Due to the recent changes at the world scale like the increase in raw material prices and the awareness of the global warming, several countries experience development of renewable power production. These renewable productions often need a lot of place and they are localized in the countryside. This is the come back of the energy production in the rural system after fifty years of concentration of the production in towns, in nuclear power stations, and in large hydropower units. The paper focuses on the wind energy parks development in Belgium countryside, a high-populated area in northwestern Europe. From the experiences in the neighbouring countries, it transpired that social (residents’ reactions) and environmental (landscape impact) aspects are worthy of attention. The paper presents the results of Lacsawep, a two-year federal research project (www.belspo.be/ssd/), that examines which landscapes are adapted to wind energy in Belgium and how Belgian citizens in different contexts perceive those projects. The attitude toward wind energy parks in Belgium is based on information coming from several levels: the mouth to ear, the municipality’s, communication and project leader’s communication, the regional, national, and international Medias. The citizens difficultly analyse the mishmash of pro- and contra- information. The discourses and the bases of attitudes toward wind energy parks are a complex of physical annoyances, economic arguments, symbolic arguments, and type of decision-making process. Last but not least, these attitudes may change quickly due to the international concerns and the upsurge of wind energy parks. In Belgium, it was noticed that during the research project, the attitude toward wind energy parks changed positively. [less ▲]

This dashboard is a product of the Topozym reseach project. It is designed for territorial workers - agents of local development and social-cultural workers -, provides support and help for the design and implementation of participative approaches in the context of territorial governance of public spaces. User-friendliness and simplicity will be favoured in the conception of the dashboard. The research also focuses on the development of tools and methods to raise awareness and to ensure decision-making processes integrate sustainable development principles. [less ▲]

Maintaining or strengthening the value of the landscape is quite a new issue for the council boards of Walloon nature park. This issue was reinforced by the 2008 Walloon decree, which requires a landscape charter to each nature park. This new topic poses the Park Council with the question of defining the type of landscape that should be in a nature park in Belgium. Two interesting viewpoints could be that of visual integrity and conformity. The paper questions the notion of “conformity” theoretically and empirically through the analysis of the Attert valley nature park (South Belgium). It analyzes more specifically the conformity with the natural environment and the economic context acknowledging the rule of the semiotic approach and of the management of landscape as an heritage. The landscape of a nature park is not a relic landscape but a living cultural landscape. The paper questions the conformity of the landscape in the regional nature park of the Attert valley. It analyses more specifically (1) the conformity to the natural environment and the economic context, (2) the conformity from a semiotic or cultural point of view, and (3) the recognition and the management of the landscape as heritage. It states that few landscape features are preserved from the past. Nevertheless the landscape of the Attert valley maintains an identity due to old settlements, and the influence of the natural environment. The rural policy of renovation since 1970, together with the regional nature park activities, and the coming landscape Charter are useful tools to manage the landscape. However, these tools experience trouble with restraining the increase of real-estate due to the proximity of the Great Duchy of Luxembourg. [less ▲]

Although tools and methods are of major importance for territorial intelligence, each action research begins with the creation of a network of actors and researchers. How to do it? Which strategies are the most efficient and ethically acceptable? The paper analyses how stakeholders of a public place were joined to work together on a new approach of management and use of a certain public place. It compares the different networking strategies used in five case studies of the Topozym action-research. [less ▲]

Wind Turbines seem for many people to be an intrusive change in the cultural landscape especially in countryside (Pasqualetti). The Lacsawep research project aims to analyse and asses the landscape capacity and social attitudes toward wind energy parks in Belgium. Two complementary research lines are developed. On the one hand, a representative survey is done in order to understand the way people valorise landscape in relation to the location of wind energy. On the other hand, the research looks for the background and the underlying in-depth process explaining attitudes and possible “NIMBY-ism” toward energy park. The paper focuses on the attitudes relating to five wind parks in different areas in Belgium. The first case studies underline one interesting concept to understand the acceptation of wind turbines in local landscape: the “reterritorialisation”. People may accept a scar in their landscape if the turbines work “symbolically” for their needs. The paper analyses what people means by landscape, and how they are ready to barter a part of their landscape capital for a local effort to reduce the ecological footprint. [less ▲]

The paper underlines the diversity of the motivations of second homes owners and replaces this diversity in the new ways of living the countryside. The analysis of the distribution of second homes in Belgium may be enlightening by a Multiple Regression Model combining the subjective quality of environment and the home prices. From this step, the research analyses the diversity of the strategies of localisation in Ardennes and quests for the diversity of appropriation. In place of the common idea of regional space consumption by the Dutch holidaymakers, the paper underlines the involvement of “strangers” in the local community and compares these involvements with those from the other inhabitants like commuters and crossborder workers. The new ruralism is both a new concept developed by researchers, especially in California, and a marketing stuff improved by the new vision of the rurality by a broad segment of the American population. The new ruralism results from the conjunction of the smart growth trend and the researches on sustainable agriculture. The paper comments the state of the art and the first projects based on new ruralism. It scrutinizes the impact on the countryside and challenges the contemporary rural geography. [less ▲]
