This paper intend to present the results of the state of emergency project. The project started in 2014 with a simple question: how researchers that work in immigration can communicate with civil society outside the traditional academic channels? It is not only a matter of popularization of academic research, but mainly brings researchers into society, far from the academic walls. The answer to this question was the art and the spaces of culture. Art, and also cultural spaces have enormous potential, its could bring together different social groups and help researchers to be in society, and making their research accessible. In the society, debates on immigration are mostly dominated by media and political representations, what is also polarizing societies between solidarity and anti-immigration movement's. Therefore, the presence of researchers to discuss the immigration issue in society has become urgent. The state of emergency project had as a bases my research, “The borders of Nord-Pas-deCalais” (2014), and brought together two dancers, two acrobats, a scene director and a plastic artist. The project started from the assumption that art is a collective production, but artistic intention started with the individual consciousness on the issue the artist is focusing. It was adopted the artistic improvisation method to develop a spectacle and other tolls. In order to incorporate research on immigration into artistic production it was necessary to present and to appropriate the artists of basic concepts, but also carry out a fieldwork, that was developed during a month at the French border (Calais city). The methodology adopted by the artists consisted in a fieldwork. The project took two years to be concluded. The result was a dance spectacle, “Dites a ma mère que je suis la”, and a hybrid form of workshop that mixes the artistic and the methods of immigration research. I contrast, I developed during the project a multi-sited ethnography whit the artists. Where the main objective was to understand which impact the scientific knowledge on the issue could produce in artist's way to see immigration, and how this new approach could change the researcher and artist productions. I explore the securitization of the immigration process developed between France and the UK as units of the EU regional security complex. My main intention was to not only identify how both countries securitized immigration together, but also to identify the social consequences its produces for the city of Calais. The FR-UK immigration policy has been implemented in the city of Calais since 2002, and over time security apparatus has become more sophisticated, which sums up the transposition of the UK border and construction of refugee camps and jungles. As a result of this process, it was possible to identify the appearance of self-established camps, emergence of new actors, and rise of nationalism. I aim to highlight the relevance of bilateral policies developed between both countries and its impacts in Calais. From this, policies’ and migrants’ representations of emerging camps, new actors and nationalism will produce considerable changes in the city. [less ▲]

I explore the securitization of the immigration process developed between France and the UK as units of the EU regional security complex. My main intention was to not only identify how both countries securitized immigration together, but also to identify the social consequences its produces for the city of Calais. This paper explores the transition of informal temporary camps on the French border to a sustainable state, and discusses how local policy decisions and non-state actors worked together for the implementation of a semi-permanent exclusion system based on the refugee crisis. I observe this issue as a result of a securitization process. The securitization apparatus (speech acts and policies), produced the immobility of a group. In the other hand actors will emerge to produce mobility. When a situation is defined as a crisis, atypical actions can be employed to protect the «political community». I started from the assumption that dialectic relation between securitization and camps actors had a high impact on the projects of refugees, and so long in their mobility. This is a question of integration policies at the local level. I aim to highlight the local level relevance, where the integration is primarily implemented, and therefore local and regional context should matter as much as the national model for integration (Martiniello, 2013). In Calais, due to the lack of immigrants policies, civilians associations started to react and build informal camps, but due to recent "crisis" the Stat concentrated all refugees in a single camp, 6 kilometers from the city center, called bidonville. Ce courant théorique vient de l’école d’études critiques de la sécurité et a pour concepts centraux : menace, sécurité et frontières. Par la notion de sécurisation, l’immigration est conceptualisée par la communauté politique comme une source d’insécurité. Des frontières sont érigées pour protéger une société où les discours et les politiques migratoires restrictives cristallisent l’image de l’immigrant en tant que menace. Cette recherche révèle que l’absence d’accueil de la part des États et le manque d’information généralisé servent la construction de camps où les réfugiés sont à la merci du marché de l’immigration clandestine et de la violence. This article aims to explore the transition process of informal camps on the French border to a sustainable state, similarly to « ghettoization ». I observe this issue as a result of a securitizationprocess. I started from the assumption that the ethical and cultural dimensions have particular relevance in this process. This issue requires a transversal analysis, of policies and speeches of actors at local, national and international levels. This is a question of integration policies at the local level more than a question of national or European immigration models. I aim to highlight the local the local level relevance, where the integration is primarily implemented, and therefore local and regional context should matter as much as the national model for the analysis of integration (Martiniello, 2013). In Calais, due to the lack of local immigration policies the civilian population has been pushed to react, they started to build temporary camps, this initiative increased the social exclusion. The civil associations gained more relevance and followers by Facebook, what changes the engagement that pass from local to transnational. In Calais the migratory flow and the informal camps called jungles are known since 1999, until May 2014 these camps around the city center possessed temporary vocation, and were destroyed and rebuilt daily. Therefore, this is also a matter of security speeches. The definition of the context as a crisis situation made possible an agreement between the associations and the government, that amidthe destruction of small camps and concentrated all refugees in a single area, 6.1 kilometers from the city. The political decisions concerning the space occupied by these individuals aimed to make them invisible, placing them far from the city and limiting their access to city services, which by consequence led to the construction of a ghetto. When a situation is defined as a crisis, it passes immediately to the state security sphere, where atypical actions, (as border militarization, mass expulsions, police repression), can be employed to protect the «political community» and eliminate the source of the crisis. This means that in a context defined as a crisis, temporality gains an important dimension, as evokes short term solutions, mobilizing more efforts in building urgency camps than in the areas related to integration. On the other hand the temporary camps, while urgent measures will endure and be normalised, becoming durable spaces of exclusion. The originality of this proposal is to discuss how local policy decisions and non-state actors worked together with a system of temporary camps for the implementation of a complex, semi-permanent exclusion system. This is a matter of contextual perception as a crisis situation, which is designed by production of speeches, and will determine the nature and timeliness of actions and political elaborations. The idea of the refugee crisis is then mobilized to justify emergency actions and security policies; such as closing borders, construction and maintenance of camps as an emergency response. [less ▲]

This article aims to analyze the migration policies of France through the prism of securitization of immigration theory, and presenting the results of this process through a field study. The securitization conceives the notion of insecurity as a phenomenon politically and discursively constructed (Huysmans, 2000; Buzan, 2012 ). The construction of threats will then justify the emergence of institutions and policies for the protection of a society that is being threatened. In the post September 11 refugees become a source of insecutiry, because security policies had as a main goal the movement control of people. When immigration is conceptualized as a source of insecurity for the political community it will redraw borders and boundaries. The borders have an inclusion and exclusion function which together perform a complex dialogue, figuring an ambivalence in the sense that they are spaces of distinction and contact. In this sense, "cultural boundaries" are constructed and transmitted as groups identities, these borders are erected to limit territorial and social ambiguities. In the french case, immigration and integration policies are guided by universalist republican model, it can be defined as nationalist and imperialist, while at the same time stressing universal political values, such as equal protection of all individuals before the law (Hollifield, 2006). The nature of this model provides a structural problem for implementing policies for minorities, that along with political speeches, against immigration, provided the increase in nationalism. The field research on the situation of refugees in Nord-Pas-de-Calais allowed to identify the results of the securitization of immigration process, which France and the UK are implicated. In Calais, the borders and boundaries are erected in permanence and immigrants remain confined in the jungles and squats. It was possible to clarify that humanitarian actors and activists became part of this process. This research reveals an absence of welcome context (from the government), where refugees are at the mercy of the illegal immigration market and police violence. Moreover these immigrants are living in «securitized» places that are the reflection of a movement prevention for those that are classified as undesirables, then any action that might challenge this system will be interpreted as a threat as well. This article aims to present the results of a field research developed in the city of Calais (2013 - 2014) in France. The particularities of this border and immigrants policies of the European Union are responsible for the development of informal camps, where the exploitation of immigrants is an inseparable part of the context. I used as a theoretical approach to securitization of immigration. In the EU the securitization of immigration, illegal immigration and human trafficking are a linked phenomena. Currently immigrants and refugees are unprotected and defined as a source of insecurity, they are exclud and so long an inexhaustible source for criminal networks and activities related to human exploration. There are about 1,000 immigrants living in Calais (they live in camps known as jungles), waiting for an opportunity to cross the border. Calais is the 5th poorest city in France, where widespread insecurity of the inhabitants make it a conducive environment for the development of mafias and human trafficking, as well as the normalization of this "service" for the use of the term passeur. Through the field research, it was found that the majority of inhabitants of the jungles are refugees statutarian or de facto who were taken to Calais by human smugglers networks. These refugees are devoid of EU protection, and survive with the help of charities. it was possible to observ that securitization and lack of technical knowledge of non-state actors are crucial to further development of human smuggling and reproduction of securitization. This thesis aims to analyze the migration policies of France through the prism of the securitization of immigration theory. This theoretical current comes from the school of critical security studies, and has as central concepts security threat, borders and boundaries. The securitization observes that immigration is conceptualized as a source of insecurity for the political community, where the boundaries are erected to protect autochthonous, where political speeches (anti-immigration) and migration policies (restrictive) are convergent. The french immigration and integration policies are guided by universalist republican model. The nature of this model provides a structural problem for implementing policies for minorities, that along with political speeches, against immigration, provided the increase in nationalism. There is a facility to convert the refugees into a source of insecurity due to the competition between human security and national security. The refugees are in the gray zone of migration policies, where the concept can be easily manipulated, and the criteria for granting refugee status may be contested. The field research on the situation of refugees in Nord-Pas-de-Calais demonstrates that the dialectic between the concepts of refugee, illegal immigrant and sans-papiers contributes for the permanence of insecurity and confinement of refugees between the borders, which France and United Kingdom are implicated.
