainability reporting and the sustainability integration process in higher education. The paper adheres to a management control approach by applying Simons’ (1995) Levers of Control Framework to the field of sustainability in higher education, in search for a theoretical framework for reporting and integrating sustainability on a strategic level into higher education institutions. The research stresses the need for a holistic approach and for further in-depth study into certain aspects of the control framework, i.e., practical implementation of vision and mission statements, the concept of materiality, staff development, diagnostic indicator development, and the study of stakeholder engagement processes in higher education [less ▲]

Background: Heroin-assisted treatment (HAT) can improve the condition of heroin addicts resistant to other treatment. A new trial compared HAT and methadone treatment with HAT limited to 12 months in order to assess its feasibility and efficacy in Belgium. Methods: TADAM (Treatment Assisted by Diacetylmorphine) was an open label randomised controlled trial. The experimental treatment was based upon the Swiss model of HAT developed in 1994. The primary efficacy criterion was determined by an improvement in street heroin use or in (physical or mental) health or a decrease in criminal involvement. Participants were assessed every 3 months. Self-reported data were complemented with toxicological analyses and criminal proceedings. Findings: 74 participants were randomised in the trial: 36 in the experimental group and 38 in the control group. The experimental group counted 30% of responders more than the control group at 3 months (p<0.05), 6 months (p<0.05), and 9 months (p<0.01). At 12 months, the number of responders was still higher in the experimental group (11%) but the difference was no longer significant (p=0.35). Street heroin use increased in the experimental group at the 12-month assessment just before the end of HAT. Conclusion: HAT is feasible and effective. However, HAT should not have a predetermined duration for heroin users for which heroin addiction became a chronic relapsing disease. Other data: In addition to the outcomes of the randomised controlled trial, the report contains other exploratory data and analysis: satisfaction of in treatment, criminological data, opinion of heroin users not included in the trial, opinion of caregivers and field workers (in the HAT centre, in the partner centres, and in other centres in the addiction field), impact of the HAT centre on its neighbourhood and a socio-economic evaluation. Funding: The TADAM trial was funded at 80% by the Federal Minister of Social Affairs and Public Health. It was also funded the City and the University of Liège. [less ▲]

Recent developments in the fields of research focused on risk management plea for moving from a silo-perspective (focused on a separate and cross-sectional management of risks) to an holistic and integrated view of the risk management function (called Enterprise Risk Management or ERM), in which risks, uncertainties and resources are considered globally as a whole. Despite the numerous papers focused on risks and risk management in firms, no specific study appears to be devoted to the strategies implemented in order to manage risks in social enterprises. Our paper aims to fulfill this absence and discusses the results of an empirical study that analyses the impact of the perception of the concepts of risk, uncertainty and security on the decision for managing risks in social enterprises. Since almost three decades, luxury houses have been tackling the increasing importance of groups and of private investment funds specialized in the luxury sector (Roux & Floch, 1996). Therefore innovation has become an important source of value creation and of competitive advantage for them (Chevallier & Mazzalovo, 2008; Kapferer & Bastien, 2009). Reciprocally, luxury houses usually demonstrate a strong intellectual capital according to the definitions of Bontis (1998). Although the impact of intellectual capital on innovation has been widely demonstrated by scholars in a general scope (Subramaniam & Youndt, 2005), the existence and the nature of this influence has not been investigated in the luxury sector yet. The aim of our research is to highlight if a causal relationship exists in Belgian luxury houses, in order to validate or invalidate the results obtained by Subramaniam & Youndt (2005) and by Wu, Chang, & Chen (2008) within the luxury sector. Abstract : Belgian family luxury Houses are increasingly confrontated to a problem of independence caused by the growing influence of great financial groups and of private investment funds, on the one hand, and by a problem of image due to their Belgian origin, on the other hand. Nevertheless, their growing need for internationalization in order to counter the threats of the market and to seize opportunities leads them to concede one part of their control to institutional investors. The interest of this research is to study the potential impact, as perceived by the leaders of Belgian luxury Houses, of the venue of public institutional investors in their capital structure. We show that this perceived impact oscillates between sacralization and diabolisation of public institutional investors. [less ▲]

Monitoring the hospital’s performance is evolving over time in search of more efficiency by integrating additional levels of care, reducing costs and keeping stuff up-to-date. To fulfill these three potentially divergent aspects and to monitor performance, healthcare administrators are using dissimilar management control tools. To explain why, we suggest to go beyond traditional contingent factors to assess the role of the different stakeholders (governments, patients, authorities, personnel and administrators) that are at the heart of any healthcare organization. So, the main interest of our empirical study is to appraise how healthcare managers can foster strategic “alignment” in chaotic environments. To investigate this subject, we rely first on seminal studies to appraise the role of the main healthcare players and their influence on some organizational attributes (essentially size, lifecycle, structure, climate and technology in use). We then consider the managerial awareness and the perception of a suitable management control system (MCS) to promote a strategy-focused organization. Our methodology is based on a qualitative approach of twenty-two case studies, lead in two heterogeneous environments (Belgium and Lebanon). This method allows to illustrate, for each healthcare player, its positioning within the healthcare systems. Thus, we define how its role, its perception and its responsiveness manipulate the organization’s internal climate and shape the design of the performance monitoring systems. Our findings are expected to add knowledge on the reasons of the choice of adequate management systems, within three different healthcare organizational structures: university, general/university and general hospitals. In the economic, political, social and financial context that has been a feature of the early 21st century, factors such as the deregulation of markets and commercial practices and the growing interconnection of markets have resulted, virtually inevitably, with Small and Medium-Sized Enterprises having to get to grips with the phenomenon of internationalisation. This challenge is having inescapable consequences on the organisation and day-to-day operation of SMEs, forcing them in particular to make their management practices more professional, especially in terms of implementing systematic control procedures into their activities. SMEs have also had effectively to introduce a multicultural dimension linked closely to the internationalisation of their business to their management practices and processes, and to their way of making strategic choices. These changes are having an effect on the tools, rules, lines of conduct, internal directives, informal practices, etc. that together make up the system of processes deployed by SME managers to enable their companies to be managed with regular and recurrent performance in mind. This is characterised in particular by the fact that they need to be capable of achieving the financial, manufacturing and employment-related objectives that they set themselves. The aim of this contribution is to identify, through a structured framework of analysis, what the implications are that internationalisation may have on the system of processes within SMEs that are performing well. It is based on a summary of the elements highlighted in the specialist scientific and business literature devoted to the impact of internationalisation in the context of an SME. In de economische, politieke, sociale en financiële context die kenmerkend was voor het begin van de 20e eeuw, hebben fenomenen zoals marktderegulering, dereglementering van handelspraktijken en toenemende marktkoppeling vooral bij de Kleine en Middelgrote Onderneming geleid tot een nagenoeg onvermijdelijke confrontatie met het fenomeen van de internationalisering. Deze confrontatie heeft onontkoombare gevolgen voor de organisatie en de dagelijkse werking van de KMO. Ze wordt meer bepaald verplicht tot een grondige professionalisering van haar beheerspraktijken (vooral de invoering van systematische procedures voor controle van haar activiteiten) en tot effectieve integratie – in haar beheersprocessen en -praktijken en in de uitwerking van haar strategische keuzes – van de multiculturele dimensie die onvermijdelijk nauw verbonden is met het fenomeen van internationalisering van activiteiten. Deze consequenties hebben op hun beurt een weerslag op de instrumenten, regels, gedragslijnen, interne richtlijnen, informele praktijken ... die samen het systeem van processen vormen dat door de KMO-bestuurders werd opgezet om het beheer ervan mogelijk te maken met het oog op regelmatige en recurrente prestaties. Kenmerkend voor dat beheer is met name het feit dat de KMO in staat moet zijn continu de zichzelf opgelegde financiële, industriële of maatschappelijke doelstellingen te bereiken. Deze bijdrage heeft als doel om met behulp van een gestructureerd analysekader na te gaan welke implicaties het internationaliseringsfenomeen kan hebben op het systeem van de processen van de performante KMO. Dit artikel steunt op een synthese van de elementen die naar voren komen in de gespecialiseerde wetenschappelijke en vakliteratuur die gewijd is aan het effect van de internationalisering in KMO-context, gestructureerd met als organisatiekader de modellering van de (non-)performance van de KMO, voorgesteld door Crutzen en Van Caillie (2009). Les évolutions récentes dans le champ de la gestion des risques préconisent le passage d’une approche de gestion des risques en silo à une approche de gestion intégrée des risques de l’entreprise : l'approche ERM. Si elle reconnaît le caractère contingent de la relation entre l’ERM et la performance d'une entreprise, la littérature n'examine pas spécifiquement les déterminants de l’efficacité du système de gestion des risques en lui-même. Notre contribution explore dès lors théoriquement les facteurs contextuels et organisationnels qui déterminent l’efficacité des systèmes de gestion des risques des entreprises. Une analyse critique de la littérature récente en matière de gestion des risques nous permet de conclure que cette efficacité peut être mesurée par un indice de type ERMI, indiquant le score réalisé par l’entreprise dans la réalisation de ses objectifs stratégiques, opérationnels, de conformité et de reporting, et que cette efficacité dépend de son mode de gouvernance, du degré d’implication de la haute direction, de la taille, de la complexité et de la concurrence dans le secteur d’activité [less ▲]

Les Petites et Moyennes Entreprises (PME), et tout particulièrement les Petites et Moyennes Industries (PMI), constituent un des piliers de l’économie tunisienne. Néanmoins, malgré l’abondance des études consacrées aux PME dans le monde, rares sont les recherches scientifiques qui portent sur les spécificités des PME industrielles dans ce contexte géographique donné. Simultanément, face au phénomène de mondialisation croissante de l'économie et aux crises économiques et financières qui marquent la vie économique mondiale en cette première décennie du nouveau millénaire, un consensus émerge dans la littérature conduisant au constat que les PME et les PMI doivent impérativement renforcer et améliorer à la fois leurs systèmes de contrôle et de gouvernance si elles veulent jouer un rôle majeur dans leur tissu économique respectif et si elles souhaitent consolider leur crédibilité auprès de l'ensemble de leurs partenaires externes (banquiers, Pouvoirs Publics, organes de contrôle externes, ...). Notre contribution se propose dès lors, à partir d’une analyse de la littérature relativement limitée spécifique à l'objet de recherche particulier que constitue la PMI tunisienne, de mettre en évidence les spécificités de la PMI tunisienne et ses conséquences sur le design d'un système de gouvernance qui permettrait d'asseoir leur crédibilité et donc leur assise dans le paysage économique tunisien.
