The European Landscape Convention acknowledges landscape as a key element in territorial development, management and planning (assessment of the effects of certain public and private projects on the environment, re-landscaping, landscape projects design, charters…). Based on a doctoral research investigating the processes of landscape project design on a local scale in Wallonia (Belgium) in Nature Parks, Local Action Groups or River Contracts, the paper tries to analyze how landscape influences territorial practices and issues. It aims also to produce an evaluation on how landscape action transforms territorial governance and decision-making process. In doing so, the paper relates landscape project contributions and limits assuming new landscape management challenges. And finally, it reframes the contribution of the landscape issue to regional and local development. [less ▲]

A l’aube de l’actualisation du SDER, la CPDT a reçu la mission de dresser le diagnostic territorial de la Wallonie. Cette publication présente ce diagnostic et s’articule en trois grandes parties. La première partie aborde six défis majeurs pour l'avenir - le défi démographique, le défi climatique, le défi énergétique, le défi de la compétitivité, le défi de la cohésion sociale et le défi de la mobilité- et envisage dans une approche prospective comment le territoire sera impacté par ces changements. La seconde partie du diagnostic vise à estimer les besoins spatiaux des grands secteurs occupant et dynamisant le territoire. Une analyse fine permet de dégager ces besoins sur la base des structures héritées mais aussi d’extrapoler les enjeux de leur adaptation aux grands défis. Dans la troisième partie, le diagnostic se penche sur l’intégration des besoins sectoriels à l’espace wallon. L’examen des dimensions spatiales permet de conclure le diagnostic de manière transversale et territoriale. La première dimension concerne l'insertion de la Wallonie dans l’Europe des Régions et dégage les principaux enjeux vis-à-vis des projets européens et des régions voisines. Une autre dimension a pour objet la structure spatiale interne de la Wallonie et interroge ses pôles et ses aires de pertinences. Enfin, le diagnostic examine la question des spécificités et des relations entre villes et campagnes en Wallonie. [less ▲]

Dans le cadre des travaux d’actualisation du Schéma de Développement de l'Espace Régional (SDER), le Gouvernement Wallon a retenu six défis prioritaires : la démographie, le climat, l’énergie, la compétitivité, la cohésion sociale et la mobilité. Les différences de nature et de statut de ces défis sont manifestes. Toutefois trois grands traits communs peuvent être mis en évidence dans le cadre de leur définition : les défis sont pour partie exogènes au territoire wallon ; ils sont de nature « politique » et ils n’étaient pas suffisamment pris en compte dans le SDER de 1999. Les auteurs s’attachent à clarifier les pressions que ces défis imposent en Wallonie, mettant l’accent mis sur la manière dont les défis se traduisent spécifiquement sur le territoire, en identifiant les tendances observées et les hypothèses d’évolution aux horizons 2020 et 2040 afin de dégager les enjeux territoriaux et leviers d'action de l'aménagement du territoire à mobiliser pour y faire face. Des investigations menées dans la littérature spécialisée, un recueil d’expériences et des entretiens avec des parties prenantes permettent de proposer une définition de référence qui s’articule sur le principe de la mise en oeuvre coordonnée de trois approches : l’aménagement et l’urbanisme, le management environnemental et l’écologie industrielle. The European Landscape Convention acknowledges landscape as a key element of territorial development, management and planning. At the same time there has been a rising public concern about landscape evolution and a strong social demand for high quality landscape. In scientific and institutional spheres, as well as within civil society, this has resulted in a growing interest for the everyday landscape and an enlargement of landscape concerns to larger spaces. Consequently a diversification of actors, with an interest in the definition and implementation of the landscape policies, has taken place. These evolutions in landscape concerns require land management and planning, thus permitting new action and research perspectives. Considering that landscape projects can favourably respond to these evolutions, this research, conducted with the support of the Standing Conference on Territorial Development of the Walloon Region, investigates the processes of landscape project design on a local scale in Wallonia (Belgium). The aim of the research is to analyze how action is being carried out in the context of landscape use. In order to do so, it develops a framework for characterizing and interpreting these observed processes. The specificity of the research is to examine the practical implementation of on-going landscape action. Based on the empirical analysis of nine case studies, taking place in Wallonia (Nature Parks, Local Action Groups, River Contracts), the research takes the form of an inductive, holistic, transdisciplinary and qualitative approach. The methods of investigation are a literature review, a stakeholder interview (project coordinator) and participant observation. The research emphasizes four dimensions of the landscape projects: rising and conception conditions (through actors and instruments of public action analysis), implemented actions and underlying social representations. Each enables the researcher to define characterization criteria and specific categories. In doing so, the research relates project contributions and limits assuming new landscape management challenges. In conclusion, it reframes the contribution of the landscape issue to regional development and outlines prospects for further action and research. [less ▲]

In 2000, the Walloon Region (Belgium) has initiated a research program at the Standing Conference on Territorial Development (CPDT) in order to address the European Landscape Convention requirements. The research focussed on the landscapes patrimonial qualification. Three complementary approaches of evaluation of landscapes’ values were adopted by the research team. The article retraces the research progress and presents a detailed report of one of these approaches: the method of the "witness" landscape, an operational method of objectivation and evaluation of the scientific value of a landscape for its patrimonial qualification. This step is based on the location of landscape components and configurations which give scientific information of great interest, in a particularly expressive form. The method combines the observation on the field, the review of both historic and present cartographies, the interpretation of aerial photographs and the mobilisation of the available bibliography. A preliminary reflection to the definition of a PhD research problem on the concepts of participation, landscape and project, led the student to be interested in the participatory processes of landscape management projects design, and in the inhabitants landscapes representations. The method includes the comparative analysis of local processes of projects design, and the direct observation of two Walloon landscape management projects design (investigation conducted with stakeholders implied in the project design and among inhabitants, direct observation, organisation of participative meeting-debates. Fitting her research approach within the field of the territorial participative research-action, the PhD student assumes that the participation of the territorial actors and the population can “feed” the scientific research as well as territorial action. She reconsiders moreover some difficulties encountered in her research. [less ▲]

In 2000, the Walloon Region (Belgium) has initiated a research program at the Standing Conference on Territorial Development (CPDT) in order to address the European Landscape Convention requirements. The research concentrated at first on the identification and the typology of Walloon macrolandscapes at a regional scale. Then the research focussed on the landscapes characterisation at a scale of 1/20 000 and their patrimonial qualification. The paper traces the research progress (definition of the concepts of landscape and patrimonial landscape, the adopted procedure) and presents the elaborated method to appreciate the landscapes scientific values, called the method of the “witness landscape”. It also presents the difficulties met during its application on the field. The method is iterative and combines the observation on the field, the review of both historic and present cartographies, the interpretation of aerial photographs and the mobilisation of the available bibliography. Reading, analysing, nderstanding and documenting the landscape in order to highlight the meaningful landscapes’ configurations and components, such was one of the research team contributions to the landscape management. In both scientific and political discussions, recent decades have seen a gradual developement of a consensus for the need to implicate participants in environmental and spatial planning, decision-making and project implementation. Considering the landscape, public participation is notably mentioned in the recent European Landscape Convention (Florence, October 2000). In the early 1990’s the Ministry for the Walloon Region has entrusted to ADESA (Association Action et Défense de l’Environnement de la Vallée de la Senne et de ses Affluents) to identify the remarkable landscape and the interesting viewpoints in the perspective of a total revision of the land affectation plans. The method elaborated integrates the public participation. Our objective is to assess the procedure led by ADESA. Which stakeholders were associated ? According to which methods ? What are the pros and cons of the method ? Which types of landscapes were identified and why ? [less ▲]

La communication s’attache à retracer le cheminement d’une partie de cette recherche jusqu’en novembre 2004. Toutes les contributions de la CPDT en la matière ne sont pas présentées ici. Dans un premier temps, les travaux se sont concentrés sur l’identification des macro-paysages wallons (carte des territoires paysagers) puis sur la mise au point d’une méthode d’identification des paysages patrimoniaux wallons.
