It argues, that, although it is often presented as a way of supporting a diversity of approaches, styles and objectives, the subsidiarity principle can sometimes endanger the cultural diversity it seeks to protect. Tourism for instance, has long been considered as a self-regulating activity and cultural tourism is often considered as “sustainable by nature”. Experience however shows that local authorities often lack an understanding of all the intricacies and consequences of cultural tourism development. Without proper tools for assessing and preventing negative impacts, local actors may lose control over its development, miss on benefit and endanger the diversity of cultures currently existing and co-existing in the European Union. [more ▼] Action C21 of the European programme for Cooperation in the field of Scientific and Technical Research (COST—http://www.cost.esf.org/) is dedicated to investigating urban ontologies for an improved communication in urban civil engineering projects. The Action, known informally as "Towntology", brings together a large and heterogeneous grouping from across Europe, whose interests range from construction to urban tourism and from transport infrastructure to resource visualisation. On 6-7 November 2006, in Geneva, the Action convened a successful workshop to address emerging issues in the field. This volume presents the contributions to that workshop, in many cases revised afterwards to capture some of the outcomes of discussion. Many of these contributions are from members of the Towntology group, but there are also contributions from other European researchers, and from researchers in the US. The volume represents a valuable overview of major current issues in the field of urban ontologies and encapsulates many useful and different approaches. We hope that it will serve not only as a worthy outcome of Action C21, but also as a valuable resource for a wide range of researchers. [more ▼] The motion of an observer in a given space produces a particular perception called motion perception. This has been defined by Gibson as the gradual changes in the rate of displacements of contour lines in the visual field of the observer. This paper describes a new approach intended for analysing the motion perspective in order to quantify the morphology of urban open spaces along routes. It is based on spherical projections, which provide the shape of the sky boundary around the observer. The projections are studied through their skeletons, which are continuous sets of curves obtained by a progressive thinning down of the shapes around their main saliencies. The proposed method uses these skeletons to follow the variations in the shape of the sky boundary between the successive views. Measures of these variations have been developed and applied in a range of simplified theoretical examples and a real field example in order to show that they succeeded in capturing significant variations in spherical projections.
