Today many people argue that the youth is uninterested in politics; according to them, there is amongst the young people some sort of political apathy. In fact, electoral turnout declines dramatically in all Western democracies, especially among the young voters. However, drawing from a survey on 1437 students (16-18 y. old), we demonstrate that some young people do engage, participate and are interested in politics. Above all, a multifaceted analysis of political participation and interest is needed to depict the political attitudes of the today’s youth. [less ▲]

In both Belgium and Canada, federalism is a hot and important topic. In order to explore the federal perceptions and preferences of the citizens in these two federations, four citizens’ meetings or assemblies are organised: two in Belgium (in Liège, Wallonia, in French, and in Antwerp, Flanders, in Dutch), and two in Canada (in Montreal, Quebec, in French, and in Kingston, Ontario, in English). During a whole day, sixty citizens are gathered to discuss with four experts and in small groups about the federalism in their country. The organisation and the methodology of the meetings are inspired from both citizens’ assemblies and deliberative polls. The first meeting took place at the Université de Liège, on September 29, 2007. The preliminary analyses of the qualitative and quantitative data collected during the nine hours long exchanges are presented in this paper. The first analyses shed light on the relations between the federal perceptions and preferences of French-speaking Belgian citizens. The preliminary results emphasise the diversity of knowledge, attitudes and opinions on Belgian federalism and highlight the contrast between these perceptions and preferences and the federal reality of Belgium as well as its possible evolution. The second meeting took place at the Université de Montréal, on March 15, 2008 and will be followed, respectively in June and November 2008, by the meetings in Kingston and in Antwerp. [less ▲]

The preliminary analyses of the qualitative and quantitative data collected during the nine hours long exchanges are presented in this paper. In post-genocide Rwanda, in addition to gacaca courts, a truth commission is needed in order to promote justice and foster reconciliation. In the context of transitional justice, retributive justice, which seeks justice and focuses on the perpetrators, appears to be inadequate to lead a society towards reconciliation. Therefore, some forms of restorative justice, which emphasize the healing of the whole society, seem necessary. In Rwanda, gacaca courts and a truth commission are complementary. The former can bring justice, the latter can seek the truth; both crucial ingredients of a peaceful future for Rwandans. The essay opens with the discussion of the nature of the genocide and the responses to post-genocide Rwanda’s crisis. The second and third parts present the existent gacaca system and a theoretical framework for a truth commission. The combination of both approaches in view of the double goal of justice and reconciliation concludes this paper. [less ▲]

Canadian federalism and its future are undeniably a frequent and important topic of debate. Many people have their own opinions on the topic but they rarely have the opportunity to discuss it with fellow Canadians, experts and politicians in a setting conducive to learning and debate. With this in mind, three small citizens' assemblies on the future of federalism in Canada were held in the spring of 2008, two in Montreal and one in Kingston. For over four hours, participants had the opportunity to learn about and discuss topics relating to federalism with experts, politicians and other Canadians. The qualitative and quantitative data collected throughout these meetings provide a clearer picture of Canadians' perceptions and preferences regarding the future of their country and their province. The initial results show a wide range of knowledge, attitudes and opinions among participants at a single meeting and from one meeting to the next. There is no clear profile of a “federal citizen” but rather a multitude of profiles, sometimes very diverse. For comparison purposes, two more citizens' assemblies will be held in Belgium to compare French-speaking and Flemish-speaking Belgians' perceptions and preferences regarding federalism. [less ▲]

Drawing from the results of a survey administered to 1437 high school students (16-19 years old) in spring 2007, this article assesses the level of political knowledge of the young people. Although the questionnaire tapped on several dimensions, which are not dealt in this article, only seven indicators touched directly on political knowledge in particular on two aspects of the Belgian political landscape. On the one hand, five questions measured the level of knowledge of distribution of powers between the federal state, the Regions and the Communities. On the other hand, two questions asked the name of the Prime Minister and the name of the Minister-President of the Walloon Region. Our analyses compare the levels of political knowledge with an index of political interest and show interesting differences between groups and between indicators. [less ▲]

In Brussels, a similar rule applies in the different governments. Relying on a political analysis and on interviews with politicians, this article explores and reflects on the linguistic parity in Brussels and in particular in the government of the Region and of the Community. Belgian federalism and especially its future are two hot topics. Yet, behalve surveys, there are few initiatives to apprehend the federal perceptions and preferences of the citizens. In this perspective, on 29 September 2007, 64 citizens were convened to take part to a Citizens panel on the future of Belgian federalism. This article presents the results of this one-day gathering. First, the research design is presented. Then, the participants are described in order to analyse, in the third part, their federal perceptions and preferences. For the sake of comparison, three other similar citizens panel have been organised : two in Canada (Montreal and Kingston) and another in Belgium (Antwerp). [less ▲]

In 1990, one of us administered a questionnaire to 640 students from nine high schools in Liège (Belgium) and its suburb. The survey aimed at measuring the political interest of the youth and their level of participation in a wide range of associations. The questionnaire, which was also administered in Quebec and Paris, was made of 200 other indicators (confidence toward the institutions, impact of the political decisions, role of the state, etc.). Last spring, we administered a similar questionnaire to the same schools in order to compare the data gathered in our previous researches and the new data. The comparison will engage the oft-asked questions in the field about political participation—or its decline—amongst the youth. The new data show, as in 1990, that approximately two-thirds of the students (16-18 years old) participate in associational life in a broad sense. Political participation sensu stricto is still less popular than participation in organisations campaigning for the defence of human rights or the environment. We also observe significant differences in the traditional sociological categories. Yet, as we did for the 1990 data, we shall move our analysis beyond the usual sociological categories in order to stress the internal differences between groups. As such, we shall privilege the analysis in terms of classifications. With a more precise image of the various forms of participation as well as the attitudes related to it, different patterns will characterise young people’s participation. Accordingly, our understanding of the political socialisation’s mechanisms will be adapted. Such an inquiry seems necessary in order to engage the traditional views on political participation and interest of today’s youth. [less ▲]

The last twenty years have seen the emergence of a new generation of polls: the deliberative polls. Unlike usual polling, deliberative polling—first suggested by Fishkin and Luskin—emphasizes not only the representation of polling but also the deliberation. The deliberative poll attempts to represent all in a given population, through a statistical microcosm empowered to think about the issues in question under favorable conditions—the sample population takes a questionnaire, then is informed through a learning process that alternates discussions in small groups and with experts and politicians, and eventually re-takes the same questionnaire. Although—quantitative—deliberative polling catches the big picture—what people think before and after and how their opinions vary, it hardly gives any insight on why the citizens change their opinions and, above all, what it means after the learning process. This question is especially important in topics where little change of opinions may be expected such as political preferences and identities. Specifically, the qualitative deliberative polling is used to explore the relationship between the citizens’ perception (understood as knowledge, legitimacy, identity, and perception of the others) of the federal government in both Belgium and Canada and their federal preferences vis-à-vis the evolution of the regime. Conducting qualitative and quantitative deliberative polling in those cases seem to offer the best result since the quantitative aspect provides a general picture of the change of opinions while the qualitative aspect endeavors to understand the change of opinions. Qualitative deliberative polling relies on a systematic qualitative content analysis of the focus groups’ discussions and interaction between the participants and the experts. To combine qualitative methods with—quantitative—deliberative polling has the potential to provide a finer picture of the citizens’ opinions on a broad variety of topics and issues. [less ▲]

In divided societies, such as Belgium and Canada, the federal principle and consociational power-sharing have been implemented in order to accommodate ethno-linguistic communities. The combination of Daniel Elazar’s seminal work on federalism in plural societies and of Arend Lijphart’s on consociationalism offers a theoretical framework which can be usefully applied to study the distribution of power between the two main ethno-linguistic communities at the highest level of the state. Using the existing “model of points” and the author’s own “model of the weight of ministerial portfolios”, this paper explores the linguistic composition of the federal governments in both countries over the last thirty years (1970-2006). Whereas the Belgian Constitution has required since 1970 that the federal cabinet be staffed by an equal number of Flemish and Francophone ministers, the Canadian Constitution does not require such a linguistic parity and therefore leaves a greater freedom for the composition of the government. On this background, two logics may explain the linguistic composition in the two cases: a logic of transaction between the two main communities and a logic of representation. The paper opens, on the one hand, with the elaboration of the theoretical framework combining the works of Elazar and Lijphart and, on the other hand, with the construction of the two models. The framework and the models are applied to each case, emphasizing the logic of transaction and the logic of representation. On the basis of this examination, this paper concludes by suggesting that Flemish and Francophone Belgians as well and English and French Canadians benefit from the composition of the federal cabinet. The conclusion opens—new—ways and means to hinder political tensions in plural societies through the institutional arrangement. [less ▲]

In February and March 2007, we passed a survey on 1437 students from different schools in Liège, Belgium. This research is a replication of a research done in the same schools – but one – in 1990 by one of us. However, several questions were added to the 2007 questionnaire in order to apprehend the new dimensions that we developed over the last 17 years. The results which are presented here are only preliminary; further analyses are being undertaken. More sophisticated statistical methods are used to explore the two databases. [less ▲]
