In 2003, a new multi-annual program aimed at increasing the availability of formal child care for 0-3 year old children was launched in Wallonia, the French-speaking part of Belgium. This paper is interested in evaluating if this increased availability of formal child care resulted in a higher employment rate for women with at least one child under 3. To this end, we use a difference-in-differences approach based on municipality-level panel data, taking advantage of the fact that the increase in availability of formal child care differed greatly across municipalities. We find that the raise in child care availability significantly increased the maternal employment rate, but to a lesser extent than expected, most likely because of a substantial crowding-out effect. This paper proposes a convenient and generally applicable diagnostic m-test for checking the distributional specification of parametric conditional heteroscedasticity models for financial data such as the customary Student t GARCH model. The proposed test is based on the moments of the probability integral transform of the innovations of the assumed model. Monte-Carlo evidence indicates that our test performs well both in terms of size and power. An empirical example illustrates the practical usefulness of the test and some of its possible extensions are outlined. [less ▲]

In July 2004, the Belgian government launched a new monitoring and counselling program targeted at the long-term unemployed. In this new program, people over 13 months unemployment are warned that their job-search efforts will be monitored 8 months later. At the same time, they are invited to participate actively in the support (job search, training) programs provided for by the Regional Employment Agencies, whose supply was expanded. This reform has been implemented gradually : it focused the unemployed under 30 years in 2004, then the 30-40 year-old unemployed in 2005, and finally the 40-50 year-old unemployed in 2006. This paper aims at evaluate the effect, in terms of transition from unemployment to employment and/or training, of this new program for the 30-40 years old in Wallonia. Using the fact that the reform was implemented gradually, the effect of the program is estimated by difference-in-differences, based on (single exit and two exits) discrete duration models. The results suggest that the program has had a very large relative effect, although limited in absolute terms, regarding transition to training for almost all the treated unemployed. They also show that the program has had a substantial relative effect, although limited in absolute terms as well, with regard to transition to employment for the majority of the treated unemployed. En juillet 2004, le gouvernement fédéral belge lançait un nouveau dispositif d’accompagnement et de contrôle des chômeurs de longue durée. Ce nouveau dispositif allie un renforcement des actions d’accompagnement (aide à la recherche d’emploi et offre de formations) à un système de contrôle basé sur la convocation des chômeurs à un ou plusieurs entretien(s) visant à vérifier et stimuler leur recherche d’emploi, la convocation au premier entretien étant précédée d’une lettre d’avertissement. S’appuyant sur un échantillon de plus de 90.000 demandeurs d’emploi wallons (la région francophone de Belgique), l’objet de ce papier est d’évaluer si ce nouveau dispositif a permis d’améliorer l’accès à l’emploi ou à une formation des chômeurs, par rapport à ce qui ce serait passé en son absence. L’effet du dispositif est évalué au travers de modèles de durée discrets et est estimé par double différence, sur base de l’observation de trajectoires individuelles avant et après la mise en place du dispositif, pour le population cible du dispositif et pour une population de contrôle. Les résultats montrent que le dispositif a eu un effet relatif substantiel, bien que limité en termes absolus, sur l’accès à une formation de la majorité des chômeurs ciblés. Les résultats sont plus décevants en ce qui concerne l’accès à l’emploi, pour lequel une amélioration relativement plus modeste n’est observée que pour une minorité des chômeurs ciblés. [less ▲]

This paper proposes an extension of the standard one-way error components model allowing for heteroscedasticity in both the individual-specific and the general error terms, as well as for unbalanced panel. On the grounds of its computational convenience, its potential efficiency, its robustness to non-normality and its robustness to possible misspecification of the assumed scedastic structure of the data, we argue for estimating this model by Gaussian pseudo-maximum likelihood of order two. Further, we review how, taking advantage of the powerful m-testing framework, the correct specification of the prominent aspects of the model may be tested. We survey potentially useful nested, non-nested, Hausman and information matrix type diagnostic tests of both the mean and the variance specification of the model. Finally, we illustrate the usefulness of our proposed model and estimation and diagnostic testing procedures through an empirical example. [less ▲]

In april 2000, the Belgian federal government launched a special labor market program, whose prominent characteristic was the obligation for companies to occupy in their labor force a certain quota of young people. Based on a sample of more 100,000 young Walloon job seekers (Wallonia is the French-speaking region of Belgium), the aim of this paper is to evaluate whether or not this program has really improved the youth insertion in the labour market, compared to what would have prevailed in the absence of the program. The effect of the program is evaluated through discrete duration models, and estimated by ‘difference in differences’, looking at the individual trajectory on the labor market of young job seekers, before and after the setting up of the program, for the program target group and for a control group. The empirical results show that the program had a modest positive effect for mid-skilled job seekers, but very little effect for unskilled job seekers. On the other hand, as it could be expected, a strong deadweight effect is observed for the skilled young job seekers. [less ▲]

In april 2000, the Belgian federal government launched a special labor market program, whose prominent characteristic was the obligation for companies to occupy in their labor force a certain quota of young people. The proposed testing procedure consists in (1) a distribution-free and allowing for unbalanced panel joint pseudo-LM test of the null of no individual effect and no heteroscedasticity and (2) a BMCP based on distribution-free and again allowing for unbalanced panel robust one-directional pseudo-LM tests for identifying the source(s) of departure from the joint null when it is rejected.
