The Belgian regime of relations between the State and religious or philosophical communities results notably in financial supports for buildings used for worship and moral counselling. These interventions are essentially a legacy of the French Concordat, largely unchallenged by the regionalization process. Today, it has to respond to contrasting situations between religions recognized in the 19th century – generally declining – and more recently recognized ones – generally expanding –. An additional complication originates in differences in ownership of the buildings or their classification as listed buildings. After presenting the situation by religious and philosophical community and level of power, this paper questions the equity of the system and addresses the possible developments. [less ▲]

Reconnu comme culte en Belgique en 1974, le culte islamique a été le premier organisé sur une base provinciale et non plus locale. Une autre de ses particularités réside dans le fait que de nombreuses mosquées ne sont pas reconnues, soit parce qu’elles ne le souhaitent pas, soit parce que la démarche de reconnaissance n’a pas encore abouti. Cela n’est pas sans conséquence sur les relations avec les autorités locales d’une part, sur le fonctionnement global du culte islamique d’autre part. Enfin, la résurgence des questions d’ordre public et de sécurité amène de nouvelles questions en matière de régulation, tant dans le champ administratif que sécuritaire. Plus de quarante ans après la reconnaissance du culte islamique, quelles conclusions peut-on en tirer quant à l’efficacité de la régulation publique – locale, provinciale, régionale et fédérale ; à l’équité de son traitement en regard des autres cultes et organisations philosophiques reconnus ; au modèle « belge » de « vivre ensemble ».
