The lack of consideration for Ecosystem Services (ES) values in current decision-making is recognised as one of the main reasons leading to an intense competition and arguably unsustainable use of well-located available land. In this paper, we present a framework for the Valuation Of Terrestrial Ecosystem Services (VOTES), aiming at structuring a methodology that is applicable for valuing ES in a given area through a set of indicators that are both meaningful for local actors and scientifically constructed. Examples from a case study area in central Belgium are used to illustrate the methodology: a stepwise procedure starting with the valuation of ES at present. The valuation of the social, biophysical and economic dimensions of ES are based on current land-use patterns. Subsequently, scenarios of land-use change are used to explore potential losses (and/or gains) of ES in the future of the study area. With the VOTES framework, we aim at [1] incorporating stakeholders inputs to widen the valuation process and increase trust in policy-oriented approach; [2] integrating valuation of ES with a sustainable development stance accounting for land-use change; and [3] developing suggestions to policy-makers for integrating ES monitoring in policy developments. This work attempts to analyze how firms specializing in retail clothing deployed spatially in order to conquer the Belgian market. Two types of outlet networks were constructed and compared to analyze the links between the current distribution of these networks and their deployment in space-time since their arrival on the market. The exercise was carried out on 53 networks in the clothing sector in the Belgian market, which represents 1667 stores found in a database for which the followin data is known: location, year of establishment, franchise management, brand name, group. This data fed two factor analyses used to construct the typology of current networks and classification of modes of deployment used by the networks studied. Today’s networks consist of small networks of large cities in the north, small networks of large cities and present in some shopping centers, medium-sized networks present in city centers and shopping malls, large networks located preferentially in peripheral districts with low level equipment and competition and finally large urban ubiquitous networks. Deployment modes are divided into ascendinghier-archical diffusion, nonspecific diffusion, constant national hierarchical deployment, descending hierarchical diffusion, particular deployment from three polarities that represent the triangle of fashion in Belgium and finally diffusion by contagion. Abstract: Theobjectiveofthisarticleistoanalysepublicinitiativestostimulateregional innovation in Walloon region in Belgium and in the Province of Quebec. The empirical analysis relies on the competitive poles program in Walloon and on the ACCORD project (Action Concerte ́e de Coope ́ration Re ́gionale de De ́veloppement) in Quebec. The comparison will allow discussing the implementation and regional embedding of these programs and will reveal the similarities and the differences between the structure, the organization and the deployment of these strategies in the various regions targeted.
