For a few years, the concerns of the scientific world as for the climatic balance of the Earth have found echo in the civil society and the political world. The population itself starts to become aware of the situation. But it is not the only stake with which we are confronted. The security of supply, in particular, must be anticipated as of today: the consumption of energy increases continuously (it should double from here 2030), whereas reserves - out of coal, oil, natural gas and uranium - become exhausted ineluctably. Vis-a-vis these real challenges, the control of the request constitutes however also a paramount element: to take again a sentence become famous, best energy remains that which one does not consume! In this last field, the energy performance of the buildings is a factor impossible to circumvent. The more so as the European directive of December 16th, 2002 on the energy performance of the buildings (which must be transposed for January 2006) will involve a small revolution in the sector of construction and, in the long term, in the restoration of the buildings. Even if this directive invites us to reason in terms of total performance, fascinating in consideration the whole of the energy characteristics of the building (envelope, equipment of heating and water provision heat, installations of air-conditioning, ventilation, site and orientation of the buildings, solar systems passive and solar protection, natural ventilation, interior climatic quality,…), the envelope of the building remains certainly the first element to be considered. The Walloon regulation has forced for several years the new buildings to respect a level of total thermo isolation minimum for the envelope. It goes without saying that the tendency in the future, in particular have regard to the objectives laid down at the European level, will be to reinforce the current requirements on the matter. This new work which comes to enrich the collection by “Handy guides for the Architects” while exploring, under the angle of energy, the methodology of design of the frontages of a building, fact continuation more particularly with the guides devoted to the hollow walls and the frontages with framework wood. Energy is only one of the many parameters with which an architect must juggle and it is perhaps not your priority today. However, I am persuaded that our practices should be changed on the matter and that the architect is “angular stone” of the challenges which the control constitutes of energy in the building. This one is economic imperative, social and environmental. [less ▲]

Why be concerned with energy? For multiple reasons! The fossile fuel reserves are limited: 200 years for coal, 60 years for gas and uranium and 40 years for oil. However, the demand for energy increases in all the countries. From here 2020, the total population of the sphere should reach 8 billion inhabitants, that is to say 2 billion more than in 2000. According to the current trends, the world demand of energy should thus pass from 9,3 billion Mtoe (ton equivalent-oil) to 15,4 billion. Fossile fuel reserves will become exhausted all the more quickly. The European Union imports 62% of its energy resources and Wallonia 98%. We are thus dependant on the request on the worldwide market and this dependence should be accentuated in the next decades. Energy consumption also takes part, for 85%, with our emissions of CO2, emissions which are largely responsible for the climate warming of planet. Lastly, the use of fossile fuels contributes to the pollution of our environment. Vis-a-vis these challenges, we must strongly reduce our consumption of energy, in all the branches of industry. The energy performance of the buildings is thus a factor impossible to circumvent, whose influence is reflected in the long run. Architects, projects promoter, contractors and craftsmen of the building are essential actors in the restoration and the restoration of private and public buildings. It is with them that addresses this booklet, like with the teachers of the schools of architecture and the techniques of the building. To reduce the energy needs for the heating of a building requires specific tools and techniques, in constant evolution. Up to date information is thus essential. This is why my administration entrusted the realization of this work to several specialists, in order to help the originators to integrate these energy requirements in the construction industries and the restorations for which they have the responsibility. The reading of this work will contribute, I hope it, so that more and more of Walloon buildings consume less energy. [less ▲]

Some facts and some figures, first of all. Wallonia must import 98% of its energy resources. The fossile fuel reserves are limited: one speaks 200 years for coal, 60 years for gas and uranium, 40 years for oil. And yet, our energy demand increases irremediably. Moreover, it takes part, for 85%, with our emissions of CO2, emissions which are largely responsible for the climate warming of planet. That is to decrease the dependancy of Wallonia, to save our invaluable natural resources of energy or to limit as much as possible climate warming, we are in the obligation to strongly reduce our consumption of energy. In 10 years, we must raise the challenge to obtain at least 20% of reduction in industry, 10% in the tertiary sector, and 10% in the residential one. Vis-a-vis these challenges, it is necessary for us, as of now, to engage deep changes and to start a true technological revolution in all the branches of industry consuming energy: in the industrial production and transport, in the tertiary sector, but more especially the residential one. for this reason, the design of our buildings has a considerable role to play. To change practices in and for its house will amplify the awakening of the greatest number of citizens. The booklet that you have between the hands addresses particularly to the architects, to the contractors, to the craftsmen of the building, to the teachers of the schools of architecture and the techniques of the building, with all those who are the originators and the realizers of creations and the restorations of private and public buildings. To reduce the consumption of energy for the heating of a building requires tools and techniques, specific and in constant improvement. Also, my administration entrusted the realization of this work to some specialists, to help the originators to integrate these energy requirements in the design of their buildings and the citizens into better using them. I hope that the reading of this work will contribute so that a maximum of Walloon buildings consume less energy. [less ▲]
