Complex analytical procedures are often required to prove the non-compliance with a specific legislation. In the case of a small overlap of the limit, integration of the method uncertainty in the decision-making process is essential. The decision rule proposed in Wallonia, Belgium, for the non-compliance of waste incineration plants with the EU limit value for PCDD and PCDF emissions is presented. The method uncertainty was estimated annually over 6 years from duplicate measurements using two top-down approaches. Depending on the congener, the standard uncertainty varies from 30 to 85%, with a good correlation between calculations. The analytical contribution was estimated using a bottom-up evaluation. The impact of the sampling step was deduced from the whole estimation and represents more than 80% of the total uncertainty budget. No optimisation is foreseen at this time because of practical field constraints. Based on the average fraction of each congener, the uncertainty associated with the measurement result has been established and shows a high stability over the years. Using this value, a guard band has been calculated and will be proposed to the regulatory body. [less ▲]

Since the end of 2000, a continuous sampling to monitor PCDDs and PCDFs emission was implemented on the 11 municipal waste incineration ovens in Walloon Region, to check the compliance with the EU emission limit value, 0.1 TEQ ng/Nm³. For this purpose, uncertainty estimation is one of the most crucial points for decision making. The sampling and analytical uncertainty was estimated by two different ways: 1. Identification and quantification of the major contributions through QA/QC data (type A evaluation) or by other sources (type B evaluation), 2. Direct assessment through specific duplicate measurements. Both ways were found to give results in good agreement, with an extended uncertainty of about 30 to 40%, depending on the congener, with a coverage factor k=2. [less ▲]

The surface compositions of a series of random copolymers of styrene and deuteriostyrene have been determined by SIMS. The mechanism of fragmentation during the SIMS process is examined, and the contribution from naturally occurring isotopes is evaluated. The data are shown to fit a model of a completely random copolymer system if they are corrected for the effects of impurities introduced in the syntheses and for the contribution from C-13. [less ▲]
